Santee Cooper’s Goal

On October 19, 2007, Santee Cooper’s Board of Directors adopted a goal of “obtaining forty percent (40%) of its gross electric generation needs from non-greenhouse gas emitting resources, biomass fuels, energy efficiency and conservation by 2020”

Conservation / Energy Efficiency Programs

– Energy Efficient Lighting Program• Began April 22, 2008• Over 65,000 customers participated• Over 800,000 bulbs distributed• Over $1.6 million spent

– Energy Efficiency Low Interest Loans• Began in 1982• Loaned out over $17 million since inception• $3.5 million in loans outstanding• 1.25% is current interest rate

– Good Cents (Energy Efficient) Home Program• 678 calculations completed in 2008• 374 certifications issued in 2008

– In-Home Energy Audits• 372 completed in 2008

Conservation / Energy Efficiency Programs (Cont.)

– Santee Cooper Facilities’ Energy Audits• 40 facilities audited• $1.25 million estimated cost of efficiency improvements

– Public Facilities (Local & State) Energy Audits• 28 facilities audited

– Power Cost Monitor• Pilot beginning early 2009• 400 residential customers• $200,000 program budget

– Energy Efficiency and Demand Response Plan• 42 new measures implemented over next 3 years• 209,000 MWh of new savings in year 2020• 73 MW of new savings in year 2020• Over $113 million spent by 2020 for new programs

New Proposed Rate Structure

– Proposed effective date of Nov. 1, 2009– Seasonal rate structure– Reflects higher summer cost of generation

Santee CooperResidential Consumption Monitor

Pilot Program

• 33% of home energy use in U.S. is attributable to residents’ behavior *

• Other pilot studies show that real-time electricity consumption information given to the customer can result in an average annual savings of up to 6.5%.

• No research is currently available for consumer behavior in Southeast.

* Sonderegger, 1978

Santee Cooper Residential Consumption Monitor

Pilot ProgramPower Cost Monitor from BlueLine

• Sensor unit attaches around meter housing

• Eye on sensor unit picks up meter’s disk rotation or electronic pulse signal

• Sensor unit wirelessly sends information to in-home display

• In-home display is programmed with customer’s rate

• In-home display unit shows: - How much electricity is being used in real time - How much money is being spent on electricity as it is consumed - Highest amount spent on energy usage in a 24-hour period

Santee Cooper Residential Consumption Monitor

Pilot Program The Energy Detective (TED)

• Current transformers installed in electrical panel measure current being used

• Information sent to measurement transmitting device

• Information sent to in-home display through power line carrier

• In-home display is programmed with customer’s rate

• In-home display shows: - How much electricity is being used in real time - How much money is being spent on electricity as it is consumed - Highest amount spent on energy usage in a 24-hour period

Pilot ProgramParticipant Qualifications

• Customer must occupy dwelling and have 24

months of account history

• Customer agrees to have energy audit

• Manufactured, site-built, and multi-family dwellings

are eligible

Santee Cooper Residential Consumption Monitor

Pilot Program Goals

• Determine if customers value the availability of real-time electricity usage information

• Determine if customers will use this information to control their energy usage

• Determine level of customer energy savings

• Determine appropriate program offer and technology for overall deployment of consumption monitor

Page 12: Santee Cooper Encouraging Energy Efficiency

12

Santee Cooper Residential Consumption Monitor

Pilot Program Proposal

• Conduct a pilot program with 400 residential

customers

• Design pilot such that the most suitable monitor

deployment is determined

• Charge customer $9.99 for shipping cost

• Third-party to perform surveys for measurement,

verification and data analysis

Page 13: Santee Cooper Encouraging Energy Efficiency

13

Santee Cooper Residential Consumption MonitorPilot Program Proposal (Cont’d)

• Use results of pilot to determine program offer to

residential customers

• Use results of pilot to determine the best way to

educate the customers on how to take control of

their energy usage

• Implement program for residential customers
