SAN BERNARDINO, Calif. — A backpack filled with clothes was the only thing 18-year-old Darleenbrought with her from her native Guatemala.

She left Guatemala on May 7 with her 57-year-old father, walking and taking buses until they reachedthe U.S.-Mexico border where they were detained by U.S. Customs and Border Protection.

They spent about a day and a half inside a detention center when they were told to get inside a borderpatrol van, then placed on a Greyhound bus.

She said she was surprised when they arrived at the Greyhound bus station in San Bernardino. Shedoesn’t have family in San Bernardino and doesn’t know anyone in the area.

According to the Inland Coalition for Immigrant Justice, since May 14 more than 500 asylum seekershave been dropped off at the Greyhound station in San Bernardino.

About 90 percent of the asylum seekers dropped off at this bus depot are from Guatemala, but they alsosaw asylum seekers from Honduras, El Salvador, Ecuador, Nicaragua, and one person from India.

We contacted CBP regarding the recent drop-offs of migrants that have occurred at the San Bernardinobus hub.

They told us that there have been a record number of apprehensions and that large groups and highnumbers in Border Patrol custody have placed them at a breaking point.

Joyce C. Golosino, the supervisory Border Patrol agent with the U.S. Border Patrol-El Centro Sectorsaid “family units are being released at full service bus stations, so they can reach their final desireddestination as they wait for their immigration court hearing. So we make sure that they have a shower,we make sure that they have clean clothes.”

Erika Paz with the Inland Coalition for Immigrant Justice, a group has been picking up and helpingasylum seekers as they arrive at the bus depot.

“So we make sure that they have a shower, we make sure that they have clean clothes,” Paz said.

She was busy sorting out donations, so they can be distributed to the people coming across the border.But it's not just clothes.

“We are making sure that everybody leaves with a watch, so they can keep an eye so when they have tochange buses," Paz said.

The vans started coming on May 14, depositing their passengers into an

alley by the Greyhound station in San Bernardino, California, and then

taking off. The first night, the station’s small lobby quickly filled with

migrants from Guatemala and elsewhere who had been abruptly

dropped off there by the U.S. Border Patrol.

The manager of the station ended up getting many of them tickets to

Los Angeles that night, said Luis Suarez, of the Inland Coalition for

Immigrant Justice. “It’s open 24/7, and he wanted them to have a warm

place at least. San Bernardino closes at 2 a.m.” On summer nights,

temperatures can drop 30 degrees in the city, which is located in the

foothills of a mountain range about 60 miles east of Los Angeles.

In the following days, word spread among community groups that

Border Patrol was leaving large numbers of migrants at the bus station

several times a day without any orientation or assistance. “Our first day

on the scene was that Thursday, May 16,” Suarez said. “By then, some of

these folks had been sleeping out on the street overnight. We found

maybe 35 people, extremely hungry, some of the kids were sick, people

hadn’t showered since they’d crossed the border and been kept in

hieleras” (the holding cells known in Spanish as “iceboxes” for their

freezing air conditioning).

“Border Patrol was not providing medical attention” before dropping off

the migrants, said Erika Paz, also with the coalition. “Everyone had a

cold. … There was one youth who was seriously dehydrated, and our

local doctors were able to bring him back to health.” In recent months,

five Guatemalan children have died while in U.S. Customs and Border

Protection, or CBP, custody or soon after being released, of flu or other

ailments.

In the two weeks since the drop-offs began in San Bernardino, the

Inland Coalition, the Catholic Diocese of San Bernardino, and other

community groups have organized a rapid response to welcome the

said one Greyhound

employee, who wouldn’t say

more because they didn’t

have permission to speak to

the press (Greyhound would not make anyone in San Bernardino

available for an interview).

The people arriving in San Bernardino crossed the border and were

caught or surrendered to Border Patrol in the eastern part of California

or southwestern Arizona, according to the Inland Coalition. People had

also been dropped at the Border Patrol station in Indio, another

hour inland in California, but when the Greyhound station there

became overwhelmed with newly released migrants, Border Patrol

started bringing them to San Bernardino. Shelters around Indio in the

Coachella Valley had also reached capacity.

Border Patrol Agent Carlos Pitones said that the migrants had been

processed in stations in the El Centro District, which

covers California’s Imperial Valley, and that they were given packets

containing information about their immigration court hearings. He said

that “as of the last few days, we have been able to process families

without having to release them. But the situation can change from one

day to another depending on the apprehension volume either at our

sector or our neighboring sectors.” He would not say how many people

had been detained or released in total in the area in recent weeks.

The Greyhound station in San Bernardino is on a nondescript corner

downtown, not far off the freeway. In a faded motel nearby, volunteers

from groups around the LA area were sorting donations of clothes, food,

and other supplies. After nearly two weeks, the volunteers had a

rhythm: The drop-offs happened usually three times a day, with a little

warning (CBP would call the diocese to tell them one was coming).

Volunteers greeted the vans, offering water, food, clean clothing, and

medical help for those who needed it. They helped them find their

relatives, if the family had been separated at the border. Most of the

new arrivals were taken to a local Catholic church, while some stayed in

the motel near the station, where they waited for the bus or, in some

cases, a plane ticket that would take them onward to meet relatives

elsewhere in the United States.

The coalition developed an intake form to keep track of who was

coming. As of Thursday, there had been just over 570 people, 261

families in total. About 90 percent of them are from Guatemala,

according to Anthony Victoria, communications director for the Center

for Community Action and Environmental Justice, part of the volunteer

coalition. Guatemalan families are fleeing gang violence, drug

trafficking, land dispossession, and corruption; women there face an

epidemic of domestic abuse and femicide. Many Guatemalans are also

leaving because amid climate change-induced drought and erratic

weather patterns, they can no longer survive as farmers.

On Wednesday, a young woman and her father from Guatemala rested

in a motel room. The young woman, who did not want her real name

used, was 17 and spoke good Spanish; her father, a middle-aged farmer,

said he mostly spoke Q’eqchi’, the Indigenous Mayan language common

in the region of Petén. The two had crossed in San Luis Río Colorado, in

the southwestern corner of Arizona, and were on their way to North

Carolina where one of their cousins lived. The girl’s mother was back in

He told them, eat thefood in the bags wegive you, your cashwon’t go far formeals here.

Guatemala, and they still hadn’t spoken to her, but the cousin had been

able to let her know they’d arrived.

Luis Salazar knocked on the door. He gave the pair a rundown of how

their journey would go, marking on their bus tickets the three transfers

they had to make: in Arizona, Texas, and finally Richmond, Virginia. He

told them he’d find them a watch to carry or maybe a cellphone —

neither of them had one — but reminded them that the time would

change as they traveled east. Don’t put your travel papers under the bus

with your bags, he said; immigration officials may stop the bus and ask

for them. Eat the food in the bags we give you, your cash won’t go far

for meals here. In Arizona, in Texas, you can probably find people who

speak Spanish. In Virginia, I’m not so sure.

