1 2 Training of Adult Leaders
The training of Adult Leaders will be under the general guidance of the National Commissioner and the Chief Commissioner (Scouts) and in the immediate charge of the Dy. Director of (Scouts) Leader Training throughout the Indian Union, leaving as much initiative as possible in the matter of organisation of Courses to the State Chief Commissioner, State Commissioner (Scouts) and particularly to the State Training Commissioner (Scouts) in the State
The Training of adults in the Scout wing of the Bharat Scouts & Guides will be under the general guidance of the National Commissioner and under the direction of the Chief Commissioner of Scout. The Dy. Director of Scout (Leader Training) will be responsible for the training of Adult Leaders of Scout Wing throughout the Indian Union.
The State Chief Commissioners, State Commissioners of Scout and the State Training Commissioners(S) will be responsible for the adult training in their respective states.
4 3(b) SCHEME OF TRAINING
for Unit Leaders
(i) Introductory Course :
This is an informal Course for 8 hrs to provide introduction of Scouting and its Fundamental etc. common for all the sections.

4 (ii) Basic Course for Unit Leaders

job as a Unit Leader. This is where the Organisation chooses the right people for the right leadership and only most suitable people are qualified. After successful completion of this Course, a person can work as a warranted Scouter in a Group of the Section concerned. Course recognition and authorisation certificates are to be issued by the State Training Commissioner (Scouts). District level executives take initiative to organise this Course.

The Course must be skill oriented and practical subjects should be more emphasized. Handouts must to be provided well in advance before the Course commences. Assessment during the Course should be effective in order to maintain standard.
a. The minimum age will be 18 years for Basic Cub Master, Scout Master & 21 years for Rover Scout Leader. b. The minimum qualification is matriculation.
For Cub Master/Lady Cub Master/Assistant C.M. /Asst. Lady C.M., A man or woman must possess Matriculation or equivalent qualification
Scout Master/Lady Scout Master/Asst. S.M./Asst. Lady S.M.:
A man or woman must possess Intermediate (10+2) or equivalent qualification.
Rover Scout Leader: He should preferably possess the degree in any discipline or equivalent qualification.

4 (iii) Advanced Course for Unit Leaders
This is a formal Residential Course for 7 (seven) days continuously, separate for each section. In order to undergo Advanced Course, a candidate should work for at least one year after successful completion of the Basic Course – should register and run his/her Unit for a period of one year holding a warrant.

4 (iv) Training Study
There are separate Training Studies containing a set of questions to be answered by candidates, for Cub, Scout and Rover Sections. The questions are changed periodically. They are prepared by the Dy. Director (Scouts) Leader Training and issued by the State Training Commissioner (Scouts) to the candidates who apply for them. The procedure to be followed in regard to the reading of Studies is as follows:
The Training Study will be revised every four years by DDSLT and sent to STC(S). The STC(S) shall arrange to send them to the concerned Scouter directly under intimation to the DTC. The STC(S) of the state will prepare a panel of readers for evaluating the study of candidate, who has completed Advanced Course. All the LTs who have an experience of at least three years and ALTs with five years are eligible to be included in the panel, where the validity of Hon’ble Charge is not compulsory. The STC(S) is authorised to have their panel of readers in their respective states. When the study book is received after completion, the STC(S) will send it for evaluation to one of the Readers in the panel. The Reader will carefully read the answers and give his/her remarks or comments. Even if he/she disagrees, will offer helpful constructive comments and suggestions to the candidates for further improvement. The Reader will not disclose his/her identity to the

candidate in his/her remarks or comments. After the evaluation, the study will be sent back to the candidate through STC(S) with the remarks if improvement is needed. If the Reader is satisfied with the answers, will send the Training Study with the recommendations to that effect to the STC(S). After completion of all the formalities, the STC(S) will issue a certificate to the candidate under intimation to DDSLT and DTC(S). The details in regards to the issue of Training Study certificate will be recorded in the Training Study Register by STC(S). The name of the readers on the panel shall be confidential and shall not be disclosed.

