BE IT RESOLVED by the School Board of Independent School District No 15 State of Minnesota as follows 1 Current Authority The District has no current voter approved referendum authority and after the local optional revenue subtraction for fiscal year 2016 and after preliminary adjustment by the Minnesota Department of Education in compliance with Minnesota Statutes Section 126C17 as amended
2 Rescission of 20 13 Board Approved Authority The Board hereby determines to rescind previously Board approved authority for approximately $28623 per adjusted pupil unit and the Converted Board $13 77 for taxes payable beginning in 2015 through 2018
3 Approval of New Authority Pursuant to Minnesota Statutes Section 126C17 subdi vision 9a the Board hereby determines to authorize an additional new Board approved referendum authority in the amount of $300 per adjusted pupil unit This total new Board approved referendum authority shall be applicable for five years beginning with taxes payable in 2015 The Board may subsequently reauthorize the Board approved referendum authority in increments of up to five years Motion carried 6-0

BE IT RESOLVED by the School Board of Independent School District No 15 that the terms and conditions of employment with the Education Minnesota St Francis Local 1977 - Teacher Contract Agreement be approved for the 2013 shy2015 school years
BACKGROUND EDMN St Francis is voting August 25 before the Board Meeting This agenda item will only remain an action item if teachers ratify the contract Details as follows
~ 1 increase ~ IPDP Salary Schedule unfrozen with IPDP staff advancing only 1 level (step)
regardless of the number of years frozen ~ HS Teacher schedule will be built with 12th Class Assignments for 2014 - 15 and
beyond ~ Mentorship Memorandum of Understanding (MOU)
o Establish a taskforce to review Mentorship Program with recommended changes by April 1 2015 Membership to be determined

BE IT RESOLVED by the School Board oflndependent School District No 15 that a Memorandwn of Understanding (MOU) be approved for Bus Riders to be added to the 2013 - 2015 Bus Drivers Employment Agreement
BACKGROUND A pilot program of bus riders (2 people) was conducted last AprillMay to provide support to bus drivers on buses with student discipline concerns which was a success The district is hiring 6 Bus Riders for the 2014 - 2015 schoolyear The Bus Riders will be rotated through the bus routes on an as needed or regular basis The Bus Riders will also be required to have bus driver license to be available on a needed basis to drive regular routes in the absence of regular drivers unassigned drivers or subs Thus they will only drive if all other means of replacement are exhausted This MOU was worked out with EDMN who represents the Bus Drivers Administration recommends approval

BE IT RESOLVED by the School Board oflndependent School District No 15 to approve up to five (5) bus routes available to transport students home who participate in after school sport activities or extended day academic activities
BACKGROUND This is one of the FPAC recommendations Activities will be evaluated to determine how many after school participants will be requesting transportation and the needed number of routes will be determined up to five (5) with the potential annual cost to be $100000 Approval of this will also allow for added participation in current after school activities as well as provide opportunities increase the number of after school programs to students Administration recommends approval

Background It is recommended that three behavior intervention assistant positions be created with one at St Francis High School one at St Francis Middle School and one at Crossroads School amp Vocational Center The benefits for these positions would be outlined in Tier I of the Schedule of Benefits for Employees (SBE) Compensation would be detennined by the attached salary schedule

BE IT RESOLVED by the School Board oflndependent School District No 15 that a Memorandwn of Understanding (MOU) be approved for Bus Riders to be added to the 2013 - 2015 Bus Drivers Employment Agreement
BACKGROUND A pilot program of bus riders (2 people) was conducted last AprillMay to provide support to bus drivers on buses with student discipline concerns which was a success The district is hiring 6 Bus Riders for the 2014 - 2015 schoolyear The Bus Riders will be rotated through the bus routes on an as needed or regular basis The Bus Riders will also be required to have bus driver license to be available on a needed basis to drive regular routes in the absence of regular drivers unassigned drivers or subs Thus they will only drive if all other means of replacement are exhausted This MOU was worked out with EDMN who represents the Bus Drivers Administration recommends approval

BACKGROUND A pilot program of bus riders (2 people) was conducted last AprillMay to provide support to bus drivers on buses with student discipline concerns which was a success The district is hiring 6 Bus Riders for the 2014 - 2015 schoolyear The Bus Riders will be rotated through the bus routes on an as needed or regular basis The Bus Riders will also be required to have bus driver license to be available on a needed basis to drive regular routes in the absence of regular drivers unassigned drivers or subs Thus they will only drive if all other means of replacement are exhausted This MOU was worked out with EDMN who represents the Bus Drivers Administration recommends approval

BACKGROUND A pilot program of bus riders (2 people) was conducted last AprillMay to provide support to bus drivers on buses with student discipline concerns which was a success The district is hiring 6 Bus Riders for the 2014 - 2015 schoolyear The Bus Riders will be rotated through the bus routes on an as needed or regular basis The Bus Riders will also be required to have bus driver license to be available on a needed basis to drive regular routes in the absence of regular drivers unassigned drivers or subs Thus they will only drive if all other means of replacement are exhausted This MOU was worked out with EDMN who represents the Bus Drivers Administration recommends approval

BACKGROUND EDMN St Francis is voting August 25 before the Board Meeting This agenda item will only remain an action item if teachers ratify the contract Details as follows
~ 1 increase ~ IPDP Salary Schedule unfrozen with IPDP staff advancing only 1 level (step)

BE IT RESOLVED by the School Board oflndependent School District No 15 that a Memorandwn of Understanding (MOU) be approved for Bus Riders to be added to the 2013 - 2015 Bus Drivers Employment Agreement
BACKGROUND A pilot program of bus riders (2 people) was conducted last AprillMay to provide support to bus drivers on buses with student discipline concerns which was a success The district is hiring 6 Bus Riders for the 2014 - 2015 schoolyear The Bus Riders will be rotated through the bus routes on an as needed or regular basis The Bus Riders will also be required to have bus driver license to be available on a needed basis to drive regular routes in the absence of regular drivers unassigned drivers or subs Thus they will only drive if all other means of replacement are exhausted This MOU was worked out with EDMN who represents the Bus Drivers Administration recommends approval

BACKGROUND A pilot program of bus riders (2 people) was conducted last AprillMay to provide support to bus drivers on buses with student discipline concerns which was a success The district is hiring 6 Bus Riders for the 2014 - 2015 schoolyear The Bus Riders will be rotated through the bus routes on an as needed or regular basis The Bus Riders will also be required to have bus driver license to be available on a needed basis to drive regular routes in the absence of regular drivers unassigned drivers or subs Thus they will only drive if all other means of replacement are exhausted This MOU was worked out with EDMN who represents the Bus Drivers Administration recommends approval

BACKGROUND A pilot program of bus riders (2 people) was conducted last AprillMay to provide support to bus drivers on buses with student discipline concerns which was a success The district is hiring 6 Bus Riders for the 2014 - 2015 schoolyear The Bus Riders will be rotated through the bus routes on an as needed or regular basis The Bus Riders will also be required to have bus driver license to be available on a needed basis to drive regular routes in the absence of regular drivers unassigned drivers or subs Thus they will only drive if all other means of replacement are exhausted This MOU was worked out with EDMN who represents the Bus Drivers Administration recommends approval
