ITEM No. 1: CONFIRMATION OF THE MINUTES

Minutes of 474th meeting of Operation & Coordination Sub-Committee of WRPC

held on 13th August 2015 at Mumbai were forwarded vide letter No. WRPC/OPN/OCC-

Minutes/2015-16/7224 dated 20.08.2015.

No comment has been received. Sub-Committee may confirm the same.

ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF AUGUST2015.

2.1 Frequency Particulars

The average frequency during the month of August, 2015 was 49.98 Hz. The

maximum instantaneous frequency was 50.25 Hz at 17:06 hrs on 23rd August-15

while minimum instantaneous frequency was 49.55 Hz at 19:27 hrs on 03rd

August-15. The frequency profile during August, 2015 was as under:

2.4 U/F Relay OperationsAs per WRLDC records during August 2015 the system frequency didn’t touch 49.2

Hz and no UFR operation has been reported by WRLDC.

the state utilities are given in Annex. 2.5.

ITEM NO. 8.1: QUARTERLY REVIEW OF CRISIS MANAGEMENT PLAN

(April 2015 to June 2015) for the year 2015-16.

ITEM NO. 8.2: STATUS OF PHYSICAL & CYBER SECURITY IN POWER SECTOR

Status of physical & cyber security in Power Sector for the First quarter (April 2015 to

June 2015) have not been received from some of the constituents.

ITEM NO. 8.3: READINESS OF SLDC AT GOA, OTHER SLDCs AND WRLDC FORUPGRADATION OF EXISTING SCADA/EMS SYSTEM

During 29th WRPC meeting it was decided that the status of progress of SLDC’s &

Back-up SLDC’s of WR constituents /WRLDC would be regularly monitored in monthly

OCC meeting. The present status of progress of SLDC’s & Back-up SLDC’s of WR

constituents /WRLDC attached at Annexure – 8.3.All the constituents are requested to give an update in attached format.

Link was established between Raipur-Ranchi besides 400kV Raipur-Sipat-Ranchi

which increased the reliability of power transmission from Chhattisgarh and it also

improves the voltage profile of system . Hence commissioning of above element was

for overall benefit of the System/Grid Operation of western region.

As per Chapter-6 , Computation of annual fixed cost of CERC tariff regulation 2014-19

, there is provision of additional return of 0.5% if projects are completed within timeline

specified in Annexure-8.4 ( copy attached )

The Sub Committee may like to discuss and decide about the additional 0.5%.

ITEM NO. 8.5: Overloading of 315MVA ICTs at various substations of WR-II.

DGM WRTS-II, PGCIL informed that at Satna, Dehgam, Khandwa, Boisar, Vapi, Bina,

Kala and Bhachau substations in WR#2, 400/220kV ICTs are getting overloaded due

to which quite a few times, getting planned / approved outage is very difficult. Further,

in case of tripping of one ICT, the situation becomes critical as single ICT cannot

handle the combined load. In view of the same, it is requested to accord approval for

increasing the MVA capacity of these substations, by way of installation of additional

ICTs. The loading profile of ICTs of these S/s where loading has been found more

than 150MW in each ICT for the period of last one year has been sent through mail.

The Sub Committee may like to discuss the same.

ITEM NO. 8.6: Installation of Controlled Switching Devices (CSDs) for CBs

DGM WRTS-II, PGCIL informed that the Controlled Switching Devices (CSD) relay

are being installed in for protecting Reactors & Transformers from switching surges as

there have been many instances of equipment failures during switching operations &

CSD reduces switching surges by controlling the switching moment. Therefore, CSDs

are being installed for all the reactor CBs and in 765kV ICTs (for CBs of both sides)

which will in turn improve the performance of equipment. In view of the same outage

for the CSD commissioning works may be booked under construction category.

The Sub Committee may like to discuss the same.

