Superintendent Report and Communications bull Mr Ferguson reported that the cabinet meetings have been fantastic He is impressed with the willingness

and desire of cabinet members to step up and share their talents and the offers from staff around the District as we work through the next few months

bull Attended fund raiser for Kessler Soucie held January 25 which was well attended bull Cabinet members are looking at a strategic plan for the District A meeting to discuss ideas will be set with

Mr Roberts Ms Jahnke and Ms Van Denburgh for feedback and direction bull On January 28 cabinet members Mr Roberts and representatives from negotiating teams will meet bull Will be working with teachers for teacher evaluation procedure bull The communications committee will meet after the regular board meeting bull School closing background information was reviewed The calendar wil1 be revisited for days to make up

Dialogue Session Ms Erkel reported that one person expressed concern that everything continues to move forward in the District

School Board Member Reports Ms Glover attended the special meeting January 21 FPAC on January 22 and met with Mr Nelson regarding information from the January 20 negotiation parameter meeting Ms Roed attended Phase II training Minnesota School Boards Association (MSBA) Leadership Conference and an event held at EBCS January 24 Ms Kelly attended the negotiation parameter closed session and special meeting Ms Erkel attended the negotiation parameter closed session and special meeting She received a brochure at the MSBA leadership conference which provided information about a community forum drug and alcohol prevention program Ms Jahnke attended MSBA Leadership Conference three budget negotiation meetings and the special meeting She visited St Francis Elementary classrooms and shared the positive effects of being a Celebration School and the concerns regarding flex grouping Ms Van Denburgh attended the MSBA Leadership Conference a seminar on the Affordable Care Act and other workshops She attended the negotiation parameter closed session and special meetings Safety Committee meeting where four representatives from the Department of Homeland Security was here to assist the District to assess and work on a crisis plan Mr Roberts attended MSBA Leadership Conference negotiation parameters and special meeting He communicated that a community forum regarding drug awareness will be held January 28 in Lino Lakes Mr Roberts read a statement regarding the employment status of Mr Saxton and Mr Lindberg who are on paid administrative leave pending the outcome of an investigation

Other Matters Review of Three Investigation Firms Ms Erkel did not receive a response from the firm she contacted Ms Jahnke reported about MN Vest Investigations who are neutral workplace investigators Mr Roberts contacted Mary Rice with Fafinski Mark amp Johnson PA (FMJ) who could start immediately at $200 per hour The three firms were recommendations from District legal counsel Discussion followed Consensus was to hire the firm of FMJ with a resolution to follow Timeline is important

A recess was taken at 746 pm and reconvened at 752 pm

Motion was made by Ms Erkel second by Ms Jahnke BE IT RESOLVED that the School Board of Independent School District No 15 hire Mary Rice of Fafinski Mark amp Johnson PA to complete an investigation into allegations made against a District employee

Discussion followed It is important to have a thorough investigation rather than placing a cap on the dollar amount Motion carried 7-0

Background The only revision in policy 109 is in section V Rights of the Public the change of Responsible Authority to Troy Ferguson Interim Superintendent which was approved by the School Board at the January 27 2014 School Board meeting

VI B RESOLUTION TO ADOPT STANDARDS FOR SUCCESS AS THE DISTRICTS TOOL OF CHOICE FOR EVALUTATION

BE IT RESOLVED by the School Board of Independent School District No15 that the District enter into an agreement with Standards for Success to use the product as the Districts tool of choice for use in evaluations

Background This product is being piloted during the 2013-14 school year with evaluations on the superintendent directors principals program supervisors and select teachers Reaction to the tool and the process has been positive The fee for each individual being evaluated is $25 Anticipated cost over three years is $18000

VI C RESOLUTION TO APPROVE ISD 15 SCHOOL BOARD MEMBER COMMUNICATION TOOLS AND PROCESSES

BE IT RESOLVED by the School Board of Independent School District No15 that all School Board members be given ISD 15 district email accounts which will be set up and supported by the District to be used as their official means of email communication for all school board business

