Project Overview
A concession contract for access and use of the ducting within the council owned CCTV infrastructure
Our partners ITS Technology group are now able to build and promote a new fibre optic network in our ducts that will be commercialised
Through revenue share, an income stream will be generated for the council
The council is not an anchor tenant, but the network will eventually grow to link essential council services and create efficiencies as a back bone to connectivity within our area
A unique & disruptive approach • Our department has the challenge of coming up with diverse revenue
generation schemes for the council, without investing any council funds• We are entrepreneurial in our approach, having already delivered six
consecutive reductions in Council Tax• The duct access concession agreement is ground breaking in it’s approach• Since the launch of the scheme, we have been approached by several other
councils who want to emulate this model• We had expert guidance, both in house and through our partners on navigating
the legal and commercial red tape• We are confident that our pioneering model satisfies funding and procurement
requirements and will generate strong revenues for LBHF
Project Objectives
To deliver maximum return on our assets To ensure the integrity of our ducting asset To generate an income stream for the Council As a long term partnership, the council have
pledged full support, in order to make the scheme a success
Technical OverviewWhat infrastructure do we own?

transmission over fibre Nodes Hand off Extensive expansion plans to grow
the network
Full support• The Council to be an enabler and to support the key strategic
aspirations of the project:
