Mr. Adams stated that STA and SR2S programwill coordinate test ride events in June and July to extend the efforts of Bike Month toencourage Solano County residents (adults and students) commute mode-shift with bikeand scooter share at popular Class-1 areas.

    A. SR2S Micro-Grant Pilot Program UpdateLloyd Nadal lead the discussion about the SR2S Micro-Grant Program and provided adraft of the program information and application process. Mr. Nadal asked the SR2S-AC members for recommendations for implementation to begin before the 2019-20school year. Suggestions included setting amounts for safety equipment and signagefor negotiation purposes, editing and adding more information to the funding requestexplanation, developing a sub-committee to address submitted applications,developing a scoring rubric, and providing an online application with agreementoutlines.

    B. Discussion of Proposed SR2S SummitKarin Bloesch stated that SR2S is planning to host a second summit in the early fallof 2019 to highlight 29 previously completed SR2S infrastructure projects and therecent ATP Cycle 2 projects in the cities of Benicia and Vallejo, recognize SR2Sadvocates and champions, and provide insight to making SR2S a priority in schools.Ms. Bloesch invited the SR2S-AC members to provide feedback on potential topicsand elements, ways to encourage engagement for the summit, and how to best makethe SR2S vision aware to the summit attendees. She also invited the members toattend/volunteer for the summit. Suggestions from the group included presentationsfrom Alta, testimonies from champions and why they are advocates, equityinformation, and highlighting schools that have increased their school participation.

Options for Bike Rodeo Event SupportLloyd Nadal explained that SR2S Staff has reached out to potential vendors that cancontinue to staff Bike Rodeos at schools, community events and libraries across SolanoCounty. Staff plans to reach out to the Safe Routes to School Advisory Committee and theBicycle Advisory Committee for recommendations and will also consider options such asoffering mini-versions of the Bike Rodeo (that Program Coordinators can lead) or only atcommunity events if a vendor cannot be secured.

    D. SR2S Projects and Plan UpdateKarin Bloesch updated the SR2S-AC members on the community task forces andinfrastructure projects from ATP Cycle 2. SR2S Staff will meet with the additionalCommunity Task Forces in Dixon, Fairfield, and Rio Vista to generate a SR2Sproject list to coordinate with the ATP and work to prioritize the Pedestrian and BikeProjects around schools. Erika McLitus and Anthony Adams elaborated on the seven(7) school projects in Vallejo and Benicia funded through the Active TransportationProgram – Cycle 2, which will begin construction this summer.

    E. SR2S Program UpdateKarin Bloesch provided score sheets to each member to help vote on the final entriesof the 5th Annual SR2S Poster Contest. SR2S staff provided a written report onNational Bike to School Day, countywide Safe Routes community and school eventsand participation, Bay Area Children’s Theatre “Rock the Block” Assemblies, andWalking School Bus and Walking Wednesday programs.

    Karin Bloesch, Sr. Program Coordinator RE: SR2S Contract with Bike City Theatre Company for SR2S Presentations for

    2019-2020 School Year

    Background: The Solano Safe Routes to School (SR2S) Program works to increase the number of students walking and bicycling to school by helping to make the journey safe, fun and healthy. Using a comprehensive approach, the program includes 6 “E’s”: education, encouragement, enforcement, engagement, engineering and evaluation. The program is available to all schools countywide and focuses on activities and programs that educate students on safety, health awareness and identifying improvements within communities countywide to enhance active student travel safety.

    Under contract with the SR2S Program for FYs 2017-2019 the Bay Area Childrens’ Theatre (BACT) provided safety assembly presentations called “Rock the Block: A Walk and Roll Musical” for elementary school students at 25 schools across Solano County. At the end of FY 2018-19, the SR2S Program was informed that BACT will not be providing the “Rock the Block: A Walk and Roll Musical” for the next year.

    SR2S staff researched local providers that might be able to present bicycle and/or pedestrian educational assemblies to Solano County students to replace the BACT assemblies. The Bike City Theatre Company (City of Davis) developed a bike safety play with a previous grant from the Davis Safe Routes to School Program, and presented “Light the Way: A Bike Safety Musical” to elementary schools in Davis.

