Safety for us at Metsä Board Husum is as important for our visitors as for our own employees. We have a zero tolerance in respect of accidents. A condition for our success in this is that you follow the applicable safety regulations, and use the prescribed safety equipment.

We are constantly striving to improve ourselves and appreciate you reporting any possible opportunities for improvement that you see and hear.

Remember that there’s always time to take the safest alternative!

The Duty to ReportAll visitors and contractors must report to Security / Reception. Contractors must bring their own helmet and hi-vis vest. The Guardhouse has safety helmets and hi-vis vests for the use of visitors and guided tours. The presence of visitors and guided tours must be reported to the shift leader.

Prior to starting maintenance work in a process department you must always report to the control room. It is important that you report when leaving the area, if even only for a short while. All personnel have a duty to report when they are the vicinity of the recovery boiler. Contractors must provide contact details for contact persons, as well as a comprehensive personnel manifest to their contact person at Metsä Board.

AccessTo gain access to Husum’s factory area a pass card (contractors) or a personal badge (visitors) are required. If you have to bring a vehicle in, a vehicle pass is required.

Your pass card and vehicle pass can be obtained through the Guardhouse on arrival, and must be returned there when your job/visit has been completed.

It is important that you report to your principal/supervisor if you leave the area, even if only for a short while.

Loading/unloading of bulky material, such as tool boxes and heavy machinery is carried out by internal transportation services. They are available Monday-Friday 07.00 – 16.00, tel: 183 00. Deliveries outside normal working hours must be pre-advised and unloading assistance must be agreed on in advance. Talk to your contact person concerning numbers of containers and size.

All technical equipment brought in and used on-site must comply with applicable laws, directives and regulations.

GENERAL REGULATIONS

Access - GuardhouseThe Guardhouse is manned round the clock and monitors movements passing in and out. CCTV is in operation around the gates and objects in the outer areas.The Guardhouse additionally functions as a communications centre in the case of emergencies such as accidents, fire and discharges.

TrafficCar parking is normally outside the factory’s fenced boundary. A special access permit is required to enter and park inside the area. The Guardhouse will indicate the all-clear signal to pass through. Parking is only allowed in the marked parking positions (P). National traffic regulations apply within the factory area. The speed limit is 30 km/h.

All unauthorized traffic in the wood area and chemical area is forbidden.Transport using trucks or other vehicles occurs within the industrial area and also inside the factory premises. Be aware of this and remember that the driver often has limited visibility. Always use the marked-out pedestrian routes when you’re walking about.

The harbour area and Biological waste water treatment plantThe ISPS code applies inside the harbour area. Only authorized personnel are allowed to be there; they must be able to show ID and prove why they are there. There is a general ban on visitors at the Biological waste water treatment plant. Gas mask type P3 must be used within the area.

Mobile phones and photography.Mobile phones Mobile phones are allowed within the area, with the exception of the zone-classed ATEX areas. Mobile phones are to be used with caution in the vicinity of control cabinets and electronic equipment such as sensors, guard valves.etc.

PhotographyThere is a general ban on photography within the entire factory area unless you a special permit. Application for the above is made via the contact person.

Alcohol, drugs and smokingThe importation and use of alcohol and drugs at the workplace is forbidden. Persons who are under the influence of alcohol and/or drugs are not allowed on the premises. Drug testing is in operation.There is a general ban on smoking, with the exception of within the marked smoking areas.If a person is suspected of being under the influence of alcohol or drugs, the matter must be reported to the management or the work-site Health & Safety

representative, or to the company they belong to. Security are empowered to conduct tests if there is suspicion of someone being under the influence of alcohol or drugs.

Keeping good orderIn order to prevent damage or fire it is important to keep good order in the workplace. Waste in the form of garbage, material waste, packaging and other combustible materials shall be removed as soon as possible. Any spillage of oil or chemicals must be cleared up immediately. Contractors are charged with the responsibility of tidying up and cleaning following the conclusion of their work.

Sorting wasteIn the industrial area there are different coloured containers for sorting waste. They are marked with text stating what may be put in each of the containers.

Husum’s factory is constantly working to improve safety in the departments, and has a zero tolerance for accidents. Everyone’s commitment is needed In order to achieve this, You and I are important!

ResponsibilityEmployees and external personnel at Metsä Board Husum are responsible for following the safety regulations and instructions. The coordination responsibility at Husum’s factory is held by Metsä Board, and those individuals to whom the responsibility has been delegated. The main task is to ensure that the safety work is coordinated, indicate risks and enable well-planned work on safety.

Special regulations for coordination are in force concerning workplaces at building sites and plants.

The coordination responsibility does not release the individual employer from his responsibility for his own employees.

The employee is responsible for following the regulations and instructions concerning safety.Sub-contractors engaged by contractors shall be given the necessary information by the contractor engaging them for the job in question.

The working environment engineer has an advisory function in safety matters at the workplace, as do those in charge of Fire and Safety

Contact personThe contact person is usually the person ordering work to be carried out by a contractor. The contact person provides information about how you learn about particular risks and hazards in the area concerned, the area’s specific procedures and how you can find out about other works in progress. You can also turn to your contact person concerning practical matters regarding your assignment at Metsä Board Husum.

The contact person is responsible for, and also assists you with, the necessary permits for you to be able to work at and visit Metsä Board Husum in a safe manner.

Incidents and accidentsAny incident or accident must be reported immediately to your contact person and be logged in PIA, Metsä Board Husum’s system for reporting incidents and accidents. Metsä Board in Husum is constantly striving to improve, and it is therefore of the utmost importance that you report accidents, incidents and risk observations as soon as possible.

