1 GENERAL The Contractor shall fulfill each requirement marked M in the margin. The following marks have been used:

Mandatory: Requirements that must be complied with; indicated in the specification in the column on the left hand side (Type) with an M

1.1 Scope The Enquiry and its annexes contain requirements for a new Saturation Communication System, SCS, to be installed onboard the Diving Support Vessel, DSV, HMS Belos of the Swedish Navy. The requirements founded in the Enquiry and in its annexes Technical Requirements (TR), Management Requirements (MR), Logistical Requirements (LR) and System Safety Requirements (SSR), encompass all aspects of the SCS during its life time with regard to function, safety, documentation, logistics, training and quality. With reference to paragraph 1.2, which displays an overview of the diving system, together with a short description of the Saturation chambers System (SCS ), we present the following two statements:

Status: a) The present SCS is not functioning properly and has not been approved by Det Norske

Veritas, DVN. b) The connection from the SAT to the chambers is often uncertain. c) There is no possibility for a total announcement. d) There is no possibility to monitor sounds from all compartments simultaneously. e) The standalone (emergency) telephone system is at the end of its lifetime. f) Some of the cables are new but some of them, together with the penetrators are original

(1985) and has to be replaced.

Requested Action: a) The present SCS needs to be replaced by a new one fulfilling the requisites presented in

TS 4.1 in order to be approved (and certified) by DNV and keep HMS Belos in class. b) The communication network in use today covers the saturation chambers together with

other areas of the Saturation diving system. While the pressurized areas are not served properly by the actual system, it works well in other areas of the diving and submarine rescue systems. The new SCS has to replace the communications in the pressurized environments and related operatively connected areas, in a compatible way with the actual system (shall not interfere or be interfered).

c) The standalone (emergency) telephones have to be replaced with a new one. d) All wires, cable and electronics of the SCS need to be substituted or replaced with a new

system/solution. e) The installation work has to be carried out in such way that the SDS can be operational

within 12 hours. This is due to operational readiness requirements. This does not mean that that the entire SCS installation must be done within 12 hours.

1.2 Description This specification contains neither a detailed description of the where the Communication Network will be installed, nor a detailed description of the communication network in use today. The SDS will be available for inspection by the Tenderer onboard HMS Belos, in the dates and terms presented in the Enquiry document. In this occasion the description part of manual of the communication system installed today will be also available to the tenderer. Moreover, in order to give an overview of the entire system, few images are displayed below and at the end of this document. The schematic does not respect scale, relative position or dimensions neither of the Ship nor of the Saturation Diving System.

M TR 1.6.3 Should the Tenderer feel any doubt with regard to interpretation of

any documentation supplied by FMV including this specification, FMV shall be notified in order to clarify these issues.

M TR 1.6.4 The Tenderer is responsible to ensure that all requirements in the Enquiry and its annexes: Technical Requirements (TR), Management Requirements (MR), Logistical Requirements (LR) and System Safety Requirements (SSR) are fulfilled including requirements that specify detailed design.

M TR 2.2 The Tenderer shall provide a list with statement of compliance

according to the: Technical Requirements (TR), Management Requirements (MR), Logistical Requirements (LR) and System Safety Requirements (SSR), of the SCS in the tender.

3 GENERAL REQUIREMENTS

3.1 General Type Number Requirement

M TR 3.1.1 The drawings and description of the vessel and its subsystems provided by FMV are for reference and information only. FMV shall not be responsible for drawings and description to be correct. Prior to start of any work the Contractor shall confirm by own inspection and measurements, that arrangements, dimension, etc. are correct.

M TR 3.1.2 HMS Belos is classed by DNV. All materiel modification and new construction shall be subject to DNV approval as applicable to keep the ship in class.

M TR 3.1.3 The functionality and design of the SCS shall be in accordance with OFFSHORE STANDARD DNV-OS-E402, OFFSHORE STANDARD FOR DIVING SYSTEMS.

