Myths, Legends and Folklore Spring is in the air – time to get your thinking caps on for the Modbury May Fair. This year’s theme is Myths, Legends and Folklore, so plenty of scope to let your imaginations run wild. Modbury Parish Council News Report of the Meeting of Modbury Parish Council held on Monday12th February in the Modbury Memorial Hall Meeting Room. There were 4 members of the public in attendance at this months Parish Council meeting in the Memorial Hall.

During the public forum the following points were raised: • Bloor Homes advertising the houses at Palm Cross for 2nd homes and this is to be taken up with Bloor

Homes and South Hams District Council. • The Joint Local Plan examination is under way and the examiner is looking at the fact that South Hams

have been allocated 900 more homes than West Devon with the possibility of changing this.

Devon County Councillor Rufus Gilbert stated a number of interesting statistics: • All South Hams non recyclable waste is now going to the Refuse for Energy plant in Plymouth, none to

land fill. • South Hams has the 3rd lowest amount of non recycled waste in the country at 4.9kg per household. • 7700 potholes were fixed in January and £6.5m has been allocated to potholes and drainage for the year

2018-19 • It is probable that Devon Council Tax will be raised by 5% for 2018-2019

South Hams District Councillor Beth Huntley has just completed a walk to Base Camp in the Himalayas and raised £3500 for charities for Multiple Sclerosis and Motor Neurone Disease.

She also raised an issue that was discussed at a meeting she had attended about a new trend for “drugs” gangs who are moving to Devon from elsewhere in the country in the UK and befriending single, older people, mainly females with their own properties, moving in as lodgers, then, gradually moving their friends in/dealing drugs from the property. Residents are asked to keep an eye on vulnerable females in the community who take in new lodgers and may display signs of being ill at ease and should report concerns to the police.

The Police reported that there were 2 crimes committed this period in Modbury compared with 4 last year.

Four Planning Applications were considered, 2 were supported and 2 were for information only.

The Parish Council is to raise its concerns as to what is considered Permitted Development in regard to barns as the Parish Council is seeing steel framed barns apparently being developed into dwellings under permitted development.

The Modbury Neighbourhood Plan is nearly complete with the aim of starting the 6 weeks public consultation on the 3rd March. See the front page of the Messenger for more information about this meeting which we encourage you all to attend.

A couple of Parish Councillors have been going round filling potholes around the minor roads in Modbury so hopefully you are seeing an improvement in the roads.

There is still a vacancy for a Parish Councillor on Modbury Parish Council. If you think you could fill this role and be of service to the people of Modbury and Brownston, please contact the Parish Clerk in the Parish Office at 2 Galpin Street or phone 01548 830222 on Mondays between 2pm and 4pm. Alternatively speak to any Parish Councillors to find out what is involved in being a Parish Councillor. The Meeting ended at 9.15pm.

MODBURY MILE - Monday 7th May

Back to its usual Bank Holiday slot this year for the popular Modbury Mile which takes place on Monday the 7th May starting at 2:15pm  A fun event for the whole family with 2 races split between the adults, who go in the first race, and the younger Modbury members who go in the second race. The minimum age is 5 years and children between 5-8 years inclusive must be accompanied by an adult. There are trophies for the winning runners in each age category plus prizes for the best dressed adult and junior runners according to Myths, Legends and Folklore. So, add to the physical challenge and test your artistic skills for the most creative outfit.

Registration will be in the lower car park between 10:45am-1pm on the day: £2 per entry.

Toys, crafts, cake, tea and fun - anyone looking after children will recognise these winning ingredients. And they can be found in abundance every Friday morning at the Memorial Hall, along with a very warm welcome.

Modbury Tiddlers started life in 2006 as a means for parents and carers to get together. Today it is a thriving local community of babies, toddlers and pre-school age children, run by parent volunteers.

“Being relatively new to the area, Tiddlers has been a fantastic way for me to settle in and meet some wonderful people. It can be daunting going to a new playgroup but Tiddlers is a really friendly and welcoming place. I take my four year old and my new baby who was born in December!“ says Emma, one of the volunteer mums.

Doors open at 9:15 a.m. and the first hour is free play. There are sensory tables, dressing up boxes, and a seasonal craft activity for the week, which could be anything from making bird seed holders or decorating cards. A recent donation from Devon County Council enabled the group to purchase some new toys and revamp the baby area.

Snack time follows, with healthy food and drink provided, along with story time, music and singing. Refueled and ready to burn off some energy, little ones that prefer can then take turns on the variety of cars, bikes and scooters on offer. A time when the Memorial Hall’s size really

helps!

“My daughter has been coming since we moved here at Christmas time, and she absolutely loves whizzing up and down the hall on the bikes and crashing into things in the Little Tikes car! It’s great to come somewhere with such an array of toys that she doesn’t have at home and the welcome we’ve had has been so lovely, it’s definitely helped us feel settled in Modbury already. I would recommend anyone looking after an under 5 to come along and give it a go” says Sally Erith, mum to Evie, 16 months.