Background There have been numerous problems interfacing with various board members via their personal email accounts throughout the last six months By creating district-provided email accounts for all ISD 15 School Board members the email communications process will be greatly simplified and improved for members of the board as well as district staff In addition this move will allow Board members to access other District-supported tools such as Google Docs and will allow for a more collaborative interaction between School Board members and District staff

VI D RESOLUTION TO APPROVE HIRING OF ADDITIONAL POLICE LIAISON OFFICER

BE IT RESOLVED by the School Board of Independent School District NoIS that the District enter into an agreement to secure two Police Liaison Officer through a cooperative agreement with the St Francis Police Department

Background Police Liaison coverage in the District has decreased from three officers to one over the past several years The new officer will serve the whole district and focus on educating students staff and community members relationship building drug awareness prevention and police support when necessary The officer will travel throughout the District providing these services These positions will be funded through school safety funds

At your request I have attempted to put together the cost to hire an additional liaison officer at

an ASAP date As there are many variables in the hiring and field training process it wouldnt be

prudent to attempt to give you an exact number Therefore please understand these numbers

could be high or low but I believe they should be relatively close As this officer was not

budgeted for in our 2014 budget I would ask that the school district assist the city by sharing

the field training costs The city will find the unbudgeted funds to keep the officer employed

through the summer months and supply the officer with the necessary equipment

Cost Example If new officer started his employment with the city on March 1st 2014 The

officer would be in our field training program for the first 400 hrs of his employment

Assuming the officer passes the field training he could be placed into the school as a new liaison

officer as early as May 1st This would leave approximately 23 days (184 hrs) of school left in

the 20132014 school year

184 hrs 4425 814200 (Student contact days)

200 hrs 4425 =885000 (50 FTO)

Total additional cost to 20132014 contract =1699200

Estimated 20142015 school contract = 12470000 (2 officers 171 days at 8hrs per day)

I would understand why one might ask why not wait and implement this in the 20142015

school year If we move forward with this project now this new officer will have the

opportunity to have field training hours with our current liaison in the schools Have time to

become familiar with school staff and administration The summer months would give this

officer time to gain valuable experience in our community and prepare for the beginning of

school by locating contacts in other police departments that are performing similar duties In

short the officer would be prepared to implement this new program at the beginning of the

20142015 school year If hiring is held off on until the beginning of the 20142015 school year

implementation would be closer to mid-year

Please let me know if you would like to pursue this topic further as I will need to have the city

council approve the funds and the new position The Police Department looks forward to

furthering our joint cooperation with District 15 by assisting in educating and increasing crime

prevention in the schools

INTRODUCTION

Sgt Rehling and I met with ISO 15 Superintendent Edward Saxton in November of 2013 and again with Interim Superintendent Troy Ferguson in January of 2014 to discuss the possibility of enhancing our current liaison program The discussion centered around the educationprevention aspect of issues that are in our communities effecting our youth such as drug awareness tobacco use and driving habits to mention a few This new additional position would be an employee of the pOlice department that in addition to being an effective police officer would be at home with public speaking creating and giving power point presentations to all age groups of students and staff of the district

BACKGROUND

The current liaison program consists of one officer that moves between the High School Middle School and the Cross Roads School This officers primary duties are to take care of criminal matters that occur at these locations This current system was implemented at the beginning of the 2012-2013 school year and has been the most successful program the police department has used to take care of the criminal issues

Prior to 2012 the police department had up to two liaison officers one at the High School and one at Cross Roads school There was also a DARE officer working in the Middle School and the St Francis Elementary School prior to 2008

RECOMMENDATION

The police department agrees with school staff and members of the public that feel more needs to be done in the area of education and prevention I believe the current liaison program that is in place is not only efficient in dealing with police issues but also cost effective for both the city and school district and should be left as is This new position would work with staff members from all schools in the district whether in our community or not towards meeting their needs in education and prevention I would envision the resource officer visiting the elementary schools to discuss and pass out literature on Halloween safety current trends on chemical abuse may be the topic at the high school This officer would work closely with building supervisors to determine what topics and information would be age appropriate for their students

