The FBI raids on Adelanto City Hall and the mayor’s house Tuesday arethe latest incidents in which officials have been investigated incorruption-related cases.

Here are some other notable cases:

City of Beaumont

Allegations: The Riverside County District Attorney’s Office indictedCouncilman Mark Orozco on suspicion of soliciting a bribe from adeveloper in exchange for supporting the developer’s project and onsuspicion of perjury.When: May 12, 2017The Player: Councilman Mark Orozco, a former Beaumont UnifiedSchool District trustee and unsuccessful 2012 Democratic candidate forstate Assembly and 2014 candidate for the Riverside County Board ofSupervisors.Result/Status: Orozco pleaded guilty Sept. 28, 2017, to soliciting abribe from Pardee Homes and to perjury for falsifying a campaign form.On the form, he made it appear that fellow council member NancyCarroll received a donation that she did not, exposing her to possibleperjury charges in order to punish her for not supporting him for mayor.He was removed from the City Council, sentenced to three years offormal probation and six months of home confinement. He also wasordered to pay a $10,000 fine and may never again hold public office.

Allegations: In an earlier case unrelated to the Orozco indictment,seven former Beaumont city officials were charged with 94 felonycorruption counts, including embezzlement and misappropriation ofpublic funds. A year later, a judgeexpunged the conviction.Status: Aleman was sentenced to six months in jail on Dec. 1, 2017.On April 27 sentencing for Postmus was delayed after his attorney fileda motion to withdraw his 2011 guilty plea, saying Postmus was addictedto drugs, under duress and coerced by investigators when he agreed tothe plea deal. Adelanto Mayor Rich Kerr had a plan to cure the long-struggling city's deepfinancial woes. He would make the desert town, with its vast stretches of cheapland, into the Silicon Valley of marijuana.

Since 2015, under Kerr's leadership, officials have worked diligently to attract thecannabis industry. The efforts drew national attention and led to a land rush asentrepreneurs sought to take advantage of Adelanto's welcoming posture.

But the San Bernardino County city and its cannabis industry have also drawn theattention of federal investigators.

On Tuesday, FBI agents served search warrants at Kerr's home, City Hall and alocal marijuana dispensary.

The raids come amid an ongoing investigation into corruption in the city, whichcame to light last year after charges were filed against Mayor Pro Tem Jermaine

Wright, who was accused of accepting bribes to fast-track a marijuana business,among other things.

An FBI spokeswoman confirmed that agents were executing federal searchwarrants in the city on Tuesday but declined to comment further because theaffidavits in support of the warrants are under seal.

Kerr was seen being removed from his home in handcuffs Tuesday morning,according to the Victorville Daily Press. Officials, however, told The Times that Kerrhad not been arrested.

In a written statement, city spokesman Michael Stevens said the city was unawareof the nature of the FBI investigation but was "prepared to cooperate with anyinvestigation being conducted."

Because of the search warrants, City Hall was closed Tuesday but should reopenWednesday, Stevens said.

"The City Council wants to assure the public that the city will continue to focus itsefforts on providing the services that residents and businesses expect," Stevenssaid.

The agencies involved in Tuesday's searches included the FBI, the Internal RevenueService's criminal investigation division and the San Bernardino County districtattorney's office, according to Thom Mrozek, a spokesman for the U.S. attorney'soffice in Los Angeles.

In addition to City Hall and Kerr's home, investigators served search warrants onthe Jet Room, a marijuana dispensary in Adelanto whose website boasts that atleast half of its employees would be Adelanto residents.

"No expense has been spared in order to provide the best experience for theirpatients, all while staying compliant," the website quotes owner Lisa Marie Guerraas saying.

The business has been controversial in the city. Last year, the Daily Press reportedthat Councilman John "Bug" Woodard had acted as a broker when the property forthe business was purchased. It was later re-zoned to allow for the dispensary.

Investigators on Tuesday also served search warrants at 1300 N. Mountain ViewAve. in San Bernardino, officials said. That address is listed in state filings as acorporate address for Jet Room Inc.

Kerr and representatives of the Jet Room did not return calls requesting comment.

Tristan Pelayes, a Riverside attorney and former mayor of Adelanto, saidcorruption has been an ongoing problem in the city. Pelayes now representsAdelanto City Manager Gabriel Elliott, who was put on paid leave late last yearfollowing sexual harassment allegations.

Pelayes said Elliott was placed on leave as retaliation after he went to the districtattorney's office to complain about possible corruption related to marijuanabusinesses in the city.

Adelanto's long history of corruption is well documented.

In 2008, former Mayor James Nehmens and his wife were sentenced to six monthsin jail after pleading guilty to embezzling thousands of dollars from the city's LittleLeague.

In 1997, former Adelanto Police Chief Philip Genaway was sentenced to four yearsin prison for embezzling nearly $10,000 from the canine unit. The policedepartment was later disbanded.

Mrozek declined to comment about the nature of the investigation because thewarrants are sealed.

The existence of the current probe into Adelanto corruption allegations becamepublic in November, when Wright, the mayor pro tem, was accused of acceptingbribes and of asking an undercover FBI agent to burn down his restaurant so hecould collect insurance payouts.

Wright, 41, allegedly met with an undercover FBI agent posing as a marijuanacultivator last year and agreed to vote, in exchange for $20,000, in favor of ameasure expanding the parts of Adelanto where marijuana could be grown,according to a criminal complaint.

Money did not change hands, but Wright did agree to accept the bribe, according tothe complaint.

After the council vote, Wright also agreed to accept a $15,000 bribe in exchange forhelping "fast-track" the undercover agent's proposal for a marijuana business,prosecutors said.

Wright also confessed last year to a separate plot to hire another man, also anundercover FBI agent, to burn down a restaurant he owns called Fat Boyz Grill,prosecutors said. Wright stood to gain $300,000 in insurance payouts, prosecutorssaid.