    Discussion: During the 2018-19 school year, all available show dates were booked at 15 schools reaching 8,190 students. During conversations with the Bike City Theatre Company regarding bicycle safety education for Solano County schools, the theatre company agreed to provide bike safety shows at 15 schools during the 2019-2020 school year at $900 per school visit. This show aligns with STA’s SR2S 6 E’s goals to provide an education and encouragement assembly that helps

  • address pedestrian and bicycle safety making it safer for youth to walk and bike to school. With the cancellation of the BACT “Rock the Block: A Walk and Roll Musical”, the Bike City Theatre are the only group in the Solano County area that provides an educational theatre production addressing Safe Routes to School activities.

    Financial Impact: A maximum amount of $13,500 through June 30, 2020, has been identified for this contract, which will provide “Light the Way: A Bike Safety Musical” Educational Theatre shows in 15 Solano County schools. The funding is in the SR2S program budget and will be paid for through TDA Article 3 and CMAQ funds.

    Recommendation: Authorize the Executive Director to enter into an agreement with Bike City Theatre Company for $13,500 for up to 15 “Light the Way: A Bike Safety Musical” educational theatre shows across Solano County for the 2019-2020 School Year.

    Anthony Adams, Project Manager, STA RE: SR2S Projects and Plan Update

    Background: In 2008, the STA Board adopted Solano's first Safe Routes to School Plan (Plan) and authorized STA staff to create a Safe Routes to School Program in Solano County. This Plan provided the direction for the SR2S Program through 2012 when the STA and the SR2S Advisory Committee began the process of updating the 2008 Plan. The updated Plan was adopted by the STA Board in October 2013 and since then, 29 SR2S projects have been implemented across the County - 7 more are scheduled to be complete through Active Transportation Program (ATP) 2 funding this year. The strong collaboration between all seven cities, school districts, police departments, city engineers and public health has made our SR2S projects more competitive and successful in receiving funds and implementing projects.

    In 2018, the STA began development of the Countywide Active Transportation Plan (ATP), this plan will combine Bike and Pedestrian projects into one Countywide Plan. These projects were previously identified in two separate plans. Utilizing outreach events, safety data analysis, meetings with city project and planning departments, and the Bicycle and Pedestrian Advisory Committees’ input, a list of potential Bike and Pedestrian infrastructure projects will be developed.

    STA and SR2S staff is currently meeting with each city’s Community Task Force, working with STA’s Planning Department on the Countywide Active Transportation Plan and city staff to identify future SR2S projects around schools to be included in the upcoming ATP. Without a dedicated funding source, these SR2S projects are primarily funded with grants which staff would look to seek after their inclusion in the Countywide ATP Plan.

    Discussion: SR2S Community Task Force Community Task Force meetings have been held in Benicia, Vallejo, Suisun City and Vacaville where potential SR2S projects were discussed. At this Vacaville meeting held in June 2019, pedestrian and bike safety data for youth in Vacaville under the age of 15, was presented and

  • discussed. A presentation on the Active Transportation Plan and potential projects identified through the planning process led to a discussion about potential projects around several Vacaville schools. One potential project location was at Foxboro Elementary. SR2S staff will work with Foxboro Elementary and Travis Unified School District to potentially pilot a remote drop off location.

    The contact lists for the Benicia, Dixon and Rio Vista Community Task Forces have been updated and staff is scheduling meetings with these cities that have not met recently. Staff is in the process of scheduling a meeting with the City of Dixon and a follow up meeting with the Suisun City Community Task Force. When the Suisun City CTF meets, the team will begin to list and prioritize potential SR2S projects. A City of Vallejo CTF follow up meeting will be scheduled, and will begin the process of identifying potential projects and programs for specific schools to help reduce traffic and encourage active transportation for students.

    SR2S Infrastructure Projects – ATP Cycle 2 Update Seven school projects funded through the Active Transportation Program – Cycle 2, were set to begin construction this summer however when the bids were opened in June 2019 with only 2 responsive bidders, the low bid quote was $2 million over the available funding. Both the City of Vallejo and Benicia have indicated that they do not have the funds to cover this shortfall and have requesting delaying the contract award so that the project can be re-bid in January 2020. Re-bidding the job in January 2020 will likely result in lower bids for the required work and allow both cities and STA to seek additional funding for any shortfall. STA has committed to working with both cities to seek funding for half of the shortfall, utilizing alternative funds to ensure the project gets completed.

