NOTICE INVITING EXPRESSION OF INTEREST (EoI)

FOR

DEVELOPMENT OF INTEGRATED LEARNING MANAGEMENT SYSTEM FOR SCHOOL OF OPEN LEARNING, UNIVERSITY OF DELHI.

Expression of Interest (EOI) is invited from reputed agencies/Companies/Organizations

/Vendors for development of integrated Learning Management System for School of Open

Learning, University of Delhi, situated at 5 Cavalry Lane, Delhi-110007. The broad details of

requirement and terms & conditions may be downloaded from website (http://sol.du.ac.in or

du.ac.in). Interested agencies/Companies/Organizations are requested to submit the details to

the Assistant Registrar (General), School of Open Learning, Delhi on or before 15th June, 2015 at

3.00 p.m. All the applications received by due date will be opened before the committee

constituted for this purpose and bidders or their representatives if any on 15th June, 2015 at

4.00 p.m in Committee Room at Ist floor of SOL building. Based on the eligibility criteria as

mentioned in EOI, firms will be short listed. The shortlisted agencies will be issued Request for

Proposal (RFP) against which firms will be required to submit technical and financial bid in

Section- I

ABOUT SOL

The School of Open Learning, formerly known as the Directorate of Correspondence Courses, established under the University of Delhi in 1962, is a pioneer Institution in the field of Distance Education in India.

The country witnessed the beginning of an alternate mode of education when the School started with a modest admission of 900 students in 1962. The School enrolled more than three lakh fifty thousand students in the Academic Session 2012-13. On many occasions our students have been toppers in a range of disciplines.

The admission process for various courses in the School is governed by the norms established by the University of Delhi. The examination is also conducted by the University of Delhi. The University of Delhi confers the degree to the students of the School as it does in the case of its other constituent Colleges. In an effort to cater to the needs of a growing no. of students the School established the South Study Centre at Moti Bagh from the academic session 1990-91. In an effort to reach out to a larger number of students the School is in the process of opening up Study Centre’s in the Eastern and the Western parts of the national Capital Region of Delhi.

The School offers Undergraduate/Postgraduate Degree courses in the subjects of Arts/Humanities and Commerce. The mode of instruction is primarily through well prepared printed course material which is distributed at the time of admission or by mail to all the enrolled students. This is also supplemented through Personal Contact Programme conducted for the benefit of students at various study center’s run by the Schools. An experienced faculty is always available at the main campus for academic interaction with students.

The Schools offers learning through the distance education mode which is a viable alternative for students who need a flexible medium of instruction to attain higher education and vocational skills.

The details of the assignment are as given below.

Low Level Design of LMS Components Courseware Development

The agency should design, develop the LMS E-learning courseware of various courses offered by the SOL in the latest version of SCORM (Sharable Content Object Reference Model) mode. (However, the SOL, at its option may also consider parties who have only courseware development capabilities). The SOL currently offers courses are as given below: Undergraduate Courses

The SCORM compliant courseware to be developed should have minimum 10% graphics, video, audio, animation, etc. in the form of charts, graphs and pictorial representation. The courseware developed should be portable on any standard LMC (Learning Management System) and also should run independently on any standard browser.

LMS

The agency should propose a standard world class LMS to run the above e-learning courseware on an annual license fee basis. The LMS should have various features and functionalities as under:

Support blended learning:

LMS should offer a curriculum smorgasbord that mixes classroom and virtual courses easily. The LMS should provide features like prescriptive and personalized training. The LMS should be able to handle audio and video contents.

Administration Module:

The LMS must enable administrator to manage user registrations and profiles, define roles, set curricula, chart certification paths, assign tutors, author courses, manage content, and administer internal budgets, user payments, and chargeback. The LMS should have capability to integrate with a payment gateway of banks and accept the payments via credit/debit cards. Administration module should provide an access to the training database, enabling administrators to create standard and customized reports on individual and group performance. The LMS should have the reports which should be scalable to the entire workforce. The system should also be capable to build schedules for learners, instructors, and classrooms. All features of the LMS should be manageable using automated user-friendly administration screens.