6 (v) Himalaya Wood Badge Course

7 HIMALAYA WOOD BADGE PARCHMENT
On successful completion of HWB Course, participant should submit HWB Course certificate in original and a certificate for submission of log book of Prime Minister Shield Competition or Upa-Rashtrapati Award which is signed by DOC(S), DTC(S) and countersigned by Dist. Commissioner (S) along with recommendation form for issue of HWB Parchment through State Training Commissioner(S).

On the basis of recommendation form, Parchment will be issued along with Himalaya Wood Badge Beads (A necklace of two wooden beads on black cord) signed by the Dy. Director (S) Ldr. Trg.
HWB Course certificate along with HWB Parchment signed by the Dy. Director (S) Ldr. Trg. and Himalaya Wood Badge Beads (A necklace of two wooden beads on black cord) will be sent directly to the Scouter under intimation to the STC(S).
HWB Parchment & Beads are the property of Bharat Scouts & Guides and should be returned on demand by National Headquarters at any time.
HWB Parchment and Beads shall remain with the individual as long as he/she continues to be a member of the organisation.
Note: (ii) If full time professional (field worker) of the Scout Movement and other Leaders of Adults of warranted or non-warranted ranks who are not attached to Units wish to undergo these Courses (i.e. Basic/Advanced/HWB Courses as in the Scheme of Training of Adult Leaders), their names will have to be registered at the NTC well in advance on the recommendation of State Training Commissioner (S) in the case of the State and Dy. Director (S) Ldr. Trg. in the case of NHQ on merit basis.
ii) If a full time Professionals (Field Worker) or Leaders of Adult who is not attached to unit, desire to undergo these Courses i.e. Basic or Advanced or HWB Course in any other section, their admission will be treated as special case and condition will be relaxed by the STC(S) and for HWB Course by the DDSLT
For N.H.Q. professionals, Director/Jt. Director (S) shall be the competent authority to relax the conditions
(iii) If full time professional (field worker) is a Leader Trainer in one section and having experience of at least 5 years as LT and dealing all the three sections can be permitted to attend HWB Course in any other section directly, their admission will be treated as special case and conditions will be relaxed in each case by the Dy. 24 3 5 Training of Trainers
These Courses are provided by the National headquarters and conducted preferably at the National Training Centre by the Jt. Director of Scouts / Dy. Director (Scouts) Leader Training for a duration fixed by NHQ. The syllabus is framed from time to time by the National headquarters. On successful completion of the Courses, certificates signed by the Leader of the Course / Dy. Director (Scouts) Leader Training will be issued from the National Training Centre.
These Courses are conducted by the National headquarters preferably at the National Training Centre by the Jt. Director of Scouts / Dy. Director (Scouts) Leader Training. The syllabus is framed from time to time by the National headquarters. On successful completion of the Courses, certificates signed by the Leader of the Course/ Dy. Director (Scouts) Leader Training will be issued from the National Training Centre immediately after completing all the required formalities.
24 (c) Course for Pre-ALT
(1) After issuing the HWB Parchment a Unit Leader should work for at least two years and run the Unit effectively and submit the progress report as per Performa duly verified by District Organising Commissioner (S) and District Training Commissioner(S). The Performa is printed in SOT. (2)Should assist full time one Basic / Advanced Course.
(3) He/she should produce at least two Golden Arrow Cubs or Two Rashtrapati Scouts or Two Rashtrapati Rovers as the case may be. In case of Upper Primary / Middle School Unit Leader has to produce 8 Tritiya Sopan Scout or 6 Rajya Puraskar Scout.
This Course is for five days.
Selection of Candidates – Eligibility
A Scouter must:
i) Be a HWB Parchment holder. ii) Be running the unit of his/her section. iii) Have completed at least six months after receiving the HWB Parchment. iv) Have assisted at least one Basic/Advanced Course in the appropriate section after receiving the HWB Parchment. v) Have at least two Tritiya Charan Cub/four Tritiya Sopan Scout/Two Rajya Puraskar Rover to his/her credit.
NB.: Sl. no. ii and v are not applicable in case of full time professionals at all levels.

(4) Pre ALT Course will be Skill test

29 7. Appointment of ALTs and LTs:
After successful completion of Training Courses, Assistant Leader Trainers and Leader Trainers are appointed by the National Commissioner on the recommendation of the Dy. Director (Scouts) Leader Training and the Chief Commissioner (S). If the appointment is for a State, it shall be on the recommendation of the State Commissioner(S) and State Training Commissioner (S).