    The projects in the City of Vallejo are at Lincoln Elementary and Cooper Elementary, and in the City of Benicia the project locations are Mary Farmar Elementary, Benicia Middle School, Robert Semple Elementary, Joe Henderson Elementary, and St. Dominic School. The projects in Vallejo and Benicia vary by school location and consist of sidewalk widening and new construction, corner bulb-outs, ADA curb ramps, crosswalk improvements, RRFB installations, and at some locations street pavement improvements.

    Fiscal Impact: None.

    Recommendation: Informational.

    Background: SR2S Staff is currently meeting with each city’s Community Task Force, working with STA’s Planning Department on the Countywide Active Transportation Plan and city staff to identify future SR2S projects around schools. Without a dedicated funding source, these SR2S projects are primarily funded with grants which staff would look to seek after their inclusion in the Plan. As a result, such projects tend to be larger costs with smaller cost projects or capital needs left without a viable fund source.

    SR2S staff launched a SR2S Micro-Grant Pilot Program to support small-scale projects or capital purchases that improves bike and pedestrian usage and safety around schools in Solano County. SR2S staff presented this item at the February SR2S Advisory Committee in which the committee provided feedback on the feasibility, policy and procedures, process, timeline and implementation of the program. They also voted to forward a recommendation to the STA Board to authorize and initiate the Pilot Program this year which was approved at the March board meeting. The grant program would be open to Solano County cities, schools, school districts and community-based organizations to apply. These projects could include, but not limited to, installing bike racks and safety-related signage; creating green bike lanes; and providing safety equipment like helmets, vests, reflectors and/or activities that could help improve a school’s bike/ped infrastructure.

    Discussion: At the SR2S Advisory Committee Meeting in May, SR2S Staff presented a draft of the program’s general terms and application process and received recommendations from the committee for implementation to begin this school year. Suggestions included setting amounts for safety equipment and signage for negotiation purposes, editing and adding more information to the funding request explanation, developing a sub-committee and scoring rubric and providing an online application with agreement outlines. SR2S Staff created a page on the website and an online application we’re hoping to illicit feedback at the August SR2S Advisory Committee Meeting before marketing and launching the program in late August/early September.

  • Fiscal Impact: Funding for the SR2S Micro-Grant Pilot Program will come from a combination of HOV fines, TDA and Air District funds.     Background: The Solano Safe Routes to School (SR2S) program supports a variety of strategies as part of its comprehensive approach referred to as the 6 E’s (Education, Encouragement, Enforcement, Engineering, Evaluation and Engagement). The SR2S Public Safety Enforcement Grant was developed to build partnerships with Local Police Departments promoting Education and Enforcement as complementary strategies that can enable more children to walk and bicycle to school safely, deter unsafe behaviors of drivers, pedestrians and bicyclists, and to encourage all road users to obey traffic laws and share the road safely.

    The first SR2S Public Safety Enforcement Grant was piloted in 2011 by the City of Suisun City and the City of Fairfield. Program tasks and activities in the pilot included: development of crossing guard training materials and DVD, bike rodeo instructional DVD, bike rodeo and event assistance and support, coordination with schools, and directed enforcement at schools.

    The second round of SR2S Public Safety Enforcement Grants were awarded in 2014 to the City of Rio Vista and the City of Vacaville to provide crosswalk safety enforcement, crossing guard training and coordination with schools for SR2S program events. In 2016, the third round of the grant was awarded to the cities of Rio Vista and Suisun City to include activities such as hosting a Rio Vista Safety Fair, and the hiring of a School Safety Resource Officer at the Suisun City Police Department.

    Currently, the fourth cycle of the SR2S Public Safety and Enforcement Grant (FY 2018-2020) was awarded to the Suisun City Police Department and the Benicia Police Department where both are providing SR2S education, enforcement and liaison support to schools through the hiring of school community officers.

