SCOP-11-05 Advisory Committees of Council Policv and Procedure Traininq

The Committee Co-ordinator provided an overview of the Advisory Committees of Council Policy and Procedure document including new processes and reporting requirements for all Advisory Committees of Council.

The Partnership questioned the Committee Co-ordinator.

This item is discussed later in the meeting (see Page 5).

SCOP-11-13 Election of Chair and Vice-Chair

The Committee Co-ordinator requested nominations for the positions of Chair and Vice-Chair of the Safe City Oshawa Partnership (SCOP) for a one-year term.

Moved by Rich Weisz, "That Paul Dobbs be nominated as Chair of the Safe City Oshawa Partnership for a one-year term." CARRIED BY LATER VOTE

Paul Dobbs accepted the nomination.

The vote to appoint Paul Dobbs as Chair of the Safe City Oshawa Partnership for a one-year term CARRIED.

Moved by Rich Weisz, "That Shelagh Cauchi be nominated as Vice-Chair of the Safe City Oshawa Partnership for a one-year term." CARRIED BY LATER VOTE

Shelagh Cauchi accepted the nomination.

No additional nominations were received.

The vote to appoint Shelagh Cauchi as Vice-Chair of the Safe City Oshawa Partnership for a one-year term CARRIED.

Paul Dobbs assumed the Chair.

Membership Review and Appointments to the Education Subcommittee

The Partnership discussed the membership and composition of the Education Subcommittee.

Moved by Jeannine Joubert, "Be it resolved:

1. That the Safe City Oshawa Partnership review its membership of the Education Subcommittee for 201 1; and,

2. That the Education Subcommittee consist of five (5) members; four (4) of which must also be members of the Safe City Oshawa Partnership; and,

3. That the Safe City Oshawa Partnership appoint the following members to the Education Subcommittee for the year 2011: William Neilsen, Paul Dobbs, Jeannine Joubert, Penny Contreras and. Helen Break." CARRIED AS AMENDED BY LATER VOTES

Penny Contreras declined the appointment.

Moved by Adrian Bugelli, "That Part 3 be amended to delete the words 'Penny Contreras' and to insert the words 'Rich Weisz'." CARRIED

Rich Weisz accepted the appointment.

SCOP-11-12 Membership Review and Appointments to the Graffiti Subcommittee

The Partnership discussed the membership and composition of the Graffiti Subcommittee.

Moved by Shelagh Cauchi, "Be it resolved:

1. That the Safe City Oshawa Partnership review its membership of the Graffiti Subcommittee for 201 1 ; and,

2. That the Graffiti Subcommittee consist of four (4) members; four (4) of which must also be members of the Safe City Oshawa Partnership; and,

3. That the Safe City Oshawa Partnership appoint the following members to the Graffiti Subcommittee for the year 2011: Penny Contreras, Shelagh Cauchi, Richard Davidson and Rich Wiesz." TABLED BY THE FOLLOWING MOTION

Moved by Penny Contreras, "That SCOP-11-12, being the membership review and appointments to the Graffiti Subcommittee be tabled to the next Safe City Oshawa Parternship meeting scheduled on April 14, 201 1." CARRIED

SCOP-11-03 Rosemary Mason, Recreation and Culture Services, City Of Oshawa Requesting Participation in the 3rd Annual Communities With Brooms

The Partnership discussed Correspondence SCOP-11-03 dated January 28, 2011 from Rose Mary Mason, Co-ordinator, Events and Community Engagement requesting the Safe City Oshawa Partnership participate in the 3rd Annual Communities with Brooms Event.

Moved by Adrian Bugelli, "That Correspondence SCOP-11-03 dated January 28, 201 1 from Rose Mary Mason, Co-ordinator, Events and Community Engagement requesting the Safe City Oshawa Partnership participate in the 3rd Annual Communities with Brooms be tabled." CARRIED

SCOP-11-04 Trevor Knowlton Regarding Information about a new Canadian Anti-Bullying Program and Requesting the Safe City Oshawa Partnership Provide a Website Link to the "Stop a Bullv" Website

The Partnership discussed Correspondence SCOP-11-04 dated February 6, 201 1 from Trevor Knowlton, Stop a Bully regarding a new online anti-bullying resource and requesting the Partnership provide a link on its a website to www.stopabullv.ca.

