Santa Clara County Emergency Managers Association Draft Meeting Minutes January 16, 2014 9:30a.m. Mountain View OES, 1000, Villa Street, Mountain View I. Call to Order a. Meeting start 9:30AM b. Introduction of new EMA Board Members c. Additions/Deletions to Agenda i. Paul Marshall with the South County Pilots Association was added to the agenda as Spotlight speaker for this meeting. ii. Jim Yoke added to provide today’s CESA update. c. Approval of December Minutes Motion made (MacKenzie) and seconded (Mallonee) to approval December minutes as written. d. Treasurer’s Report Treasurer distributed report indicating three members paid in 2014. It was noted that 2013 dues are valid through March 2014 by vote of membership at December meeting. II. State Report No report III. Op Area Report Dana Reed, new County OES Director was introduced and welcomed. Mr. Reed discussed current status and trends associated with the current flu season. He noted the new Operational Area Council has not met since their initial meeting so there is no activity to report there. He further mentioned that County OES is developing a 2014 training calendar. On another topic, County OES has met with FEMA and the State regarding updating the State’s Catastrophic Plan that is now in progress. IV. Spotlight Paul Marshall, (see attached presentation) Mr. Marshall delivered presentation about volunteer pilots and aircraft available for disaster response. VI. EMA Committee Reports

January 16, 2014 9:30a.m.

Mountain View OES, 1000, Villa Street, Mountain View

I. Call to Order a. Meeting start 9:30AM b. Introduction of new EMA Board Members c. Additions/Deletions to Agenda

Motion made (MacKenzie) and seconded (Mallonee) to approval December minutes as written. d. Treasurer’s Report

Treasurer distributed report indicating three members paid in 2014. It was noted that 2013 dues are valid through March 2014 by vote of membership at December meeting.

Bylaws Committee – Dave Burns, Chair of the Committee distributed proposed Bylaws changes in tracked changes format. Comments are due to the EMA Secretary by February 15, and the Secretary will forward them to the Bylaws Committee Chair by February 18. Motion was made (Mallonee) and seconded (Shackel) to slow the Bylaws approval process and conduct a vote on them in June. A point of order was raised by the Bylaws Committee Chair indicating the process has been posted in the minutes and that dates and guidelines have been approved by the membership body. Some discussion occurred. The motion failed with a roll-call vote of the EMA voting members present. The results were: 10 No and 7 Yes. Collaborating Agencies Disaster Relief Effort (CADRE) – No report Community Emergency Response Team (CERT) – Please see attached CERT Report Emergency Volunteer Center (EVC) – CADRE Class on Spontaneous Unaffiliated Volunteers. EVC presented to the SCC Police Chiefs Association and will present to the SCC Fire Chiefs Association in February. Both meetings are to request more participation. Animals in Disasters (AID) County OES Director Reed reported he has toured the assets of this program. Medical Reserve Corps (MRC) John Montez reported he co-presented a session at CESA on the Boston Marathon bombing. Mr. Montez also reported on Operation December Freeze. 60 volunteers with two shelters facilities and vehicles to assist with the vulnerable population. Regarding public health issues, Mr. Montez noted that there have been six (6) deaths from the flu as well as 20 severe cases in the County (of which 14 are from the H1N1 strain). He mentioned H5 is a new flu with a 60% mortality rate with no known cases in the U.S. as of yet. H5 is actively being monitored at present. Lastly, Mr. Montez noted the ‘Pull to the Right for Sirens and Lights’ campaign video is now posted on YouTube. Op Area Signatories Roy Shackel turned over leadership of the group to President Brown.

VIII. Announcements

*Santa Clara Valley Water District notes drought is a major issue and Governor may proclaim an emergency. In Santa Clara County, reservoirs have water and groundwater levels are good. Conservation efforts may be mandated. *Cindy Martinez asked members to visit the updated EMA website that can be found at http://www.sccema.com. *Scott Morris noted that for 2013, 20,000 volunteer hours were logged. SVECS Quarterly Breakfast Meeting will be at 9AM on January 25 at the Santa Clara County Senior Center (1303 Fremont St. Santa Clara, CA). It will include a breakfast for $5.00. *Los Gatos will be hosting EMA’s May meeting. The EMA Secretary requested all hosting agencies to submit meeting location addresses so they can be included in future EMA meeting materials. *Jim Yoke provided some information on CESA and will be providing additional information at a later time.

IX. Next Meeting The next EMA meeting will be hosted by Los Also Hills on February 20 at 9:30a.m.

X. Adjournment A motion was made (MacKenzie) and seconded (Shackel) to adjourn the meeting. The motion was approved. The meeting concluded at 11:32 a.m.
