(b) Calli ng of tenders for catering contracts including contracts for opening refreshment rooms and stalls at stations, Dining cars and restaurant cars etc.

CCM has full powers to call for tenders. CCSM has delegated these powers upto Rs. 2 crores in each case.

DRMs are delegated these powers upto Rs. 2 crores in each case.

charges. (a) Waival/Write off of.

AGM beyond Rs. 25,000/- CCM/COM/CCM(G)/CMSM/CCO have powers to forgo/write off demurrage and wharfage charges upto Rs. 25,000/- in each case without financial concurrence.

NOTE:- (i) Piror Financial concurrence will be necessary in each case exceeding Rs. ;25,000/-. (ii ) Waival of demurrage charges will be on per wagon basis. (iii ) Whil e waiving demurrage and wharfage charges, guide li nes given in Boards letter No. TCI/201/72/27 dt.23.4.1986 should be adhered to.

DRMs are delegated these powers as in col.3. ADRMs are delegated these powers upto Rs. 6,000/- in each case.

CAM/ADI is delegated these powers upto Rs. 12,000/- in each case.

Dy.CCM/Sr.DCM are delegated these powers upto Rs. 6,000/- in each case.

SCM/ DCM/ DOS/ Sr.ARM entrusted with commercial work are delegated these powers upto Rs. 3,000/- in each case. JCM/ACM/ARO/SS (Gazetted) entrusted with commercial work have powers to forego/write off wharfage charges upto Rs. 1,500/- in each case and demurrage charges upto Rs.750/- in each case.

Station Master /Sr.Sub-ordinate are empowered to forego wharfage charges upto Rs.100/- per consignment Authority: Boards letter No. TCI/201/ 72/27 dt. 28.7.1977.

(b) Refund of. AGM beyond Rs.25,000/- CCM/COM/CCM(G)/CMSM/ CCO have powers to refund demurrage and wharfage charges upto Rs.25,000/- in each case.

NOTE:- Whil e granting refund of wharfage and demurrage charges, due recogniti on should be given the quantum of waival already all owed in each case as per boards instructions vide letter No. TC-IV/77/4950/22 dt. 6.4.1983.

Authority: Boards letter No.TC-III /87/4950/Wharfage & Demurrage dt.6.3.1987.

DRM are delegated these powers as in col.3 ADRMs are delegated these powers upto Rs.6,000/- in each case.

CAM-ADI is delegated these powers upto Rs.12,000/- in each case.

Dy.CCM/Sr.DCM are delegated these powers upto Rs.6,000/- in each case.

SCM/DCM are delegated these powers upto Rs. 3,000/- in each case. Area Supdts. In senior scale posted in steel plants on Rail way have powers to refund demurrage charges upto Rs.6,000/- in each case. JCM/ACM have powers to refund wharfage charges upto Rs.1500/- and demurrage charges upto Rs.750 /- in each case.

4. Delivery of goods/parcels on indemnity note in absence of Rly. Receipt.

CCM/CCM(G)/CCO has full powers in each case irrespective of monetary value.

DRM/CAM-ADI are also delegated these powers.

Dy.CCM/Sr.DCM are delegated these powers.

DCM are also delegated these powers. ACM/ARM/SS(Gazetted) are delegated these powers upto Rs.2 lakhs in each case.

Station Master is delegated these powers upto Rs. 1 lakh.

6. Refund of fares and freight charges recovered. (a) Refund of Freight charges.

(i) In accordance with Tariff rules: CCM/CCO/CMSM has full powers. (ii ) Otherwide than in accordance with Tariff Rules: AGM beyond Rs.5,000/- CCM/CCO/CMSM has powers upto Rs.5,000/- in each case. NOTE:- These powers will be exercised with the concurrence of FA&CAO.

Dy.CCO/Dy.CCM are also delegated these powers. Dy.CCO/Dy.CCM have powers upto Rs.2,500/- in each case.

SCM(R) has powers upto Rs.1000/- in each case. ACM(Refunds) has powers upto Rs.500/- in each case. SCM(R) has powers Rs.750/- in each case. SCM(Refund) has powers upto Rs. 350/- in each case.

These powers will also be applicable in respect of the cases decreed by Court of Law and will be exercised only by Officers of HQ Office.

(b) Refund on unused tickets:

(i) In accordance with Tariff rules: CCM/CCO has full powers.

No Powers Dy.CCO has powers upto Rs.10,000/-

SCM(C) has powers upto Rs5,000/- ACM(Refunds) has powers upto Rs.3,000/- and Station Supdt. (Gazetted) has powers upto Rs.500/-

These powers will also be applicable in respect of the case decreed by Court of Law and will be exercised only by the Officers of HQ.

Note: 1. Extension of lease is permissible only in case of long-term lease of 3 years. 2.In case of Long-term lease, on expiry of the contact period, the same can be extended only once, by 2 more years at a lease rate of 25% more than the lump sum leased freight rate. 3.Such extension will be subject to satisfactory performance by the leaseholder, without any penalty for overloading or violation of any provision of the contract. 4.In case of expiry of contract period and non-finalization of new contract due to administrative delays, temporary extension can be permitted by the CCM only once,for a period of 3 months.
