Foreword

Thisstudenthandbookwasdevelopedtoanswermanyofthecommonlyaskedquestionsthatstudentsandtheirparentsmayhaveduringthecourseoftheschoolyear.ThishandbooksummarizesmanyoftheofficialpoliciesandadministrativeguidelinesoftheBoardofEducationandtheDistrict.Totheextentthatthehandbookisambiguousorconflictswiththesepoliciesandguidelines,thepoliciesandguidelinesshallcontrol.Thishandbookiseffectiveimmediatelyandsupersedesanypriorstudenthandbook.

NondiscriminationPolicy**ParentsandstudentsareencouragedtoreadthefulltextoftheBoardofEducationpolicygoverningNondiscrimination2260availableontheDistrictwebsiteorbycontactingtheschoolmainoffice.TheBoardofEducationiscommittedtoprovidinganequaleducationalopportunityforallstudentsintheDistrict.TheBoarddoesnotdiscriminateonthebasisofrace,color,religion,nationalorigin,ancestry,creed,pregnancy,maritalstatus,parentalstatus,sexualorientation,sex(includingtransgenderstatus,changeofsexorgenderidentity),orphysical,mental,emotional,orlearningdisability(“ProtectedClasses”)inanyofitsstudentprogramandactivities.ItisthepolicyoftheSchoolsthatnopersonmaybedeniedadmissiontoanypublicschoolinthisdistrictorbedeniedparticipationin,bedeniedthebenefitsof,orbediscriminatedagainstinanycurricular,extracurricular,pupilservice,recreational,orotherprogramoractivitybecauseoftheperson’srace,color,religion,nationalorigin,ancestry,creed,pregnancy,maritalorparentalstatus,sexualorientation,orphysical,mental,emotional,orlearningdisabilityinanyofitsstudentprogramandactivities.

MarshfieldPublicSchoolsDiscriminationComplaintProcedure

StudentRightsandResponsibilities

TherulesandproceduresofMarshfieldElementarySchoolaredesignedtoalloweachstudenttoobtainasafe,orderly,andappropriateeducation.Studentscanexpecttheirrightstofreedomofexpressionandassociationandtofairtreatmentaslongastheyrespectthoserightsfortheirfellowstudentsandthestaff.Studentswillbeexpectedtofollowteachers’directionsandobeyallschoolrules.DisciplinaryprocedureswillcomplywiththerequirementsofStateandFederalLaw.Parentshavetherighttoknowhowtheirchildissucceedinginschoolandwillbeprovidedinformationonaregularbasisandasneededwhenconcernsarise.Manytimesitwillbetheresponsibilityofthestudenttodeliverthatinformation.Ifnecessary,themailorhanddeliverymaybeusedtoensurecontact.Parentsareencouragedtobuildtwo-waycommunicationwiththeirchild’steachersandsupportstaffbyinformingthestaffofsuggestionsorconcernsthatmayhelptheirchildbetteraccomplishhis/hereducationalgoals.Studentsmustarriveatschoolontime,preparedtoparticipateintheeducationalprogram.Ifforsomereason,thisisnotpossible,thestudentshouldseekhelpfromanystaffmember.

CourtOrders

Fortheprotectionofthechild,theprincipalmustbeawareofanycourtordersineffectregardingcustodyandphysicalplacementofchildrenalongwithanyrestrainingordersagainstparentsorguardians.Pleasebesuretosubmitacopyofanycurrentcourtordertotheofficesotheschoolcanbeincompliancewithit.Verbalmessagesorwrittennotesarenotsufficient.Pleasealsonotethatunlesswehaveacopyofacourtorderthatspecifiestheparentalrightsofthenon-custodialparent,theschoolwillassumethatbothparentsmaycontinuetoexerciseparentalrights.

Complaints

Ifparentshaveaconcernorcomplaint,thesearebestresolvedatthemostimmediatelevel:teacherorstaffmember,thenprincipal,andlastlytheSuperintendent.TheSuperintendentmayrefertotheproperSchoolBoardcommittee.

Accident,InjuryandIllness

Itisextremelyimportantthatparents/guardiansprovidetheschoolofficewiththecurrenthome,work,andemergencytelephonenumberstobeusedshouldastudentbecomeillorinjuredduringtheschoolday.Illorinjuredstudentswhocannotparticipateinroutineclassroomactivitieswillbesenthome.Childrenwithaknownfeverof100degreesFahrenheitorhigherandcomplainingofnotfeelingwellwillbesenthome.Studentmustremainhomefor24hoursafterthefeverhasresolved(withouttheuseoffeverreducingmedication)andothersymptomshavestopped.Allinjuriesmustbereportedtoateacherortotheofficestaff.Ifminor,thestudentwillbetreatedandmayreturntoclass.Ifmedicalattentionisrequired,theofficewillfollowtheSchool’semergencyprocedures.Astudentwhobecomesinjuredorillduringtheschooldayshouldrequestpermissionfromtheteachertogototheoffice.Nostudentwillbereleasedfromschoolwithoutproperparentalpermission.Astudentwhohasbeendiagnosedwithaconcussionshouldconsultwithadministration(ordesignee)tocoordinatethereturntotheclassroom.Theadministration(ordesignee)willconsultwiththedistrictathletictrainerorschoolnurseregardingproperacademicstrategiesregardingconcussiveinjuries.