Content integration features:

Apart from supporting the vendor’s own courseware, the LMS should provide native support to a wide range of third-party courseware also. An LMS vendor should be able to certify that third-party content will work within their system, and accessing courses should be as easy as using a drop-down menu.

Adherence to standards:

LMS should support the latest standards of SCORM (Shareable Content Object Reference Model)/ AICC (Aviation Industry Consultative Committee) compliant courseware.

Assessment Module:

The LMS should have an assessment module, which can evaluate, test, and assess the students learning path and report their progress to the tutors concerned. LMS should have an assessment module for Virtual viva

Skills Management Module:

The LMS should have skills management module which will help in measuring the training needs and identify improvement areas based on student’s collective competence in specified areas. The LMS should have capabilities to cull out the assessments from multiple sources, including peer reviews and 360 degree feedback tools. Based on these assessments the faculties can determine whether the results are weighed, averaged and compared to determine the skill gap.

The LMS should have the following additional features also:

Support online communities:

The LMS should have a feature to support a community learning or collaborative learning which communicates across an organization through chat rooms, bulletin boards, newsgroups, online support, help desks etc.

Connect with Back-End database:

The LMS should provide a facility for the administrator to upload the SCORM compliant courses on the web-site. The administrator should be able to create the tutors and assign the courses to them. The admin should also be able to create the students database and assign courses and tutors to them. The LMS should provide various MIS reports needed such as student registration details, tutor details, payment details etc. The actual no. of reports will be given in the SRS (System Requirement Specification).

End-User Features and Tools

Migration of Content o Describe the migration of content from our current LMS to new LMS? o How do we merge course section together?

Multi-Browser Support

o Please list which browsers are supported, including those browsers versions

Submission of Source Code: The selected bidder should agree to deposit and keep the customized version of ‘Source Code’ in magnetic media along with related documents. The SOL will be free to use the ‘Source Code’ if

The SOL is not satisfied with the support service rendered by the selected bidder and/or The selected bidder company winds up its operation and/or The selected bidder discontinues the product.

Security Parameters The security features of LMS in respect of the application/Database/System Security etc. may be provided for enabling third party audit, if and when needed.

Capacity Planning The agency should plan for the capacity of the Hardware as well, keeping in view the size of the data and no. of users. The Hardware/Software should be scalable enough keeping in view the requirements for the next 3-5 years. Bandwidth Utilization The Bandwidth requirement should be very minimal for the LMS developed/offered.

Section –II

Pre-qualification/Eligibility Criteria

The applicant should fulfill the eligibility criteria mentioned below. Shortlisted eligible

applicants will be invited to bid for the detailed RFP to be released later.

Pre-qualification/Eligibility Criteria 1. Agencies/Companies/Organizations/Vendors should have at least 3 years of experience in the

development of integrated Learning Management System. They are required to enclose

documents showing successful development of integrated Learning Management System.

2. Agencies/Companies/Organizations/Vendors should enclose copies of Registration with Govt. Organization.

3. Agencies/Companies/Organizations/Vendors should have minimum average turnover of Rs. 25 lakh( Rupees Twenty Five Lakh ) for the last three years. i.e. 2011-12, 2012-13 and 2013-14.

4 Agencies/Companies/Organizations/Vendors should have carried out the similar nature of work in Central/State Govt. bodies/departments/Public Sector Undertakings in the last three years, each of minimum value as detailed below. a. Three similar completed works(costing not less than the amount equal to 40% of the estimated cost(40% of 30,00,000=12,00,000) or b. Two similar completed works (costing not less than the amount equal to 50% of the estimated cost.(50% of 30,00,000=15,00,000) or c. One similar completed work costing not less than the amount equal to 80% of the estimate cost. (80% of Rs.30,00,000 = Rs.24,00,000)

Similar works means works related to DEVELOPMENT OF INTEGRATED LEARNING MANAGEMENT SYSTEM. Completion certificates for the above should clearly indicate the scope and

nature of work carried out and the value of work as carried out, in order to confirm conformity to defined similar works. The completion certificate should be signed by the issuing authority with stamp without which the works will not be considered.