    Discussion: During the 2018-2019 school year, City of Benicia Police Department’s Community Service Officer (CSO) Stephanie Soto, worked directly with the SR2S Program to support the goals and objectives of the program and assist in education and encouragement events. In spring 2019,

  • Officer Soto was promoted to full time Police Officer. The City of Benicia Police Department provided additional staff to continue the SR2S mission at meetings and events held at schools while the CSO position was vacant. During the 2018-2019 school year, a total of 99 citations and 2 warnings were issued to drivers for parking and safety related violations. A new CSO, Elisa Delatorre has been hired and will begin training with the department and should available to start working with the schools in the City of Benicia, near the beginning of the 2019-2020 school year. CSO Delatorre will attend the Fairfield-Suisun Unified School District (FSUSD) Crossing Guard Training, in order to work with the crossing guards at Benicia Unified School District and provide training to new and existing crossing guards for the upcoming school year. CSO Delatorre will continue the SR2S effort by attending meetings at participating schools, and SR2S events.

    During the 2018-2019 School year, the Suisun City Police Department’s part-time School Safety Traffic Officer (SSTO) Don Hafich provided assistance to SR2S staff, as well as parking education and enforcement. SSTO Hafich wrote 82 violation citations and gave out 537 warnings to drivers. Mr. Hafich will be continuing as the SSTO for the 2019-2020 school year. For the upcoming school year, Suisun Police Department plans to develop an informational flyer to be distributed to parents and caregivers to educate them about traffic laws and driver awareness around schools. SSTO Hafich plans to attend the upcoming Crossing Guard Training at FSUSD, Walk to School Day events, principal and parent meetings, and support SR2S staff at upcoming community events.

    Background: On October 14, 2009, the STA Board authorized the Executive Director into a two-year agreement with the Solano County Department of Public Health (SPH) to provide SR2S program services for education and encouragement events (such as Bike Rodeos) as well as for related vehicle, trailer and material costs. This agreement has been amended each year and both parties recently agreed to a new 3-year contract from 2019-2021. Based on this contract, STA requested a modified scope of work from SPH that aligns more efficiently with the SR2S program’s current needs and objectives, provides opportunities for coordination to enhance safety, physical activity, marketing and evaluation using public health principles and adds additional support for classroom education and participating in community events and activities throughout the year. Both parties also agreed that SPH would not manage/deliver Bike Rodeos after June 30, 2019 and SR2S would begin to seek other vendors or options for providing the service.

    A Bike Rodeo is a fun, active event for elementary students to learn biking and safety skills in a safe and comfortable environment. To date, the Solano SR2S Program has executed 60 Bike Rodeos at schools, community events and libraries across Solano County. On average, the program averages 10 Bike Rodeos per year and we’re hoping to continue this at the same rate.

    Discussion: With Public Health no longer being able to offer Bike Rodeos, SR2S Staff has reached out to potential vendors that can continue to deliver this service. One option was working with the Bay Area Bike Mobile, who we’re in contract with and has worked throughout our county and the bay area fixing bikes for youth and the community. They may be able to provide a few Bike Rodeos but haven’t committed entirely. Another option was an organization called Cycles for Change who expressed interest as well.

    In mid-July, we were informed by Solano Public Health that are Bike Rodeo trailer had been stolen from their lot on Beck Avenue which had been stored there for the past 10 years. The Solano County Sheriff’s department was able to retrieve the trailer but unfortunately most of

  • everything was stolen: all 20 bikes, 4 strider bikes, an air compressor and some helmets. The trailer is currently being fixed by county maintenance and the plan is to purchase new bikes and store the trailer in a fenced area within the county. Staff is still working on options to continue to provide Bike Rodeos or mini versions of them this coming school year.

New Bike Safety Assembly Offering for 2019-2020 School YearSR2S is working with Bike City Theatre Company in Davis to provide a bike safetyassembly called “Light the Way: A Bike Safety Musical” for K-6 grade students (the BayArea Children’s Theatre is no longer offering the “Rock the Block” safety assembly). Thecontract will go before the STA Board in September for approval to fund up to 15 shows forthe 2019-2020 school year.

    4. Pedestrian Safety Meeting, September 19, 2019As a follow up to the Pedestrian Safety Symposium held in February 2019, stakeholders areinvited to hear updates on the work undertaken as part of the CA Office of Traffic SafetyGrant (2018-19) to address Pedestrian Safety concerns for youth in Solano County. Thismeeting will include updates from individual city Community Task Forcemeetings/workshops, the Active Transportation Plan, and potential infrastructure projects andprograms that work to improve safety for youth and residents in Solano County.

