J. ALEX AGYEMANGSMALL BUSINESS LIAISON OFFICER SAVANNAH RIVER NUCLEAR SOLUTIONS, LLC

Mr. Agyemang is the Small Business Liaison Officer for Savannah River Nuclear Solutions, LLC (SRNS), the M&O prime contractor at the Savannah River Site, Aiken SC. He is responsible for managing, planning, directing and monitoring the activities of the Small Business Program and key supplier relationships. He also manages SRNS’ Mentor/Protégé Program; a DOE/HQ initiative to assist energy related small businesses to enhance their business and technical capabilities. He is also respon-sible for managing supplier relationships and all supplier development activities to ensure the successful completion of the SRS mission.

Alex has served in increasing roles of responsibility. He was the Small Business Program Manager for the American Recovery and Reinvestment Act. He was the Lead, Corporate Continuous Improvement, with direct oversight for training and qualifying associates for the Site continuous improvement program. He was the Manager, Strategic Sourcing, responsible for the creation and administration of the Site’s critical material agreements.

Prior to joining SRNS, Alex was a senior supply chain planning analyst with the Northrop Grumman Corporation. Some of his major projects were implementing lean-six sigma improvements in the pipe supply chain, leading the Category Management strategy for commod-ity procurements, and establishing the Capstone Program, a talent management program for high potential employees. He is an APICS Certified Supply Chain Professional.

Alex is a graduate of the United States Air Force Academy and a former Air Force officer. He was the Department of Energy (DOE) FY 2017 and FY 2018 Facility Management Contractor Small Business Program Man-ager of the Year, the DOE FY 2018 Mentor of the Year, and the recipient of the DOE FY 2018 Director’s Award for Excellence. Alex received the Northrop Grumman Corporate Contracts, Pricing, and Supply Chain Award and was also recognized as one of the Top 40 Under 40 business leaders in Hampton Roads, Virginia. He is a devoted husband (Kimberly) and the father of twin boys (Adam and Kai).

MATTHEW J. BIASINY (SRNL) – MANAGER, CONTRACTS AND TECHNOLOGY PARTNERSHIPS

Mr.Biasiny joined Savannah River Nuclear Solutions, LLC (SRNS) in 2009 and has contributed in various divisions including Supply Chain Management, Contracts and the Savannah River National Laboratory (SRNL). He was appointed Manager of the SRNL Contracts and Technology Partnerships organization in 2016. He and his staff are responsible for the management of the SRNS & SRNL intellectual property portfolios as well as overseeing the negotiation and execution of all collaborative agreements. SRNL has approximately 500 researchers tasked by the Department of Energy with conducting research and development for the federal government and assisting the public, primarily in the areas of environ-mental management, national security and clean energy. Matthew has overseen the execution of hundreds of agreements, both domestic and foreign, totaling over $60M annually.

He is a graduate of Brenau University with a Bachelors of Science degree in Human Resource Management and a Masters of Business Administration and has over fifteen years experience in technology transfer, contract negotiation, global supply chain management, recruitment, and sales in both the government and commercial sectors. In his spare time Mat-thew enjoys spending time with his wife and three daugh-ters and getting in the occasional round of golf.

ANNE MARIE BIRD, SMALL BUSINESS PROGRAM MANAGERDEPARTMENT OF ENERGY OFFICE OF ENVIRONMENTAL MANAGEMENT AND ACQUISITION ANALYST, ENVIRONMENTAL MANAGEMENT CONSOLIDATED BUSINESS CENTER (EMCBC)

Ms. Bird is the Small Business Program Manager for the Office of Environ-mental Management (EM) Program and an Acquisition Analyst in the Office of Contracting at DOE’s Environmental Management Consolidated Business Cen-ter (EMCBC) located in Cincinnati, OH. In her role as the EM Small Business Program Manager, Anne Marie isresponsible for supporting and assisting DOE’s Office of Environmental Management and DOE’s Office of Small and Disadvan-taged Business Utilization in educating and advocating for small businesses, and interfacing on behalf of small businesses with EM’s acquisition professionals. Anne Marie holds a Bachelor of Science Degree in Organizational Management.