5. The participating Agencies/Companies/Organizations/Vendors must be a single legal entity registered in India as a company under the Company Act, 1956 and must have a Registered Office in India. The company should have been operational in Delhi and should have an establishment in Delhi. Proof of the same should be submitted as a part of response to the EoI.

6. The Bidder shall not be under a Declaration of Ineligibility for corrupt or fraudulent practices or blacklisted with any of the Government agencies. Documentary evidence must be enclosed with the bid.

7. The agency shall bear all the costs for participation in the bid process including preparation of

responses to the EoI or RFP and must be ready to undertake this activity on its own. This Office will

not bear any expenses for EoI etc.

8. The Agencies/Companies/Organizations/Vendors will have to give demo on the basis of their EoI if office so requires.

9. Any false information provided in the EoI with respect to citations, Projects handled, Office

locations or any other information if found out by this office would lead to disqualification of the bidder

and other suitable legal actions.

10. The Executive Director, School of Open Learning reserves the right to accept or reject any EoI

without assigning any reason thereof, and to amend the terms & conditions before award of the work.

11. Agencies/Companies/Organizations/Vendors are requested to send their comments on the objectives and scope of the work or service projected in the enquiry.

12. Any disputes arising out of this tender will be under the jurisdiction of The Executive Director,

School of Open Learning. 13. It is desirable that the Vendors have already done similar project in any Government university/ school.

Disqualification:

The Executive Director, School of Open Learning Delhi reserves the right to disqualify any applicant from the EOI process if the applicant has: i. Submitted the response for EOI after the stipulated date of submission. ii. Made misleading or false representation in the forms, statements and attachments submitted as proof of the eligibility requirements. iii. Not submitted the response to EOI along with proper documents. iv. Failed to provide certification related thereof when sought. v. Submitted more than one response. vi. Been found to canvas influence or attempt to influence in any manner the qualification or selection process. vii If the information provided is not in the prescribed Performa.

EoI Processing Fees

A non- refundable processing fee for Rs. 1000/ ( Rupee One thousand only) in the form of

Demand Draft drawn in favour of the “Executive Director, SOL payable at Delhi” has to be

Submission Requirements Respondents are requested to submit their responses in sealed cover as per the format given below: i) Covering letter as per Appendix-I ii) Other related information as per Appendix-II iii)Comprehensive solution document consisting of Approach and Methodology iv) Audited financial statement for the last 3 years. v) I Tax return for the last 3 Financial years. vi) Proof of Service tax registration. vii) Completion certificates of the activities completed in last 3 years. viii) Non- blacklisting certificate by any Govt organization/ PSUs

Submission Details

Competent interested agencies/Companies/Organizations are requested to submit the details to Assistant Registrar (General) of this office on or before 15th June,2015 at 3.00 P.M. All the applications received by due date will be opened at 15th June,2015 P.M. on 4.00 P.M in front of bidders or their representatives. Based on the eligibility criteria as mentioned in EoI, firms will be short listed. The shortlisted agencies will be issued RFP against which firms will be required to submit technical and financial bid in sealed cover. The Executive Director, School of Open Learning reserves the right to extend the Application Due Date by issuing a notice to that effect uniformly for all Applicants. In case of extension it will be notified on SOL/DU website.

Submission Mode:

All EoIs shall be submitted in sealed envelopes super-scribing “EoI for development of integrated Learning Management System for School of Open Learning, Delhi”. EoI submitted either by facsimile transmission or e-mail shall not be acceptable. If the envelope is not sealed and not marked as instructed above, School of Open Learning Delhi assumes no responsibility for the misplacement or premature opening of the contents of the Application submitted and such Application will be rejected.