Enrollment

StudentsnewtothedistrictshouldpickupenrollmentformsfromtheBoardofEducationOfficelocatedat1010East4thStreet,Marshfield,WI54449.

DismissalStudentsshouldgohomeassoonastheyaredismissed.Childrennotridingthebusorwalkinghomeshouldbepickedupnolaterthan3:00p.m.inthedesignatedareas.Onlyaparentorguardianmaywithdrawachildfromtheclassroomtoleavethebuildingwhileschoolisinsession.Thisrequiresnotificationandapprovaloftheprincipal.Forsafetyreasons,parentsorguardiansmustcometotheofficetocheckoutandpickuptheirchild.

EarlyDismissal

Nostudentwillbeallowedtoleaveschoolpriortodismissaltimewithoutawrittenrequestfromtheparent,orapersonwhosesignatureisonfileintheschooloffice,ortheparentcomingtotheschoolofficetoverballyrequesttherelease.Nostudentwillbereleasedtoapersonotherthanacustodialparent(s)orguardianwithoutapermissionnotesignedbythecustodialparent(s)orguardian.Formsaresenthomeatthebeginningoftheyearsoparentscancommunicatewhereachildshouldgoonplannedandunplannedearlydismissaldays.

DistrictNurseServicesAdistrictnursemayvisittheschooltodiscussanystudenthealthproblemswhichmayarise.Onrequest,anursemaymakehomevisitstoassistthefamilyandschoolinmeetingtheneedsofachild.

EmergencyCards

EachchildmusthaveanuptodateEmergencyCardonfileintheeventanillnessorseriousaccidentoccurs.

FirstAid

Firstaidgivenatschoolisfortemporarycareonly.Nomatterhowminortheinjurymaybe,theparentshouldchecktheinjuryathomeandprovidefurthercare,orconsultaphysicianifnecessary.

Immunizations

Statelawrequiresallpublicandprivateschoolstudentstopresentwrittenevidenceofimmunizationsagainstcertaindiseaseswithin30schooldaysofadmission.Theserequirementscanbewaivedonlyifaproperlysignedhealth,religious,orpersonalconvictionwaiverisfiledwiththeschool. SpecialHealthConcerns

Ifyourchildhasaspecialhealthconcernorproblem,itisimportantthatthisinformationberelayedtotheteacherordistrictnurse.Thiswillaidstaffinhelpingyourchildinnormalschoolactivitiesandinmeetinganyhealthneeds.Parentsof4Kstudentsshoulddiscusshealthneedsandmedicationswiththedirectororstaffofthefacilitywhereyourchildattends.

ScreeningforHearingandVision

Thehearingscreeningprogramoccursinthefall.StudentsingradesK,1,2,and3arescreenedbytrainedvolunteers.ThosestudentsshowingpossiblehearinglossesarethenretestedbytheDistrictNurse.Parentsofchildrenwithhearingconcernswillbenotifiedbymailandadvisedtoreceivefurtherevaluation.StudentsingradesK,1,2,3,4,5,6,and8willbescreenedfordistancevisionloss.Thisprogramisofferedinthefallinordertoprovideadequatetimefornecessarycorrectivemeasurestobetakenduringtheearlypartoftheschoolyear.Parentsarenotifiedbymailiftheirchildshowsapossiblevisionloss.Promptattentiontoavisionproblemisvitallyimportanttoyourchild'sschoolsuccess.Screeningdoesnotincludeclosevisiontestingandisnotasubstituteforregulareyecare.Bothhearingandvisionscreeningcanberequestedbyparentsatanytime.OtherServicesScoliosisscreeningisdoneingrade8forboysandgrades6and7forgirls.Childrenwithspecialneedsmaybenefitfromtheservicesofaspeech,physical,oroccupationaltherapist,schoolpsychologist,guidancecounselor,orinthecaseofaprolongedillness,ahomeboundinstructor.Theschoolofficewillprovidefurtherinformationconcerningthespecialneedsofyourchild.Ifyourchildhasaspecifichealthconcern,itishelpfultonotifytheDistrictNurse(384-4747,ext.2109)beforeschoolbegins.Thisensuresyourchild’sneedsaremetatschool.Ifyourchildisnotinthegradesincludedforascreeningtestandyouhaveaconcern,pleasesendanotetotheteachertorequestatest.

