September 28, the last for 2019 ~ Blind Ski Clinic: The Blind Community Center San Diego students and adults enjoyed a great day at the beach waterskiing, tubing and boat rides.

Thank you: Sherrie & Patrick Adams, Dave Walker, Rich Cooper and John Doxey for volunteering their boats.

Thank you to: Phil Erickson, Jennifer Tentor, Jennifer & Nikki Penaflor, Diane George, Barbara Canfield, Joe Balita, Frank VanSchyulenburch, Glenn Gentile, Bob Taylor, Renee Tuller and Boy Scout Troop # , on the beach for assisting the participants with registration, coffee, donuts, water, signup sheets and ski equipment.

Summer if officially over...how is that possible? Although, thinking through it a bit more, we are lucky to live where we live and "summer" is just a couple of dates on a calendar. I always think we enjoy the best weather in San Diego during what others experience as "fall" from the perspective of perfect temperature, fewer tourists, and an activity level at the Club that goes year-round. That said, farewell “summer"... it was another great one!

September itself was a whirlwind of events and gatherings at the Club. Kicking off with the Mission Bay Masters Golf Outing

(myself and my team had a much improved result this year, but not even close to winning it) and moving through the month with the start of football season and a ton of other events gave everyone an excuse to make a trip into the Club.

We had another highly-effective and well-attended Clean-up Day (thank you again Tanya DeLong for organizing!) that will become regular quarterly events to keep the Club looking great. Work has progressed with power to the entire boatyard and should be 100% complete very shortly.

We are also making strides to improve our membership dues billing and collections process more efficient and accurate. I know this has been frustrating to many of you. But, we need your help as members to get everything running smoothly. If you have not signed into the member portal and set up your auto-payment with a credit or debit card, please do so ASAP. If you don't know how to sign-in, please contact Jessica Potts, our bookkeeper: [email protected]. We can get it right, quickly, but it may take a few minutes of your time to do so! Thank you in advance for your part in getting this crucial process to run as smoothly and efficiently as possible.

October is going to be another busy month of events. Be sure to check the Club calendar often for the latest happenings, or just come by and enjoy the Club and fellowship with other members whenever the mood hits you.

October: As with other areas of the Club that have experienced increased costs that were addressed in Flag meetings and in previous editions of the Scuttlebutt, so too has the Galley. I was asked to address the increasing losses due to ever-increasing food, equipment, supplies, delivery, and labor costs, the entire Galley staff have been analyzing the situation. You will soon see some menu deletions, additions, and some changes of price as well as stricter portion control. The price increases are not designed to fully cover our costs, but are required.

We are also considering the elimination of the take-out containers since too, these costs have drastically increased because of environmental decisions. While it is never popular to raise prices, they are required if we want to

continue with serving food. Keep in mind that minimum wage will again increase in Jan 2020 and again on Jan 2021. On behalf of the Galley staff, I thank you for your patronage and understanding. Be assured, we will continue to purchase, prepare, and serve quality products. Thank you for your understanding.

Moving forward into the Autumn Season officially started on September 23! The nights are chilly now.

It is time to dust off your Halloween costumes. The Club’s Halloween Party will be on Friday, October 25. Volunteers are needed to help with the different activities of the party. Please contact Amy Schuler and let her know that you would like to help.

The tickets for Casino Night, Saturday, November 2, are on sale now! The tickets are $25 each; it includes heavy hors d’oeuvres and $100 in chips. Purchase tickets at the bar. Also, on sale are the tickets for the Opportunity

Drawing, this year, an “Outdoor Fire Pit Full of Booze!” The tickets are 25 for $20, purchase at the bar. You do not have to be present to win.

We need donations in the form of; basket items for the gift baskets to be raffled, awesome items for the silent auction, your own gift basket, and cash donations to purchase items for the baskets. Please give your cash contribution to Roby Bradford or myself; you can also leave it in an envelope behind the bar. Your donation/s may be tax deductible.

Thanksgiving Day in America is a time to express gratitude and give thanks, gathering with family and friends over a meal. Dinner will be served @ 3 pm (Gathering time 1 p.m.) The turkey, dressing, ham, and mashed potatoes will be provided. Please bring a dish (or two) to share that will feed at least 6-8.