29 8. Honourable Charges- (ii)
(ii) The Honourable Charges issued to Leader Trainers and Assistant Leader Trainers are valid for two years from the date of issue.

30 (iii) Conditions for Renewal:

30 9 9. The Insignia
3. a) The Honourable Charge and the beads shall remain the property of the National head quarters and shall be returned to the Dy. Director (Scouts) Leader Training on ceasing to function or on request.

30 10 10. Exchange and Deputation of Trainers
Members of the Training Team can be deputed to other States for training purpose in consultation with the STC (S) and State Chief Commissioner of the State concern under intimation to the DDSLT as well as NHQ, he may be asked to help to get trained if there is need. If, Exchange or deputation of the Trainer's is done without the approval of the DDSLT or National Headquarters, the Course will not be recognized.

(b) As far as possible, a leader holding valid ALT/LT Hon’ble charge shall conduct one training Course in a Year. c) Deputation to other countries will be done with the permission of the National Commissioner on recommendation from the Chief Commissioner of Scouts and the Jt. Director (S). Such a proposal should come from the Dy. Director of Scouts (Leader Training) under intimation to the International Commissioner of Scouts.
31 11 11. Sandhan The Sandhan is a meet of the members of the Training Team in the country. It shall meet periodically to make recommendations in respect of the Scheme of Training of Adult Leaders, Leaders of Adults, Trainers and Youth Programme.

a) Updating the Scheme of Training with the changing needs of adults in the Movement. (b) Correlating the Scheme of Training with the Boy Programme.

(c) Bringing in modern trends and techniques of education. (d) Exchanging ideas and experiences. e) To incorporate the latest schemes of WOSM in the Scheme of Training. f) Updating the Youth Programme with the changing needs of the youth.
g) The Director who is necessarily possessing LT(S) or (G), as the case may be, will be the Leader of the Sandhan. In the absence of such a Director, the senior most Jt. Director of Scouts or Guides, as the case may be, will be the Leader of the Sandhan.
32 5 13 13. Conduct of Courses (Training Administration)
(b) Strength
For all Course minimum and maximum number of candidates allowed should not be less than 12 or more than 32. This condition can be relaxed up to an extent of 25% on either side in exceptional conditions by the leader of the Course provided their registration has been done as above.

(g) Certificate
Certificates shall be issued to all participants who are successful. The decision of the Leader of the Course is final in this respect. The details of the certificates (name, address, certificate number, date and place etc.) may be entered in the Training register of SHQ/State Training Centre/NTC as the case may be.
The LOC should consult all staff members in finalising the result and accordingly arrange for presentation of certificates. Except qualifying Courses, certificate should be presented at the end of the Course or within one week after submission of a report at SHQ/ N.H.Q. / RHQ/ NTC.

35 (i) Report of the Course
It is the responsibility of the Leader of the Course to submit a report of the Course he conducted, in duplicate, in the prescribed form and submit to the State Training Commissioner(S) if the Course is recognised by him, within 30 days after the end of the Course. The STC(S) will keep the original for further action and pass on the duplicate to the Dy. Director (Scouts) Leader Training for recording at NTC.

37 6 14 Training of Leaders of Adults
(a) Leaders of Adults are Adult Leaders with the exception of Unit Leaders. They are Commissioners, Secretaries, Organisers, Group Leaders, Training Counsellors, Chairmen, members of various committees etc. Though Trainers are a part of this group, their training is separately dealt with, in the previous chapter. In spite of their diverse functions as per Rules the one thing in common is that they all support the Unit Leaders to provide better Scouting to more young people. Thus a separate training scheme is designed for them.
Study material (SLM-Self learning module) should be sent to the trainees well in advance.

1. The Hon’ble National Commissioner is authorised to constitute a committee
of experts to review the present syllabi of all the courses including specialised
courses and re-design as per the present needs of the organisation as well as
society. The recommendation of the Expert Committee will be submitted
directly to the National Commissioner whose decision will be final.
2. The expert committee will also submit recommendations to reduce the
number of days for specialised courses wherever possible.