ITEM NO. 8.7: CONTINUOUS HIGH POWER TRANSMISSION THROUGHTARAPUR-BOISAR FEEDERS

OS, TAPS-3&4 vide letter dated 31.08.2015 informed that high power flow had

been observed through 400kV Tarapur-Boisar circuit 1&2 due to high power

requirement at PGCIL Boisar . Due to the high loading of transmission lines,

approved annual preventive maintenance program had been postponed on many

occasions . On 21/05/2015 Tarapur-Boisar ckt-2 outage was taken, but after

opening of Tarapur-Boisar ckt-2 circuit breaker the other circuit was loaded to very

high level i.e.1170A . After this line was charged immediately & maintenance

activity could not be completed . Power transmission through 400kV Tarapur-Boisar

ckt-1&2 and 400kV Tarapur-Padghe ckt-1&2 is mentioned below :

Since March 2015 400kV Tarapur-Boisar Circuit-1 & 400kV Tarapur-Boisar Circuit-

2 load flow is near to 425MW each and 400kV Tarapur-Padghe Circuit-1 & 400kV

Tarapur-Padghe Circuit-2 load flow is near to 100MW each . Detailed power flow

from March-2015 to till date of each 400kV line from TAPS-3&4 are mentioned in

annexure-1. So, it is observed that most of the power flow from TAPS-3&4 is going

to PGCIL Boisar . Due to this outage of Tarapur-Boisar lines cannot be taken and

their maintenance is due .

In view of this it is desired to take corrective action to reduce loading of 400kV

Tarapur-Boisar lines . This issue has already been informed to WRLDC and your

kind attention & intervention is required to resolve the issue and ensure trouble free

operation of TAPS-3&4.

The Sub-Committee may like to discuss the same.

ITEM NO. 8.8: REVIEW OF BIGGER SIZED UNIT OUTAGE PLANNING FOR THEPERIOD SEPT’15 TO NOV’15 AND REVIVAL OF ISGS UNITS WHICH AREUNDER PROLONGED FORCED OUTAGE:

CE, SLDC, Gujarat informed that in ensuing months (during Sept-Dec’15), Gujarat

State has to meet peak demand of around 15000 MW (ever time high) without wind

generation support. It is utmost necessary that generation from all sources shall have

to be made available. Therefore, the planned outages of all bigger sized units for the

period Sept’15 to Nov’15 shall have to be deferred.

The generating units which are under planned outage shall be made available as soon

as possible by expediting their maintenance activities.

Also, the early restoration of KAPP unit No. 2 (under forced outage since 01.07.15

due to reactor channel coolant problem) is utmost necessary to meet base load and

relieve congestions in South Gujarat area.


ITEM NO. 8.9: FURNISHING DAILY / MONTHLY DATA BY PGCIL & ISGSSTATIONS:

CE, SLDC, Gujarat informed that Timely/daily/hourly MWH import / export data

collection at all interface point is necessary to work out daily hourly demand of the

State. These data are being used for day to day operational analysis, load forecasting,

system operation planning and to appraise competent authorities and Government.

Timely monthly MWH import / export data collection, unit outages data is necessary to

furnish power system data for whole State to WRPC, CEA and preparation of monthly

reports and to publish on web-site.

The format of daily / monthly data collection from CTU substations and NTPC power

stations (Kawas & Jhanor) is attached at Annexure 8.9.

Many times, non-reporting of data by PGCIL & NTPC inter face points causing

delayed reporting. The matter of timely submission of daily data from one nodal point

to Sub-SLDCs of Gujarat and monthly data to SLDC-Gujarat required to be discussed

in OCC.


ITEM NO. 9 : WRLDC ITEMS

1. Under Voltage Load Shedding Scheme (UVLS) in WesternRegion

The need for UVLS for system security was recognized and discussed last several

OCCM. In 474th OCCM, concerned representative had informed that Low Voltage

area in Gujarat are Sabarkundla, Vapi, Bhilad, Vertej&Navsari, in Madhya Pradesh

areNagda& Indore, in Maharashtra areLonikhand, Bableshwar, Padgha, Jejuri. In was

also informed that Chhattisgarh do not face any low voltage problem.

Further, It was suggested and agreed that all concerned SLDCs shall study there low

voltages area and submit a detail scheme for mitigation of these Low voltage pockets.

In 474th OCCM representatives from SLDC’s were informed that in GujaratSabarkundla, Vapi, Bhilad,Vertej & Navsari, in MP Nagda & Indore, in MaharashtraLonikhand, Bableshwar, Padgha, Jejuri are the LV pocket. Chhattishgarhrepresentative informed that there is no LV pocket in the state.

Member Secretary suggested that SLDCs shall study there LV pockets and submitdetailed scheme for further consideration in OCC forum.

