1. INTRODUCTION
Hashoo Group and Hashoo Foundation (HF) initiated the Sahara Fund Programme to provide
relief and rehabilitation to those affected by the Marriott Hotel Islamabad bomb blast of
September 20, 2008, which killed at least 54 and injured more than 266 people.
The management of Hashoo Group and Hashoo Foundation took immediate action by devising a
concrete plan for relief and rehabilitation of the victims. These efforts were coordinated and
executed within the overall relief and rehabilitation plan in collaboration with governmental,
non-governmental and international donors. Under the Sahara Fund Programme plan, a
mechanism for fund disbursement was prepared, which ultimately provided medical, financial
and educational assistance to 65 families since 2009. Each familys position has been evaluated
in an attempt to abet a return to the same family income level as before the explosion. Specific
policies and procedures have been developed by the Social Welfare department of Hashoo
Foundation for the recipients of the affected families to collect disbursement from the Sahara
Fund. Based on individual interviews with family members and thorough review of number of
dependents and level of poverty, distinct groups have been created to assist families in
accordance with their needs. These groups are then used to categorize recipients.
The categories of victims were grouped under the following categories:
A. Deceased hotel staff.
B. Deceased outsiders.
C. Injured staff with disabilities.
D. Injured outsiders with disabilities.

2. RELIEF AND REHABILITATION
Hashoo Foundation took the following relief and rehabilitation measures immediately after the
tragic incident:
1. Hashoo Foundation supported all affected staff and outsiders in terms of medical treatment in
government as well as in the best private hospitals.
2. Hashoo Foundation provided transport to injured staff and outsiders from Islamabad to their
homes in remote areas.
3. Hashoo Foundation developed a support system for the families of the affected staff and
outsiders who died and to those who became disabled and are unable to work.
The relief and rehabilitation measures were taken as per the criteria executed as followings:
A. Nature of disability and severity of injury of the staff and outsiders.
B. Number of dependents and economic condition of the family in terms of family size and a
reliable source of income.
C. Extent of families needs.

4. ACHIEVEMENTS
- 1 Beneficiary was given a lump sum amount to initiate a small business and he has beenrunning the business successfully.

1 Female beneficiary was given skills training in Graphic Design. She is working as a
Graphic Designer in a private company..
- Data of beneficiaries relating to their childrens education level has been updated in MIS(Management Information System) after getting back the data update forms from each
beneficiary.
- 2 Children completed their Master degree.

Based on the current updated beneficiaries profiles, 107 children of the beneficiaries are
school going (Nursery to Matric/O-Level), 14 are attending college (Intermediate Part I-
II/ A- Level), and 25 are university going (Bachelor and Master Level).
- 2 Women beneficiaries trained in Marble Mosaic Art/work last year are currentlyengaged in small businesses out of their homes.
- Currently 42 out of 65 families are getting their monthly stipend.

8. PROGRESS
Social Welfare Programme (SWP) team periodically conducts assessment of the Sahara Fund
beneficiaries. The prime objectives of the assessments are to evaluate the effectiveness of the
Programme and to measure the impact of the financial assistance on the lives of the beneficiaries.
Recently, all the educational status of the children of the beneficiaries were collected through
posting data form/feedback sheet to each beneficiary separately. After getting back the data form
from the beneficiaries, family and children profiles have been updated in MIS (Management
Information System). One of the female beneficiaries has been supported for skill training in
Graphic Designing and she has got a job in a private company as Graphic Designer. She is now
earning a decent income. Another beneficiary was supported in setting up small business in auto
repairing shop and the beneficiary has been running the business successfully.
Two women beneficiaries who had been supported by the Foundation in setting up home based
small level business, followed by training in Marble Mosaic Work/Art are making different kinds
of Mosaic art/decorated pieces at their homes. Few of their Mosaic art products have been sold in
fair prices. During Social Welfare Programme (SWP) Team follow up, it was observed that they
both need more marketing strategies to boost up their business.

9. SUCCESS STORY
Aqib Nawaz belongs to a poor family of Kohat district. His father (M. Nawaz) was working at
Phoenix security service and was on duty near the Marriott Hotel Islamabad on 20 September
2008. In the tragic incident of Marriot Hotel bomb blast, his father died leaving behind five
dependents.

The Foundation has been helping out the poor family for the last four years with monthlyfinancial assistance of Rs. 5500/-. The Foundation does not only support the poor in
emergencies but also believes in taking long term and self-sustained initiatives to its potential
beneficiaries. Social Welfare Programme Team (SWP) keeps identifying potential beneficiary
through follow up visits for self-sustained initiatives/small business.

Aqib was found a potential beneficiary to start a small level business as he had auto
mobile/repairing skill. SWP team motivated the family to initiate a small-scale business relating
to auto repairing shop. SWP team prepared the business plan and supported the poor family with
a lump sum amount to start the proposed business instead of a monthly financial assistance.

At present, the business is being run smoothly with net monthly profit of Rs. 12,000/-which is
double than the monthly financial assistance from the Foundation to the poor family.