The Teacher Seniority List was posted in each educational facility within the District on February 10 2014 Staff has an opportunity to review the list and are requested to contact the Human Resources Office regarding questions which may exist or call attention to any error which may have appeared Errors will be corrected and the final list will be posted after School Board review and adoption

The Teacher Seniority List provides essential employment information which must be used in the event that there will be teachers placed on unrequested leave whether for the current year or in subsequent years

A copy of the tentative Teacher Seniority list is sent electronically to the Cabinet and School Board

Therefore the Director of Human Resources and Services recommends the following

School Board Member Reports Ms Glover attended the special meeting January 21 FPAC on January 22 and met with Mr Nelson regarding information from the January 20 negotiation parameter meeting Ms Roed attended Phase II training Minnesota School Boards Association (MSBA) Leadership Conference and an event held at EBCS January 24 Ms Kelly attended the negotiation parameter closed session and special meeting Ms Erkel attended the negotiation parameter closed session and special meeting She received a brochure at the MSBA leadership conference which provided information about a community forum drug and alcohol prevention program Ms Jahnke attended MSBA Leadership Conference three budget negotiation meetings and the special meeting She visited St Francis Elementary classrooms and shared the positive effects of being a Celebration School and the concerns regarding flex grouping Ms Van Denburgh attended the MSBA Leadership Conference a seminar on the Affordable Care Act and other workshops She attended the negotiation parameter closed session and special meetings Safety Committee meeting where four representatives from the Department of Homeland Security was here to assist the District to assess and work on a crisis plan Mr Roberts attended MSBA Leadership Conference negotiation parameters and special meeting He communicated that a community forum regarding drug awareness will be held January 28 in Lino Lakes Mr Roberts read a statement regarding the employment status of Mr Saxton and Mr Lindberg who are on paid administrative leave pending the outcome of an investigation

Other Matters Review of Three Investigation Firms Ms Erkel did not receive a response from the firm she contacted Ms Jahnke reported about MN Vest Investigations who are neutral workplace investigators Mr Roberts contacted Mary Rice with Fafinski Mark amp Johnson PA (FMJ) who could start immediately at $200 per hour The three firms were recommendations from District legal counsel Discussion followed Consensus was to hire the firm of FMJ with a resolution to follow Timeline is important

Background There have been numerous problems interfacing with various board members via their personal email accounts throughout the last six months By creating district-provided email accounts for all ISD 15 School Board members the email communications process will be greatly simplified and improved for members of the board as well as district staff In addition this move will allow Board members to access other District-supported tools such as Google Docs and will allow for a more collaborative interaction between School Board members and District staff

BE IT RESOLVED by the School Board of Independent School District NoIS that the District enter into an agreement to secure two Police Liaison Officer through a cooperative agreement with the St Francis Police Department

Background Police Liaison coverage in the District has decreased from three officers to one over the past several years The new officer will serve the whole district and focus on educating students staff and community members relationship building drug awareness prevention and police support when necessary The officer will travel throughout the District providing these services These positions will be funded through school safety funds

At your request I have attempted to put together the cost to hire an additional liaison officer at

an ASAP date As there are many variables in the hiring and field training process it wouldnt be

prudent to attempt to give you an exact number Therefore please understand these numbers

could be high or low but I believe they should be relatively close As this officer was not

budgeted for in our 2014 budget I would ask that the school district assist the city by sharing

the field training costs The city will find the unbudgeted funds to keep the officer employed

through the summer months and supply the officer with the necessary equipment

Cost Example If new officer started his employment with the city on March 1st 2014 The

officer would be in our field training program for the first 400 hrs of his employment

Assuming the officer passes the field training he could be placed into the school as a new liaison

officer as early as May 1st This would leave approximately 23 days (184 hrs) of school left in

the 20132014 school year

184 hrs 4425 814200 (Student contact days)

200 hrs 4425 =885000 (50 FTO)

Total additional cost to 20132014 contract =1699200

Estimated 20142015 school contract = 12470000 (2 officers 171 days at 8hrs per day)