Most of the migrants that

Border Patrol is now releasing to appear at a later court date are people

traveling with minors or who have asylum claims (thanks to a

longstanding settlement, children cannot be held in immigration

detention for long) and they are relieved to be out of custody. The girl

said she didn’t know if she could apply for asylum; she just said she’d

had to get out. She wanted to work and study English. Border Patrol

agents had never asked her if she was afraid to go back to Guatemala,

she said.

“A lot of people were unclear whether they had a [‘credible fear

interview],” which is the first step in the asylum process, said Suarez.

“So do they even know they can apply for asylum? A lot of people that

came in are from rural, Indigenous areas; they can’t read, they hardly

speak Spanish, and they don’t fully understand the legal situation.”

Border Patrol and ICE have been releasing migrants in large numbers in

the streets of cities along the border for months. Ahead of last fall’s

midterm elections, some charities in Arizona suspected it was a tactic to

rile up anti-immigrant voters. President Donald Trump threatened to

drop migrants in cities that had declared themselves sanctuaries to

prove a political point, but Department of Homeland Security officials

have insisted that they are moving migrants around the country

because they are at capacity at the border.

The number of people coming across the U.S.-Mexico border has

increased drastically in recent months, and most of them are families

from Central America hoping to apply for asylum. In April, the U.S.

detained 109,144 migrants at the southwest border, the highest number

since 2007. As Border Patrol stations fill up, the administration has

forced some asylum-seekers to wait in Mexico, while local officials and

charity groups in Arizona, New Mexico, and Texas are

complaining about the agency’s response of dropping migrants with

little planning or warning, sometimes in small towns with few

resources to receive them. Some people are even being flown hundreds

of miles away, like from Texas to San Diego.

Organizers in San Bernardino worry that the image of hundreds of

migrants being dumped in cities far from the border will invite

backlash. It was nearby Murrieta, California, where conservatives

blocked buses filled with unaccompanied Central American children in

2014. When Border Patrol this spring began transferring some detainees

from the border to a facility in Murrieta, conservative resident Bob

Kowell, who also spoke out on Tucker Carlson’s show on Fox News, told

a local news station, “We can be called racist and we’ll just smile. We

don’t care,” adding, “We’re watching to see where and when they’ll

move.”

But the volunteers in San Bernardino believe that things have changed

for the better since 2014. The response from the community to the new

arrivals has been overwhelmingly positive, with donations and

volunteers flowing in.

“We believe the Inland Empire is changing from a very conservative

place to becoming more welcoming of immigrants,” said Suarez.

“Statewide, more than 100,000 jobs in residential construction go unfulfilled,” said Phil

Burum, president of the Building Industry Association of Southern California Baldy View

Chapter.

On May 23, the BIA Baldy View Chapter and San Bernardino Community College District

teamed up to announce a new training program that will prepare students for careers in

the home building industry. A crowd of business leaders, county officials, and lawmakers

attended the ceremony held at the SBCCD headquarters.

“Addressing the labor needs of our economy is our highest priority,” said SBCCD

Chancellor Bruce Baron. “That is why we are proud to partner with the BIA Baldy View

Chapter to equip students with real-world skills to be effective on the job on day one.”

Building homes is no easy task. Workers in this field need hands-on training to operate

equipment while practicing personal safety, teamwork, and workplace communication.

SBCCD will teach those skills valued by employers through the Entry-Level Residential

Construction Trades Training Program.

Participating students will receive 275 hours of instruction, culminating with a career

readiness certificate recognized by the BIA Baldy View Chapter.

What is more, 27 BIA-member employers have pledged to give priority hiring

consideration to graduates of the Entry-Level Residential Construction Trades Training

Program.

Kimberly Epps, San Bernardino County deputy chief probation officer, views this program

especially helpful for formerly incarcerated individuals.

“Ex-offenders making the transition from jail or prison to the community need a second

chance at a better life, and with this career training program, we can give them the tools

to start again,” Epps says.

The county probation department will collaborate with SBCCD to refer students into the

program.

The partnership could pay dividends for Inland Southern California, says Reg Javier, San

Bernardino County Workforce & Economic Development deputy executive officer.

As Southern California’s most recent rainstorm was moving into the Inland Empire on Thursday

morning, May 23, San Bernardino Valley Municipal Water District celebrated the completion of

an enhanced recharge project designed to enable the district to capture water from Santa Ana

River during rainstorms, improving the district’s ability to recharge groundwater supply by

80,000 acre-feet a year.

The district hosted its partners Western Municipal Water District and Riverside Public Utilities as

well as other local water agencies for the opening of a new diversion channel and

sedimentation basin constructed south of Seven Oaks Dam and just north of Greenspot Road

last year.

The new sedimentation basin can accommodate up to 500 cubic feet per second.

The $14 million project, completed November 2018, was Phase 1A of the larger Stormwater

Management Project that will enable to the district to recharge the local groundwater with up

to 198,000 acre-feet a year during wet years in additional recharge by capturing previously

unallocated stormwater runo�.

The cities of Highland, Redlands, Loma Linda, Colton, San Bernardino, Rialto, Riverside and

Yucaipa will all bene�t from this new source of clean and cost e�ective water, Headrick said.

The gates are raised at a new diversion channel downstream of the Seven Oaks Dam where water �ows into a newsedimentation pond.

The sedimentation basin is designed to settle and remove sand and debris stirred into the

Santa Ana River by rain events before diverting it into the district’s recharge basins. Previously,

stormwater was allowed to run downstream because the sediment and debris would clog the

recharge basins.

According to SBVMWD General Manager Douglas Headrick, by enabling the district to capture

stormwater the project has created something rare and prized in Southern California, new

water rights.

The district and its project partners spent 19 years sorting those water rights, a task that, when

completed in 2010, launched the stormwater management project. The past nine years were

spent permitting, designing and constructing the project.

“It took years of planning and millions of dollars in studies to get to this point⎯ trying to

determine how to capture the most water from the largest stream in Southern California while

at the same time protecting all downstream uses and the environment,” Headrick said.

Much of the �rst phase was funded by a Prop 84 grant, a grant program speci�cally designed to

help California agencies improve their stormwater capturing capabilities.

Phase 1B is in the design and permitting process and is expected to be completed by 2020.

Once additional phases add new pipelines and additional spreading basins the project will

more than double the district’s recharging capacity.

An environmental wetlands area is also proposed for later phases.

At the Family Fitness Extravaganza! on July 13 from noon to 3 p.m. participants will get to

pedal and mix their own smoothie with fresh fruit on the County’s Public Health

Department’s Smoothie Bike and get active with games and activities in partnership with

the Town of Apple Valley’s Park and Recreation VANtastic mobile recreation van.

On Cosmic Night on August 10 from 8 to 9:30 p.m. participants will get to view the

astronomical wonders of the Mojave’s Desert’ summer skies in partnership with the High

Desert Astronomical Society (HiDAS) based at the Luz Observatory at the Lewis Center for

Educational Research. Telescope viewing takes place outdoors and is weather permitting.