M TR 3.1.4 The functionality and design of the SCS shall be in accordance with OFFSHORE STANDARD DNV-OS-D201, Electrical Installations.

M TR 3.1.5 The functionality and design of the SCS shall be in accordance with OFFSHORE STANDARD DNV-OS-D202, Automation, Safety and Telecommunication systems.

M TR 3.1.6 Where and if required by DNV in order to keep Belos in his class (as in TS 3.1.7) components and parts of the SCS shall be provided with DNV type approval certificates.

M TR 3.1.7 The SCS shall be certified in accordance with OFFSHORE SERVICE SPECIFICATION DNV-OSS-305, RULES FOR CERTIFICATION AND VERIFICATION OF DIVING SYSTEMS.

M TR 3.1.8 Costs for DNV certification of SCS in order to keep Belos in class shall be included in the Contractor’s scope.

M TR 3.1.9 The functionality, design, realization, and installation of the SCS shall be in accordance with RMS, Regulations for Swedish military shipping.

M TR 3.1.10 The design of the SCS shall be based on proven offshore saturation diving technology together with common practice in the field, and, to the extent possible, use standardized products/components.

M TS 3.1.11 The design shall be such that essential components can easily be

replaced when needed.

M TS 3.1.12 The SCS shall be designed and constructed to have a technical lifetime of fifteen (15) years (the lifetime is calculated from the date FMV has approved the delivery).

M TS 3.1.13 The SCS shall be designed and constructed for regular use of two hundred (200) operational days per year. Within operation the usage can be up to twenty four (24) hrs per day with a maximum of twenty (20) consecutive days.

M TS 3.1.14 Materials in all components shall corrosion-resistant and not to be affected by seawater, oil or fungal attacks.

3.2 Ambient Conditions Type Number Requirement

M TS 3.2.1 The SCS shall retain its functionality during the following outdoor ambient conditions (where applicable):

Relative Humidity up to 100%

Min/max temperature -20/50 ºC ( -25/55 ºC < 16 hours )

Wind relative velocity :35 m/s

Snow 100 mm/h

M TS 3.2.2 The SCS shall retain its functionality during the following indoor ambient conditions (compartments, control panels , rooms):

Relative Humidity up to 95%

Min/max temperature 15/30 ºC ( 5/45 ºC < 16 hours )

M TS 3.2.3 The SCS shall retain its functionality inside pressurized environments (chambers, TUP trunk, NSRS-Elbow1, URF Rescue Chamber) during the following ambient conditions:

Relative Humidity up to 100%

Min/max temperature: -20/45ºC

Pressure up to 36 bar (contractor shall verify functionality and sound quality up to 13 bar, 120 mSW. Contractor shall verify hardware functionality up to SCS design pressure, 36 bar)

4 SYSTEM REQUIREMENTS

4.1 Saturation Communication System (SCS) Type Number Requirement

M TR 4.1.1 The SCS shall connect the Saturation Control Panels to all the Hyperbaric areas in the complex. This will include:

Chamber 1, Chamber 2, Chamber 3, Chamber 4, Lock 1, Lock 2, Lock 3, Transfer Under Pressure tunnel/trunk (TUP), NSRS-Elbow (upper part), when it is connected to the

pressure chamber system. The communication to the hyperbaric areas shall be wired (no wireless communication in the Saturation Chambers System).

M TR 4.1.2 Each compartment listed in TR 4.1.1, shall be equipped with an emergency button for signaling to the SAT Con: the signal shall be audible (alarm) and visible (flashing light) in the whole SAT Con room at any operational condition.

M TR 4.1.3 Each compartment listed in TR 4.1.1, shall be equipped with microphone/s and loudspeaker/s, able to cover the whole compartment at any operational condition and at normal speaking volume.

M TR 4.1.4 The SAT Con room shall be equipped with microphones and loudspeakers, in order to allow the SAT Con operator to listen to, and to be heard from, all the SAT compartments at any time and any operational condition. The loudspeaker shall cover the whole room, while the microphones shall cover the area in vicinity of the control panel.