MICHAEL BUDNEY, MANAGERDEPARTMENT OF ENERGY, SAVANNAH RIVER OPERATIONS OFFICE (SR)

Mr. Budney as the Manager of the U.S. Department of Energy (DOE) Savannah River Operations Office (SR) is responsible for one of the most diverse and complex environmental management (EM) sites. He oversees management and operations of the vast Savannah River Site (SRS) covering 310 square miles and a workforce of over 11,000 federal and contrac-tor staff. Prior to his SRS assignment, Mr. Budney served as Director, Office of Business Operations for the Office of Energy Efficiency and Renewable Energy (EERE). He directed EERE’s business operations, workforce management, project management and support service contract solicitations. Beginning in May 2015, at the Northrop Grumman Corporation, he led efforts for major missile defense contracts, modeling and simulation, wargames and exercise support, radar and electronic warfare sensor development. Mr. Budney is a retired U.S. Navy officer with 29 years of service. His final assign-ment was as Deputy Director of the Nuclear Command and Control System Support Staff, performing oversight duties of all aspects of the national nuclear command and control system for Commander, USSTRATCOM, including Chief of Navy Operations’ (CNO) Executive Panel and Naval Academy and the CNO Strategic Studies Group. He holds degrees in physics, electrical engineering, and business administration.

SANDRA FAIRCHILD PROJECT SERVICES AND SUPPORT DIRECTOR

As Project Services and Support Director for Savannah River Remediation (SRR), Sandra Fairchild is responsible for all aspects of financial, procurement, contract, infor-mation technology, and budget management affecting SRR, the Liquid Waste Contrac-tor located at the Savannah River Site (SRS). The current contract value is $4.7 billion. Ms. Fairchild has more than 30 years of diversified financial experience in the fields of technical planning and controls management, procurement, contracts administration, accounting, earned value management, pension and benefits administration, information technology, including cyber security and governmental negotiations. She is certified by the state of South Carolina as a certified public accountant.

Prior to her current position, Ms. Fairchild was chief financial officer for Washington Savannah River Company (WSRC) Liquid Waste contract and Management and Opera-tions organizations. In these positions, her responsibilities involved the oversight of $1 billion annual operating programs with highly diverse missions. (continued on next page)

During her career, she has held positions of increasing financial management respon-sibilities, including WSRC Operations Business Unit controller, with responsibilities for financial oversight of $500 million construction projects, and WSRC Closure Business Unit controller, where she had responsibilities for financial oversight of Environmental Management and National Nuclear Security Administration programs.

Prior to working at SRS, Ms. Fairchild was senior auditor for the South Carolina State Auditors Office. In that capacity, she had responsibility for oversight of companies receiv-ing federal or state funding. Ms. Fairchild is an honorary lifetime member of the Aiken Junior Women’s Club, a member of the Aiken High School Booster Club, and serves as Treasurer for the Aiken Technical College Foundation. She and her husband, Pete, have two children. They live in Aiken, South Carolina.

ELLEN HANSMANNMANAGER OF SUPPLY CHAIN MANAGEMENTSAVANNAH RIVER REMEDIATION (SRR)

As Manager of Supply Chain Management for Savannah River Remediation (SRR), Ms. Ellen Hansmann is responsible for carrying out the strategic procurement, warehousing, and logistics of materials and services required for the liquid waste contract mission. Ad-ditionally, she is responsible for the supply chain management policies and procedures to ensure certification of the Contractor Purchasing System received from the Department of Energy (DOE), maintaining organizational metrics, overseeing the Small Business Subcon-tracting Program, and safeguarding efficient and operative supply chain tools, to include a Procurement Credit Card program and Ariba e-Auction tool. Ms. Hansmann has more than 18 years of experience in strategic sourcing, purchasing, and contract management, including eight years of Government Contracting/Purchasing, six years in distribution, and three years in a manufacturing environment.