Safety equipmentThe general rule is that a safety helmet must always be worn within the areas of Massabruk (the pulp mill), the Harbour and Vedgård (the woodyard). In these areas a battery-operated torch and a portable emergency eye shower must be carried. Hi-vis clothing shall be worn inside the areas of the harbour, woodyard, storehouse and chemical preparation level.

Safety footwear is obligatory on all production premises and the harbour area. Exceptions are made for visitors on guided tours.Hearing protection must always be used where the noise level is high. See the signs on the doors.Safety glasses are obligatory in production environments and when working with chemicals.

Requirements for increases in safety equipment apply as necessary. Ask your contact person for information about where you’re going to work.

LPG plantA work permit must be obtained prior to starting any work at the LPG plant and its associated piping. Work permits are issued by the fire and safety manager.Radiation sources for measuring purposes are already installed. Respect the specific signage and shutdown instructions.

Cordoning off and safety devicesRespect the safety devices - they are there for everyone’s safety. Inadequate cordoning must be reported to the contact person or operations manager. If you have to move a safety device in order to perform a particular task, you must first request the approval of your contact person or operations manager. Remember that you are responsible for safety at the spot at which you’re working whilst work is in progress. Once the work is done you are responsible for immediately restoring the safety devices to their proper positions. If this is not possible you must at once advise your contact person/operations manager.

ScaffoldingBefore using scaffolding ensure it has been inspected and approved. A clearly visible inspection sticker indicates the scaffolding has been inspected. Approved scaffolding may not be altered.

Zone-classed areasAn explosive atmosphere can develop within zone-classed areas. Visitors may not enter these areas without permission, and the use of mobile phones is prohibited. EX-classed telephones may be used.

Risk inventoryBefore starting your job a written risk inventory must be produced for the work to be carried out. The risk inventory is mailed to the contact person.

Work in closed spacesWork in closed spaces implies a risk of suffocating gases/low oxygen level. A written work permit is therefore required before entry, and can be issued once a gas measurement has been performed. Ask your contact person for the permit you need. Work may not be started before the permit has been issued.The contractor is responsible for providing an approved electrical safety connection device and lighting.Inform your contact person of your power supply needs.

Breakers and locks for safe stoppingAll manoeuvring and shutdown of machinery or plant sections shall only be carried out by Husum’s personnel. This is performed in compliance with our Break and Lock procedure. You may not start work on a plant section until you have received the go-ahead from the operational personnel. Ensure that shutdown has been performed and that the safety breaker is locked. Then lock using your own lock. Contractors shall have their own, marked locks.

Hot workA gas-free status declaration with the measurement record must be issued and an approved electrical safety connection device used in connection with hot work.A welding permit is required for all hot work in the entire factory area. You must also be in possession of a so-called ‘SBF certificate’.Ask your contact person for the permit you need. Work may not be started before the permit has been issued.

Lifting tackle and vehiclesIn order to operate a truck, traverse crane, ‘cherry-picker’ or mobile work platform, a certificated training course must have been completed and a Metsä Board Husum printed driving permit must have been issued for the individual concerned. Application for the above is made via the Contact Person.

SPECIAL PERMITS

ChemicalsContractors must have an up-to-date list and a safety datasheet issued in compliance with CLP/REACH for the chemical products imported and handled within the factory area. The list and safety datasheet must be given to the contact person. The list shall contain the chemical’s name, danger symbol/danger pictogram, risk phrases/danger markings and date of issue of the safety datasheet provided.

Chemicals intended for constant use in the process must first be approved by Metsä Board Husum’s chemicals group.

Excess chemicals and containers must be removed by the contractor at the conclusion of their work.

Detailed information about risks and safety regulations for all chemicals used by Metsä Board Husum can be found in the company’s chemical register on the Intranet. Ask the contact person or control room personnel for further information.

Chemical dischargesYour contact person or operations manager must be informed at once in the event of chemical discharges to the ground, water or air.

First things first: save those in immediate danger.Warn others in, or who may be approaching the risk area.Raise the alarm as per procedure.

First AidHeart Lung Resuscitation (HLR)Cardiac arrest: start HLR immediately. State ‘cardiac arrest’ when raising the alarm. Defibrillators are positioned around the factory area and with the fire crew.

Emergency showers and eye showersEmergency showers are located in many places around the factory. Some emergency showers are linked to the alarm system. Locate your nearest emergency shower before starting work.Positions for First Aid equipment are marked with this sign.

Alarm and evacuationEvacuation routes are marked with the evacuation symbol.

Reassembly points are marked with this sign.

Locate your nearest evacuation route and reassembly point before starting work.

Fire alarm bell sounds. Evacuate the premises, proceed to the reassembly point and wait for rescue personnel. If possible state why the alarm has gone off.

Evacuation alarms are installed in premises in which gas leakage/immediate danger/explosion can occur. If the alarm (visual and audible signal) is activated, evacuate the premises immediately. At entrances where gas can be present there are white/red warning lights. When these are flashing the premises must not be entered.

Evacuation alarm concerns:- Gas alarm – recovery boiler- hydrogen sulphide alarm- Liquid Petroleum Gas (LPG).

ALARM AND EVACUATION

VMA alarm (catastrophe alarm) goes off if significant amounts of sulphur dioxide gas are discharged, a major LPG fire or risk for ex-plosion. VMA alarm can also be activated by the municipal SOS centre (KAC) if there is a threat to society.

The alarm sounds for 6-7 second bursts at 12-14 second intervals.

Do the following if the VMA alarm goes off:If you are outdoors, walk calmly into the nearest building - you’re best protected indoors. Stay indoors, in the most airtight room. If possible seek out a control room. Close ventilation, windows and doors. Listen to the radio and seek information on the Intranet. Avoid using the phone - you might obstruct important calls.