DirectContactCommunicableDiseases

These locations and circumstances include, but are not limited to, gymnasiums, locker rooms, shower facilities, rest/bathrooms, and any other areas where students or others may change clothes or be in any stage or degree of disrobing or changing clothes. The Director of Technology and building principals are authorized to determine other specific locations and situations where use of a PCD is absolutely prohibited. 3.Toprovideindividualswithoptionsforreportingharassmenttoanindividualofthegenderwithwhichtheyfeelmostcomfortable,eachschool’sbuildingprincipalwilldesignateonemaleandonefemalestaffperson(designatedasComplaintCoordinators)toreceivereportsofharassmentprohibitedbythispolicy.

ConfidentialityTheDistrictwillmakeallreasonableeffortstoprotecttherightsofthecomplainantandtherespondent.TheDistrictwillrespecttheprivacyofthecomplainant,therespondent,andallwitnessesinamannerconsistentwiththeDistrict’slegalobligationunderstateandfederallaw.

Bullyingmaybearepeatedbehaviorandinvolvesanimbalanceofpower.Furthermore,itmaybeseriousenoughtonegativelyimpactastudent'seducational,physical,oremotionalwell-being.Thebehaviormaybemotivatedbyanactualorperceiveddistinguishingcharacteristic,suchas,butnotlimitedto:age;nationalorigin;race;ethnicity;religion;gender;genderidentity;sexualorientation;physicalattributes;physicalormentalabilityordisability;andsocial,economic,orfamilystatus;however,thistypeofbullyingbehaviorneednotbebasedonanyofthelegallyprotectedcharacteristics.Itincludes,butisnotnecessarilylimitedto,suchbehaviorsasstalking,cyberbullying,intimidating,menacing,coercing,name-calling,taunting,makingthreats,andhazing.Anystudentthatbelievess/hehasbeenoristhevictimofbullyingorbelievesthattheyhaveseenbullyingbehaviordirectedtowardanotherstudentshouldimmediatelyreportthesituationtothebuildingprincipalorassistantprincipal,ortheSuperintendent.ThestudentmayalsoreportconcernstoateacherorcounselorwhowillberesponsiblefornotifyingtheappropriateadministratororBoardofficial.ComplaintsagainstthebuildingprincipalshouldbefiledwiththeSuperintendent.ComplaintsagainsttheSuperintendentshouldbefiledwiththeBoardPresident.Allschoolstaffmembersandschoolofficialswhoobserveorbecomeawareofactsofbullyingarerequiredtoreporttheseactstothebuildingprincipalorassistantprincipal.Allcomplaintsaboutbehaviorthatmayviolatethispolicyshallbeinvestigatedpromptlybythebuildingprincipal.Thestaffmemberwhoisinvestigatingthereportofbullyingshallinterviewthevictim(s)oftheallegedbullyingandcollectwhateverotherinformationisnecessarytodeterminethefactsandtheseriousnessofthereport."Bullying"isdefinedinBoardPolicy.Someexamplesofbullyingare:

Inordertomaintainorder,safetyandsecurity,allbuildingdoorswillbelockedduringtheinstructionalperiodwiththeexceptionofthemainentrancewhichisstaffedbydistrictpersonnel.Studentsarenottoopenlockeddoorsforanyotherstudentsornon-staffmembers.Atnotimeshouldadoorbeproppedopen.Schoolconsequencesmaybeassignedforstudentswhofailtofollowthisrule.

CrossingGuards&SafetyPatrol

Adultcrossingguardswillbeondutyfrom7:15-8:00a.m.and2:40-3:15p.m.atthefollowingcorners:

Studentsmayusebackpacks,messengerbags,andpursestobringbooksandsuppliestoandfromschool;however,forsafetyreasons,theseitemsmuststayintheirclassroom,bytheirhook,orintheirlockerduringtheschooldayunlessstudentsareonthewaytoandfromphysicaleducationclassoronfieldtrips.

TheBoardofEducationretainsownershipandpossessorycontroloverallstudentlockers.Theiruseisprovidedfortheconvenienceofstudents.Alockerisprovidedforsomestudentsforthepurposeofsafekeepingbooks,clothing,andbelongings.Moneyshouldnotbeleftinthelockersunderanycircumstances.Lockerswillbeperiodicallyinspectedforcleanliness.Studentlockersmaybesearchedbytheadministrationorhis/herdesignee.