WAYNE F. HIATTCHIEF, SMALL BUSINESS OFFICEU.S. ARMY CORPS OF ENGINEERS, CHARLESTON DISTRICT

Mr. Hiatt leads and manages the Small Business Programs for the U.S. Army Corps of Engineers, Charleston District. He was appointed to this position January 2019 where he is responsible for maximizing opportunities for small businesses to contribute to national security by providing combat power to our troops and economic power to our nation. He has a patriotic passion to serve Small Businesses and is the point of contact for the Charleston District. Mr. Hiatt is a retired Lieutenant Colonel of the U.S. Army where he served for 30 years (1987-2017) (10 years enlisted / 20 years officer). He served in numerous acquisition positions during his last 12 years in the military, including Contracting Support Brigade Executive Officer, Contracts Manager with Microsoft as part of the Army Training With Industry (TWI) Program, Contracting Team Leader, Contracting Officer, Contingency Contracting Officer, TRADOC Capability Manager and Assistant Product Manager.

Mr. Hiatt is also a veteran of Operations Desert Shield/Storm (1990/1991), Operation Iraqi Freedom (2003)(2008), Operation Enduring Freedom in Pakistan (2010) and Opera-tion Freedom’s Sentinel in Afghanistan (2014)(2015).

Mr. Hiatt holds a Bachelor’s degree in Marketing from Franklin University and a Master of Arts in Management with a concentration in Public Administration from Bowie State University. Mr. Hiatt is a graduate of the Army Command and General Staff College and is an Army Acquisition Corps Member. He has Defense Acquisition Workforce Improve-ment Act (DAWIA) Level 3 certifications in Contracting and Program Management and Level 1 in in Information Technology.

THOMAS JOHNSON, JR.DEPUTY MANAGERU.S. DEPARTMENT OF ENERGYSAVANNAH RIVER OPERATIONS OFFICE

Mr. Thomas Johnson, Jr. was reassigned as the Deputy Manager of the Savannah River Site (SRS) in October 2018. He has broad leadership responsibility for approxi-mately $1 billion in annual operating and construction activities at SRS in the areas of environmental stewardship, nuclear materials processing and facility and material disposition. Previously he served as the Associate Deputy Manager, SRS from May 2015 to October 2018 where he was responsible for all business-related functions, such as: hu-man resources; organizational culture, safety and quality assurance; budgetary processes; project management, contract awards and administration. Mr. Johnson also served as the Associate Deputy Assistant Secretary for Acquisition and Project Management at DOE Headquarters providing oversight for the award and execution of major contracts greater than $25 million in scope at DOE sites across the United States.

Mr. Johnson’s early Federal career service included positions in engineering, design, construction, and project management with the U.S. Army Corps of Engineers. With DOE, he served as a Remedial Project Manager at SRS and as a Federal Project Director at the Energy Technology Engineering Center. Under his expertise, as the Director of the $6 billion Environmental Management (EM) American Recovery and Reinvestment Act (ARRA) Program, EM accelerated its cleanup program and reduced its environmental contamination footprint by 690 square miles at 18 recipient sites. He holds degrees in Civil Engineering and Earth and Environmental Resource Management.

CORILLA MAILE MANAGER, FINANCE AND CONTRACTSCENTERRA-SRS

Ms. Maile is the Manager, Finance and Contracts for Centerra-SRS at the Savannah River Site. She has been with the Company since June, 1997 working in Procurement, Budgeting, Accounting and Contracting. She became the Manager of Finance and Contracts in July 2011. Corilla earned a BBA in Accounting from Georgia Southern University in 1982, a MBA in Management from Troy University in 2009 and a Master’s Certificate in Government Contracting from George Washington University in 2014. Prior to accepting a position at Centerra-SRS, Corilla worked as a CPA in both the public and private sectors. She lives in Martinez with her husband, Chris and has two children and one grandchild.

PHILLIP PAYNE, P.E., LEED AP BD+C RESIDENT ENGINEER AND ADMINISTRATIVE CONTRACTING OFFICERFORT GORDON RESIDENT OFFICE, CONSTRUCTION DIVISIONSAVANNAH DISTRICT, U.S. ARMY CORPS OF ENGINEERS

Mr. Payne currently serves as the Resident Engineer and the Administrative Contracting Officer for the Fort Gordon Resident Office, Construction Division, Savannah District, U.S. Army Corps of Engineers. As Resident Engineer, he oversees a field staff of engineers and construction representatives responsible for providing contract administration, quality assurance and safety oversight for an annual construction program of approximately $100 million within the jurisdiction of Fort Gordon and the upper Savannah River basin. Phillip’s 31 years of Corps of Engineers experience include assignments as a Mechanical Design Engineer in Engineering Division/Huntington, West Virginia District, Mechanical and Project Engineer at the Fort Gordon Resident Office/Savannah District, Project Engineer at the Schweinfurt, Germany Project Office/Europe District, and two separate tours in Afghanistan in support of Operation Enduring Freedom as a Resident Engineer and as Chief of Contract Administration Branch with the Afghanistan Engineer District South.

