•Nepal is one of the disaster prone country, 11th in earthquake, 30th in flood risk

•Disaster is natural phenomena, needs national and international help.

•Earthquake records show terrible feature

•Flood and Landslides are also serious problems in Nepal.

•Legal environment, policy frame and strategy with due institutional capability are necessary instrument for disaster management

•Present legal and policy frame is not sufficient for effective disaster management.

•Lessons have learned from national and international forums for revisit policies and legal frame.

•Though disaster are not new for mankind, but we have to do a lot manage to mitigate it.

•New institutional frame is developed in India.

•Republic China have great concern about the management of disaster, plan and projects are implemented there to mitigate disaster.

•International Guidelines have developed in the management of disaster HFA 5 point frame is one.

•There are national guidelines, like constitution, constitution assembly and its members. Planning commissions and rules are some examples

•Disaster phenomena is not only concern of one organization or agency it is cross cutting issues.

•Needs huge national and international helps.

•There are different organization and agencies in central and field level committee.

•Disaster Victims relief guidelines. In death case 25000. House totally destroyed up to 10,000 Rs, Central can aid 15000 in rear special cases.

•Free treatment in the Hospital by the Government, 1000 Rs for return.

•CDO can spend 5000 in the management of disaster.

•In district decision have to take in the district disaster relief committee.

•Some works are done in central level in legal, policy, strategy, platform, agreement sector etc.

•National development plan, construction of public works, have to adopt anti disaster technique, such work will monitor

•Special activity for low income, skill will develop for local community.

•Restriction in vulnerable settlement, transfer of settlement, old, women, low income will gain priority.

•Natural resource and environment conservation activity will run/re-construction of public work after disaster damage.

•Research work in climate change facilate NGOs/INGOs.

•Legal and policy frame, strategy prepared.

•Model agreement with UN-OCHA for humanitarian assistance in disaster monitoring work to regional office

•Disaster website, national platform focal points in concerning agencies.

•Fund in PMs office

•Some projects run like bird flu,

•Disaster risk reduction phase 2 (UNDP) other by the ministry and agencies.

•We all have to be dedicate for the management of disaster
