National foreword

Uganda National Bureau of Standards (UNBS) is a parastatal under the Ministry of Trade, Industry and Cooperatives established under Cap 327, of the Laws of Uganda, as amended. UNBS is mandated to co-ordinate the elaboration of standards and is (a) a member of International Organisation for Standardisation (ISO) and

(b) a contact point for the WHO/FAO Codex Alimentarius Commission on Food Standards, and

(c) the National Enquiry Point on TBT Agreement of the World Trade Organisation (WTO).

Foreword

Development of the East African Standards has been necessitated by the need for harmonizing requirements governing quality of products and services in the East African Community. It is envisaged that through harmonized standardization, trade barriers that are encountered when goods and services are exchanged within the Community will be removed.

In order to achieve this objective, the Community established an East African Standards Committee mandated to develop and issue East African Standards.

The Committee is composed of representatives of the National Standards Bodies in Partner States, together with the representatives from the private sectors and consumer organizations. Draft East African Standards are circulated to stakeholders through the National Standards Bodies in the Partner States. The comments received are discussed and incorporated before finalization of standards, in accordance with the procedures of the Community.

East African Standards are subject to review, to keep pace with technological advances. Users of the East African Standards are therefore expected to ensure that they always have the latest versions of the standards they are implementing. Specification

1 Scope

This Draft East African Standard specifies requirements and test methods for natural and extensible sack Kraft paper.

2 Normative

ISO 1924-3, Paper and board -- Determination of tensile properties -- Part 3: Constant rate of elongation method (100 mm/min)

3 Terms and Definitions

For the purposes of this standard, the definitions contained in ISO 6590-1 shall apply

4 Requirements

4.1 General requirements

4.1.1 Fibre Composition — The composition of the sack Kraft paper shall be free from mechanical pulp.

4.1.2 Finish — The surface of the paper shall be machine finished. The paper shall be of uniform formation, thickness and substance. It shall be evenly finished, free from conspicuous specks, holes and other blemishes.

4.1.3 Dimensions — The manufacturer shall declare the dimensions of the roll. When in sheet form, it shall be of a series as prescribed in ISO 216. The permissible tolerance on the nominal dimension shall be ± 0.5 per cent.

4.1.4 Joints — The edges of the rolls shall be clean and perpendicular to the axis of the roll. There shall be not more than 3 splices. Where glue is used, it shall not penetrate to the other layers. The joint shall be clean, properly made and strong enough to prevent breakage of paper when run of a converting machine. The splices place shall be marked with a clear arrow mark visible on both sides of the roll.

4.2 Specific requirements —

The paper shall comply with the requirements given in Table 1 when tested in accordance with the test methods referred to in the table.

4 Packaging and Labeling

4.1 Packaging

4.1.1 The paper shall be marketed in rolls. It shall be wound on a hollow cylindrical core made in one continuous length. The core shall be rigid and smooth made of paper, cardboard or other suitable material.

4.1.2 The length of the core shall not exceed the width of the paper. Its inner diameter shall be 76 or 100 mm and its thickness 15 2 mm.

4.1.3 Each end of the core shall be closed with a plug made of wood or any other suitable material. The plug shall be firmly secured to the core. The paper shall not have any creases.

4.2 Labelling

Each roll shall be clearly marked with the following information:

a) Name and physical address of the manufacturer;

b) Name of the product;

c) Size and grammage of paper;

d) Gross weight of the roll;

e) Roll number, Batch number and lot number;

f) Country of origin.