2. Frequent tripping of HVDC Bhadrawati Due to Failure ofAuxiliary Supply

The issue of auxiliary supply failure from 33 kV feeders was discussed in 453rd OCCand 474th OCCM, 18th WRPC Meeting and 33rd Standing committee meeting.Accordingly one 400/220/33 kV ICT for reliable auxiliary supply was approved atHVDC Bhadrawati and it was commissioned on 19th February 2015. However, it hasbeen informed that auxiliary supply to HVDC from the ICT is not yet started due tonon-availability of supply at 33kV. The reliability of auxiliary supply would enhance ifthe 33 kV supply from 400/220/33kV ICT at Bhadravati is extended to HVDC.In 474th OCCM, SE(O), SLDC Maharashtra informed that the issue pertaining toLocalDiscom(EE MSEDCL, Warora). It will be sorted out within a fortnight time.POWERGRID may appraise the present status.

3. Constraints in grid operation due to non-availability of telemetryfrom MSETCL / MahaGenco Stations

Non-availability of telemetry from large number of EHV stations of MSETCL andMahagenco has been flagged by WRLDC and is being deliberated in the OCC forumsince December 2013(21 months). There are nearly 24 stations like 400 kV Warora,Chandrapur(II), Koradi(II), Lonikhand and Taptithanda where the integration ofdatabase is pending, even several months after commissioning of the substations andthere are nearly 48 stations where database integration is completed but data fromthese station is highly intermittent due to continuous failure of communication link.In the absence of telemetry from these stations, severe constraints are beingexperienced by WRLDC control room personnel in real-time supervision and operationof the grid.Further, it was stated by MSETCL in 472th OCC, held at Ahmedabad that all telemetryissues related to Maharashtra shall be sorted out by the month of August-15.MSETCL may appraise the progress.

4. Mock Black Start Exercise in Western RegionAs mandated by IEGC, the Black start capable units need to conduct mock black startexercises once in every 6 months. Western Region has 29 generating stations withblack start capability. As per the information available with WRLDC only 4 Black Startstations have completed the Mock exercise in the year 2015.

Madhya Pradesh has planned to complete the mockdrill exercise of all hydro powerstations between September to November,2015 and submitted the schedule asfollows.

MP is requested to adhere the above schedule to complete all mock exercise in time.Other constituents/regional entities are requested to plan the Mock exercise of theirblack started units and submit their plan for compliance of IEGC regulation 5.8(b).

5. Scheme of two lines in service out of four lines for 765kVWardha-Aurangabad(PG)

There are four 765kV lines between Wardha and Aurangabad (PG). The Line 1 &

2and Line 3&4 are on double circuit towers. Out of these four lines, only two lines are

generally kept in service due to the transmission constrain downstream at

Aurangabad (PG). Moreover, POWERGRID has requested to keep one of the circuit

in service in both the tower to avoid theft.

It was reported that the Line reactor of Line 1 and 3 are switchable in nature at

Wardhaend and Line reactors of 2 &4 at Wardha end are yet to be commissioned as

switchable Line reactors. Further, none of the Wardha Line reactors is switchable in

nature at Aurangabad (PG).There is one bus reactor also at Wardha end.

The voltage at Wardha is normally high, even when all the line reactors and Bus

reactor are in service. So, in order to control high voltage at Wardha and to keep two

lines in service, the only option left is to keep line 2&4 in service which do not have a

switchable line reactors and Line 1&3 Lines-reactors are made as Bus reactor to

control high voltage.

This creates an operational difficulties and forces operator to keep Line 1 &3 in

outage condition and changeover of lines as required is not feasible.

The commissioning of switchable Line Reactor for Line 2&4 at wardha end is essential

for operation feasibility.

6. Declaration of ON-BAR DC and OFF-BAR DC by CGS & UMPPstations

a) As per para 5 of the procedure issued by WRPC Secretariat dt 4th July 2014 inline with the decision of 26th WRPC meeting held on 21st June’2014 at Punethe following was agreed DC Protection: During the RSD, the DC of the RSD stage shall remain at

the same values as the DC for the block just prior to RSD. DC shall continueto be protected during the ramping period when the unit comes out of RSD.

b) As decided in the 28th WRPC meeting held on 4th March’2015 at Udaipur,declaration of ON Bar DC and OFF Bar DC by CGS & UMPP stations hadcommenced from 5th March’2015 and the same has been uploaded on WRLDCweb site in the following link.

c) As per the procedure mentioned in Sl.no. (a) above, whenever a unit comes outof RSD, the DC of that particular unit has been protected by graduallyincreasing the DC in ON bar DC and corresponding decrease in OFF Bar DCtill the ON Bar DC of the unit taken out reaches its full DC as submitted byNTPC stations.