FALL CLEAN-UP DAY

The Fall Clean-Up Day at the boat club was a total success thanks to the time and efforts of the clean-up crew: Jack Porath, Paula Goleta, Renee Donner, Maria and Mike Wood, Thomas Bosilevac, Corey Mitskevich, Dave DeLong, Greg Shaw, Chuck & Michelle Waterman, Bob Taylor, Renee & Marty Tuller, Kerry Thompson, Steve Gregor and Dick Znamirowski (DZ).

The team picked up over 6 full bags of trash, pulled weeds and did weed whacking, pressure cleaned the patio, dug a trench around the patio to prevent it from getting muddy, cleaned around all the planters, cleaned and organized the furniture, demolished 2 old sheds, cleaned and re-organized the storage container, and cleaned and re-organized the Sandbox. I'm sure most of you forgot what the sandbox looks like, so please swing by and take a look. We can actually enjoy it again!!!

The last 2 clean-up days have been such a success that we've decided to have one every 3 months. The dates will be on our calendar, but please save the dates:

• Saturday, November 16th from 9 am - 1 pm, AND• Saturday, February 8th from 10 am - 2 pm

We will be placing a sheet with the bartenders so that ideas for clean-up and projects can be added. This will help us continue to work to keep our club beautiful and enjoyable.

Lastly, we will need to acquire some basic tools. If you have any spares you were planning on donating, please contact Corey Mitskevich.

It’s also the time of year to recognize members that have gone above and beyond the call of duty; take time to select that someone special. At elections, we vote on the “Man and Women of the Year!” There are many individuals that should be “Man and Women” every year but only one man and one woman receives this mark of distinction. Each time the award is received it is wonderful and a great honor! Man and Woman of the Year will be announced at the Installation Dinner January 12, 2019.

VOLUNTEERS needed for Election Committee. We need help to telephone and contact members. Volunteers are required to maintain Polls 1 p.m. to 7:30 p.m. (Shifts 1 to 3:00 p.m., 3 to 4:30 p.m., 4:30 to 6 p.m., 6 to 7:30 p.m. - two members required for each shift). Tellers are required to count the ballots (7). Please volunteer and advise what time you are available. The committee members cannot be running for office or have family members as candidates. ELECTION BYLAWS: (Amended June 21, 2016)

ARTICLE VII – ELECTIONS SECTION 1 - The Commodore shall appoint a nominating chairperson, which shall present a slate of officers and Board Members at the meeting required by SECTION 3 of this article. All candidates for office must be Flag Members in good standing and be able to represent the Club in a respectable, legal, credible and reputable manner.

Elections Bylaws

SECTION 2 - Prior to the election the Commodore shall establish an election committee no less than 30 calendar days prior to First Nominations. The election committee shall be comprised of no less than 3 and no more than 5 individuals who are not on the current board and are not running for office. The responsibility of the board is to validate that the voting processes is in accordance with these Bylaws, validating the total ballot count, presenting the voting results to the Board of Directors and announcing the results of the tally after the voting has been closed. The tally shall include the total numbers of votes for each candidate. The committee shall sign and date voting results. SECTION 3 - Nominations for Officers and Directors shall be made at the meeting in October and again at the first meeting in November. Nominations for Officers and Directors shall be closed at the meeting in November by proclamation of the Commodore after he/she shall have determined by three (3) enquiries that there are in fact no further nominations. SECTION 4 - It shall be the responsibility of the Election Committee Chairperson to have proper ballots prepared for the election. The ballot shall contain the names of those nominated for each office, plus nominations for the Board of Directors and at least one blank space for write-in candidates. A ballot cast for an eligible member shall count even though such member may not have been nominated. SECTION 5 - For the election of officers, in the event no Member receives a simple majority of votes cast, the Commodore shall cause the two members who receive the greatest number of votes to be balloted upon again in order that one may receive a majority present and eligible to vote, who shall, upon acceptance of the office, be declared elected. For the election of Directors, the nominees receiving the greatest plurality of votes shall be declared elected. In case of a tie vote for the last office, additional votes shall be had to break the tie. SECTION 6 - REGULAR BALLOTING: Elections shall be conducted on the day of the second Flag Meeting in November at the SDMBBSC. Voting shall be done that day at the Clubhouse beginning at 1:00PM, and continuing until closing at 7:30PM except for a possible "run off" ballot, which will be decided by the members present and eligible to vote at the normal Flag meeting. SECTION 7 - All ballots shall be numbered. This number shall be separated from the ballot and the ballot deposited into the ballot box by a member of the Election Committee. The number will be returned to the voter and MUST BE RETAINED by the voter. In case of a "run off" ballot, this number must be surrendered to the Election Committee to receive a "run off" ballot. The Election Committee may require any Member to show picture identification. SECTION 8 - ABSENTEE BALLOTS (Including Out of County/State Ballots): Any Member having a valid reason that requires an absentee ballot must request said ballot, in writing or e- mail and stating the reason, from the Election Committee Chairperson. The out of county member must request, in writing, no later than twenty (20) calendar days before election, their desire and intention to vote in the election. The Election CommitteeChairperson shall issue to each member, whom he/she deems eligible, an absentee ballot. The voter must adhere tothe following procedures to return the ballot to the SDMBBSC.1. Place the marked ballot (Unsigned) in an envelope and seal envelope. 2. The sealed envelope shall be placed inan outer envelope with member name printed and, once sealed, signature on the outer envelope. DO NOT SIGNTHE BALLOT or Inner Envelope. 3. Return by mail to the Financial Secretary. 4. The Financial Secretary mustreceive the ballot prior to the close of election at 7:30PM on Election Day for the ballot to be counted.SECTION 9 - It shall be the responsibility of the Commodore to cause the above Sections 4, 5, and 6 to bepublished in the October and November issues of the Scuttlebutt.SECTION 10 - It is the responsibility of the Financial Secretary to prepare a report for the Election Committee ofall members eligible to vote the night prior to the Election no later than 7:00PM. Any Member over 60 calendardays delinquent is not eligible to vote. Members have until 15 calendar days prior to election to become fullycurrent (no delinquencies) to be eligible to vote.ARTICLE VIII – BOARD OF DIRECTORSSECTION 1 - The Board of Directors shall be elected by the Flag Membership and consist of the seven (7) officersand six (6) other Flag Members as provided in these Bylaws. The position of Rear Commodore shall be filled bythe immediate past Commodore and shall become a member of the board. The term of office of the electedDirectors shall be for two (2) years for the six (6) non-officer elected directors, however, three (3) of their numbershall be elected each year for a two (2) year term starting on January First (1st) and ending on December ThirtyFirst (31st) of the second year.SECTION 2 - The Board of Directors shall conduct the business of the SDMBBSC and perform such otherresponsibilities not specifically reserved to the membership herein.SECTION 3 - Seven Board of Directors present shall constitute a quorum, except as hereinafter provided.SECTION 4 - If a vacancy shall exist on the Board of Directors, those remaining Directors present at a regularmeeting, or at a special meeting called for the purpose, shall have the powerto fill such vacancy. If only one (1) Director shall remain, he/she shall have the power to fill all vacancies, exceptthat the Flag Members shall have the power upon written notice to the Commodore by five (5) or more, to hold anelection and elect Directors who shall replace the Directors so elected by the remnant of the Board of Directors.SECTION 5 - If a vacancy shall exist in the elective offices of the SDMBBSC, to which succession is not hereinprovided, the Board of Directors shall elect from the membership a person to complete the unexpired term of thevacated office.

