Saansad Adarsh Gram Yojana (SAGY)
○ Launched by Hon’ble PM on 11 October 2014
○ Hon'ble Members of Parliament are guiding the Gram Panchayats
towards holistic Development
○ SAGY GPs are the schools of local level development and
governance
○ Inspiration to neighbouring Gram Panchayats to learn and adapt
○ Convergence of Central/ Centrally sponsored schemes/ State
Schemes and partnership with private, voluntary and cooperative
sectors
Adoption by Gram Panchayats by Members of Parliament (MP)
● Each MP to spearhead development of
○ one Gram Panchayat by 2016
○ two more Gram Panchayats by 2019
○ five more Gram Panchayats by 2024
● 1214 SAGY Gram Panchayats from 478 districts

○ State Government ensured convergence of line departments as priorities
in SAGY Gram Panchayats
○ Participation of the stakeholders at the grass root level, particularly the
pradhans/ village authorities and local youth
○ Continuous communication between MPs and ministers of different line
departments for implantation of SAGY
○ Continuous monitoring and frequent inspections by MPs, SNO and SAGY
state team
○ Quarterly meetings organised by the departments attended by district
collectors, charge officers and line department officials
○ Regular training programmes on MIS and lessons from previous SAGY
villages.

Major Achievements● GP was able to mobilise a massive youth volunteer
force for village development● 100% enrollment under social security schemes such
as Jan Dhan Yojana and PMSBY● SAMATHA – Total Equivalency Programme - for the
overall development of a person by improving his/her economic and social status
● Successful implementation of National Digital Literacy Mission. The beneficiaries included tribal women and daily wage workers.

Major Achievements● GP was able to bring forth the team spirit of villagers and
many activities were taken up through shramdan● A case in point is the large cattle pond, that was
renovated by combined efforts of GP and villagers. ● The GP has completed 16 major activities proposed under
the Village Development Plan of GP.● The Galahri GP has achieved 14.92% growth due to the
various interventions of SAGY programme.
Major reasons for success● MP has done frequent visits (once in a month) conducted
reviews and ensured follow up measures● Each and every development activity has been initiated
under the personal guidance of MP after the adoption. ● The positive milieu created by MP in the GP has also
prodded villagers to respond proactively to the programme. The villagers have been co-authors in the development story.
● The VDP was prepared after a thorough scenario analysis and the works were planned after due consultations with the line departments.

through CMRHM and REDRH ● Provisions improving the livelihood of household
through various departmental programme● Participation of villagers in planning and
implementation of the development works and also in taking part in Gram Sabha

and the governance have created a win-win environment reflecting higher participation of villagers in planning and implementation of the development works