Moved by Rich Weisz, "Whereas the Safe City Oshawa Partnership 20f'l Work Plan includes strategies to educate the public about community safety issues and to partner with local groups and businesses on youth crime;

Therefore, be it resolved that Correspondence SCOP-11-04 dated February 6, 201 1 from Trevor Knowlton regarding information about a new Canadian anti-bullying program be received for information; and,

That a link to www.stopabullv.ca be added to the Safe City Oshawa Partnership website." CARRIED

SCOP-11-07 Sandra Kranc, City Clerk Regarding a Survey Related to Council Representation on Advisory Committees

The Partnership discussed Correspondence SCOP-11-07 dated January 31, 2011 from Sandra Kranc, City Clerk regarding a survey related to Council representation on Advisory Committees.

The Partnership discussed the benefits of Council representation and concurred that representation would be beneficial.

advised the Safe City Oshawa Partnership would be interested in a Council appointee; and,

2. That the Chair of the Safe City Oshawa Partnership be authorized to complete the survey regarding Council representation on Advisory Committees as per Committee discussion." CARRIED

SCOP-11-08 Sandra Kranc, City Clerk Regarding Council Approval of SCOP-11-01 and SCOP-11-02

The Partnership reviewed Correspondence SCOP-11-07 dated February 7, 2011 from Sandra Kranc, City Clerk regarding Council approval of SCOP-11-01 and SCOP-11-02.

Moved by Adrian Bugelli, "That Correspondence SCOP-11-07 dated February 7, 2011 from Sandra Kranc, City Clerk regarding Council approval of SCOP-11-01 and SCOP-11-02, be received for information." CARRIED

SCOP-11-05 Memorandum Regarding Advisory Committees of Council Policy and Procedure

This matter was discussed earlier in the meeting (see Page 1).

The Partnership reviewed Report SCOP-11-05 dated February 11, 201 1 from the Advisory Committee Co-ordinator providing a copy of the Advisory Committees of Council Policy and Procedure document which was approved by Council on May 17,2010.

Moved by Adrian Bugelli, "That Report SCOP-11-05 dated February 11, 2011 from the Advisory Committee Co-ordinator providing a copy of the Advisory Committees of Council Policy and Procedure document, be received for information." CARRIED

SCOP-11-06 Safe City Oshawa Partnership 201 1 meet in^ Schedule

The Partnership reviewed SCOP-11-06, being the Safe City Oshawa Partnership meeting schedule for 201 1.

Moved by Adrian Bugelli, "That SCOP-11-06, being the Safe City Oshawa Partnership meeting schedule for 201 1, be approved." CARRIED

SCOP-11-09 Other Business

Stakeholder Representation

The Partnership acknowledged recent changes in representation, including the Greater Oshawa Chamber of Commerce and the Downtown Oshawa Board of Management.

The Partnership discussed the vacant media seat and recommended the Chair continue to source a representative from the media, and suggested Metroland, CHEX Television and The Oshawa Express as possible contacts.

Graffiti Presentation

The Partnership discussed a presentation scheduled for the next SCOP meeting on April 14, 2011 from a University of Ontario Institute of Technology student regarding graffiti eradication and prevention initiatives.

Display Table at the Yd Annual A t -~ i sk Youth and the Law Conference

The Partnership advised a display table had been secured at the 3rd Annual At-Risk Youth and the Law Conference to be held on March 30, 201 1 at Sikorski Hall and encouraged members to participate if they were available.

Education Material from Safe City Mississauaa

The Partnership discussed material received from the Mississauga Safe City Partnership that will be forwarded to the Education Subcommittee. for further review.

SCOP-11-10 Durham Reaional Police Service Theft Prevention Pamphlet

The Partnership discussed a brochure circulated by Durham Regional Police Service (DRPS) regarding the prevention of theft from vehicles. DRPS advised that the circulation would be targeted to high impact areas, in schools and posted to relevant websites.

Moved by William Neilsen, "That a copy of the Durham Regional Police Service theft prevention brochure be added to the Safe City Oshawa Partnership website." CARRIED
