Forced Entry / Ballistic Resistant office complex / conference room attached to the second floor of the USAID mission’s office building in Santo Domingo, Dominican Republic. Project included utilities and communications hook-ups to pair the structure with the building’s utilities and communications infrastructure.

Due to the challenge of installation in a tight space with limited street access, Safe Haven’s design solution was to fabricate the structure in two sections at its Jennings, LA facilities, ship them to the site, and then weld together once the modules were in place.

Description of Project:

Design, construction, and installation of a Hurricane Command Post, Generator Building, and Protected Access Corridor (250 mph wind load rated) located in New Orleans, LA. The entire installation was fabricated in Safe Haven’s Jennings, LA facilities, shipped to the site, and installed in three sections. Placement was an issue due to tight clearances. Safe Haven’s team worked diligently to overcome problems with actual site insertion and installation.

Safe Haven provided start-up, commissioning, and warranty service and completed the project in a timely fashion. In addition, Safe Haven ensured that all appropriate personnel were trained in the operation and maintenance of all installed systems.

Description of Project:

In an ongoing, 3 phase project beginning in October of 2000, and continuing through June 20, 2003, Safe Haven was awarded a contract to design, construct, and install for the DOS and the USAID mission in Jerusalem, a FE/BR four-plex and 2 story office complex in the US consular compound in Jerusalem. The two story office unit was installed in two phases with the first story being fabricated at Safe Haven’s facilities in Jennings, LA and shipped to the site and then subsequently installed and commissioned. Later it was determined by the customer that additional office space was required and being well aware of the level of personal security offered by the original unit and that it could be added to without any additional structural modification, a follow up contract was negotiated to duplicate the square footage of the structure by adding a second story. Installation and subsequent commissioning of the structures required site preparation and restoration of landscaping. Safe Haven used a combination of local labor, sub-contractors, and third country contractors to expeditiously complete all site work. Safe Haven selected an experienced and responsive local subcontractor, Avi Cranes, to provide for the construction and installation of the exterior stair case.

Description of Project:

This FE/BR power module was designed and packaged in a small foot print configuration especially for the U.S. Consulate in Hamilton, Bermuda, making it ideal for installation in a restricted area. It can serve as a prototype for similar modules for future Dept. of State needs. It can be transported on a flat bed trailer and lifted and placed by crane through employment of the ‘Peck & Hale’ type lifting points. Its rigid construction makes spreader bars unnecessary during the lifting process.

With it’s self contained large capacity fuel tank, optimal electrical hook-up, and ballistic resistant access ports, it can be deployed and operational in minimal time. It has the added advantage of being an esthetically pleasing ‘temporary’ structure allowing it to be deployed at a wide range of sites without violating local architectural standards. Designed and built to withstand 15 minutes of forced entry attack in accordance with SD-STD 01.01 standards, its rugged construction will assure many years of service, whether permanently place or moved about from site to site as need arises. It can be sited with minimal terrain preparation and can be set directly on the ground or elevated on a footing or piers as need dictates.

Generator Service/overhaul/replacement is simplified by an access door that allows passage of the entire generator set without dismantling. An overhead anchoring system allows for the attachment of chain-falls and pulley systems for easier generator overhaul.

Unit Information

& Capabilities

Unit Dimensions: 58’ X 17.2’ X 12’

Exterior Configuration: Unit rides on 10 high flotation tires on half axles (allowing for lower unit profile). Footprint to weight ratio is less than 40lbs/sq.in. Tow hitch capable of adapting between commercial/military tractors. Unit is capable of being deployed almost anywhere where minimum road surface is at least compacted and close to 20 feet wide or better. It may be towed short distances in unconsolidated soils, depending on tractor capabilities and environmental conditions. Exterior Illumination provided on all four sides. Exterior mounted Septic System. Exterior mounts for satellite dish array. Exterior fuel filler port with interior mounted cut-off valve for added security. Exterior mounted filter unit provides for deployment in dusty conditions. Filter is ‘self-renewing’, automatically scrolling new media into place as old media becomes clogged, insuring optimum air circulation for on board components.

Set Up: Hydraulic rams at each corner of unit allow for leveling in uneven terrain. Quick hook up to utility port power or on-board power generation allow for almost immediate unit operation. On-board fuel and water allow for rapid start up and continuous operation for 30 hr. minimum.

Electrical: Stand alone generator (60kW-75KVA 60Hz, 3ph. 208/120v) provides on board power for up to 48 hrs. before need to refill diesel tank. Alternately, unit can be hooked up to port power, and generator used in the ‘back-up’ mode. Grounding fork provided for deployment to ensure positive electrical grounding. Unit can be hooked up to a variety of available port power configurations by simply changing taps in on board isolation transformer.

Communications environment: It can be deployed in a variety of critical environments maintaining the physical integrity of its crew and the RF integrity of the communications data that they are managing. It is provided with 10 work stations that can handle both copper and fiber optic connections, for a wide array of communications configurations.

Living Environment: The crew work area and living quarters are climate controlled to provide a shirt sleeve work environment. Sleeping area (two beds with reading lights and privacy curtains), shower and toilet cubicle and small kitchenette provide for the comfort of off-duty personnel. An interior potable water tank provides almost 380 gallons of water allowing crew members 8 gallons of water a day each for 3+ days of deployment without refill.

Sewage is pumped from the interior holding tank to an exterior septic/treatment tank that is Coast Guard approved.

Design, construction, and installation of a Hurricane Command Post and Emergency 911 Call Center. This project ensured that the Calcasieu Parish Communications District has a safe haven from which to ride out major storms in the Lake Charles area. The entire installation was fabricated in Safe Haven’s Jennings, LA facilities, shipped to the site, and installed in three sections. Safe Haven provided foundational piers and installation of the three modular shells The 3 modular sections were set on ten foot deep 24” concrete piers with steel plate anchors set into the top of each pier and welded to the structure. This ensures a structure that will withstand very high winds as well as provide sufficient electrical grounding for the communications equipment installed inside. Calcasieu Parish installed its communications equipment upon completion of the structural installation. The project was completed in a timely fashion and within budget. Safe Haven ensured that the installation was complete in every particular as contracted.