ReportCards

Reportcardswillbedistributedduringtheweekfollowingtheendofeach9-weekgradingperiod.Elementarymid-termprogressreportswillbesenttoparentswithinthefirst6weeksofthefirstquartertonotifythemoftheirstudent’scurrentachievement.Duringthe2nd,3rd,and4thquarters,progressreportswillonlybesenttostudentsreceivingbelowaverageorfailinggrades.Thesewillbemailedhome,andparentsareencouragedtomeetwithstafftodevelopaplanforimprovement.Inallothercases,parentsmayrequestaprogressreportbyspeakingdirectlywiththeclassroomteacher.Parentsofstudentsingrades3-6willhaveelectronicaccesstogradesthroughtheSkywardFamilyAccessprogram.

Restrooms

Restroomsshouldbeusedduringnon-classtimesasmuchaspossible;however,ifuseisnecessaryduringtheschoolday,thefollowinglimitationsareinplace:

● Studentsmustobtainpermissionfromtheirclassroomteacherorsupervisingstaffmember.● Studentsshallusetheclosestrestroomtotheirclassroomorarea.● Therestroomsarenottobeusedforloitering.

FieldTrips

Fieldtripsareacademicactivitiesthatareheldoffschoolgrounds.Nostudentmayparticipateinanyschool-sponsoredtripwithoutparentalconsent.Fieldtripsaremeanttobeanextensionofthecurriculum,andstudentparticipationisexpected.Whenattendingfieldtrips,studentsareexpectedtobehaveasiftheyareinclass,andbehaviorconsequenceswillapply.ItisimperativethatstudentsactresponsiblyandthattheyfollowallinstructionsgivenbyANYadultswhoarepartofthefieldtrip.Also,ifyourchildtakesmedication,pleaseupdatetheteachersoappropriateplanscanbemadeforadministeringyourchild’smedication.

Truancy

TruancyisdefinedbyMarshfieldMunicipalCodeasanystudentwhoisabsentfromorlatetoschoolwithoutanacceptableexcuseforpartorallofthedayonwhichschoolisheld.Habitualtruancyisdefinedbystatestatute118.15asastudentabsentfromschoolwithoutanacceptableexcuseforpartoralloffivedaysinwhichschoolisheldduringtheschoolsemester.HabitualtruancywillbereferredtotheDepartmentofHumanServices,oramunicipalcitationwillbeissued.

MandatoryReporting*ParentsandstudentsareencouragedtoreadthefulltextoftheBoardofEducationpolicygoverningNondiscriminationandAccesstoEqualEducationalOpportunity2260andStudentAnti-Harassment5517availableontheDistrictwebsiteorbycontactingtheschoolmainoffice.

MarshfieldSchoolsarecommittedtomaintaininganorderlyandsafeacademicatmosphere.Teachersareexpectedtocreateapositivelearningenvironmentandtomaintainproperorderintheclassroom.Studentsareexpectedtobehaveintheclassroominamannerthatallowsteacherstoeffectivelycarryouttheirlessonsandallowsstudentstoparticipateinclassroomlearningactivities.Studentsarealsoexpectedtoabidebyallrulesofbehaviorestablishedbytheschoolandtheirclassroomteachers.GroundsforRemovalofaStudentfromClassDisturbancesthatinterruptthelearningprocesscannotbepermittedbyanyteacher.Ateachermaytemporarilyremoveastudentfromtheteacher’sclassifthestudentviolatestheCodeofClassroomConduct,BoardPolicy5500.Additionally,thestudentmayberemovedfromtheclassforalongerperiodoftimewithinthediscretionoftheprincipal.Astudentremovedfromclassmayalsobeplacedinanalternativeeducationsetting.RemovalofastudentfromclassforviolatingtheCodeofClassroomConductorplacementofthestudentinanalternativeeducationalsettingdoesnotprohibittheschoolfromfurtherdiscipliningthestudentfortheconductthatcausedremovalorplacementincluding,butnotlimitedto,suspendingorexpellingthestudent.Itisneitherpossiblenornecessarytospecifyeverytypeofimproperorinappropriatebehaviorforwhichateachermayremoveastudentfromclass.Providedbelow,however,areexamplesofreasonsastudentmayberemovedfromclass.

• Repeatedreportingtoclasswithoutbringingnecessarymaterialstoparticipateinclassactivities.• Possessionofpersonalpropertynotallowedbyschoolrulesorotherwisedisruptivetotheteachingand

• STEPI:Theprincipalorhis/herrepresentativewillcalltheparent(s)orguardianofthestudentandfollowwithaletterencouragingtheparent(s)orguardiantocorrectthebehaviorofhis/herchildontheschoolbus.

• STEPII:Theprincipalorhis/herrepresentativewillconferwiththeparent(s)orguardian,thedriver,and/orthesupervisoroftransportationtodeterminethedegreeofdisciplinenecessarytocorrecttheviolation.Ifparentsdonotreportforaconferencewithinthreedays,theprincipalorhis/herrepresentativewillinvokeanappropriatepenaltyagainsttheoffender.