M TR 4.1.5 Chamber 1 shall be equipped with a total of 6 headsets:

Four headset inside the chamber in correspondence of the bunks,

One headset inside the chamber in correspondence to the Medical Lock

One headset on the outside of the chamber in correspondence of the Medical Lock.

bunks, One headset inside the chamber in correspondence to the

Medical Lock One headset on the outside of the chamber in

correspondence of the Medical Lock.

M TR 4.1.7 Chamber 3 shall be equipped with a total of 5 headsets:

Three headset inside the chamber in correspondence of the bunks,

One headset inside the chamber in correspondence to the Medical Lock

One headset on the outside of the chamber in correspondence of the Medical Lock.

M TR 4.1.8 Chamber 4 shall be equipped with a total of 5 headsets as follow:

Three headset inside the chamber in correspondence of the bunks,

One headset inside the chamber in correspondence to the Medical Lock

One headset on the outside of the chamber in correspondence of the Medical Lock.

M TR 4.1.9 Lock1 shall be equipped with 2 headsets: one inside the lock and one outside the lock (in correspondence with the Equipment lock).

M TR 4.1.10 Lock2 shall be equipped with 2 headsets: one inside the lock and one outside the lock (in correspondence with the Equipment lock).

M TR 4.1.11 Lock3 shall be equipped with 1 headset inside the Lock

M TR 4.1.12 The Transfer Under Pressure tunnel/trunk (TUP) shall be equipped with 1 headset inside the TUP

M TR 4.1.13 The NSRS-Elbow (upper) shall be equipped with 1 headset on the inside.

M TR 4.1.14

The external TUP connection/lock to URF (or to the NSRS-Elbow) on Belos’ deck, shall be equipped with two headsets in the connection point/cabinet located on the outside of the Lock.

M TR 4.1.15 The SAT Chambers Room shall be equipped with 4 headsets in correspondence of the connection point/cabinet (PKS) located on the Aft Port side of the room.

M TR 4.1.16 The SCS shall connect the Pressure Chambers Control Panel to all the areas (not pressurized) operatively connected to the SDS. This will include:

Compressor Room SAT Chambers Room Life Support Unit Room Gas Distribution Room Gas Storage Room

A minimum of two independent clients present in these areas shall be connected simultaneously. The communication to these areas can be wireless or it can be wired with connection points (minimum two) for each room. If wireless solution is chosen (such as wireless headsets), batteries and charging unit shall be provided. The number and type of batteries chosen shall have enough capacity to guarantee the communication system to be used continuously through the typical operation time defined in TR 3.1.12.

M TR 4.1.17 All communication within the SCS shall be controlled only by the Diving Supervisor from the panel/control board located in the SAT Control Panel.

M TR 4.1.18 The SCS shall be equipped in the SAT control panel with a user friendly HMI. Every client shall have a selector allowing both choosing and displaying on which channel the client is connected to.

M TR 4.1.19 The SCS shall be able to unscramble divers’ voices when exposed to ambient condition presented in chapter TR 3.2 during any operational condition.

The Helium Speech Unscramblers installed today are GFE. IF considered convenient, the contractor can choose to use them in the new SCS. It will be responsibility of the contractor to install and guarantee the unscrambling function in the new SCS. It shall be possible to unscramble the voices of all the clients inside the chamber and pressurized areas of the system

M TR 4.1.20 It shall be possible for the Diving supervisor to listen to all (or some of them at his/her own choice) the Pressurized areas and headsets, listed in TR 4.1.1, simultaneously. This shall be possible at any time

and conditions during the typical operational profile.

M TR 4.1.21 It shall be possible for the Diving supervisor to choose which client/conference in the SCS he/she wants to listen to. This shall be possible at any time and conditions during the typical operational profile.

M TR 4.1.22 It shall be possible to send a global message (speech communication) simultaneously to all the Pressurized areas (listed in 4.1.1) and to ALL the clients (and headsets) in the SCS at the same time, at any time and conditions during the typical operational profile. The global message shall override any other ongoing communication (other communications shall be interrupted).