When confronted by FBI agents during a search of the restaurant in October 2017,Wright admitted to the arson plot and agreed to cooperate with the FBI'scontinuing investigation into Adelanto corruption, prosecutors said.

Kerr was accused of sexual harassment late last year, but an independentinvestigator cleared the mayor of wrongdoing in February. Citing confidentialitylaws, the city did not release or discuss the investigator's findings.

Nicholas Humphrey, 23, of San Bernardino, fled after a fight about 1:20a.m. at 1524 N. Hancock Ave., a news release said. Police found the 68-year-old victim inside the residence unconscious and suffering from bluntforce trauma.

A 27-year-old man was found dead of a gunshot wound outside a Home Depot inUpland early Tuesday, police said.

The victim, whose identity was withheld, was found dead in the back seat of a car inthe parking lot near South Mountain Avenue and W. 8th Street shortly before 2a.m., according to Upland Police Sgt. Marci Williams.

Investigators believe the man was shot at a different location and driven to theparking lot by "associates," Williams said.

Williams would not disclose the location of the initial crime scene or say whetherthe people who drove the man to the Home Depot were considered suspects in thekilling.

"At this time, we're still working on some leads," she said.

A motive in the slaying was not immediately clear.

Ontario International Airport will test its emergencyresponse capabilities with a disaster simulationWednesday, May 9, that will involve 70 role-playing volunteers.

The exercise will take place from 9 a.m. to 11 a.m.at the south cargo ramp.

Emergency crews, including police officers,firefighters, paramedics and ambulance workerswill participate. There will be assessments of the“injured,” a command post and an evaluation of thedrill by Federal Aviation Administration officials.

The exercise is required by the FAA every threeyears, an airport news release said.

The airport is expected to operate normally, therelease said.

San Bernardino County sheriff’s detectives are stillsearching for the men who broke into a home in agated San Antonio Heights neighborhood Mondaynight knocking over the homeowner.

Two males entered the home and knocked thewoman inside down, she said. The burglars thenmade off with several valuables, although adescription of the items taken were not provided.

“The victim was not able to provide much of adescription of the suspects,” Miller said. “We had aK-9 respond and assist in the search; no arrestshave been made.”

It wasn’t clear if the woman was seriously injuredin the home invasion.

“When we go for walks, which is daily, hebecomes upset at the sight of trash that he hasfound in his neighborhood,” Melissa Mendozawrote in an email. “One day, he asked me if hecan pick it up!

“I of course said yes,” Mendoza continued. “Iexplained we will get gloves and trash bagsand pick up a little each day if he wishes.”

So far they have cleaned up parts of Base LineRoad and a section of Carnelian Street,Mendoza said.

Riverside changed its process for responding to ethical complaints aboutelected officials and board members on Tuesday, May 8, with theintention of significantly reducing the number of hearings on allegedviolations.

Since Riverside adopted an ethics code in 2016, the city’s board of ethicsheld 10 hearings into alleged violations, according to CommitteeChairwoman Gloria Huerta.

Ten times, it found there was no violation.

Nine of those findings were appealed to the City Council, which upheldthe committee’s decision every time.

Going through the full process when it’s clear early on that there’s noviolation and looking into alleged actions that wouldn’t violate the ethicscode if they were found true — is an excessive burden on the volunteercommittee members, Huerta said in a written report.

preliminary hearing by a panel of ethics board members. A full hearingwill be held only if it’s more likely than not that the code was violated.

The committee’s decision can still be appealed to the City Council.

On Tuesday, the City Council voted unanimously to make the change.

ABOUT THE CODE

Riverside is one of a few Inland governments to have an ethics code.

What it is: It outlines expected behavior for elected and appointedofficials, such as making fair and impartial decisions. It lists prohibitedacts, such as using elected office for personal gain.

Who it covers: City council members, the mayor, and appointedmembers of city boards and commissions.

How it used to work: Anyone can file a complaint within six months ofdiscovering a potential violation. Five members of a volunteer ethicsboard are chosen to conduct a hearing on the complaint.

How it works now: A pre-hearing will first be held to determine whetherit’s likely that the ethics code was violated.

Changes to U.S. tax law is giving Inland Empire renters a$7,000 incentive to forego a switch to homeownership, CBREreports.

The Riverside and San Bernardino County area is one of 29large U.S. markets where the revised tax code may allow somerenters to claim deductions that are more valuable than returnsfor homeowners who itemize, according to the Los Angelesbrokerage. The recent development may provide support towhat a researcher said is an already-established trend: moreAmericans are shifting away from homeownership.

“It certainly has added fuel to that fire, when people would say,‘You know what, I’d rather rent than buy,’ ” Spencer Levy,CBRE’s head of research for the Americas said.

Levy expects current tax law to favor renters because a largerstandard deduction — now $24,000 for married couples — mayamount to larger tax savings than what homeowners — whoitemized the mortgage interest deduction and other tax breaks— had previously enjoyed. That means a married, rentingcouple who take the standard deduction when filing a futurereturn could keep an additional $7,000 away from Uncle Sam.

Inland Empire homeowners can count on about $17,000 worthof itemized deductions under current tax law, according toCBRE’s research.

Those savings may not be the deciding factor for a familydeciding between renting or owning, but the way Levy sees it,the new rules could benefit people who place a high value onbeing able to move on short notice.

move to where opportunities are more nimbly is good forAmerica,” Levy said.

The Inland Valleys Association of Realtors “fiercely opposed”tax law changes that Government Affairs Director Paul Herrerasaid altered the incentives structure away from homeownership,but he also said real estate agents aren’t too worried about thenew law getting in the way of sales.

“It doesn’t really do anything as far as making rental housingmore attractive,” he said.

In more expensive marketplaces such as Los Angeles and SanDiego, CBRE data shows homeowners may continue to enjoygreater savings from itemized deductions than by relying on thestandard deduction. What’s more, capping the mortgageinterest deduction to a home loan’s first $750,000, as well asthe new limit on SALT (state and local taxes) deductions,means those who buy a median-priced homes in, say, super-pricey San Jose could lose some $22,000 worth of deductionsthey would have been able to claim before the new tax law.

