Message from GSA’s Pacific Rim Regional Administrator Ruth Cox

GSA is working to ensure that we’re going green and saving taxpayer dollars and we need your help. To meet our sustainability goals, we must develop effective strategies to reduce energy usage. Part of that strategy is completing our Recovery Act projects and using the expertise of GSA’s Green Proving Ground (GPG) program. During the last five years, the Pacific Rim Region awarded $73.9 million in contracts for limited scope projects to help achieve our energy goals. These projects included the installation of advanced metering and energy efficient lighting, heating, ventilation and air condition (HVAC) improvements, building automation controls upgrades, and solar installations. The GPG program leverages GSA’s real

estate portfolio to research and test emerging technologies to see if they’d be a good fit for use in federal facilities. By devoting research to technologies, GPG facilitates the implementation of modern technologies and energy/water saving features. The program currently has 17 ongoing technology evaluations and has published results for additional 15 studies including an assessment of advanced power strips and wireless sensors. As a result, we are installing 16,000 advanced power strips in over 80 facilities across our portfolio this year. Help us conserve energy by turning off lighting and equipment at the end of each day. That one act, multiplied by the hundred thousand employees GSA houses in the region, can make the difference in achieving our energy savings goals.

R9 GSA Installs Smart Power Strips A 2012 study found that on average, 21.5% of GSA’s public building’s electricity use was consumed by plug-loads (energy used by any device that’s plugged into a socket). The study recommended the implementation of timer-controlled Advanced Power Strips (APS) to reduce energy consumption (including vampire loads which consume energy while in standby mode). Additionally, the report identified the most effective use of APS units to be in common areas such as copy rooms and office kitchen spaces. As a result, GSA Region 9 Green Proving Ground purchased and installed 987 APS

units across 23 public buildings, with 95% of the units installed at computer workstations and the remaining units installed in common areas. Over 74% of the APS inventory will be installed in tenant agency space. The Sustainable Buildings and Alternative Financing multi-disciplinary teams are currently developing the estimates to procure additional devices for the balance of the regional building portfolio. Tips For Reducing Your Plug Load A plug load is any device that plugs into a building’s electrical system. Common examples include appliances in coffee break areas, computers, printers, monitors and cell phone chargers. In commercial buildings, plug load is the fastest grower end uses of energy, with an expected 36% increase by 2030. Much of that use is caused by electronics drawing energy while not in use. You can dramatically reduce wasted energy by following these tips: 1. Unplug devices that aren’t in use. This

includes eliminating and unplugging unnecessary devices. If your cell phone has finished charging, unplug the charger to avoid a ‘vampire’ plug load.

2. Switch to ENERGY STAR qualified devices with low standby power use when purchasing new products or looking to replace older, less energy

efficient equipment. Set computers, laptops, printers and other devices to sleep mode after 15 to 30 minutes of inactivity.

3. Use smart power strips. They’re easy to use, remarkably affordable and can save you both energy and money! Many models have features that allow you to designate a primary device, dependent devices and dedicated devices that must always remain on. 4. Use LED task lights. They produce bright light, run cool and consume as little as 6 to 9 watts versus other more energy demanding options like halogen and incandescent bulbs. Also if your LED task light has a dimmer, consider using it; brightness has the biggest impact on energy use and it’s often set too high.

This is part of Federal Management Regulation (FMR) 102-74.90. We are all responsible for doing our part to reduce energy consumption, along with providing a safe work environment. Annual Generator Testing

Each October, on the 3rd Saturday of the month, GSA conducts building-wide annual generator and electrical system maintenance/testing. The SPC Glass Ceiling — Art in Architecture GSA’s Art in Architecture Program

commissions artists to create artwork

that is appropriate to the diverse uses

and architecture vocabularies of new

federal buildings. These permanent

installations of contemporary art within

the Nation’s civic buildings afford unique

opportunities for exploring the

integration of art and architecture, and

facilitate a meaningful culture dialogue

between the American people and their

government.

As part of this program, GSA allocates

one-half of one percent of the estimated

construction cost of new federal

buildings for funding of the art.

The studio of James Carpenter Design

Associates (JCDA) created the precisely

engineered and delicately realized “Lens

Ceiling” for the Special Proceedings

Courtroom (SPC) of the Sandra Day

O’Connor United States Courthouse.

The “Lens Ceiling” resonates with

historical and metaphorical meaning.

The cylindrical shape of the courtroom,

coupled with a technically wondrous

dome (albeit inverted), immediately

evoke the Pantheon in Rome. Whereas

the dome and oculus of that ancient

temple face skyward—like a colossal

eye peering towards the heavens—

JCDA’s inverted dome gazes down

upon the important civic proceedings

that occur in the courtroom.