M TR 4.1.23 The headsets of the SAT control panel shall consist of two different models (depending on the environmental conditions): one model to be used when the environment is noisy (i.e. navigation at sea) and one when it is not noisy and the operators can listen and talk both in the SCS and to the surrounding personnel (without taking the headset off).

M TR 4.1.24 The headsets of the SCS shall have the following features:

a) Light emitting diode to show headset is on/connected b) It shall not be possible to turn the volume to zero (it shall be

adjustable but do not have off position) c) The headsets shall have identical cable lengths (preferably 3

m). It shall be possible to extend the cables length with the use of an extension cords (provided by the contractor). The extensions shall allow a total length of the cables up to 10 meters.

d) The headset connection shall be easy to plug/unplug and shall be a “standard” model (typical for these kinds of applications).

e) The headsets shall have passive noise reduction (hearing protection) to prevent impaired hearing due to long noise exposure and loud intermittent noise (crash etc.).

M TR 4.1.25 All the communication exchanges inside the SCS shall be recorded. The communication of the last 24 hours (minimum) shall be recorded. The format of the recording file shall be of a common commercial type (MP3 or similar): it shall be possible to listen to the recorded material with the use of a normal computer without needing special programs or applications.

M TR 4.1.28 The SCS shall be provided with an emergency power supply unit. The power supply shall be able to maintain all the functionalities of the SCS for a minimum of 30 minutes for any usage condition. The performances of the Power supply unit shall be maintained through the lifetime of the SCS.

M TR 4.1.29 It shall be possible to broadcast Radio/AUX through the SCS. The radio/AUX shall be connected from the Sat Con room to all or the

chosen channels, clients or loudspeaker, inside the SCS.

M TR 4.1.30 The SCS shall be equipped with 8 independent lines for communication. Using a combination of these lines from the Sat Con Panels, it shall be possible to steer and coordinate all the communications to and from single clients or loudspeakers, or to gather them in different conferences. The diving supervisor shall be able to listen to everything and talk to anyone (even contemporarily) at any time and conditions.

M TR 4.1.31 It shall be possible to connect the SCS to the telephone line of HMS Belos. It shall be possible to connect one or more clients through HMS Belos’ line to the external world (i.e. using the satellite phone)

M TR 4.1.32 The SDS is nowadays equipped with an emergency telephone system. This telephone system is end of life and shall be replaced with a new system. The new emergency telephone system shall be totally standalone (neither dependent to extern power supply nor connected to the SCS). Each compartment in the SDS (as listed in TR 4.1.1) shall be equipped with the emergency telephone.

M TR 4.1.33 The SCS shall allow terminal operators (connected to the system) to be able to reach any area/sector of the console/panel without interfering with (obstruct/hamper) other terminal operators or personnel working in the room (i.e. with use of wireless headsets)

M TR 4.1.34 The SCS shall grant good communication quality (according to TS 3.1.3, TS 3.1.4 and TS 3.1.5) to users despite surrounding environmental noise levels displayed in Annex N.

M TR 4.1.35 The SCS shall grant good communication quality (according to TS 3.1.3, TS 3.1.4 and TS 3.1.5) despite external electromagnetic interference.

M TR 4.1.36 The SCS shall grant good communication quality (according to TS 3.1.3, TS 3.1.4 and TS 3.1.5) to users exposed to chambers condition seen in TS 3.2.3 (i.e. provide voice unscrambling for given pressures and gas mixtures), indoor condition as in TS 3.2.2 and mechanical condition as in TS 3.2.4.

M TR 4.1.37 The SCS shall not interfere with any other wired or wireless communication systems installed on HMS Belos.

M TR 4.1.38 The SCS shall not interfere with any other electronic equipment (such as: sensors, radars, sonars, positioning system, remote operating units and so on) installed onboard HMS Belos (in accordance with Offshore Standard DNV-OS-D202 Ch.2 Sec.4 B900).
