Fence Staining ReminderPlease be advised that in the fall of 2016, the Board passed a resolution requiring all street-facing fences be stained. It states fences shall be stained by June 30, 2017(!) and there are some homeowners who still have not complied. We did not enforce the policy over the winter, but now that we are coming up on the deadline from one year ago, homeowners will be receiving letters. The approved color is Sherwin Williams 3511 Cedar Bark, but Behr sells similar colors: #5533, #501, #4001.

Garage SaleThe annual garage sale will be Friday, June 1 and Saturday, June 2.

A large-item pickup is available from Waste Management on Tuesday, June 5. Please refer to the email blast sent to the community to know the type of large items allowed.

Pool OpeningThe pool will open on May 26, with daily operation from 10 am to 8 pm. You will need your pool card to activate the entrance gate to the pool. If you do not have one, find the form on the sapphirepointe.com website, print it, and send it with $25 to HG Management. This year there will be a strict policy on having your card for access to the pool. If your card has problems, call the management company.

HOA Board HappeningsDuring the Homeowner Forum, one of our neighbors expressed interest in developing a single-track bike project in the open space behind the swimming pool. He and some friends have the knowledge and tools to put one in, and it would follow the contour of the land below the sight lines of nearby homes. The Board is interested in hearing more, so he will put together a proposal, and our attorney will give us advice.

Financial Report

John Janke gave the Financial report. We had only the March financials, so the management company is still trying to catch up after installing a new system.

Clubhouse Committee

Carrie reported Mountain and Plains Vending has delivered the vending machines for the summer. We have talked with a contractor about replacing the blue decorative tiles around the edges of the pools. Carrie met with him and will have a bid for us at the next meeting. He also will give us a bid on repairing our two pool covers. The pool company will also provide a bid.

Heather Renfro had arranged for Radiant Lighting to work on the timer for the clubhouse parking lot lights. They also changed some of the outdoor lights to LED, which will save on electrical costs.

Perfect Pools, the pool company for the summer, reported a pump and a filter needed to be replaced. The Board voted via email to do the work and ratified the vote at the meeting.

Some masonry repairs around the pool were done.

Landscape Committee

The Board had okayed expenditures for planting annuals and perennials in the mulched beds in front of the monument signs. Bill Lueschen, his wife, and Lyn Jacobs selected the plants, and with the help of Mary Ann Wetzel, they spent a recent morning installing them. Since then, the plants have been fertilized and a weed barrier product was put on them, so we hope for some nice blooms this summer.

Carrie arranged for a landscape architect to take a look at the monument signs and surrounding landscaping, and she, Bob Sexton, and Lyn Jacobs recently met him. Ideas were exchanged, and the architect will give us a proposal.

The town has offered HOAs up to $10,000 for xeriscaping this summer. The application was submitted and an appointment has been arranged with the town, our landscaper, and a contractor to take a look at the sites.

A bid had been received for work on the small hill just before the first roundabout. A second bid was presented at the meeting, and the second bid was accepted.

The landscape committee has been working on an RFP for landscapers working for the community, and it was in the Board packet. The Board voted to accept the terms of the RFP, and Carrie will send it to three contractors for their bids.

A spring walk with the landscaper, community manager, and landscape committee members was conducted on April 30. A list was compiled of items that need attention. The small wall at Cliffside Park needs repair and a homeowner had volunteered to oversee it, however, the Board decided having the homeowner

work on it would pose liability issues. The paths that run through Cliffside, Cinnabar Lane, and Galactic parks are all in need of repair. Carrie has contacted two contractors to look at these projects. There are about twelve trees in the community that need to be replaced, and bids are being sought for that. The front monument signs should be cleaned. Carrie was reminded of contact people with the town Parks Department and the Water Line project. We would like the weeds around the Gemstone Park to be mitigated and the area mowed. We would like the weeds to be mitigated under the power lines where the water line went in last summer (Carrie reported the town will work on them in a couple of weeks).

Unfinished Business

An engineering firm presented the Board with a solution to the drainage problem and trail at Cliffside. The Board liked the plan for the trail, but wanted a different design for the drainage problem. Carrie will be in contact with the firm. She also will look into a sign at Overlook Park warning people using the trail not to go beyond the fence.

We are awaiting more information about the implementation of 5G in our area. It has to do with deciding to purchase Smart controllers for the irrigation system. We want to be assured that the controllers will be updated with 5G at no cost to the HOA. There still is no information on this, so we may not buy new controllers this summer.