Tiddlers runs during school term time, and costs £2 for one child or £3 for a family, including tea, coffee and cake for adults. The group has a proud history and is clearly a fantastic asset to the community, but as with any group built on volunteers it needs help to continue to be supported.

Great Pilgrimage 90 The Royal British Legion is recreating its 1928 pilgrimage to World War One battlefields on behalf of the Nation.

Please join us in ensuring that Modbury is represented.

Great Pilgrimage 90 (GP90) will be the single biggest event in the Legion’s history. A tour to WW1 battlefields and cemeteries will mark 90 years since the Great Pilgrimage. A decade after the end of WW1, veterans and war widows visited the battlefields of the Somme and Ypres before marching to the Menin Gate in Ypres on 8 August 1928.

On 8 August 2018, two representatives from every branch and county, or their local community, will carry their standards along the same route in Ypres to the Menin Gate, representing an entire generation that served while defending their country.

What's happening?

Over two days, attendees will visit battlefield memorial sites, trenches and cemeteries. On 8 August, attendees will take part in a parade to the Menin Gate, where a wreath from each branch will be placed on the memorial. A march past will then take place, observed by royalty, civic and military guests from the UK, Europe and Commonwealth countries. Following the service, members will join spectators in the Great Square for an afternoon of comradeship with exhibitions and musical performances. Attendees will travel to and from the tour in coaches from one of 200 pick-up locations across the UK. The cost per branch will be £1,000 to cover all transport, food, accommodation and travel insurance costs.

Our team has over 80 years of South Devon estate agency experience.

On a dry, cold, dark evening in January, over a hundred people gathered in Burns Lane. There, in very good spirits, we warmed up our voices, thanks to Sarah Gill’s instruction; and processed, chanting and banging saucepans to the Modbury Millennium Meadow. Coming over the little footbridge, we were welcomed into a magical orchard, lit only by candles on the path and hung in the trees, thanks to all the school children and Cubs who had made and

decorated the jars and tin holders last year.

The largest apple tree closest to the main path was chosen to gather around for the wassail. It is an Upton Pyne apple tree. In the spring look out for its distinctive pink blossom; and in the autumn its bright green apple that you can eat raw or cook with. It is a Devon apple which was first grown in Topsham in 1910 by a Mr Pyne.

With help from the school children, we sang 2 wassail ‘carols’, accompanied by ukelele players. Thanks very much to Canon Rodney who blessed the trees; and the Royal King and Queen, Evie and Toby who looked wonderful in their robes and holly and did an excellent job with toast, cider and the Upton Pyne apple bough.

Thanks to the Scouts for the hot dogs, David Scott for the town crying, Jane Bullen and Tris Laurence King for the mulled community apple juice and Tor Allen for the wonderful poster. Any more musicians would be very welcome to join us next year please, with any weather proof, loud instruments!

This year marks the 10th anniversary of our community orchard, so thanks to all the school children who planted the trees in 2008 and now some news of the new neighbouring Galpin Street community orchard!

This winter we hope more school children will be planting 15 fruit trees in the small field between the MMM and Galpin Street, as this area hopes to become a new public open space leased by the Parish this year, thanks very much to Brian Weeks’s efforts. In addition to the local fruit trees, the area will be be left as long grass/ meadow with a mown grass path and a bench for everyone to enjoy.

Thanks also to a volunteering party in January, a new footpath now links the Galpin St community orchard with the MMM. This will be seeded in the spring. Even if you have or have not volunteered yet, now would be a good time to look at your home or business from outside and see if it looks ready for life when we are all outside more often and deal with weeds and things that stop it looking at its best. We won Best Kept Village a few years ago because of this approach and we need that same effort now. Mrs Overall’s friends and neighbours will be around the town for a few Saturday mornings in March so you could sign up then either as a volunteer or with other suggestions for jobs. Literary Evening at Modbury WI The Modbury WI welcomed local author Mary McClarey to its February meeting as guest speaker. Mary told us how she turned three generations of her family's story into a book. Always interested in writing, Mary honed her skills by attending Creative Writing courses and then embarked upon her book entitled 'Long Road, Many Turnings' (published by Matador), a fictional family saga but inspired by the people and events in her own ancestry. The book travels from the end of the nineteenth through to the mid twentieth century and from West Cork, London, mid Wales and then to Northern Ireland with the main characters recounting and revealing their surprising stories.

Mary read extracts from her book, whetting our appetites for her next book shortly to be published by Matador, which is based upon her work as a midwife in Northern Ireland. We can't wait.

Modbury WI now has five daytime activity groups in addition to its monthly meetings and outings. The Wanderers Group is stepping out for its first walk in March based around a local hostelry so that those not so inclined can still join in. Plans are afoot for getting gloved up for the Modbury Marigolds event and partaking in the Modbury Fair.

Pauline Virgo, a physiotherapist and founder of Zest for Life will be the speaker at our next meeting to be held at 7.30pm on Friday, 2nd March at the MARS Pavilion, Modbury. Do come along as a guest - you will be made most welcome.