The museum galleries will be open during this event and regular admission applies. The

nonprofit organization will provide telescopes for viewing the desert’s sky in front of the

museum.

The Second Saturdays program runs from noon to 3 p.m. and is included with museum

admission. “Second Saturdays at the Victor Valley Museum” focus on Victor Valley

Museum collections and exhibits, with an emphasis on High Desert cultural and natural

history. Upcoming Second Saturdays at the Victor Valley Museum will include family art-

making activities, rocks and minerals, reptiles, and fossils. 

Second Saturdays at the Victor Valley Museum and the County Museum’s other exciting

events and exhibits reflect the effort by the Board of Supervisors to achieve the

Countywide Vision by celebrating arts, culture, and education in the county, creating

quality of life for residents and visitors.

VIRGINIA BEACH — The resignation email arrived in the morning, and the gunfire started inthe afternoon.

DeWayne Craddock, an engineer who had worked for the City of Virginia Beach for about 15years, notified his superiors on Friday that he intended to quit.

Then at around 4 p.m., he embarked on a rampage in Building No. 2 of the Virginia BeachMunicipal Center, turning its offices and corridors into a battleground. When it was over, 12people lay dead and Mr. Craddock was fatally wounded.

As the authorities on Sunday shared a more detailed accounting of the siege, they alsoacknowledged for the first time that the gunman’s employment had been nearing its end. But theysaid he had not been forced to resign.

James A. Cervera, the police chief in Virginia Beach, said investigators were focused onestablishing what Mr. Craddock’s motives were and whether his job status “had anything to dowith the horrific acts and events that he perpetrated.”

At a news conference on Sunday, Chief Cervera offered a chilling timeline of what happened inBuilding No. 2, the stately 1970s-vintage brick structure where Mr. Craddock opened fire on threefloors and where a small team of police officers rushed to confront an employee who had becomean assailant.

The first urgent calls, the chief said, were received at 4:08 p.m., and less than two minutes laterofficers were outside the building, which over the years had become what he called a“honeycomb” of rooms and passageways. There was no time to consult a blueprint, no time tomap out a strategy. They had to find the gunman.

By 4:18 p.m., the chief said, the officers had located Mr. Craddock, a 40-year-old former soldierwho was armed with two handguns and plenty of ammunition.

A gun battle began.

Mr. Craddock moved through the building, exchanging shots with the officers, including one whowas wounded at about 4:19 p.m. Precisely how many rounds the gunman fired is not yet known,Chief Cervera said on Sunday, but “it was well into the double digits.”

“At one point, the suspect was firing through the door, through the wall at the officers,” the chiefsaid. “And then the firing stopped.”

Mr. Craddock had barricaded himself in a room. The officers, the chief said, were worried aboutan escape and another burst of violence, and made plans to breach the door.

“That’s not an easy decision to make: There’s an individual on the other side of the door, he has agun, he just shot one of your officers,” he said.

They broke in and found Mr. Craddock alive but seriously wounded. Chief Cervera said theofficers tried to save his life, but he died later.

As the police cleared the building, some of the workers who escaped injury had to navigate whatcity officials described as a “horrific” scene.

Eleven city workers were killed in the rampage, one of the deadliest episodes of workplaceviolence in the United States in recent years. The employees, who had collectively worked for theVirginia Beach government for more than 150 years, were LaQuita Brown; Ryan Keith Cox; TaraWelch Gallagher; Mary Louise Gayle; Alexander Mikhail Gusev; Joshua O. Hardy; MichelleLanger, known as Missy; Richard H. Nettleton; Katherine A. Nixon; Christopher Kelly Rapp; andRobert Williams.

Herbert Snelling, a contractor who was at the municipal center to see about a permit, also waskilled.

Local hospitals said on Sunday that four people who were injured in the attack were in criticalcondition. One patient who had been listed in fair condition “had additional surgery and is criticalduring recovery,” Sentara Virginia Beach General Hospital said in a statement.

On Princess Anne Road, near the municipal complex, passing drivers were slowing down to gazeat a growing memorial to the victims, a collection of flowers, cards, balloons and American flags.A set of crosses was installed in the afternoon. A few hundred yards away, F.B.I. agents wereprocessing evidence from Building No. 2, which was still ringed with crime-scene tape.

Much about Mr. Craddock, an engineer who had worked on projects like sewer pipelines andpump station replacements, remained unclear. Members of his family have declined to speakpublicly, but expressed their condolences to victims of the attack and their loved ones in ahandwritten statement posted on the door of a family home.

Although the gunman’s state of mind at the time of the killings remains a mystery, local lawenforcement officials involved with the case believe Mr. Craddock had recently “snapped,”according to three city officials.

In the middle of the rampage, Terry Inman, who worked with Mr. Craddock in the public utilitiesoffice, was trying to find a way out of the second floor of the building when he ran into thegunman, who had his weapon pointed downward.

Mr. Inman said he asked Mr. Craddock: “What are you doing? Stop it, DeWayne!”

Mr. Craddock responded with a blank stare and, after a moment, turned around and walked awaywithout firing, Mr. Inman said. Deeply shaken by the encounter, Mr. Inman then sought safety onan upper floor.

David L. Hansen, the city manager, said at the news conference on Sunday morning that Mr.Craddock’s performance in his city job had been “satisfactory, and he was in good standing in hisdepartment.” Mr. Hansen said that officials were continuing to examine whether co-workers hadraised concerns about Mr. Craddock, but added that he was “not sensing that” there had beenmisgivings about him.

Prodded by questions a few minutes later, Mr. Hansen acknowledged that Mr. Craddock hadnotified the city on Friday morning of his intention to resign. Asked whether Mr. Craddock’s emailhad cited a reason for his resignation, Mr. Hansen said, “We are determining where that letter is.”But he said he did not believe the resignation was connected with any decision about Mr.Craddock’s future position in the government.

Building No. 2 will remain closed indefinitely, Mr. Hansen said. The rest of the municipal center, asprawling complex of more than two dozen buildings, is expected to reopen on Tuesday.

“Our recovery is underway,” Mr. Hansen said. “Our grieving is underway.”

Following Friday's mass shooting in Virginia Beach that ended with at least 13 dead and four

injured, people from all over the world are offering help. 

The city has created a landing page where people can donate to a fund for the victims or

volunteer their time. 

Through United Way South Hampton Roads, the city started a Virginia Beach Tragedy Fund,

which says 100% of the donations will go to the victims affected by the tragedy. 

It's starting off with a big gift: TowneBank announced a $500,000 donation around noon

Saturday, according to spokesman Joel Rubin.

The bank, which will accept checks made out to the fund at any of its branches starting

Monday, is asking that a portion of its donation be earmarked for burial expenses. People can

A local resident also started a certified charity GoFundMe. All of the donations will be

transferred directly to the tragedy fund, said Jenny Perillo, a GoFundMe spokeswoman.