The new $750,000-limit went into effect for mortgages taken outafter Dec. 14, according to H&R Block. The SALT deduction isnow capped at $10,000.

Levy also said he disagreed with the notion, as expressed in arecent Wall Street Journal commentary co-authored by former

Reagan Administration economist Arthur Laffer, that new taxlaws will produce a flight of Americans and their companiesfrom liberal high-tax states to conservative ones with lower taxrates.

Nonetheless, CBRE’s report put forth that other needs, such asskilled labor, can override the attraction of tax savings whenbusiness leaders make decisions on where they will establish aphysical presence.

At a recent conference on election security, Orange County Registrar ofVoters Neal Kelley said he’d asked former CIA Director Michael Haydenif Russian hackers will try to disrupt the 2018 midterm elections.

“He didn’t hesitate,” Kelley recounted. “He said, ‘They will be targetingcongressional races.’”

In Southern California, home to some of the nation’s most competitivecongressional contests, that threat is being taken seriously. Consider justa few of the many new security protocols being adopted by electionofficials in the four-county region.

Office emails are being encrypted and networks buttressed. Electionemployees are randomly being mock phished to see if they’ll fall forsimulated online invaders. Federal officials are being invited to inspectand test the region’s many voting systems.

Even the seemingly oldest of old-school safety protocols — counting up

was detected following the 2016 election, Registrars of Voters throughout Southern Californiabeefed up security measures.

some election results by hand — is expected to play an expanded role inthe 2018 midterms.

The local upgrades are part of a national response to Russia’s meddlingin America’s 2016 elections. Intelligence agencies have determined that,among other things, Russian agents and their operatives executed acyberattack on a U.S. voting software supplier, sent spear-phishingemails to election officials, and targeted voter rolls in at least 21 states,breaching a small (but undisclosed) number of them.

Since then, Congress has authorized $380 million to help statesstrengthen voting systems’ digital defenses, including $34 millionearmarked to protect the integrity of elections in California. In the lastweeks of the Obama administration, the Department of HomelandSecurity also designated state-run election systems as criticalinfrastructure, elevating them to the same classification as nuclearreactors and the Hoover Dam. And the FBI and other federal officials areoffering free cybersecurity assessments to local election offices.

To date, there’s no evidence that votes were changed or votingmachines infected during the 2016 cyberattacks. And election securityexperts say such threats are remote in any specific jurisdiction, andnearly impossible on a substantial scale.

But the upcoming midterms are the first national election since 2016.And those same election experts caution that attacks remain feasible insome American elections systems, particularly if existing vulnerabilitiesaren’t fixed.

Risk is low; security high

California’s voting infrastructure is, in many ways, far more secure thanthose of most other states. Counties in California are legally required tokeep paper ballots as fixed records of electronic voting tallies and tohand-count the ballots cast at one percent of all precincts to verify digitaltotals. That means even if voting machines are compromised, there’s aphysical backup to warn of a discrepancy.

That’s not true in 11 states, where voting equipment can’t be auditedmanually and a hack that alters voting results could go entirelyundetected. (Interestingly, most of the un-auditable, all-digital machinesin those states were put into use after Florida’s “hanging-chad” debacleduring the 2000 presidential election scared officials away from punch-card voting systems to what were perceived as more reliable electronicmachines.)

Despite California’s superior safeguards, cybersecurity experts say thestate’s voting systems remain susceptible to some forms of attack.Recognizing the threat, election officials in Los Angeles, Orange, SanBernardino and Riverside counties all said recently that they’ve becomemore vigilant since the 2016 campaign and have welcomed help fromfederal agents to assess their systems.

But implementing fixes has happened at different speeds across theregion, with some counties addressing potential vulnerabilities moreaggressively than others.

The leader of the pack seems to be Orange County, where fourcongressional contests in longtime GOP-held districts are being targetedby national Democrats in their effort to take control of the House ofRepresentatives.

In April, Kelley released a 28-page “2018 Election Security Playbook”outlining new security protocols his office has implemented: from

improving its ability to detect network intrusions and malware, toencrypting its emails, to enhancing building security, to implementing athird-party cybersecurity audit, to randomly testing its employees bysending them faux phishing emails and seeing if they bite.

The most substantial of the county’s new fixes is its risk-limiting audit – aprotection that verifies electronic tallies with an even higher degree ofcertainty by hand-counting a random sample of paper ballots, with thenumber of votes scrutinized corresponding to the margin of victory in agiven race.

Kelley knows firsthand that malicious actors are constantly probing localvoting systems.

At the election security conference, held at UC Irvine in March, Kelleyrevealed that he and Los Angeles County Registrar of Voters DeanLogan were contacted by federal officials in spring 2016. They warnedKelley that people using overseas IP addresses had prodded his office’snetworks in a move that was described as “checking to see if the frontdoor of your house was locked.”

Kelley said his office’s defenses withstood the test, but he immediatelyworked to strengthen protections anyway.

“We’ve reevaluated every piece of the voting system and process,identified potential vulnerabilities, and made sure those are solid andsecure,” said Kelley, who serves on a recently created federal 25-member election security council.

“Even though the risk is low, (the potential for hacking) is being takenvery seriously,” he said. “And that should inspire voter confidence, just toknow that there’s a different approach being taken to elections than therewas in 2016.”

In Los Angeles County, home to another one of the nation’s mostcompetitive congressional races, Logan has educated his staff on cyberthreats by having them see firsthand how voting machines can behacked.

Last year, he sent members of his team to DEF CON in Las Vegas, oneof the world’s largest hacker conventions. There, at something called the“Voting Machine Hacking Village,” they watched white-hat hackers “gothrough and show the vulnerability of voting systems,” a process thathelped Logan’s office identify its own potential shortcomings. Since the2016 elections, the office has upgraded its malware protection andmandated cybersecurity training for staff. It soon will implementvulnerability-assessment and phishing exercises to further test its newsystems.