Modbury Twinning Association - French Visitors in Modbury 25th-28th May 2018

A group of visitors from Lanvéoc will be staying with us as our guests from the evening of 25th – 28th May. After a lovely visit to them last year we are planning a number of group events for the Saturday, Sunday and Monday. Anyone who would like to host a French visitor/s for the weekend will be most welcome to join us – many of them speak good English! Being a Bank Holiday weekend at the beginning of the half term holiday may make it possible for people to take part who have in the past been too busy due to work and school commitments. MODBURY P3 - PARISH PATHS PARTNERSIP Footpath 4 (starts next to the Church Car Park) - The electric fence has caused some problems for some and with the kind co-operation of the farmer the path has now been widened to approximately 2 metres with wooden rails installed adjacent to the metal gate. The old barbed wire has also been removed from the hedge bank through both fields which hopefully creates a more user friendly experience. Can we please remind all users of our rights of way (including accompanying dogs) to keep to the line of the paths which are clearly marked and not to infringe on private land which is a real bone of contention with landowners and farmers for very justfiable reasons.

Footpath 14 linking Footpath 1 to Swanbridge - You may have noticed some re-contouring and resurfacing at the end of this path which should make passage a little easier at that point. This is a precursor to an imminent resurfacing of the whole of this path and that of FP1 leading down from the car park. Like a lot of our paths it is a continual battle against the mud which tends to appear from nowhere and especially during this winter which has been exceptionally wet.

Rogues Roost - The presence of large amounts of (you guessed it) mud and standing water at the beginning of this lane near the entrance to Butland Farm has been a longstanding problem and we are now attempting to address this with the support of our area warden Paul McFadden who, despite having a huge workload, tends to come to the fore if we require assistance for which we are very thankful.

Footpath 7 (Galpin St to Babland) - The stile at the Babland end is in a very poor state and we will be replacing this as soon as the weather improves.

Smaller acts of routine maintenance have continued through the winter, driven in part by the surveying and reporting that we are required to do annually for Devon County Council. Whilst walking our Parish paths or lanes if you see any cutting back or other smaller tasks needed it would be very helpful if you could attend to it yourselves to help us out but please do report anything more major that you feel needs our attention.

Modbury Chooses to Embrace the Future Without Compromising its Character and Environment It’s three years since the Neighbourhood Plan Group was appointed by the Parish Council to consult with Modbury’s residents on how the majority of the community wanted to see Modbury’s future evolve. The Plan has now reached its final draft and after review by South Hams District Council and independent inspectors, South Hams will ask the people of Modbury to vote on the plan in a referendum later this year. If approved by more than fifty percent of those voting, Modbury’s Neighbourhood Plan will take on legal status as part of the statutory development plan.

The Neighbourhood Plan will become the yardstick by which all matters relating to planning and land use in Modbury will be assessed though to 2034 and beyond. That’s why everyone who cares for Modbury and its future should re-acquaint themselves with the Plan which their views and opinions have shaped. The final draft of the Plan will be exhibited at the Memorial Hall on Saturday 3rd March from 1:00 – 4:00pm.

Among the objectives set out in the Plan is the need to maintain and enhance Modbury’s historic character with appropriately scaled and sympathetic development distributed around the town not in a large urban-like sprawl. This will help new residents integrate into the community, not be isolated from it. Building design should follow the guidelines set out in Modbury’s Village Design Statement. This requires new buildings to reflect the town’s historic architecture and be sympathetic to its rural setting.

Development of new housing should meet the needs of local people, with a range of property sizes that includes affordable housing to cater particularly for younger families. There is an unmet need for more manageable accommodation for older residents to allow them easy access to facilities and to downsize and release family accommodation for younger households. Enhanced local employment, via facilities for a vibrant commercial heart of the town, are encouraged.

Providing and safeguarding public green spaces, along with community buildings, are priorities and a town square remains a firm ambition as is increased play provision for the younger members of the community.

It is vital that any development of Modbury does not worsen the already difficult traffic conditions in the town. The combination of traffic volume on the A379, large commercial vehicles, pollution and modern technology often directing commercial traffic in particular, to inappropriate routes, has created serious safety as well as environmental concerns. Easing traffic flow by creating one way traffic flow up Brownston Street is one remedy being sought. Safe pedestrian links are vital for Modbury. They need improving and must be a priority in any new development.

The conservation of Modbury’s unique rural environment, protection and enhancement of its habitat and wildlife are key objectives.

Energy efficiency is a key concern for the future, the NP recognizes and supports the community’s wish to ensure that this is taken into account in any future development and infrastructure.

The Neighbourhood Plan recognises that in order for Modbury to flourish and be a balanced, healthy and vibrant place for future generations to live, it must also face the challenges of a fast changing world. The Plan reflects the views of the people of Modbury so, unsurprisingly, it embraces the challenges while retaining all that makes Modbury the very special town and community it is.

The full final draft of Modbury’s Neighbourhood Plan, an abbreviated ‘Quick Guide’ and displays explaining the Plan’s key components can be seen at the Memorial Hall on Saturday 3rd March from 1:00 – 4:00pm.