And Volunteer Hampton Roads is helping lead the volunteer effort. The organization posted a

link Saturday asking for people to help. 

"Within the first 15 minutes, we've had over 100 signups and so many emails offering

chaplain and counseling services, comfort and therapy dogs and restaurants offering free

meals," said Stephanie Gorham, the executive director of Volunteer Hampton Roads. "It's

overwhelming. It's amazing." 

She said it's important to go through official channels to offer support instead of just showing

up to the scene, which Gorham said can create confusion and get in the way of officials trying

to do their job. 

She has heard from people throughout the state hoping to chip in. The organization got such

a surge in web traffic its form for volunteering briefly crashed Saturday evening. Gorham

put up a temporary link for those still willing to sign up.

She said the city is not looking for any specific help at this point, and she encouraged

everyone to send in an email indicating their interests and talents. 

"Everyone has unique skills, and they're all needed," she said.

Last week I attended, along with 500 others, the local appearance of conservativef lmmaker Dinesh DeSousa.

In conversation with the organizers it was clear they had to do some convincing toget local venues to host the event. You see, the fear of protestors and ugly behaviorare an effective weapon against unwanted speech.

The Hilton, where the event was held, openly expressed concerns about protestors. None appeared. But the fear of “liberalbacklash and attacks” has made almost all the local organizations who can host a large meeting like mega-churches and VictorValley College give a f at no to anything political.

It’s fascinating that the college, who has a taxpayer-funded large auditorium and a mission to educate, continues to decline tohost political speakers. Their aversion to politics never stops them from campaigning for bond issues occasionally, does it?

The right to free speech is a constitutional guarantee. But if the ability to exercise that speech is continually unavailablebecause of intimidation, fear, ignorance or simple bias does it mean anything?

The newest tactics include violent marches, boycotting businesses or just shouting down people who have a different opinion.You can see it in the letters-to-the-editor in this and every publication.

People with strident points of view abusing another letter writer’s basic intelligence, while never ever supporting theirpositions with reasoned thought. I served on a school board and I still want someone to explain to me how throwing moremoney at education improves outcomes for students?

It doesn’t, but we are too cowardly to admit that the nuclear family with two parents and a stable income are the best solution.

Children with no support system, no direction and no core family values cannot succeed just because their teacher gets a raiseevery year. But we cannot talk about real solutions because they may step on all sorts of sacred cows and undoubtedly will beportrayed as racist, anti-woman, elitist white-privilege babble or the old standby charge of “you’re a Nazi.”

We need speakers who shock us and disagree with the things we accept at facevalue. We need organizations to host controversial people, f lms and topics topromote dialog without the fear of retribution from the PC Police or anyone else.

Those of us who skew conservative don’t live in a bubble. We know we live inCalifornia and are surrounded by those who would rather shout names atopponents than debate the merits of a policy or governing philosophy.

We know we are outgunned by the media, the techies, the entertainment people andmost of those who have a huge voice to reach people. But the alternative to sharingideas, no matter how loathsome to each side, is an inevitable breakdown where ourcurrent acceptance of rude and uncivil behavior morphs into acceptance of violenceto silence opponents.

I repeat my entreaty for those who still have hope for a “United” States to look for ways to promote more speakers and eventsto open people’s minds and hearts to seeing different points of view as a strength and not a battle. That means your Board ofTrustees, Deacons, or whatever body makes the rules for your organization should vote to be open to sharing controversialideas and embrace ideas not in your comfort zone.

Are we all too afraid to let someone have the right to speak? If so, why worry about who is on the Supreme Court? Giving intothat fear means we have let others, with louder voices, make the Constitution obsolete.

Vets Need More Help

Last Thursday, the sixth annual Veterans Resource Fair hosted by Supervisor Robert Lovingood was held at the Town of AppleValley Conference Center.

The Director of the San Bernardino County VA Off ce attended along withCongressman Cook, Lovingood and County Assessor-Recorder Bob Dutton. Wehere in this County have placed a priority on helping homeless Vets and appear tohave done a good job.

What is in desperate need of overhaul is the VA Medical System. I have several closefriends who are caught in the endless waiting game that is the VA Health CareSystem.

A new wrinkle is the “Choice Program” which is supposed to give Vets a chance touse local providers. That’s great for High Desert Vets who live a long way fromLoma Linda or Long Beach VA Hospitals.

The problem is there is very little communication or coordination inside the VA System. One doctor may grant a patientpermission to move to Choice and the next day a bureaucrat denies the referral.

Appointments are cancelled or not scheduled at all. You can wait months for a simple eye exam in California while you canwalk into the clinic in Oklahoma City and be in and out in one hour. In one area of the country you cannot get the one drugprescribed by your VA Doctor, but in another state, you have a choice of two drugs.

Why? The point is, it is time for someone in power who gives a damn about vets to dump this whole system and turn overpayments and care to the private sector or get this system f xed and operating.

Veterans are dying every day across America waiting for a referral to a specialist or specialized testing. Not treatment, just atest.

If a military unit operated as poorly overall as the VA Health Care System, we wouldhave never won a battle, let alone a war. Before you give health care to non-citizensor try to impose this same disastrous system on all of us through “Medicare-for-all”,let’s get veterans health care right f rst, please.

To paraphrase a line from a famous World War II vet, “Ask not what your countrycan give to you, but what it can do for those who have served it.”

JOSHUA TREE — If you have old or unwanted prescription medications, you can now take them to a

drop-box in the lobby of the government center here. It’s a new service that the sheriff’s station and

nonpro�t leaders say could be not only a convenience, but a way to stem the tide of drug addiction.

“A lot of times, young people get started on opioids because they found them in their parents’

medicine cabinets,” said Diana Fox, executive director of Reach Out, the nonpro�t that spearheaded

the box installation.

“That’s how they get hooked, and they go on to harder drugs, especially heroin.”

Reach Out is an Inland Empire charity that was founded to address substance abuse and now also

addresses other community needs like good nutrition. It has sponsored drop boxes in several

communities. The new one in Joshua Tree was introduced with a ribbon-cutting ceremony Thursday.

“Where we have put prescription drop boxes, we have taken over two tons of unwanted prescriptions

off the streets,” Fox said.

“This is one link in the chain needed to �ght opioid addiction.”

While San Bernardino County hasn’t been as devastated by painkiller addiction as some other

regions, it isn’t immune, either. In 2017, 57 people in this county died by overdosing on opioids,

according to the state Department of Public Health.

County emergency rooms reported 259 visits from people suffering from opioid overdoses,

excluding heroin. In a county of roughly 2.1 million people, 1.4 million prescriptions for opioids were

written in 2017.

“That kind of gives you the idea of how pervasive it is and the uphill battle we’re starting on,” Fox

said.

She admitted she once had a family member living with her who was stealing her old prescription

drugs. “I had no idea it was happening,” Fox said. “I was unknowingly feeding her addiction.”

She urges everyone to monitor their prescription pills and get rid of them as soon as they’re not

needed.