I would understand why one might ask why not wait and implement this in the 20142015

school year If we move forward with this project now this new officer will have the

opportunity to have field training hours with our current liaison in the schools Have time to

become familiar with school staff and administration The summer months would give this

officer time to gain valuable experience in our community and prepare for the beginning of

school by locating contacts in other police departments that are performing similar duties In

short the officer would be prepared to implement this new program at the beginning of the

INTRODUCTION

Sgt Rehling and I met with ISO 15 Superintendent Edward Saxton in November of 2013 and again with Interim Superintendent Troy Ferguson in January of 2014 to discuss the possibility of enhancing our current liaison program The discussion centered around the educationprevention aspect of issues that are in our communities effecting our youth such as drug awareness tobacco use and driving habits to mention a few This new additional position would be an employee of the pOlice department that in addition to being an effective police officer would be at home with public speaking creating and giving power point presentations to all age groups of students and staff of the district

BACKGROUND

The current liaison program consists of one officer that moves between the High School Middle School and the Cross Roads School This officers primary duties are to take care of criminal matters that occur at these locations This current system was implemented at the beginning of the 2012-2013 school year and has been the most successful program the police department has used to take care of the criminal issues

Prior to 2012 the police department had up to two liaison officers one at the High School and one at Cross Roads school There was also a DARE officer working in the Middle School and the St Francis Elementary School prior to 2008

RECOMMENDATION

The police department agrees with school staff and members of the public that feel more needs to be done in the area of education and prevention I believe the current liaison program that is in place is not only efficient in dealing with police issues but also cost effective for both the city and school district and should be left as is This new position would work with staff members from all schools in the district whether in our community or not towards meeting their needs in education and prevention I would envision the resource officer visiting the elementary schools to discuss and pass out literature on Halloween safety current trends on chemical abuse may be the topic at the high school This officer would work closely with building supervisors to determine what topics and information would be age appropriate for their students

Background There have been numerous problems interfacing with various board members via their personal email accounts throughout the last six months By creating district-provided email accounts for all ISD 15 School Board members the email communications process will be greatly simplified and improved for members of the board as well as district staff In addition this move will allow Board members to access other District-supported tools such as Google Docs and will allow for a more collaborative interaction between School Board members and District staff

BE IT RESOLVED by the School Board of Independent School District NoIS that the District enter into an agreement to secure two Police Liaison Officer through a cooperative agreement with the St Francis Police Department

Background Police Liaison coverage in the District has decreased from three officers to one over the past several years The new officer will serve the whole district and focus on educating students staff and community members relationship building drug awareness prevention and police support when necessary The officer will travel throughout the District providing these services These positions will be funded through school safety funds

At your request I have attempted to put together the cost to hire an additional liaison officer at

an ASAP date As there are many variables in the hiring and field training process it wouldnt be

prudent to attempt to give you an exact number Therefore please understand these numbers

could be high or low but I believe they should be relatively close As this officer was not

budgeted for in our 2014 budget I would ask that the school district assist the city by sharing

the field training costs The city will find the unbudgeted funds to keep the officer employed

through the summer months and supply the officer with the necessary equipment

Cost Example If new officer started his employment with the city on March 1st 2014 The

officer would be in our field training program for the first 400 hrs of his employment

Assuming the officer passes the field training he could be placed into the school as a new liaison

officer as early as May 1st This would leave approximately 23 days (184 hrs) of school left in

the 20132014 school year

184 hrs 4425 814200 (Student contact days)

200 hrs 4425 =885000 (50 FTO)

Total additional cost to 20132014 contract =1699200

Estimated 20142015 school contract = 12470000 (2 officers 171 days at 8hrs per day)

I would understand why one might ask why not wait and implement this in the 20142015

school year If we move forward with this project now this new officer will have the

opportunity to have field training hours with our current liaison in the schools Have time to

become familiar with school staff and administration The summer months would give this

officer time to gain valuable experience in our community and prepare for the beginning of

school by locating contacts in other police departments that are performing similar duties In

short the officer would be prepared to implement this new program at the beginning of the

