Memorium for Jim r1cDonnell. President Stafford called on Greg Cullen and Debi Silber to speak) followed by a moment of silence. A. Cullen: Hie number one concern of Jim McDonnell was always the students. In addition to the many offices he held in CHSSA, Jim McDonnell also directed school plays, served as an academic advisor 1 and moderated the high school newspaper. He was a passionate brirJq8 player. His unique wit and humor were famous, and he engineered many pranks. Jim McDonnell listened well, and was a friend in need. The 1984 yearbook (Omeaa) summed up the students' perception of Jim McDonnell with the declaration that he was "One Class Act". B. Silber: Debi thanked those who supported Jim and his friends during his last days. She announced the establishment of a Jim McDonnell Scholarship. a. The current fiscal status of CHSSAis "Flat Broke".b. Hospitality costs at the 1990 State Tournament were explained, with mention of the

inequities 1n refreshments provided the tab room and the judging houses.2. The" 1990-1991 Budget" was distributed and explained.

a. The certificate of deposit will "roll over" $5,000; the remaining $6,000+ will bedeposited in the general operating funds.

b. The scholarship budget item was discussed. Smith agreed to transfer $ 1 ,400 eachyear from State Tournament entry fees directly to the Scholarship Fund.

c. The "host fee" for the State Tournament was discussed. It was suggested that it beraised, but no action was taken.

d. Ihe printing costs for the Curriculum Guide were discussed. There should be no needfor future printing costs since tncorne from the sale of the Curriculum Guide issupposed to cover trle costs of pr-inting and shipping. Methods of sale were discussed.

e. t-18a1and Travel costs subsidized tly CHSSAwere discussed. It was suggested thatearly agendaannouncements by the President would faciliate getting cheaperairfares. Don Vettel suggested a per- diem allowance for- meals, with much discussionfollowing.

Motton Vettel, 2nd McDonald.& Beers: That CHSSAadopt a per diem of $35 formeal expenses, with Hie stipulation that necessary receipts as requested by theTreasurer be submitted for reimbursement.

VI. Committee Reports.A. Public Relations SubCommittee, Underwood (C-480).

1. The Tournament Programme was discussed. Underwood requested "Where Are They~Jow?" information beyond college. Leagues were asked to commit to the purchase ofads. Tammy Brecht-Dunbar will offered a percentage of revenues from her sale ofbusiness and professional ads.

2, The SubCommittee has generated some ideas for promotion of oral communications: theuse of billboards, presentetion of programs at school board meetings, establishingbocths at eountv and State fairs, and the development of a slogan for CHSSA.

Disoussion followed, R, Schaefer objected to #3 because it seems to favor debateover individual events, Smith suggested that debate involved league/leaguecompetition, but that individual events do not necessarily do so. Vettelexplained the rationale for #3 encourages "weak leagues" to improve theirprograms by offering rewards for excellence. Underwood receivedclarification that #3 could give a particular league more than one extraentry. Oliveras observed that the proposal would require at least 12 morerooms at. trlS State Tournament; and that tne "no back-to-back" rule mightprove impractical on Friday, Solarez expressed concern about those who are"out" early in ths tournament. Underwood suggested that the proposal mightneve a negative Impact on future site selections.

1. Oliveras distributed the proposed ballot for Oratorical Interpretation.

Motton Jones, 2nd Stockton: That the ballot be adopted.

Discussion followed. Underwoodquestioned the necessity of excluding high schooland college orations if they are published. Munsell maintained that thepurpose of Oratorical Interpretation is to provide students with exposure to"persons of st.andingaddressing significant issues." Solarez observed thatballots and the ByLaws are not in agreement in r..e. penalties for exceeding timelimits. There was some question of the necessity to "carry the listen awaymentally to the time and place of the speech" becauseof possible limitations onthe "universality of human experience' or implications that the originalorator must be imitated.

Greg Miller, Director of Forensics at San Diego State University, was introduced. Heannounced the commitment of SDSU to hosting a successful State Tournament. Thefollowing services were promised: a student judging pool; a shuttle service for oebetors:free parking near the Aztec Center (contingent on final California State Budget). Thereshould be no problem of room availability because of good cooperation from universityfaculty and administration. The "General Commons" will be open for food service dailyfrom 7 am - 11 pm, offering full meals. There are a variety of restaurants nearby. andthese are considered "on-campus" by SDSU.

B. President Jack Stafford (A-145)1. The Executive counct 1discussed certain areas of concern, vtz, the future of

speech/debate programs-tnCaHfornia, the training-of~fttture-s~eeett-teaehers,f1nancing of CHSSA, school membersh1p in CHSSA. To address these concerns, theExecut1ve Council recommends that CHSSAsponsor a three-day Summer Conferenceduring the second week of August 1991 1n Fresno. (Fresno was chosen because of itscentrallocatlon. Smith has offered the use of his campus and computers.) TheConference would be open to anyone on the essc, but because of financialconsiderations, partial funding from an allocation of $2,250 w111be available for up to15 people only. The csse was reminded that the Los Angeles veerround schools beginAugust 16, and that other areas begin as early as August 19. Any proposals generatedwould be submitted to CHSSAfor action.

2. A professional company has agreed to make second-oeneretton videotapes and providegraphics at no charge. Each Leaguepresident will receive two free videotapes (Team andLincoln/Douglas) at the September Meeting.

B. Area Two, Jack.1. There is a continuing search for a Tournament site.

C.Area Three, Cullen.1. Loyola Marymount University is being considered as a possible Tournament site for

1993.

D. Area 4, Stockton.1. HIe Area is revitalizing and growing.

V. Committee Reports.A. Public Relations Committee, Underwood.

1. The State Prograrnme profitted $150. Although there were a few errors, there iscontinuing improvement.

2. All further public relettons work will be put "on hold" until after the Summer SpeechSummit.

B. Congress Committee, Bird (in absentia)1. The Committee was directed to address the problem of selecting the winning Presiding. Officer in cases of ties.

Schaefer and Prefontaine suggested cancelling the Saturday morning workshops to .provide adequate time for the legislative session. J. Schaefer observed that theworkshops can be accomp1ished if all members of the Council work; she also suggestedthat colleges be asked to offer credit to teachers who attend the workshops. Underwoodrecommended limiting the workshops to coaches and their needs.Cummings rernerkeo that since meetings with the Framework people will not take allday, the Council r1eeting could be scheduled to begin on Friday.Stafford suggestl3dthat all members schedule their return flights for Sunday morning,thus allowing for a late Saturday legislative Meeting. Macdonald suggested that membersrequest estete business" reduced rate.

B. VicePresident Activities Oliveras.1. A report on the state Tournament was offered, with special thanks to all Council

members who gave thetr assistance.a. Affirmative comments: Special kudos to Sandy Boldway and the San Diego/Los Angeles

area coaches who provided community judges. S~n Diego State was commended forproviding adecuate rooms. The Programme was applauded, with favorable noticetaken of the Hall of Fame Announcements. The Dinner /Dance was "excellent". TheAwards Ceremony proceeded with few snags. Return of debate ballots was prompt.The "hospitality hostesses" were gracious.

b. Negative comments: Trophies were considered inadequate, as was the food providedjudging houses and tab rooms. An instructional booklet for judging house personnelis a definite need. There were some complaints about the "quality" of judges.