Capt. Trevis Newport, commander of the Morongo Basin sheriff’s station, said the drop-box is a good

start toward preventing drug abuse.

“The source of most of our problems here is drug addiction,” Newport said. “This is one step toward

clearing that issue up.”

The drugs will be incinerated at another location. The sheriff’s station takes care of monitoring and

transporting them.

When Norton Air Force Base closed its doors in 1994, many of myneighbors were suddenly left without work as the unemployment ratedoubled. Families throughout San Bernardino County were sufferingfrom this unexpected economic downfall.

Efforts to turn the base into a working airport would take several years tomaterialize.

It wasn’t until 2002 that the San Bernardino International Airport began tosee activity and a new opportunity arose. Hillwood and the Inland ValleyDevelopment Agency, a joint powers authority among the county of SanBernardino and the cities of San Bernardino, Colton and Loma Linda,partnered to create AllianceCalifornia to revitalize the old Norton AirForce Base.

By creating 12,000 local, well-paying jobs and $2 billion dollars ineconomic output to the area, AllianceCalifornia has transformed SanBernardino County for the better.

Montclair’s two-year ban on the growth, sales or delivery of marijuana inthe city may be coming to an end. But there are two very different visionsof what comes next.

In 2017, the City Council voted to ban all commercial cannabis activity inthe city. That didn’t stop illegal dispensaries from coming into the city,officials say.

“Just because we have a ban doesn’t mean that they’re not here,” CityManager Edward Starr told the council Thursday night at a specialworkshop meeting. “Despite our best efforts, they continue to propagate.”

Thirty dispensaries have been closed in the city since 2010, according toStarr. The closure process takes six months to a year, he said, and thendispensaries pop up in a new location.

“We had one across the street from City Hall, next to the post office,” hesaid. “We shut them down and, guess what, they’re back open again.”

So, two years after the City Council approved a ban, they’re nowreconsidering.

Starr presented the City Council with a trio of proposed changes to cityordinances, which could be voted on later this summer. They wouldrepeal the city’s existing marijuana ban; create regulations for

commercial cannabis activities; and prohibit smoking in public — of bothcannabis and tobacco products.

Under the proposal, licensed retailers would pay a 5% annual franchisefee.

Gabe Fondario, a code enforcement supervisor for the city, is not excitedabout the prospect of legalized marijuana.

The illegal dispensaries “just run amok,” Fondario said. “There’s nocontrol on them whatsoever.” But he said he believes legalizingmarijuana in the city is necessary. Legal businesses will help police themarket, he said, and cut demand for black market marijuana.

“We need the legal ones here,” Fondario said. “We’re getting our buttskicked out there.”

Adding to the pressure: Hours before Thursday’s meeting, the city waspresented with a notice of an intent to circulate a ballot petition.

According to city officials, the “Montclair Freedom of Choice CannabisInitiative” is backed by illegal marijuana businesses in and around thecity. The petitioner, Cody Lowe of Montclair, could not be reached Fridayfor comment. His lawyer, Los Angeles-based attorney Bradley Hertz, didnot respond to requests for comment Friday afternoon.

The proposed ballot initiative is different than the measures proposed bystaff.

The initiative would cap tax revenue from commercial cannabisbusinesses at $10,000 a year. That’s less than it would cost to regulatethem, according to Starr. It would also repeal Montclair’s existingrestrictions but only require commercial cannabis businesses be 250 feetapart.

Ordinances created by ballot proposition can only be changed by otherpropositions. The City Council would have no ability to change the newrules.

“If the voters adopt (the initiative), marijuana can go anywhere inMontclair,” Mayor John Dutrey said Thursday night. “There’s norequirements about background checks or criminal checks,” which thecity staff’s proposal includes.

To get on the ballot, petition gatherers need 796 valid signatures — 10percent of the 7,955 Montclair voters who voted for governor in the 2018election.

As of Feb. 10, Montclair had 14,758 registered voters, according to theCalifornia Secretary of State’s office. And most Montclair voters supportlegal marijuana: 53 percent of them voted in favor of 2016’s Proposition64, which legalized recreational marijuana in California.

If petition gatherers collect enough valid signatures, the City Council willhave to call a special election.

“I don’t think we have a whole lot of time,” Dutrey said.

VICTORVILLE — The city’s general fund will likely see a $1.8 million surplusand city employees’ wages increased, according to city manager Keith Metzler.

The findings were presented during a workshop held on May 14 for city staffand the council to plan the budget for fiscal year 2019-2020.

Based on projected estimates, Metzler said $1 million of the surplus would comefrom Victorville Municipal Utilities Services’ repayment of a loan.

VMUS provides electrical service for commercial and industrial customers atFoxborough Industrial Park and Southern California Logistics Airport.

According to Metzler, $17.8 million was taken from the general fund to loan toVMUS for start-up costs.

City staff recommended the $1 million be used to bolster reserve funds.

The remaining $800,000 would be budgeted for projects at the discretion of thecity council.

City employees will also likely see a 10% bump in their paychecks if an end to afurlough is approved.

The decision would increase certain employees work hours from 36 to 40 hoursper week. It is unknown whether this would mean city hall would be open onFridays.

Metzler said he would base his recommendation on both employee feedback andon what would provide the “best customer experience.”

The city is expected to increase revenues from SCLA by leasing 100% of itsavailable buildings space. Fiscal year 2018-2019 saw an occupancy rate of almost90%.

SCLA already leases to such companies as Boeing, General Atomics AeronauticalSystems, and Virgin Orbit.

The projected budget for the resurrected Victorville Fire Department is about$600,000 less than it was when the city contracted with San Bernardino CountyFire Department, according to Deputy City Manager George Harris II.

Harris said the fire department budget includes $750,000 for capitalexpenditures/improvements that was not available under county. Two Type-1fire engines are being built for the department and two existing engines will berefurbished.

The budget for law enforcement, which has increased steadily over the pastcouple years, will continue the same pattern. The city’s upcoming contract withthe San Bernardino County Sheriff’s Department already includes a 2% increaserelated to vehicles, maintenance and fuel.

Metzler said he expects it will go up further after negotiations between theCounty and the Sheriff’s union — which is advocating for wage increases — arefinished.

“We’ve padded (the budget) by $500,000 to have some kind of cushion to absorbanticipated increase,” he said.

Bank of America pulling out of Yucca ValleyATMS will remain, company says

YUCCA VALLEY — The Bank of America in Yucca Valley, the Morongo Basin’s only remaining Bank of

America branch, will close Sept. 10, customers learned in email notices Friday.

“The decision to close a �nancial center is never an easy one, and this one is driven primarily by a

decline in transactions as customers increasingly do their traditional banking outside of �nancial

centers,” corporate spokeswoman Colleen Haggerty told the Hi-Desert Star Friday.

Haggerty said the ATMs will remain at the building.

She would not disclose how many people work at the branch. They will not be automatically

transferred, but Haggerty said, “They will offered the opportunity to apply for similar open roles

within the company or severance packages.”