INTRODUCTION

Sgt Rehling and I met with ISO 15 Superintendent Edward Saxton in November of 2013 and again with Interim Superintendent Troy Ferguson in January of 2014 to discuss the possibility of enhancing our current liaison program The discussion centered around the educationprevention aspect of issues that are in our communities effecting our youth such as drug awareness tobacco use and driving habits to mention a few This new additional position would be an employee of the pOlice department that in addition to being an effective police officer would be at home with public speaking creating and giving power point presentations to all age groups of students and staff of the district

BACKGROUND

The current liaison program consists of one officer that moves between the High School Middle School and the Cross Roads School This officers primary duties are to take care of criminal matters that occur at these locations This current system was implemented at the beginning of the 2012-2013 school year and has been the most successful program the police department has used to take care of the criminal issues

Prior to 2012 the police department had up to two liaison officers one at the High School and one at Cross Roads school There was also a DARE officer working in the Middle School and the St Francis Elementary School prior to 2008

RECOMMENDATION

The police department agrees with school staff and members of the public that feel more needs to be done in the area of education and prevention I believe the current liaison program that is in place is not only efficient in dealing with police issues but also cost effective for both the city and school district and should be left as is This new position would work with staff members from all schools in the district whether in our community or not towards meeting their needs in education and prevention I would envision the resource officer visiting the elementary schools to discuss and pass out literature on Halloween safety current trends on chemical abuse may be the topic at the high school This officer would work closely with building supervisors to determine what topics and information would be age appropriate for their students

At your request I have attempted to put together the cost to hire an additional liaison officer at

an ASAP date As there are many variables in the hiring and field training process it wouldnt be

prudent to attempt to give you an exact number Therefore please understand these numbers

could be high or low but I believe they should be relatively close As this officer was not

budgeted for in our 2014 budget I would ask that the school district assist the city by sharing

the field training costs The city will find the unbudgeted funds to keep the officer employed

through the summer months and supply the officer with the necessary equipment

Cost Example If new officer started his employment with the city on March 1st 2014 The

officer would be in our field training program for the first 400 hrs of his employment

Assuming the officer passes the field training he could be placed into the school as a new liaison

officer as early as May 1st This would leave approximately 23 days (184 hrs) of school left in

the 20132014 school year

Sgt Rehling and I met with ISO 15 Superintendent Edward Saxton in November of 2013 and again with Interim Superintendent Troy Ferguson in January of 2014 to discuss the possibility of enhancing our current liaison program The discussion centered around the educationprevention aspect of issues that are in our communities effecting our youth such as drug awareness tobacco use and driving habits to mention a few This new additional position would be an employee of the pOlice department that in addition to being an effective police officer would be at home with public speaking creating and giving power point presentations to all age groups of students and staff of the district

BACKGROUND

The current liaison program consists of one officer that moves between the High School Middle School and the Cross Roads School This officers primary duties are to take care of criminal matters that occur at these locations This current system was implemented at the beginning of the 2012-2013 school year and has been the most successful program the police department has used to take care of the criminal issues

Prior to 2012 the police department had up to two liaison officers one at the High School and one at Cross Roads school There was also a DARE officer working in the Middle School and the St Francis Elementary School prior to 2008

RECOMMENDATION

The police department agrees with school staff and members of the public that feel more needs to be done in the area of education and prevention I believe the current liaison program that is in place is not only efficient in dealing with police issues but also cost effective for both the city and school district and should be left as is This new position would work with staff members from all schools in the district whether in our community or not towards meeting their needs in education and prevention I would envision the resource officer visiting the elementary schools to discuss and pass out literature on Halloween safety current trends on chemical abuse may be the topic at the high school This officer would work closely with building supervisors to determine what topics and information would be age appropriate for their students