A native of Atlanta, Georgia, Phillip earned both his Bachelor of Science degree in Mechanical Engineering and his Master of Science degree in Management from Georgia Institute of Technology. He is a registered Professional Engineer in the State of West Virginia and a LEED Accredited Professional with Building Design and Construction specialty credential.

NORM POWELLSENIOR VICE PRESIDENT OF BUSINESS SERVICESSAVANNAH RIVER NUCLEAR SOLUTIONS (SRNS)

Norm Powell is senior vice president of Business Services for Savannah River Nuclear Solutions (SRNS) at the U.S. Department of Energy’s (DOE) Savannah River Site (SRS). In this role he is responsible for Contracts and Supply Chain Management, Finance, Information Technology, Business Planning and Integration, and Enterprise Systems Solutions.

Powell has 42 years of experience in engineering, procurement and con-struction of major international and domestic projects for Fluor Corporation, where most recently he served for four years as vice president of Federal Cost and Pricing for Fluor, with responsibility for audit response, incurred cost rate preparation and final negotiations. Prior to that, he was vice president of Material Management for Fluor Government Group for two years. His responsibilities with the 2,000-person acquisition organization included material management, subcontracts, prime contracts, export control and small business.

He spent six years at Hanford as the vice president of business services where his responsibilities included finance, supply chain operations, informa-tion technology and prime contract administration. He also served as general manager of a 450-person engineering office, providing support to Hanford’s nuclear projects and support to Fluor Federal Projects.

Powell previously served as the SRNS vice president of Site Integration from 2008-2009, where his responsibilities included developing the site interface plan and maintaining relationships with other site contractors. Ad-ditionally, he led planning and integration of projects and operations, project controls, and the site-wide performance measurement system including risk identification, estimating standards and work authorization. He also had responsibility for the development, implementation and oversight of the site’s integrated project team.

During his career, Powell has provided business support to over 1,500 commercial and government projects in 13 countries.

TIM GRIFFINEXECUTIVE DIRECTORENERGY, TECHNOLOGY AND ENVIRONMENTAL BUSINESS ASSOCIATION (ETEBA)

Tim Griffin is the Executive Director for the Energy, Technology and Environmental Busi-ness Association (ETEBA), a non-profit trade association whose members provide high quality energy, technological, environmental, and industry support services to a wide range of clients in both the public and private sectors. In this position, Mr. Griffin is the principle spokesman for the organization, and is responsible both for the day-to-day operations of the association as well as for working in cooperation with the Board of Directions to set the strategic course for the association.

Prior to taking this position, Mr. Griffin was a Principal at Golder Associates Inc., a global geotechnical engineering and environmental consulting firm. Mr. Griffin began his career at Golder in 1989 in Richland, Washington where he worked on a variety of environmental projects and subsurface research projects at Hanford, the Idaho National Laboratory, and the Los Alamos National Laboratory. Mr. Griffin transferred to Oak Ridge, Tennessee in 1994 to serve as office manager. From Oak Ridge he managed a wide variety of environmental, geo-technical, and research projects including geotechnical support for design and construction of the Environmental Management Waste Management Facility, and subsurface microbiologi-cal research with the Subsurface Science Program through the Office of Science. He also led business development initiatives for clients that included DOE, USACE, FEMA, and the states of Tennessee and Kentucky. In 2007 he transferred to Raleigh, NC to manage Golder’s North Carolina operations which included offices in Greensboro, Charlotte, and Raleigh. Mr. Griffin was a founding trustee and served ten years on the Board of the Golder Trust for Orphans, a non-profit charitable initiative that supports orphaned children through sustainable and income generating projects across seven African countries.

Mr. Griffin received his B.A. in Geology from the University of North Carolina – Wilmington and his M.S. in Geology from the University of North Carolina – Chapel Hill. He is married to Tamara, and they have two remarkable daughters named Claire and Anna.