Bank of America and other �nancial companies have been closing branches across the country as

more customers go online. For almost a year, according to the company’s reports, customers have

been making more deposits on their mobile devices than at branches.

CNN Business reported Bank of America has closed more than 1,700 branches in the last decade.

Between 2017 and 2018, Bank of America closed 131 branches.

Bank of America reported Thursday that it has more than 37 million digital clients, including more

than 27 million active users of its mobile app.

During the �rst quarter of 2019, clients logged into the Bank of America mobile app 1.5 billion times

and deposited 34 million checks via mobile, according to the corporate o�ce.

The corporation joined with other major banks, including Wells Fargo and Chase, to offer a digital

payment service called Zelle as it ramped up its digital services while tapering off its physical

presence in communities.

Other banks are following suit. Wells Fargo announced last year it would close 800 branches by

2020. Wells Fargo is bolstering its digital offerings, but it also faces billions in legal bills over recent

scandals.

Bank of America pulled out its automated teller machines in Twentynine Palms in January to make

way for a Starbucks, advising customers to travel to Yucca Valley to bank.

Haggerty told the Desert Trail in January that Bank of America was looking for a new location for its

ATMs.

A ri�e, shotgun and ammunition were stolen from a SanBernardino County Sheriff’s Department patrol carearlier this week, authorities said Friday.

The department announced the theft in a news release inthe days after the incident.

A sheriff’s deputy discovered the �rearms were stolenfrom the marked patrol car parked at the department’sheadquarters, located at 655 E. Third Street in SanBernardino, around 7 a.m. on Wednesday, according toauthorities. Meanwhile, the thief remains at large.

Investigators later determined the guns were stolen some time between 7 a.m. on Monday and around thatsame time on Wednesday, authorities said. They believe someone pried open the driver’s door, got insidethe car and then pried open the weapons mounting system to remove the ri�e, shotgun and ammunition.

The car and surrounding area has been processed for forensic evidence, authorities said. The departmentwould not release any surveillance video of the incident as of Friday afternoon.

Just days earlier, in Los Angeles County, authorities announced a Montebello Police Department patrolvehicle was stolen with a loaded AR-15 ri�e and two shotguns inside.

VICTORVILLE — A staff member at the Federal Correctional Institution herewas assaulted early Friday in an incident that brought an ongoing lockdown tothe facility, according to Federal Bureau of Prisons officials.

Shortly before 8:30 a.m. Friday, an inmate being held at FCI-I physicallyassaulted the staff member, according to a Bureau of Prisons statement that didnot identify those involved.

Other staff members responded to the incident and secured the area. One otherstaff member suffered minor injuries while responding, the statement showed.Both staffers were treated at the institution. They required no outside medicalattention.

No inmates were hurt during the incident, according to the statement. Theinmates were returned to their housing units, and the institution has been placedon a limited operational status since.

The Federal Bureau of Investigation was notified of the assault. The public wasnot in danger as a result of the incident, according to the statement.

FCI-I is a medium-security facility. It houses houses 1,383 male offenders.

Outdoor burn permits in Riverside and San Bernardino countieswill be suspended until further notice due to growing fire danger,officials said Sunday.

The burning of branches, leaves and all outdoor landscape debriswill be prohibited beginning Monday, June 3 in those areas untilfurther notice, except in incorporated cities, Cal Fire officials fromRiverside and San Bernardino counties said in separatestatements. The orders were issued in response to hot, dryconditions expected in coming weeks and an abundance of grassthat has dried into a ready source of fuel for wildfires.

“Although winter and spring rains were plentiful, fire dangeralways lurks as the grasses that these rains produced have begunto dry out, creating a fire hazard. We strongly encourage allRiverside County residents to harden your home and propertyagainst wildland fires. Please comply with the implemented openburning suspension. They are put in place for you, the public andour firefighters safety,” Cal Fire/Riverside County Fire ChiefShawn C. Newman said in a statement.

The use of campfires will be restricted to within establishedcampfire facilities located in established campgrounds open to thepublic. Warming and cooking fires will be allowed, but will requirean on-site inspection prior to the issuance of a permit when

In Riverside county, agricultural burning in the Palo Verde Valleyand Coachella Valley will be authorized as required for agriculturalrehabilitation.

State rangers or other authorized agents of the director of Forestryand Fire Protection may issue restricted temporary burningpermits whenever it can be shown that burning or use of open fireis essential for reasons of public health, safety, or welfare.

Crews across the state have already responded to over 950wildfires since Jan. 1, Cal Fire officials said.

“While outdoor burning of landscape debris by homeowners is nolonger allowed, Cal Fire is asking residents to ensure that they areprepared for wildfires by maintaining a minimum of 100 feet ofdefensible space around every home and building on theirproperty,” the agency said in a statement.

The following tips wereoffered by firefightingofficials:

— Clear all dead and ordying vegetation 100feet from around allstructures

— Landscape with fireresistant/droughttolerant plants

— Find alternativeways to dispose of alllandscape debris; suchas chipping or hauling it

to a biomass energy or green waste facility

A magnitude 3.3 earthquake was felt in parts of Southern California on Sundayafternoon, one in a series of quakes to hit the Riverside County area.

The latest quake occurred about 4:36 p.m. and was centered on Glen Avon, south ofFontana.

According to the U.S. Geological Survey, it was felt across swaths of the InlandEmpire, a region that has had hundreds of small quakes over the weekend,including one that registered a magnitude 3.1.

It has been almost five years since California experienced its last earthquake ofmagnitude 6 or stronger. But scientists say the calm period will end, with warningsabout seismic dangers ranging from the Big One on the San Andreas fault tocatastrophes that could come from lesser-known faults, such as Hayward orNewport-Inglewood.

Researchers also recently discovered that the state has experienced 10 times moreearthquakes than previously known. They documented 1.8 million earthquakes inSouthern California over the last decade, the vast majority so small that they hadbeen undetectable to computing systems. Previously, only 180,000 earthquakeswere on record for the last 10 years.

Scientists are now better able to identify previously undiscovered faults, detectpatterns of moving earthquake swarms — like the one in Riverside County — andidentify faint clusters of foreshocks that occur before a larger earthquake.

Firefighters quickly extinguished a brush fire that burned about five acresin San Bernardino, near Borea Canyon, on Sunday evening, June 2.

Multiple callers initially reported seeing the fire near the intersection ofDel Rosa Avenue and East Date Street, near the 210 Freeway, at about6:31 p.m., San Bernardino County Fire Battalion Chief Mike McClintocksaid. Responding firefighters located smoke further north and foundabout one acre burning along a hill near Daley Canyon Road andChiquita Lane.

The fire did not endanger any homes or structures. However, it was nearenough fuel to potentially burn as much as 100 acres on the edge of theSan Bernardino National Forest, McClintock said.

“It was definitely a close call,” he said.”The June gloom helped us outthis time. Thankfully, we had mild conditions.”