School Board Member Reports Ms Glover attended the special meeting January 21 FPAC on January 22 and met with Mr Nelson regarding information from the January 20 negotiation parameter meeting Ms Roed attended Phase II training Minnesota School Boards Association (MSBA) Leadership Conference and an event held at EBCS January 24 Ms Kelly attended the negotiation parameter closed session and special meeting Ms Erkel attended the negotiation parameter closed session and special meeting She received a brochure at the MSBA leadership conference which provided information about a community forum drug and alcohol prevention program Ms Jahnke attended MSBA Leadership Conference three budget negotiation meetings and the special meeting She visited St Francis Elementary classrooms and shared the positive effects of being a Celebration School and the concerns regarding flex grouping Ms Van Denburgh attended the MSBA Leadership Conference a seminar on the Affordable Care Act and other workshops She attended the negotiation parameter closed session and special meetings Safety Committee meeting where four representatives from the Department of Homeland Security was here to assist the District to assess and work on a crisis plan Mr Roberts attended MSBA Leadership Conference negotiation parameters and special meeting He communicated that a community forum regarding drug awareness will be held January 28 in Lino Lakes Mr Roberts read a statement regarding the employment status of Mr Saxton and Mr Lindberg who are on paid administrative leave pending the outcome of an investigation

Other Matters Review of Three Investigation Firms Ms Erkel did not receive a response from the firm she contacted Ms Jahnke reported about MN Vest Investigations who are neutral workplace investigators Mr Roberts contacted Mary Rice with Fafinski Mark amp Johnson PA (FMJ) who could start immediately at $200 per hour The three firms were recommendations from District legal counsel Discussion followed Consensus was to hire the firm of FMJ with a resolution to follow Timeline is important

BE IT RESOLVED by the School Board of Independent School District No15 that all School Board members be given ISD 15 district email accounts which will be set up and supported by the District to be used as their official means of email communication for all school board business

Background There have been numerous problems interfacing with various board members via their personal email accounts throughout the last six months By creating district-provided email accounts for all ISD 15 School Board members the email communications process will be greatly simplified and improved for members of the board as well as district staff In addition this move will allow Board members to access other District-supported tools such as Google Docs and will allow for a more collaborative interaction between School Board members and District staff

BE IT RESOLVED by the School Board of Independent School District NoIS that the District enter into an agreement to secure two Police Liaison Officer through a cooperative agreement with the St Francis Police Department

Background Police Liaison coverage in the District has decreased from three officers to one over the past several years The new officer will serve the whole district and focus on educating students staff and community members relationship building drug awareness prevention and police support when necessary The officer will travel throughout the District providing these services These positions will be funded through school safety funds

At your request I have attempted to put together the cost to hire an additional liaison officer at

an ASAP date As there are many variables in the hiring and field training process it wouldnt be

prudent to attempt to give you an exact number Therefore please understand these numbers

could be high or low but I believe they should be relatively close As this officer was not

budgeted for in our 2014 budget I would ask that the school district assist the city by sharing

the field training costs The city will find the unbudgeted funds to keep the officer employed

through the summer months and supply the officer with the necessary equipment

Cost Example If new officer started his employment with the city on March 1st 2014 The

officer would be in our field training program for the first 400 hrs of his employment

Assuming the officer passes the field training he could be placed into the school as a new liaison

officer as early as May 1st This would leave approximately 23 days (184 hrs) of school left in

the 20132014 school year

184 hrs 4425 814200 (Student contact days)

200 hrs 4425 =885000 (50 FTO)

Total additional cost to 20132014 contract =1699200

Estimated 20142015 school contract = 12470000 (2 officers 171 days at 8hrs per day)

I would understand why one might ask why not wait and implement this in the 20142015

school year If we move forward with this project now this new officer will have the

opportunity to have field training hours with our current liaison in the schools Have time to

become familiar with school staff and administration The summer months would give this

officer time to gain valuable experience in our community and prepare for the beginning of

school by locating contacts in other police departments that are performing similar duties In

short the officer would be prepared to implement this new program at the beginning of the

INTRODUCTION

Sgt Rehling and I met with ISO 15 Superintendent Edward Saxton in November of 2013 and again with Interim Superintendent Troy Ferguson in January of 2014 to discuss the possibility of enhancing our current liaison program The discussion centered around the educationprevention aspect of issues that are in our communities effecting our youth such as drug awareness tobacco use and driving habits to mention a few This new additional position would be an employee of the pOlice department that in addition to being an effective police officer would be at home with public speaking creating and giving power point presentations to all age groups of students and staff of the district

BACKGROUND

The current liaison program consists of one officer that moves between the High School Middle School and the Cross Roads School This officers primary duties are to take care of criminal matters that occur at these locations This current system was implemented at the beginning of the 2012-2013 school year and has been the most successful program the police department has used to take care of the criminal issues

Prior to 2012 the police department had up to two liaison officers one at the High School and one at Cross Roads school There was also a DARE officer working in the Middle School and the St Francis Elementary School prior to 2008

RECOMMENDATION

The police department agrees with school staff and members of the public that feel more needs to be done in the area of education and prevention I believe the current liaison program that is in place is not only efficient in dealing with police issues but also cost effective for both the city and school district and should be left as is This new position would work with staff members from all schools in the district whether in our community or not towards meeting their needs in education and prevention I would envision the resource officer visiting the elementary schools to discuss and pass out literature on Halloween safety current trends on chemical abuse may be the topic at the high school This officer would work closely with building supervisors to determine what topics and information would be age appropriate for their students

an ASAP date As there are many variables in the hiring and field training process it wouldnt be

prudent to attempt to give you an exact number Therefore please understand these numbers

could be high or low but I believe they should be relatively close As this officer was not

budgeted for in our 2014 budget I would ask that the school district assist the city by sharing

the field training costs The city will find the unbudgeted funds to keep the officer employed

through the summer months and supply the officer with the necessary equipment

Cost Example If new officer started his employment with the city on March 1st 2014 The

officer would be in our field training program for the first 400 hrs of his employment

Assuming the officer passes the field training he could be placed into the school as a new liaison

officer as early as May 1st This would leave approximately 23 days (184 hrs) of school left in

the 20132014 school year

184 hrs 4425 814200 (Student contact days)

200 hrs 4425 =885000 (50 FTO)

Total additional cost to 20132014 contract =1699200

Estimated 20142015 school contract = 12470000 (2 officers 171 days at 8hrs per day)

Sgt Rehling and I met with ISO 15 Superintendent Edward Saxton in November of 2013 and again with Interim Superintendent Troy Ferguson in January of 2014 to discuss the possibility of enhancing our current liaison program The discussion centered around the educationprevention aspect of issues that are in our communities effecting our youth such as drug awareness tobacco use and driving habits to mention a few This new additional position would be an employee of the pOlice department that in addition to being an effective police officer would be at home with public speaking creating and giving power point presentations to all age groups of students and staff of the district

BACKGROUND

The current liaison program consists of one officer that moves between the High School Middle School and the Cross Roads School This officers primary duties are to take care of criminal matters that occur at these locations This current system was implemented at the beginning of the 2012-2013 school year and has been the most successful program the police department has used to take care of the criminal issues

Prior to 2012 the police department had up to two liaison officers one at the High School and one at Cross Roads school There was also a DARE officer working in the Middle School and the St Francis Elementary School prior to 2008

RECOMMENDATION

The police department agrees with school staff and members of the public that feel more needs to be done in the area of education and prevention I believe the current liaison program that is in place is not only efficient in dealing with police issues but also cost effective for both the city and school district and should be left as is This new position would work with staff members from all schools in the district whether in our community or not towards meeting their needs in education and prevention I would envision the resource officer visiting the elementary schools to discuss and pass out literature on Halloween safety current trends on chemical abuse may be the topic at the high school This officer would work closely with building supervisors to determine what topics and information would be age appropriate for their students

At your request I have attempted to put together the cost to hire an additional liaison officer at

an ASAP date As there are many variables in the hiring and field training process it wouldnt be

prudent to attempt to give you an exact number Therefore please understand these numbers

could be high or low but I believe they should be relatively close As this officer was not

budgeted for in our 2014 budget I would ask that the school district assist the city by sharing

the field training costs The city will find the unbudgeted funds to keep the officer employed

through the summer months and supply the officer with the necessary equipment

Cost Example If new officer started his employment with the city on March 1st 2014 The

officer would be in our field training program for the first 400 hrs of his employment

Assuming the officer passes the field training he could be placed into the school as a new liaison

officer as early as May 1st This would leave approximately 23 days (184 hrs) of school left in

the 20132014 school year

184 hrs 4425 814200 (Student contact days)