The town sent information about closing out the permit with IREA regarding the distribution line that was installed last summer. The HOA still has a complaint about the manner in which the fenced area near Kryptonite was repaired. Carrie will contact IREA.

Information on the Verizon project was as follows: the environmental study was approved recently, which is the last step before Verizon can sign. It should be fully executed by the end of May. The XCEL lease is close to being signed and then the zoning process will begin.

New Business

During the discussion on other subjects at the meeting, it was brought up that several maintenance items need to be addressed: changing more of the light fixtures to LED at the clubhouse,

rewiring and troubleshooting the electrical boxes at the front monuments, reinstalling/realigning the wind clicks at the front monuments, checking into the leak on the back of the east monument sign, assessing the damage to the stucco on the clubhouse, painting the inside and outside of clubhouse, painting railing at clubhouse (Carrie will have a paint company look at these two items, have them make recommendations, and then ask for bids), mortar work around front pillars on the clubhouse, more rock added to the beds around the clubhouse.

There was a discussion about the Board’s voting via email. It was agreed that voting should be the same as at a meeting, with a majority required to make a decision. The email vote would then be ratified at the next Board meeting.

One proposal for doing some xeriscaping work in the community was received. The Board would like to see some more bids, and Carrie will try to have some in the next week.

Raising the homeowner dues was discussed again. It was decided to make a decision in September after the budget for 2019 has been presented. Reasons for an increase include: the cost of repairs and projects are going up, we have some major expenses coming up (resurfacing the pool in the next two years), and we want to make sure the Reserves are well funded. Our Reserve accounts are in excellent shape now – we just want to plan for the future.

Homeowners: Please look over the Resolution having to do with voting on pages 12-15 of this newsletter. If there are no questions or concerns, it will go into effect automatically in thirty days after publication.

Landscape Committee Minutes: April 25, 2018Members in attendance were Debra Barnes, Steve Higgins, Ann Marie Jacques-Koski, Bill Lueschen, Mary Ann Wetzel, and Lyn Jacobs. Landscaper Mike Bennett also attended.

The committee talked about the to-do list that had been prepared for Mike Bennett. Bill mentioned some items that were not on the list, such as Day Lilies that haven’t been trimmed, other trimming along Sapphire Pointe Blvd, and pulling tree stakes. Mike related that a homeowner had asked him to pull out a Russian Sage near her house. The committee suggested that he ask homeowners to talk to the management company when that situation arises. Mike told us he will spray dandelions when he aerates, which should be soon.

A walk through of the community with the community manager and interested persons will take place on April 30.

At the last Board meeting, funding for purchasing annuals and perennials for the flower beds at the front monuments

was agreed upon. We are looking for volunteers and will try for May 18 to do the planting. There is a dry/dead grassy area at the west monument sign. It was suggested we use Thermal Blue Bluegrass (a Texas hybrid) to reseed the spot. Mike will do it for us, but would like a measurement of the area.

There are several trees in the community that need to be replaced: an evergreen on the second roundabout is dead, five trees at the Cliffside roundabout were identified, two on the far east end of Cinnabar Drive, and one at the corner of Kryptonite Drive and Sapphire Pointe Blvd. Mike will give us a bid for replacing them, and we should ask for more bids as well.

At the January Board meeting, Rick Schultz from the Town of Castle Rock Water Department gave us information on a possible rebate from the town. The HOA may be able to obtain a rebate of up to $10,000 for putting in some xeric landscaping. Lyn and Bill had measured some areas that would be possibilities

and met with Bob Howey from Irrigation Analysis. Lyn turned in the rebate form which shows some narrow turf strips near the front of the community and areas around the clubhouse.

Ryan Hawkins, Board member from Cutter’s Ridge, mentioned he is trying to determine the property lines for his community. Mike mentioned that the Cutter’s Ridge irrigation covers the entire slope that is visible from Sapphire Pointe Blvd, so we believe it belongs to them. That slope is in need of refurbishing and has been on the agenda at Board meetings.

Board member Kent George recently walked the Cliffside area with an engineering company representative. We have heard he can have a design for the drainage problem there by the first of May. He suggested the trail to Overlook Park be repaired with a hard surface. Lyn spoke to a trail company and they agreed with that idea.
