Vote Tuesday, April 5, 2011 School District of Poynette Facilities Referendum Referendum to Address Safety, Security, Maintenance and Water Run-Off On Tuesday, April 5, 2011, residents of the School District of Poynette will have the opportunity to vote on an important issue to address safety and security needs of the Poynette campus buildings. The referendum will be used to resolve the following needs: Construct an office to provide a secure building entrance on the south side of the current 1-8 building. Create two classrooms to house the students in the current annex (kindergarten) building. One will be located in the vacated office space and one in the vacated staff workroom. Correct water run-off entering the 1-8 building and the high school boiler room, and improve drainage on the Poynette campus. Install security cameras in the high school and 1-8 building. Install keyless entry and locking system in the 1-8 and high school buildings. Replace existing electrical service in the 1-8 building and add capacity to allow technology use. Why is this Important? Right now, a one time opportunity would allow the district to access interest- free borrowing for $1,000,000 of the total of this referendum. In addition, construction costs continue to be favorable. The interest-free money offer expires in December of 2011. We must address water problems on the Poynette campus. Water run-off is an increasing problem. In the summer of 2010, water entered the 1-8 building causing flooding and safety concerns as it flowed through the electrical panels. Water also collected in the hallway, maintenance room and classrooms. This water was removed immediately and the area dried to prevent further damage. The boiler room at the high school has 2-3 inches of water in it most of the time. The water and resulting dampness is damaging boilers and other heating equipment. This will have a negative impact on the life expectancy of these high-cost pieces of equipment. We must vacate the annex (kindergarten) building located at the corner of Seward and Cleveland Streets. An estimate of $85,000-90,000 would be required for building repair if the building continues to be utilitzed. This does not include costs to remove mold found in the building. Community committees in 2005 and prior years unanimously recommended demolishing this building. We must address the security and safety of our students and staff. The current buildings are not secure. With the 1-8 office in the middle of the building, it is impossible to monitor who is coming in and out of the building. We have had some incidents of individuals entering the building and approaching the wrong student without any school official knowing. The current electrical system in the 1-8 building is at its load capacity. More access is needed to utilize technology and other tools to improve education. The rooms in the elementary section have only two outlets located in diagonal corners. More electrical outlets are needed and the location of them must be flexible to meet instructional needs, including the opportunity to use technology tools. The 1-8 gym lights need to be on a switch system for access and safety. Currently, the gym lights are turned on and off by switching the circuit breaker in the electrical panel. This system needs to be changed for the safety of both staff use and community use of the gym. Vote Tuesday, April 5, 2011

What is included in the Referendum? Addition of office area, removal of ramp, and reconfiguration of delivery entrance at the 1-8 building.

Creation of 2 classrooms in the space from vacated office area and workroom.(Please view building diagrams on page 3)Secretaries, building administration, nursing staff and teacher work areas would be located in the �new� office area.Spaces vacated will be made into 2 classrooms. These classrooms will be used to provide space needed to accommodatethe 2 classes currently in the �annex� (also known as the kindergarten building). The current office will be remodeled tocreate an approximately 550 square foot classroom. The teacher work room will be used to create an approximately 700square foot classroom.

The graphic to the left shows the new space to be built on thesouth side of the 1-8 building. The picture above shows a conceptdrawing of the outside of the building. The office will be located asa street level access into the building. The existing ramp to thereceiving (into the custodial room on the lower level) area will befilled in and the current entrance steps and ramp into the buildingremoved. The receiving area will be relocated to the East.

The office will be constructed to require individuals go through theoffice when entering the building during school hours. The officeconstruction will be part of the water remediation plan. The currentoffice area will be remodeled to create a classroom. The currentteacher workroom will also be used as a classroom to accommo-date the students currently in the annex building. All areas willcontinue to be accessible and designed for energy efficiency.

Other items to be addressed include:1. Electrical improvements will be made in the 1-8 building. The main power access at the lower south end of the building

will be moved and enlarged. A secondary panel located at the north end of the elementary building will also be changedand electrical service increased in the elementary classrooms.

2. Correction of water problems at the Poynette 1-8 and high school sites will be completed. Water will be directed to apond off of Van Buren Street and eventually to the village storm water system.

3. Security cameras and keyless entry systems will be installed in both the 1-8 and high school buildings.

Cost to TaxpayersThe total cost for the projects identified is

$1,285,000. Included in this borrowing is$1,000,000 that is available at 0% interestdue to a federal program awarded to theschool district. The only restriction is that themoney must be allocated prior to December toallow bond sales by December 31, 2011.

The result is an estimated tax impact of 12cents per thousand dollars of property value.