200 hrs 4425 =885000 (50 FTO)

Total additional cost to 20132014 contract =1699200

Estimated 20142015 school contract = 12470000 (2 officers 171 days at 8hrs per day)

I would understand why one might ask why not wait and implement this in the 20142015

school year If we move forward with this project now this new officer will have the

opportunity to have field training hours with our current liaison in the schools Have time to

become familiar with school staff and administration The summer months would give this

officer time to gain valuable experience in our community and prepare for the beginning of

school by locating contacts in other police departments that are performing similar duties In

Sgt Rehling and I met with ISO 15 Superintendent Edward Saxton in November of 2013 and again with Interim Superintendent Troy Ferguson in January of 2014 to discuss the possibility of enhancing our current liaison program The discussion centered around the educationprevention aspect of issues that are in our communities effecting our youth such as drug awareness tobacco use and driving habits to mention a few This new additional position would be an employee of the pOlice department that in addition to being an effective police officer would be at home with public speaking creating and giving power point presentations to all age groups of students and staff of the district

BACKGROUND

The current liaison program consists of one officer that moves between the High School Middle School and the Cross Roads School This officers primary duties are to take care of criminal matters that occur at these locations This current system was implemented at the beginning of the 2012-2013 school year and has been the most successful program the police department has used to take care of the criminal issues

Prior to 2012 the police department had up to two liaison officers one at the High School and one at Cross Roads school There was also a DARE officer working in the Middle School and the St Francis Elementary School prior to 2008

RECOMMENDATION

The police department agrees with school staff and members of the public that feel more needs to be done in the area of education and prevention I believe the current liaison program that is in place is not only efficient in dealing with police issues but also cost effective for both the city and school district and should be left as is This new position would work with staff members from all schools in the district whether in our community or not towards meeting their needs in education and prevention I would envision the resource officer visiting the elementary schools to discuss and pass out literature on Halloween safety current trends on chemical abuse may be the topic at the high school This officer would work closely with building supervisors to determine what topics and information would be age appropriate for their students

Background This product is being piloted during the 2013-14 school year with evaluations on the superintendent directors principals program supervisors and select teachers Reaction to the tool and the process has been positive The fee for each individual being evaluated is $25 Anticipated cost over three years is $18000

Background There have been numerous problems interfacing with various board members via their personal email accounts throughout the last six months By creating district-provided email accounts for all ISD 15 School Board members the email communications process will be greatly simplified and improved for members of the board as well as district staff In addition this move will allow Board members to access other District-supported tools such as Google Docs and will allow for a more collaborative interaction between School Board members and District staff

Sgt Rehling and I met with ISO 15 Superintendent Edward Saxton in November of 2013 and again with Interim Superintendent Troy Ferguson in January of 2014 to discuss the possibility of enhancing our current liaison program The discussion centered around the educationprevention aspect of issues that are in our communities effecting our youth such as drug awareness tobacco use and driving habits to mention a few This new additional position would be an employee of the pOlice department that in addition to being an effective police officer would be at home with public speaking creating and giving power point presentations to all age groups of students and staff of the district

BACKGROUND

The current liaison program consists of one officer that moves between the High School Middle School and the Cross Roads School This officers primary duties are to take care of criminal matters that occur at these locations This current system was implemented at the beginning of the 2012-2013 school year and has been the most successful program the police department has used to take care of the criminal issues

Prior to 2012 the police department had up to two liaison officers one at the High School and one at Cross Roads school There was also a DARE officer working in the Middle School and the St Francis Elementary School prior to 2008

RECOMMENDATION

The police department agrees with school staff and members of the public that feel more needs to be done in the area of education and prevention I believe the current liaison program that is in place is not only efficient in dealing with police issues but also cost effective for both the city and school district and should be left as is This new position would work with staff members from all schools in the district whether in our community or not towards meeting their needs in education and prevention I would envision the resource officer visiting the elementary schools to discuss and pass out literature on Halloween safety current trends on chemical abuse may be the topic at the high school This officer would work closely with building supervisors to determine what topics and information would be age appropriate for their students
