SB 2 (District Charters)• Commissioner may adopt rules• Requires Board Approval

– Must respond to petition by majority of parents/teachers from a campus

– May grant charter to their own campus• As long as the impact isn’t greater than 15% of

based on the accountability system– Initial approved charters are 5 year terms– Commissioner shall adopt rules

SB 2 (Accountability)• Annual Performance Report

– As compared to other charters– As compared to matched traditional campuses

• Performance by charter approval– SBOE; Commissioner; School Districts

• Note: Must also include an analysis of whether the performance of matched traditional campuses would like improve if there were consolidation of the school districts within the county in which the campuses were located…. Applies only to a county that includes at least seven school districts at least 10 charter campuses

SB 2 (Special Charters)• Schools primarily servicing students with

disabilities– No more than 5 charters may be approved– Schools at which at least 50% of the students are

eligible for services are not eligible– Subject to federal laws/guidelines– Commissioner and SBOE shall adopt rules

• Commissioner shall give priorities to applications that propose to be located in the attendance zone of a school district campus assigned an unacceptable performance rating for the two preceding school years

performance expectations for evaluation• Standards for evaluation to determine renewal,

denial of renewal, expiration, revocation, or other interventions

• The Commissioner is to establish a performance framework for charters with an annual report

• The performance framework cannot be the basis for renewal or revocation of a charter

SB 2 (Renewal; Denial; Expiration)

• Provides specificity around the process for renewal; denial of renewal and expiration of charters

• Includes performance rating considerations for 2009-2010; 2010-2011; 2012-2013

• Revocation of a charter may be based on unacceptable performance for three consecutive years