“If we don’t know those vulnerabilities, we can’t respond to them,” Logansaid at the conference.

San Bernardino County Registrar of Voters Michael Scarpello was morecryptic about what he’d done to enhance election security in hisjurisdiction.

Scarpello said his office had been working with federal agents and thecounty’s IT department to harden its voting systems, website and localvoter registration database from attack. He noted the effort was partiallyin response to a “heightened level of scrutiny, based on what’s going onat a national level.” Scarpello declined to identify any specific securitysystem or protocol changes – and even refused to disclose the federalagency his office worked with.

And in Riverside County, election officials say the FBI and Department ofHomeland Security are helping to monitor their network traffic andsupplying a list of IP addresses to watch out for.

Riverside County Registrar of Voters Rebecca Spencer said theincreased vigilance isn’t in response to a July 2017 Time magazine coverstory. In that article, the Riverside County District Attorney stated thathackers had changed a small number of county residents’ voterregistration data in advance of the 2016 primary. And unnamed nationalcybersecurity officials said the incident may have been a “test run by theRussians… (to see) what kind of chaos they could unleash on ElectionDay.”

Since then, that version of events has been rebuffed by election officials.California Secretary of State Alex Padilla’s office, which operates thestate’s voter registration database, said his office had no evidence thatvoter rolls were breached. And Spencer said her office had identified thecause of nearly all the voter roll changes, many of which occurredbecause voters simply forgot they had updated their information.

Hacking your confidence

Despite all the recent upgrades to Southern California’s electioninfrastructure, cybersecurity experts say most voting systems – evenbolstered local ones – still have vulnerabilities.

Many Southern California polling places use 15-to-20-year-old votingmachines with outdated operating systems that officials acknowledge areless secure than modern versions. While voting machines are tightlyprotected, some need to be programmed with a separate memory card,which, depending on the offices’ protocols, could be a vehicle formalicious code. And experts say some voting machines are serviced byoutside vendors with varying security protocols, sometimes viacomputers that might occasionally be connected to the internet, providinga pathway for attack.

Another feasible mode of attack, experts say, could target the state’svoter registration system. Intruders might seek to change or deleteportions of voter rolls in a way to deter citizens from voting – similar towhat was alleged in Riverside County. To prevent such a breach,Padilla’s office has buttressed its information systems in advance of the2018 elections by conducting an agency-wide security audit, enhancingits server security and replacing antiquated infrastructure. The state alsohas implemented “increased 24/7 monitoring” to detect and blockpotential strikes.

“I think we’re in a much better place in 2016 because we really have ourantennas up,” UC Irvine law professor Jack Lerner, who studieselectronic voting, said of California’s system.

“I don’t think we’re totally safe unless we have a (mandatory risk-limiting)

audit, the way experts have recommended. But we’re in way bettershape than other jurisdictions.”

Even if the elections systems are never breached, though, manyelection-security experts worry the intrusions and hacking attempts aredamaging elections in a more intangible way.

Mary Beth Long, a former CIA intelligence officer and AssistantSecretary of Defense, said at the UC Irvine conference that a central aimof Russia’s efforts is to foster distrust of the democratic process andamplify divisive dialogues by causing voters to think elections are able tobe rigged.

“It sows discord, controversy and a real lack of confidence in oursystem… And that has a tremendous impact in how we conductourselves, and how we move forward with our elections,” Long said.

“We’ll definitely see more (attempts) in 2018 and 2020.”

That knowledge has putelection officials and others ina delicate position whendeciding whether or not tosound the alarm aboutpotential election securitythreats and the need tosafeguard and modernizevoting systems. Tread toosoftly, and the fixes mightnever come. Announce thevulnerabilities too loudly, andyou risk cultivating skepticismamong voters.

“There are election officialswho worry that if voters knowwhat the risks are, they might

not come to the polling place,” said Alex Halderman, a University of

“Although studies show that voters who are more aware of cybersecurityissues are just as likely to vote, I think there’s a concern that even talkingabout these problems is somehow negative,” Halderman said at the UCIrvine conference.

When a contaminated aquifer in Orange County made U.S. EnvironmentalProtection Agency Administrator Scott Pruitt's list of top-priority sites for"immediate, intense action," the local water district was quick to highlight theannouncement.

But questions of political favoritism are swirling over Pruitt's decision in Decemberto prioritize cleaning the Orange County North Basin groundwater pollution plumebeneath Anaheim and Fullerton using the federal Superfund program.

Newly disclosed records show the action occurred soon after a meeting betweenPruitt, the Orange County Water District and its lawyers that was arranged byconservative radio and television host Hugh Hewitt. The October meeting,documented in emails released under a Freedom of Information Act lawsuit, wasfirst reported Monday by Politico.

In line for cleanup is a water pollution plume stretching more than 5 square milesbelow Orange County. Decades of industrial operations allowed chlorinatedsolvents and other chemicals to migrate through the soil and pollute the underlyinggroundwater in a basin that supplies drinking water to 2.4 million people in 22cities.

Under the Superfund program, the companies responsible for the pollution wouldbe forced to reimburse the federal government for the cost of remediation.

The EPA named the North Basin site to Pruitt's personal Superfund priority list inDecember, explaining at the time that that "basin-wide groundwater cleanupneeded quickly to protect drinking water for millions of residents." It was a moveheralded by the Orange County Water District, which said the listing "would allowthe cleanup of the site to proceed after many years of negotiations and legalproceedings."

The following month, the EPA formally proposed placing the site on the Superfundlist. If the decision is finalized, the area will join nearly 100 others in California that

are among the nation's most hazardous sites and in line for remediation.

Experts on environmental regulation said the events preceding the site's fast-tracking raise concerns about the motivation behind the EPA's decision-making.Pruitt's responsiveness to a political ally, they say, contrasts with his stance againstother California environmental priorities and his push to dismantle protectionselsewhere.

Though the Orange County site may warrant federal attention, its expeditedselection is unusual, "procedurally fishy" and "looks like a process shortcut thatsent this request to the top of the list," said Sean Hecht, an environmental lawprofessor at UCLA.

"The Pruitt EPA in general has not been particularly responsive, to say the least, toother requests made by California's environmental officials, making it look morelikely that Hewitt may have influenced the process in some way," Hecht said.

EPA spokesman Jahan Wilcox said Pruitt was originally scheduled to meet with thewater district during a trip to California last fall that was later canceled. The waterdistrict requested the Washington, D.C., meeting "to brief EPA on the Superfundsite's cleanup efforts and request expedited cleanup," Wilcox said. "Hugh Hewittwas not present for the meeting."

Hewitt could not be reached for comment. He told Politico that his law firmrepresented the water district regarding the site for years, but that he had notparticipated in that work. Hewitt said he requested the meeting because the waterdistrict wanted to brief the new EPA team, and that as a former Orange Countyresident he wanted the site remediated as soon as possible.

On his radio show Tuesday, Hewitt, a supporter and longtime friend of Pruitt,dismissed media scrutiny of the meeting as "unbelievable" and said "I just didn'tthink it was a story."

Mike Markus, general manager of the Orange County Water District, said theOctober 2017 meeting was "timely and appropriate" and "consistent with OCWD'sresponsibility to manage the basin."

"Who got the meeting is irrelevant," Markus said. "It was a legitimate meeting todiscuss an issue that is a core function of the EPA. Instead of focusing on Mr.Hewitt's opinion or his involvement in connecting us with Mr. Pruitt, the focus

should be on the fact that federal, state, and local government agencies are workingtogether to clean up pollution in a water-starved region ... This is about makingsure a community's drinking water is safe, the contamination does not spread andthat the cost to make that happen is not the burden of innocent citizens."

Markus described the North Basin groundwater contamination as an ongoing issuefor more than a decade and said discussions with the EPA date back to 2014 duringthe Obama administration. Over many years, he said, district representatives have"met with numerous regulatory staff and elected officials from both sides of theaisle to ensure ratepayers are not strapped with paying for the cleanup."

State and local agencies in 2014 and 2015 asked for federal help cleaning pollutedgroundwater. The water district's meeting with Pruitt followed a 2016 agreementwith the EPA, under which the district agreed to fund a $4-million study of theextent of the contamination and how to address it.

In June 2017, California sent a letter to the EPA formally recommending Superfundstatus for the North Basin site.

Industrial factories, metal processing businesses and dry cleaning facilities in the1950s, '60s and '70s left a legacy of spilled and leaked pollutants — mostly volatileorganic compounds including chlorinated solvents, degreasers and othercontaminants.

Groundwater in the area is polluted with trichloroethylene, tetrachloroethylene and1,1 dichloroethylene at levels above Safe Drinking Water Act standards, accordingto an EPA fact sheet published in January. Contamination from the migratingplume, according to the EPA, has shut down five drinking water wells in the areaand threatens dozens of others.

Among the companies that may have contributed to the pollution and could be heldliable for cleanup, water district officials said, are Northrop Grumman Corp., AlcoaCorp. and Chicago Musical Instruments.

The North Basin site was assigned a score of 50 on the zero-to-100 hazard rankingsystem the EPA uses to screen Superfund sites for the threats they pose to health orthe environment.

Several other California with higher hazard scores were not placed on Pruitt'spersonal priority list. A Q&A posted by the agency described it as a "fluid list" that

"does not reflect the largest or most contaminated Superfund sites." Consideredinstead were those with "critical milestones" or "site-specific issues that will benefitfrom the Administrator's direct engagement."

The California Environmental Protection Agency said five sites in the state havebeen listed under the federal Superfund program since 2011. The most recentaddition, made in 2016 by the Obama administration, was the Argonaut Mine sitewhere a structurally unstable, century-old dam in the Amador County city ofJackson threatens nearby residents.

The Los Angeles City Council rejected a proposed agreement Tuesday for a logisticscompany to continue using a warehouse near the Port of Los Angeles, saying thatspace should not be provided to a firm accused of flouting labor laws.

The unanimous vote sends the decision back to the Board of HarborCommissioners, which had backed the one-year agreement with California CartageCo. LLC to continue operating the roughly 600,000-square-foot space inWilmington.

Councilman Joe Buscaino argued that the city should not extend the agreementwhile the company faced accusations of exploiting workers.

Last year, City Atty. Mike Feuer sued trucking companies linked to CaliforniaCartage, alleging they had misclassified drivers as independent contractors,depriving them of employee benefits and improperly forcing them to bear companycosts. Workplace safety regulators have been investigating complaints against thefirm and have fined it in the past, federal records show.

"They've been forced into debt. They've worked past exhaustion. And they havebeen left with nothing. And that's completely, outright wrong," Buscaino saidTuesday.

"How can we incentivize a company that is treating its employees like crap? It's notgoing to fly with me, and it shouldn't fly with you," Buscaino told fellow lawmakers.

A California Cartage representative declined to comment after the vote. The LongBeach company and its affiliates were acquired last year by a Delaware corporation,NFI, which did not respond to requests for comment.

The warehouse is part of the federal Foreign-Trade Zone program that allowsimporters to hold goods until they are needed and put off paying fees until productsare brought into the country. The zones are restricted-access sites on U.S. Customsand Border Protection territory.

California Cartage, which has been storing roughly $1.8 million in cargo annually atthe Wilmington site, has been operating there since 1995, according to portofficials. If the proposed agreement were approved, the harbor department wouldhave received $7,750 from the company in a year.

Earlier this month, port officials cautioned Buscaino that rejecting the warehouseagreement could have "significant legal implications."

Michael DiBernardo, deputy executive director at the port, said that the port had a"very limited" and "administrative" role in approving such agreements. If acompany meets the requirements of the federal program, DiBernardo said, the portwill approve it.

In a written report prepared for harbor commissioners, port staffers said that "theexistence of pending litigation and claims against Cal Cartage" did not affect theirdecision to press forward with the proposed agreement.

DiBernardo told lawmakers earlier this month that it was unclear how the companyand the U.S. Department of Commerce might react if the agreement were rejected,but that a dispute could potentially lead to a lawsuit, federal fines or losingprivileges to Foreign-Trade Zone sites.

The company could also go to another zone inside or outside the state and shift itsoperations elsewhere, officials said in their report.

In reaction, Buscaino pointed to a section of the proposed agreement requiring thecompany to operate in line with federal, state and local laws. The councilman saidhe was concerned about the outpouring of complaints that lawmakers had heardfrom truck drivers, as well as claims of management retaliation and threats beingheard before the National Labor Relations Board.

In February, an NLRB administrative law judge concluded that California Cartageand a partner company had violated federal law by interrogating and "impliedlythreatening" workers about legally protected activities and ordered the firm to stop.California Cartage has since contested many of those findings, and the case remainsopen.

Buscaino also cited a series of stories on the issue by USA Today, which reportedlast year that more than 40 drivers who worked for California Cartage affiliates hadfiled wage complaints and lawsuits in civil court since 2012.

Labor groups and their allies applauded the Tuesday decision.

"This shows we're not going to keep allowing lawbreakers to get special treatment,"said Celene Perez, co-executive director of the Warehouse Worker Resource Center,following the vote at City Hall. "We would like this warehouse operator to follow thelaw — and if not, to have a warehouse operator that will."

Port spokesman Phillip Sanfield said officials remained unsure Tuesday about whatmight happen after the warehouse agreement was rejected. The previous agreementfor California Cartage to use the Wilmington site expired in late April, port officialssaid.

Dennis Gleason, policy director for Buscaino, said the councilman would be open toapproving a shorter-term agreement that would give the company enough time tomove out its goods and shut down warehouse operations.

"It's kind of uncharted territory here," Gleason said. "We don't know exactly whatthe applicant is going to do."

crime, hardening the state's criminal-justice stance and shoring up its leaky finances, died Tuesday. He was 89.

Deukmejian, who was elected governor in 1982 and 1986, died at his home in Long Beach, according to a statement from hisfamily.

During his many years of public service, including 16 years as a state legislator and four as state attorney general,Deukmejian sponsored the successful "use a gun, go to prison" bill, oversaw development of a workfare program for welfarerecipients and negotiated with the Democratic-controlled Legislature to create an $18.5-billion, 10-year transportation plan.

The son of Armenian immigrants, Deukmejian had years of public office on his resumé before winning election as governorand emerging as the most prominent Armenian American politician in the United States.

His identification with Armenians, who were victims of genocide during the early 20th century at the hands of the OttomanTurks, would infuse his life with a determination to ensure the rule of law.

News of Deukmejian's death brought praise from all corners of the state's political community. The California RepublicanParty called him "one of the great governors of the last century," and Gov. Jerry Brown noted that he had "friends across thepolitical aisle."

"Gov. Deukmejian's humility and passion for doing what was best for California is a model for all who seek public service,"said Allan Zaremberg, president of the California Chamber of Commerce and Deukmejian's former legislative affairssecretary.

Never, during a career that spanned three decades, did he waver from his law-and-order crusade or his passion for publicsafety.

Steven Merksamer, Deukmejian's onetime chief of staff and longtime advisor, said that one way to understand his formerboss was to realize that, for him, public safety — whether it be crime control or retrofitting bridges for earthquake protection— was part and parcel of a basic philosophy.

"The paramount reason he ran for governor in the first place was his commitment to public safety," Merksamer said in 1989."It has been the hallmark of his whole life — much more so than taxes or other issues. It's something he has told me he wasbrought up with."

After serving as California's attorney general, he rode the crime issue into the governor's office in 1982 and, during the eightyears he governed the state, guided the criminal-justice system toward tougher sentencing. He also oversaw the expenditureof $3.3 billion to build eight new penitentiaries. The number of felons in prison tripled to nearly 97,000 during his tenure.

He also moved vigorously to put judges on the bench who took a hard line on crime.

Deukmejian had watched as his predecessor, Brown, appointed liberals to the court, including making the controversialRose Bird the chief justice of the state Supreme Court.

When it was his turn, Deukmejian backed an initiative campaign — which voters overwhelmingly approved — to oust Birdand two other high-court justices, Cruz Reynoso and Joseph Grodin. As a result, Deukmejian was able to almost completelyremake the court, appointing five of the court's seven justices.

"The governor wanted justice to be sure as well as just, and to be perceived as such by Californians," said Douglas W. Kmiec,who was constitutional legal counsel in the Reagan and the George H.W. Bush presidencies. "Deukmejian's judges tended tobe law-and-order judges. They knew the law well, and they did not look to make new law from the bench."

Besides remaking the state Supreme Court, Deukmejian appointed a raft of conservatives, including many prosecutors, tothe state's lower courts. His appointments reached 1,000 by the time he left office in 1991.

In all, Deukmejian spent almost 28 years in Sacramento, enjoying a reputation as someone of unquestioned integrity butwhose manner was so severe that he earned the nickname "Iron Duke."

Deukmejian said he was not trying to be difficult but merely trying to "stick by my position and stick by my principles."

governors of California.

"I believe he never took a position that he didn't believe sincerely, and if he believed sincerely in it, it didn't make anydifference what anybody else thought," Young told The Times.

Deukmejian was popular with voters who were anxious about crime. Unlike others before and after him, however, he did nottry to ride his popularity to the White House, though he once conceded that, had he been asked to be George H.W. Bush'srunning mate in 1988 instead of Dan Quayle, "I might have agreed to it."

Although he played a part in California politics after he left office, attending Republican events and supporting various GOPcandidates, he maintained a largely private profile. In 1991, he joined the Los Angeles office of the Sidley & Austin law firm,retiring 10 years later.

Deukmejian liked not having to run the state after he left office.

"You get up every morning and you don't have to worry about 30 million people, deal with 120 legislators, deal with thepress," Deukmejian told The Times' George Skelton in 1992. "It took me about five minutes to adjust to a private, normal lifewithout all those concerns and headaches."

Courken George Deukmejian Jr. was born June 6, 1928, in Menands, N.Y., a small village set among the rolling hills andaging brick factories along the Hudson River near Albany, the state capital.

At home, Deukmejian's parents spoke Armenian, Turkish and English but taught George and his sister, Anna, only English.This experience left him with the belief that any child could learn another language and cemented his lifelong opposition tomandatory bilingual education classes in public schools.

The Deukmejian home was in the center of town next door to the police station and volunteer fire department.

"When I started to go to kindergarten, they would drive me in the [motorcycle] sidecar," he once told the San FranciscoChronicle.

But it was something much more profound than these boyhood memories — the Armenian genocide in the early 20thcentury — that was the source of his passion for public order and motivated him to seek a political career.

Both Deukmejian and his wife, Gloria, also an Armenian American, had been raised on stories about the genocide.

Deukmejian's aunt was killed by Ottoman Turks, and his parents fled to America to escape persecution. During his entirepolitical career, Deukmejian attempted to get official recognition for the genocide.

Deukmejian's Armenian loyalties also led to one of the more surprising moves he made as governor: the 1986 decision to usehis considerable influence to urge the University of California Board of Regents to immediately divest UC's vast teacher andemployee retirement funds from firms that did business in South Africa, which was then ruled by a white-minoritygovernment that imposed apartheid rule against the majority blacks.

As a staunch conservative, Deukmejian had previously vetoed a similar proposal by the Legislature to divest.

But about a year after his veto, South Africa was hunting down and jailing anti-apartheid activists, which troubledDeukmejian so deeply that he convinced two of his own appointees on the board of regents and the board's Democraticappointees to support divestiture.

Deukmejian was raised in what a longtime friend described as "a typical Old World household" where politeness, familyhonor and hard work were the order of the day. He always stood up when his mother came into the room. YoungDeukmejian was a choirboy and an acolyte. During his high school years, he wrapped meat at a butcher shop and made coathangers. One summer, he picked crops at a nearby farm.

Deukmejian earned a bachelor's degree in sociology from Siena College in Loudonville, N.Y. He dabbled during that time inpolitics, volunteering for the 1948 presidential campaign of New York Gov. Thomas Dewey.

"I was always interested in current events," he said in a 2013 television interview.

In 1952, Deukmejian graduated with a law degree from St. John's University School of Law in Brooklyn. Upon UponDeukmejian's graduation from law school, his student deferment expired and he was drafted into the Army, destined for atwo-year infantry stint in Europe. But he convinced the brass to assign him to the Army Judge Advocate Corps in Paris.

In 1955, his military duty over, Deukmejian, then 27, left New York and headed for Los Angeles, mainly because that waswhere his sister lived.

Deukmejian got his first job working for Texaco in its land and lease department. Soon after, he got a job as a deputy countycounsel for Los Angeles County.

At a wedding in 1956, Deukmejian's sister arranged his introduction to a young Armenian American named Gloria Saatjian,

a Los Angeles art school graduate. They were married six months later.

The couple moved to Long Beach in 1958, and Deukmejian opened a law office. One of his law partners was Malcolm Lucas,whom Deukmejian years later named as chief justice of the California Supreme Court.

In Long Beach, the politically ambitious Deukmejian became involved in a host of civic activities including the Lions Club,the Community Chest, the Red Cross, the Boy Scouts and the Elks. He was named Long Beach "Man of the Year" in 1959.

In 1962, Deukmejian won election to the Assembly after campaigning against crime, communism, big government and whathe called "the trend toward socialism."

Within a month of his arrival in Sacramento, he introduced his first set of crime bills, including one that would haveimposed the death penalty for armed robbery. During the 1970s, he led a successful fight to restore the death penalty inCalifornia, which had been struck down by the state Supreme Court. He was a strong opponent of reducing penalties formarijuana possession.

Deukmejian spent four years in the Assembly before moving on to the state Senate in 1966, where he served 12 years.

In 1970, Deukmejian announced his candidacy for attorney general, running on a platform of greater protection and securityfor people. He finished a distant fourth out of four candidates in the Republican primary.

Deukmejian finally met with success in 1978, when he won the GOP nomination for attorney general and went on to beatDemocrat Yvonne Brathwaite Burke in the general election, again campaigning on a law-and-order platform.

As attorney general from 1979 to 1982, Deukmejian maintained a high profile as a crime fighter. On one well-publicizedoccasion, he donned a flak jacket and accompanied police officers as they raided marijuana fields in Northern California.

But Deukmejian had set his sights on the governor's office, and his chance came in 1982 when he squeaked by Los AngelesMayor Tom Bradley. He would defeat Bradley again in a 1986 rematch.

When Deukmejian first went to Sacramento as governor, he inherited a $1.5-billion budget crisis from his predecessor,Brown. Setting the tone for the remainder of his administration, Deukmejian immediately took a stern line with theLegislature and opposed raising what he called "general taxes." Before the year was out, an upsurge in the economy erasedthe deficit, a stroke of luck that gave the new governor a significant political boost.

Deukmejian's two terms were replete with fights with the K-12 education community. Schools advocates became sofrustrated that, in 1988 they succeeded in getting voter approval for Proposition 98, which reserved the bulk of state budgetspending for K-12 education and community colleges.

Deukmejian also got into a bitter name-calling fight with state Superintendent of Public Instruction Bill Hoenig over schoolfunding. Both were left tarnished.

During his two terms, the governor rejected about $7 billion in spending proposed by the Legislature, much of it in health,welfare and education programs. In all, he vetoed 2,298 bills — a sixth of those that came before him from the Democratic-controlled Legislature — earning him the nickname "Governor No." None of his vetoes were overridden.