The California Highway Patrol is investigating a single-vehicle crash justwest of Big Bear that left one man dead.

Officials said the crash happened at around 4 p.m. when a 19-year-oldBig Bear Lake resident was driving a 2017 Ford Fiesta north on Highway18, just south of the Snow Valley Mountain Resort.

The man lost control of the car and went onto the right shoulder ofHighway 18 before leaving the road and crashing into a tree, accordingto the CHP. The car came to a stop in a parking lot.

The good news is that two trash-strewn downtown Los Angeles streets I wrote about lastweek were cleaned up by city work crews and have been kept that way, as of this writing.

The bad news is that I didn’t have to travel far to find more streets just as badly fouled byfilthy mounds of junk and stinking, rotting food.

Is it the 21st century in the largest city of a state that ranks among the world’s mostrobust economies, or did someone turn back the calendar a few hundred years?

We’ve got thousands of people huddled on the streets, many of them withering away withphysical and mental disease. Sidewalks have disappeared, hidden by tents and the kindsof makeshift shanties you see in Third World places. Typhoid and typhus are in the news,and an army of rodents is on the move.

Los Angeles Times columnist Steve Lopez roams greater L.A. with Times photographer Francine Orr and videographer Albert Lee anddescribes a scene of despair among the homeless.

On Thursday I saw a county health inspector on rat patrol between 7th and 8th streets onskid row. He was carrying a clipboard and said he had found droppings and otherevidence of rodents, and I asked where:

“Everywhere,” he said.

Well, it’s nice to know somebody is doing something, but you don’t need a clipboard. I’veseen so many rats the last two weeks in downtown Los Angeles, I have to suspect they’replotting a takeover of City Hall, which vermin infiltrated last year.

The city of Los Angeles has become a giant trash receptacle. It used to be that illegaldumpers were a little more discreet, tossing their refuse in fields and gullies and remoteoutposts.

Now city streets are treated like dumpsters, or even toilets — on Thursday, the 1600block of Santee Street was cordoned off after someone dumped a fat load of poop in thestreet. I’m not sure when any of this became the norm, but it must have something to dowith the knowledge that you can get away with it. Every time sanitation crews knockdown one mess, another dumpsite springs up nearby.

You wanna take a tour with me of how things looked Wednesday and Thursday?

OK, the shovels were still out on Crocker Street, which was looking pretty good, so I wentover to East 10th Street and Naomi Avenue, several blocks away, near the Coca-Coladistribution center.

The north side of 10th Street looked like a landfill. Trash was scattered in the street andon the sidewalk, and there was a little bit of everything. Splintered lumber, metal poles,soiled blankets and clothing, a sofa, buckets, boxes.

“Trucks come by and run over the trash,” said Ron Riego, 60, who lives under a tarp onthe corner and pointed out where some of the debris has been flattened by traffic.

Riego said he was just back from the hospital, where he was treated for congestive heartfailure and water on the lungs. On returning to his tarp, he discovered that someone hadset fire to some of his belongings. Now he was sorting through his things to see what wassalvageable, and planning to move a few feet to the west.

“Rats chased me out,” he said, so he was surrendering his lean-to to the rodents.

“Someone came by in the middle of the night and dropped all those bags,” Riego said,telling me such dumps were common. “I looked out and saw a nice new white pickuptruck stop and toss everything, then he took off,” he said.

The bags, some of which were split open, contained spoiled fruit and trimmings frompineapples and mangoes. That part of town has a lot of produce wholesalers, and it’s nosecret that some of the illegal dumping is done by local merchants and customers. Nor isit any secret that food scraps attract rats.

At East 16th Street and Compton Avenue, just south of the 10 Freeway, trash billowed atthe corner and tapered gradually to the east along a building tagged with graffiti. Thedebris included boxes, bulging trash bags and a crushed Lime scooter. The centerpiecewas a heaping shopping cart.

I saw a few encampments nearby and standing, murky green water in the gutters. Werethe drains clogged with trash? Is a water or sewer line leaking? You just never know, andyou almost don’t want to think about it. I go through a lot of antibacterial wipes after aday here, and I take my shoes off before I enter my house. It’s horrifying to think abouthow many people live in the middle of all that muck.

I went back to 16th and Compton the next day to find a city crew cleaning up the mess,and I spoke to James Campbell, who runs the uniform rental company on that corner.

“I call the city and they usually come within a week, but then it’s always piled right backup again,” said Campbell.

“I don’t even like stepping out here because of the needles,” said Campbell, who told mehe cringes when customers come to his office and witness what’s at his doorstep.

Yes, but it’s not Campbell who should be embarrassed. It’s L.A. Mayor Eric Garcetti andthe 15 members of the City Council who run the city and have not responded with theurgency necessary to deal with the homelessness and trash problems that plague LosAngeles.

They alone did not create the social and economic woes that have contributed to the city’smajor problems, and it’s not as if they’ve been completely unresponsive. About 27,000people were housed last year, for instance. But even more people have ended up in theircars and on streets and riverbeds, and taxpayers are right to wonder why City Hall keepslosing its most important battles.

When I called Councilman Jose Huizar’s office about the trash piled on Ceres Avenue, astaffer told me issues like that are complaint-driven, and if no one has called, the officemight not know the problem exists.

What, they don’t have eyes?

Look, I know Huizar might be a little distracted, given that the FBI has hauled recordsout of his home and office as part of a City Hall corruption probe, and the councilmanhas other legal problems too.

But council districts have as many as two dozen employees and in times of crisis theyought to have more than a few of them in the field, spotting and solving problems, andcracking down on illegal dumpers. Not just with citations, but with handcuffs, perp walksand mandatory trash pickup duty.

The city has thousands of workers on the streets every day writing tickets, fixingpotholes, driving trash trucks. Every one of them ought to be reporting issues they see ontheir rounds.

The crews that clean the streets of that BID are homeless or formerly so, and they’reemployed by the nonprofit Chrysalis, which tries to get them all housed and self-supporting. James Blackwell, for instance, supervises Lopez’s crew and told me he justmoved into his own place.

It’s a terrific program — clean the streets and get people off the streets at the same time.Chrysalis staffs 16 BIDs in L.A. and 10 Caltrans crews, and would like to do more. But anexpansion proposal has gotten bottled up at City Hall. Stay tuned for more on that in thenear future.

Meanwhile, let’s keep the pressure on City Hall.

I drove a little farther south Thursday and found a monumental dumpsite at East 25thStreet and Long Beach Avenue along the railroad tracks. I took photos during my surveyto share with City Hall, and I’d like you to do the same.

Many hands make light work, as the adage goes. In Madera County, a decision to create a Public

Information Team from current staff rather than hire a single public information offcer has led to

better customer service and storytelling in this rural, Central Valley County.

In early 2017, a county Management Workshop identifed the need to expand communication

outreach efforts, increase transparency and be more active on social media. “We asked ourselves,

how can we best tell the Madera County story, how can we engage the public and how can we be

transparent?” explains Adrienne Calip, Deputy CAO, Human Resources & Operations and lead of the

Madera County Public Information Team.

