DISCUSSION:

The attached purchase request is for nine (9) Certiport school testing site licenses for the Microsoft Office Specialist (MOS) industry certification for students. This purchase will support nine District high schools that offer CTE programs in Administrative Office Specialist, Business Supervision & Management, Finance, and International Business. These testing site licenses are for the following high schools: Astronaut, Cocoa Beach, Heritage, Melbourne, Merritt Island, Palm Bay, Satellite, Space Coast, and Viera. The BPS strategic plan includes the Outcome Indicator 1.4.7: “By 2016, 75% of all BPS students taking industry certification tests will achieve a passing score.” The purchase of these Certiport MOS testing site licenses provides students the opportunity to earn this valuable industry certification, as well as help meet the strategic plan objective. The Florida Department of Education Industry Certification Funding List identifies the MOS Bundle. The MOS Bundle is a Florida-developed composite certification that became effective during the 2010-2011 school year. To qualify for this certification, candidates must pass three of the following five exams in the Microsoft Office 2013 application suite: Word, Excel, PowerPoint, Access, or Outlook. Each testing site license provides 500 tests at a cost of $3,175 per school, or $6.35 per test. The cost to purchase test vouchers individually is currently $96.00 per test. This testing site license represents a substantial savings of $89.65 per test or $44,825 per school. Certiport is the only certified provider of the MOS testing licenses. CONTRACT TERM: 

The initial contract term shall commence September 25, 2013 and continue until October 1, 2014.

RECOMMENDATION: 

It is the recommendation of Cyndi Van Meter, Associate Superintendent, Curriculum and Instruction, Janice Scholz, Director, Career & Technical Education and staff to approve the purchase of nine (9) Certiport MOS Testing Licenses; one for each of the following high schools: Astronaut, Cocoa Beach, Heritage, Melbourne, Merritt Island, Palm Bay, Satellite, Space Coast, and Viera.