One of Deukmejian's biggest successes as governor came on the issue of transportation.

Although he had previously resisted working with legislative leaders, during his second term he finally opened the door tolimited negotiating with key Assembly and Senate leaders in order to devise an $18.5-billion, 10-year transportationimprovement plan — financed mostly by a 9-cents-per-gallon gas tax increase — which voters later endorsed.

Democrat Gray Davis, then the state's controller, called the measure "the most significant piece of legislation to pass on[Deukmejian's] watch" and said that Deukmejian could thus "claim to have contributed significantly to California'stransportation future."

Among Deukmejian's other major legislative accomplishment was a landmark program that required welfare recipients toundergo job training and perform community-service work in exchange for their checks. He also worked out a deal withDemocratic legislative leaders that led the way toward making California the first state to ban military-style assault weapons.

The weapons ban was a surprising turn for a Republican politician who had in the past opposed gun controls. It came after adrifter named Patrick Purdy killed five children in a crowded Stockton schoolyard with an AK-47 rifle on Jan. 17, 1989.Deukmejian responded in a way that sent a shudder through many members of his own party as well as the gun lobby, whichhad until then met with nothing but success in warding off gun controls. He said that he did not see "any reason whyanybody has to or needs to have a military assault-type weapon, even somebody who is a sportsman or a hunter."

Sumner Offill, one of Deukmejian's earliest supporters, recalled an occasion after Deukmejian left office when the governorwas asked at a symposium in the state Senate chamber what he thought were the toughest issues he faced in governing thestate.

"He said the toughest moments didn't have to do with the budget crises or any big political battles," Offill said. "He said thetoughest moments he had were when he met the wives and children of the law enforcement people who had been killed inthe line of duty."

With that disclosure, Deukmejian choked up, holding back sobs. News reports at the time said that the Senate chamberbecame very still.

"It showed me who he was, the depth of his identification and commitment to those who gave of themselves, and it wasreally something to see," Offill said. "To have the 'Iron Duke' become so emotional was really quite a moment."

Deukmejian was long seen as a senior statesman in Republican politics, quietly advising potential candidates. He appearedon a number of panels with the state's other former governors — most frequently his successor, Pete Wilson. A statecourthouse named in his honor opened in Long Beach in 2013. That same year, he joined the former governors in filing alawsuit against federal efforts to force the state to reduce its prison population.

In addition to his wife, Gloria, Deukmejian is survived by his daughters, Leslie Gebb and Andrea Pollak; and his son, GeorgeDeukmejian, Jr.

Only 15 percent to 20 percent of new single-family homes built inCalifornia have solar panels, according to the California Building IndustryAssociation, because 80 percent to 85 percent of homebuyers choosenot to buy them.

So California regulators have decided it’s time to use force.

The California Energy Commission is set to vote Wednesday, May 9 torequire solar panels on the roof of every new home constructed in thestate beginning in 2020.

This takes a lot of pressure off the manufacturers and contractors in thesolar-panel business. Soon they won’t have to struggle to convincepeople that solar panels are worth what they cost.

It’s very difficult to persuade people that spending five-figure sums inorder to pay less for electricity adds up to a good investment, given theaverage human life expectancy.

One difficulty is that many of the people they’re trying to convince havean understanding of basic math. Take, for example, the financial firmsthat underwrite mortgage loans.

An executive with Meritage Homes, the nation’s eighth-largesthomebuilder, complained that widely used appraisal and mortgageunderwriting methods don’t recognize the value of solar installations or “net-zero” technology, which allows a home to generate as much energyas it consumes.

There is such a thing as an “energy-efficient mortgage” using differentstandards. Only three such loans have been written in the U.S. so far,according to the Meritage executive.

The company built 7,700 new homes in 2017, but only 10 percent ofbuyers chose the option of solar panels. Only 1 percent chose to buy thecomplete net-zero technology package.

particular green technology is not worth the money it costs.

But California state regulators are tired of people who make theirdecisions with calculators instead of magic wands. All new homes willhave solar panels, and abracadabra if you don’t like it.

This decision will add about $30,000 to the price of a new home inCalifornia, from which people are already moving away because housingis increasingly unaffordable.

As of April 1, the median price of a home in California was $549,000,according to Realtor.com. In Oregon or Washington, the median price ofa home was $420,000. You could have bought the median-priced homein Nevada for $344,900, Arizona for $339,000 or Texas for $295,000.

In the decade between 2006 and 2016, California suffered a net out-migration of more than 1 million residents. You probably know five or sixof them personally.

With the cost of housing one of California’s most devastating andintractable problems, the state is imposing a costly new mandate that willput a new home out of the reach of even more California families.

Why, you ask? Because the state energy commission has decided it’stime to get serious about its own 2007 decision to set a goal for moreenergy-efficient buildings. All residences should be net-zero energy by2020, the commissioners decreed, and all commercial buildings by 2030.

The commission could reconsider its 2007 decision in light of currenthousing costs, but no, they’re taking us forward, off the cliff.

And helping to push the state over the edge is a new proposal in theLegislature that would effectively ban the use of natural-gas appliances.Under Assembly Bill 3232, the California Energy Commission would berequired to “develop a plan” to reduce greenhouse gas emissions “in theresidential and commercial building stock by at least 40 percent belowthe 1990 levels by January 1, 2030.”

consider the answer to thatquestion. We’re already livingwith the consequences oflawmakers passing mindlessmandates and then handingoff the enforcement tounelected regulators.

We’re paying a fortune inhigher energy costs, higherprices and higher housingcosts to reach the “goal” oflowering the state’sgreenhouse gas emissions to

40 percent below 1990 levels. But because the entire state of Californiaaccounts for only 1 percent of global greenhouse gas emissions,reaching the goal doesn’t actually accomplish anything.

That’s the sad truth. What we’re getting for our money is only legal inparts of Nevada.