BYLAWS – Continued SECTION 6 - The Commodore shall preside at all meetings of the Board of Directors including Flag meetings and special meetings. The Commodore shall run the meeting according to Robert’s Rules as defined for a Board of Directors with twelve or more Directors. The Commodore shall have one (1) vote in all matters coming before the Board, and an additional vote if such is necessary to break a tie. SECTION 7 - Any Flag member in good standing shall be eligible to be elected as a Director. SECTION 8 - The Board of Directors shall meet on notification by the Commodore, or by any four (4) Directors, as soon after the installation of Officers as practicable, and thereafter according to a schedule established by the Board of Directors. Special meetings may be called by the Commodore, or by any four (4) Directors, provided that each Director shall have been notified in person, e-mail or by telephone not less than twenty four hours (24), or by first class mail to his/her last known address not less than forty eight (48) hours prior to such meeting. All e-mail correspondence shall be acknowledged with return e-mail or telephone call. ARTICLE IX – OFFICERS SECTION 1 - The elective Officers of the SDMBBSC shall be: 1. Commodore. 2. First Vice-Commodore.3. Second Vice-Commodore. 4. Treasurer. 5. Financial Secretary. 6. Secretary.7. Sergeant at Arms. Rear Commodore is not an elected position. See SECTION 11.SECTION 2 – Their terms of office shall be January 1 to December 31.SECTION 3 - COMMODORE. The duties of the Commodore shall be those ordinarily delegated to a President, andshall include presiding at all meetings and enforcement of all rules and regulations of the SDMBBSC. TheCommodore shall cause an accounting and inventory to be made during the months of July and January of eachyear and shall report the results of same to the Board of Directors. The Commodore casts the deciding vote ondeadlocked committees, represents the organization, signs all legal documents, supervises the activities of theorganization, represents or speaks on behalf of the membership, directs the SDMBBSC in such a manner as topromote good will, growth and sound policies. The Commodore shall also assume the office of Rear Commodorefor the year (s) following his/her term as Commodore until replaced by natural succession of the outgoingCommodore.SECTION 4 - FIRST VICE-COMMODORE. The duties of the First Vice-Commodore shall be to assist theCommodore in the performance of his/her duties and to preside in his/her absence. In the event of death, disabilityor resignation of the Commodore, the First Vice-Commodore shall succeed to this office for the remainder of theterm of office.SECTION 5 - SECOND VICE-COMMODORE. The duties of the Second Vice-Commodore shall be to assist theCommodore as directed. If for any reason there shall be a vacancy in the position of First Vice-Commodore, theSecond Vice-Commodore shall succeed to this office for the remainder of the term of office.SECTION 6 - TREASURER. The duties of the Treasurer shall be to receive all monies from the Financial Secretaryand pay same out upon order of the Commodore, with the approval of the Board of Directors; keep a joint andaccurate account thereof; and to make reports at the meetings of the membership. The Treasurer shall keep the fundsof the SDMBBSC on deposit in a reputable bank and/or shall invest the same as directed by the Commodore uponapproval of the Board of Directors. Disbursement shall be made by check, signed by any two of the following: TheCommodore, the First Vice-Commodore or Second Vice- Commodore, or the Treasurer. Checks may not be signedby two (2) members of the same family including domestic partners.SECTION 7 - RESIGNATION, DEATH OR DISABILITY OF TREASURER. In the event of death, resignation ordisability of the Treasurer, the Commodore shall be custodian of the funds and documents until a successor isnamed as herein provided. A replacement Treasurer shall be elected by the Board of Directors within 30 calendardays.SECTION 8 - FINANCIAL SECRETARY. The duties of the Financial Secretary shall be to collect all monies dueto the SDMBBSC, pay the same over to the Treasurer, and take a receipt thereof, maintain a true and accurate list ofmembers, and other such duties as the Commodore may prescribe.SECTION 9 - SECRETARY. The duties of the Secretary shall be to keep the minutes of the meetings as required bythese Bylaws, and such other secretarial duties as the Commodore may require.SECTION 10 - SERGEANT AT ARMS. The duties of the Sergeant-At-Arms shall be to keep order at meetings,police and protect the property of the SDMBBSC, and other such duties as the Commodore may require.SECTION 11 - REAR COMMODORE. The Rear Commodore shall assist the Commodore in a smooth transitionand in other matters as mutually agreed. In the event the Rear Commodore is either disabled or no longer a memberthe position shall remain vacant until such time as the position is filled by the natural succession of currentCommodore to Rear Commodore. The Rear Commodore is not an elected position.SECTION 12 - REMOVAL OF AN OFFICER. An Officer may be removed by a two-thirds (2/3) majority vote ofeligible Flag Members present and voting at a special meeting of the membership called for that specific purpose,provided that at a previous board meeting (non- flag meeting) a two-thirds (2/3) majority present and voting shallhave voted in favor of such removal.

Boat Yard Updates by Corey Mitskevich Boat Yard Manager

SDMBBSC BOAT YARD UPDATE

In October 2019, SDMBBSC will begin distributing identification stickers (ID stickers) to all vessels stored in the boat yard. Each vessel owner is required to

provide a paper copy (hard copy) of the following information for both their trailer and vessel stored in the boatyard: (1) Current CA vessel registration – registration numbers must be up-to-date on the vessel and the current sticker represented (2) Current trailer registration and trailer must be in operable condition. (3) Copy of

vessel insurance with the SDMBBSC named on the certificate of insurance as secondarily insured. (4) Make, model; and license plate of the primary tow vehicle.