    5. Pedestrian Safety Month – September 2019SR2S staff will be providing Pedestrian Safety information during the month of September,to schools in an effort to help increase pedestrian safety awareness to parents and students.During the month-long campaign, SR2S will provide schools with a “Safety Month Toolkit”with weekly safety messages to educate students and parents on how to walk and cross safelyand ideas on how to spread the word about pedestrian safety.

    6. International Bike to School Day – Wednesday, October 2, 2019SR2S will begin outreaching to all Solano County schools by the end of August to encourageparticipation in International Walk to School Day on October 2. This year’s theme is “Be aSafe Routes Super Hero and Skip the Car”. Schools will be asked to consider doing a week-long walk to school event, from Sept. 2 – Oct. 4, to further engage students to walk to school.

  • The number of participating schools has risen the last two years from 46 in 2017 to 48 in 2018. The goal is to reach at least 50 schools this year.

    7. 5th Annual SR2S Poster ContestThank you to the SR2S Advisory Committee members that helped judge the artwork fromthe 5th Annual SR2S Poster Contest at the May 15 meeting. The 13 winning students fromBenicia, Fairfield, Suisun City and Vacaville, will have their artwork featured in a SafeRoutes to School 2020 calendar. The first place winners in each grade category alsoreceived a $100 gift certificate from Rockville Bike Shop and will be presented with aframed poster of their artwork in the fall.

    8. 2019-2020 School EngagementSR2S coordinators have identified the following schools in the county to outreach andengage with at a deeper level:

    • VCUSDSolano-Widenmann K-8 – Continue collaboration with Solano Middle and Widenmann Elementary (now combined and a K-8 school), attend “Call to Action” event, perform fall/spring bike/ped counts, engage with parents and administer parent survey, meet with school ASP’s to discuss pedestrian safety and opportunities to make active transportation part of the school culture. Lincoln Elementary – Continue to provide technical support and marketing for weekly walking program, engage parents, administer parent survey and identify other opportunities to increase walking. Cooper Elementary - Work with administration to put out strategic safety messaging around drop-off/pick up safety, support school launch of weekly walking program, engage with parents and administer parent survey.

    • HIGH SCHOOLDixon High/Dixon Police Cadets – Continue partnership with Dixon Police Department Youth Cadets, perform bike/ped counts at Dixon High School, explore youth engagement project identifying barriers and opportunities to increase walking and biking. Buckingham Charter –Revisit youth engagement program around student lead survey. Identify opportunities with student leadership to increase walking and biking. Armijo High – Revisit youth engagement program and engage with current leadership. Work with students to implement recommendations from past project and/or create a new project to increase walking/biking and carpooling.

    • Benicia USD –Robert Semple Elementary. Work with school to begin weekly Walking

    • Vacaville USD –Fairmont Charter School –Continue strong relationship with teacher champion and solid school participation in SR2S program. School is starting WOW Wednesdays in fall after successful weeklong Bike to School event in May. Orchard Elementary – Engage with new principal who has been supportive of WSB and SR2S at a previous school. Encourage WOW Wednesdays for large number of student walkers.

    • Travis USD –Foxboro Elementary – Continue strong participation from principal and AP. Encourage the school to change from Monthly to Weekly WOW Wednesdays. Work with district and school to designate a drop-off location to keep traffic away from school.

    • Fairfield Suisun USD –Dan O. Root Elementary – Continue to work with school champions to be self-sustaining and encourage ongoing support for their WOW Wednesday Program. Work with PTO to garnish support from volunteers to start a Walking School Bus. Preferred WSB Routes have been determined. David Weir- Elementary – The new Assistant Principal reached out to SR2S with concerns about the student safety with the speed and traffic on Pennsylvania Ave. Will work with the school to develop strategies for a Walking School Bus, Carpool, and potential drop off locations. Public Safety Academy – This school is Grades 5 – 12. The school is interested in having their Leadership Class take on a “Real Problems and Real Solutions” project with us. Suisun Elementary – This school is in a walkable neighborhood. Will work to encourage a WOW Wednesday program after their very successful International Walk to School Day last year.