“We felt like perhaps one PIO could not do the job that fv e could, so we felt this was something

new and innovative to try,” says Melisa DaSilva, Chief of Staff for Supervisor Brett Frazier. “There

are fnancial adv antages to the team approach, but more importantly it follows our mission, our

vision and core values.”

Madera County’s Public Information Team approach includes the Human Resources Division,

Information Technology (IT) and the chiefs of staff for all fv e county supervisors. Every Monday

morning, Calip leads a team meeting to identify, strategize and schedule social media and news

releases for the county.

“The chiefs of staff do a lot of the work behind the scenes,” says Calip. “They work with

departmental representatives to get information about the events the departments have going on.

We try to be up front about our services and what we offer to the community”

IT has an important seat at the Public Information Team table, too. “We provide the technology and

the platform to support the business need to empower the Public Information Team to deliver

messages to the constituents. We’re talking about Hootsuite, Twitter, the website, digital signage in

the lobby, even the connections to reach the technology,” says Tania Say, Chief Information Offcer.

“From the very start; IT had the seat at the table. We helped developed the policies, we went

through a county rebranding, we redid the website as a team. We knew exactly what their business

goals were, so technology was easy to align to meet those goals. “

But as any scholar of communication knows, information fows in two dir ections. Not only is the

Madera County Information Team tasked with pushing out information, but responding to inquires

or comments on social media too.

“When we receive feedback, comments or questions from the public, I assign the comments to one

of the chiefs of staff and they respond,” explains Calip. “And what we’ve found is that the public

they’re so grateful when they see a response from us.”

From the Public Information Team’s inception in 2017 to Spring of 2019, followers on Madera

County social media channels have doubled, and the feedback has been resoundingly positive.

“It’s great to see the positive interaction between the constituents and social media,” said Say.

There’s a Simple Explanation for RacialDisparities in Terrorism Prosecutions:RacismWhether authorities classify an act as “terrorist” depends almost entirely on whocarries it out, not what they did.

Terrorist attacks by white supremacists have been on the rise. But federal law enforcement agencies aren’tsimply failing to respond. In many cases, they’re failing to event count white supremacist attacks as such.

Two recent congressional hearings — one on the rise of domestic terrorism and the other on whitesupremacy — gave the impression that there was a lack of resources to blame, particularly when it comesto which acts are considered “hate crimes” and which are “terrorist attacks.”

Yet throughout the hearing, it felt like the distinction between the two was essentially a matter of whocommitted the crime, not what the crime was. While violence by Muslims is almost automatically labeled“terrorist,” similar violence by politically motivated white supremacists seldom gets the same treatment.

In short, rather than applying justice in a manner that’s colorblind, the FBI has done the exact opposite.That’s racist, and it’s high time we called the FBI out for it.

Rather than acting as bystanders or adjudicating violence rooted in racism, state institutions are often thevery ones creating a climate ripe for these abuses to happen in the first place. Instead of simply failing toprosecute white supremacy, all too often the white supremacy is emanating from within the government.

Resources or Racism?

In his opening remarks at the hearing on white supremacy, Rep. Jamie Raskin (D-MD) noted that federalagencies were often quick to label violence by Muslims as “terrorist” acts. Yet, he continued:

The FBI did not call the deadly white supremacist attacks and mass shooting at the MotherEmanuel AME Church in Charleston or the Tree of Life synagogue domestic terrorism. It didnot call the deadly violence that took place in Charlottesville domestic terrorism. But whynot?

Surely [the disparity] cannot be because the perpetrators in San Bernardino County, SyedRizwan Farook and Tashfeen Malik, were non-white Muslims, and that the perpetrator inOrlando, Florida, Omar Mateen, was a non-white Muslim, while the murderers inCharleston, Pittsburgh, and Charlottesville were Dylann Roof, Robert Gregory Bower, andJames Alex Fields — all white males.

Raskin’s remarks posit a seemingly rhetorical question: What accounts for the difference in thecategorization of these crimes? The answer is left relatively open-ended, but there’s only one rationalexplanation for how differentiating between these seemingly similar crimes could be so complicated:racism. And few seem willing to call that out.

The hearing on domestic terrorism highlighted another discrepancy in how time and resources are spenton international terrorism versus domestic terrorism: 80 percent of resources are spent on the formercompared to just 20 percent on the latter. In other words, while Americans are more likely to be killed indomestic terror attacks increasingly perpetrated by far-right white supremacists, law enforcementagencies are investing four times as many resources on overseas threats supposedly posed by Muslims.

To others, the cause of the discrepancy is a simple resource issue. For example, Rep. Chip Roy (R-TX), aformer prosecutor, stated:

Of course, perspective is important when there were 17,000 murders in the United States in2017. So we’ve got a resource issue. We’ve got state and local and federal resources thatwe’ve got to manage, and it is important that we keep in mind and perspective our focus onextremism.

In the hearing on domestic terrorism a week earlier, Rep. Bennie Thompson (D-MS) echoed a similarsentiment in trying to explain why data on domestic terrorism has not been made available since 2005:

In terms of what, you know, uh, one of the things I want to do, uh, as a takeaway from thishearing, uh, as I indicated in my opening statement is that, uh, if it’s a resource issue for thedepartment that you can’t produce this information, then we need to make those resources.

Though the witness in question — Deputy Assistant Attorney General Brad Wiegmann — answered thatresources were not the issue, this nevertheless carried over into the following week’s hearing on whitesupremacy.

“I Don’t Forgive Him”

This points to a larger issue within the U.S. government: the failure to deal with root causes. Thus, whitenationalists are equated with Black individuals who commit anti-police violent crimes — the first rootedin racism and the second, often, in self-defense.

Behind these numbers are the stories of actual victims — such as Susan Bro, the mother of Heather Heyer,who was killed by a neo-Nazi in Charlottesville, an act deemed a hate crime rather than a terrorist attack.

Bro was a witness at the white supremacy hearing. When I interviewed her, Bro expressed concern on thelack of clarity regarding the designation of such violence. “To me when a white supremacist, neo-Nazi,KKK [sympathizer] commits hate crimes, they are doing it to incite terror,” she said. “And to me that’s thevery definition of domestic terrorism.” (Still, “either way my daughter is dead,” she lamented.)

Bro acknowledged the discrepancy in how Muslims are often treated when it comes to these designations.When I asked her what the solution would be, she told me, “I think there needs to be some training aswell, but you’ve got to have the training by people who know what they’re doing. And previously we wouldhave thought the FBI would be the trainers, and so I’m left wondering who exactly would be training theFBI then. But you know, they’ve got to be made to understand that their work is definitely showing a trendin bias.”

While many continue to be victimized by violence rooted in racism, regardless of its categorization, manywill continue speaking out. This includes Bro, who started a foundation in honor of her daughter Heather.When asked by Heather’s father if she wanted to join him in receiving a forgiveness award, she told me, “I