Due to the SDMBBSC lease requirements, out-of-state vessels will no longer be allowed for storage at the SDMBBSC boatyard. If your vessel cannot meet the above

minimum requirements for storage in the boat yard, please make arrangement to remove your vessel from the facility. All vessels must be up-to-date by 10/31/2019.

Process to receive an ID Sticker

Each member must present the above information in person at the SDMBBSC on designated days or prearranged appointments. Once all paperwork has been reviewed and approved, a SDMBBSC representative will walk to your vessel

location and inspect your vessel, trailer and storage area. Storage area inspections will include a review of cleanliness and operability of the trailer. The

SDMBBSC lease defines derelict vessels as those that are not in operable condition, poor condition or the appearance of abandonment. This includes non-

use for extended periods of time.

Once the inspection is complete, an ID sticker will be placed on the trailer tongue. Each ID sticker has a unique number which will represent your vessel storage privilege. This information will be provided to administration to align

appropriate storage billing.

Persons will be available in the clubhouse for document review during the registration periods indicated below.

BOAT STORAGE RULES - Boat OwnersDo not leave personal property on your boat

Place your 2019 sticker number on your boat. Check and clean up around boats We recommend boat owners do a frequent routine check on boats.

Note: on oil leaks, use plastic dripping pan and kitty litter. We appreciate your cooperation.

1. All facilities and property are maintained in a safe, functional condition which does not present health or safetyhazards to the public, members, visitors workers. Building materials and non-approved personal property are not authorized to be stored on the SDMBBSC property2. SDMBBSC is not responsible for any personal items left on the property by members or non- members.3. Owners of all boats and trailers must maintain a minimum liability insurance policy of $100,000 (One Hundred-Thousand) for injury to personnel and $300,000 (Three Hundred-Thousand) for damage to property. The insurance shall list the SDMBBSC as “Additionally Insured” in accordance with SDMBBSC insurance policy. 4. All boat owners with approved storage are responsible to keep his or her property in a clean, operable, and safecondition.5. Remove weeds and trash around boats regularly. Areas around boat and fence are to be maintained by member.Remove all debris including boat parts, gas and oil cans, and litter. 6. Abandoned vehicles, trailers, boats, jet skis, etc. are not permitted on property. All boats and personalwatercrafts must have a current boat registration numbers (CF#) sticker displayed. Boats and trailers are to have current registration and license plates, as mandated by the State ordinances. No boats, cars, trailer, etc. may be stored on blocks. Proof of current Insurance and DMV registration is also required. Vessel and trailer registration stickers must be current on any stored trailer or boat. If a vehicle or trailer does not have properly inflated tires, or a current tag, or has other deficiencies that render it inoperable, it is considered derelict. The storage of derelict vehicles and equipment is prohibited. Vehicle owner shall bring boat, trailer or equipment back to working order unless a waiver is granted by the Board of Directors. After 60 calendar days the equipment, trailer, vehicle or boat will be discarded or towed at owner’s expense. 7. Commercial vehicles of any kind are prohibited from being stored in club areas.8. All Boat Storage Agreements must be current. Boat Storage is limited to Flag Members only and designatedSatellite groups. 9. No Fueling or repairing boats on premises.10. No Fueling or painting of boats on premises. Worn Tie-downs and tarps are to be replaced.11. No canopies or new sheds are to be moved into the boat yard spaces. Storage lockers are acceptable and are notto exceed 4’(H) x 6’(L) x 3’(W). Member name and membership number shall be listed on the storage locker.12. Storage of any flammable or hazardous material is prohibited. No liquids of any type may be stored.13. New member overnight boat storage is allowed with approval of the Boat Yard Chairman. They must have theproper paperwork, pay all fees and be a member of the Club14. Wash down boats on the boat ramp. Avoid washing gravel and debris into Rose Creek.15. Always bag fish waste before disposing in dumpster.16. Do not use boatyard electric power continuously—such as charging batteries.17. Shut water off and coil hoses neatly when finished using.Refer to Boatyard Rules and Boat Dry Storage RentalAgreement for additional information.
