NTP News Report - Part I THE MOST IMPORTANT MONEY/POWER DISCOVERY FOR THE INDIVIDUAL

SINCE THE INDUSTRIAL REVO LUTION AND THE RISE OF CAPITALISM F rank R. Wallace, Ph.D. - Interviewed by NTP Columnist Eric Savage "l 98 1

The discovery of an entire new ficldofk.nowlcdge has bce11 maoe by Dr. FranK R. Wallace*. a rormer Senior Research Chemist for E. I. du Pont de Nemours & Co. Since mi~ 1976. Dr. Wallace has worked to uncover a spectacular array of new techniques called Nee>-Tech. Those techniques allow ordinary people to prosper anywhere in the world - even during financial hard times. recession~ depression. inflation, economic collapse. war ... .l interviewed Or. Wallace at his home in sotHhem Nevada Below arc edited pOr1ions of the interview that explain his discovery:

NTP: Whal is Nco-Tech7 How can I benefit from i17 WALLACE: Neo-Tech is a new. scientific method for collect· ing unbeatable advantages. O"er the decades. all successful businessmen. entrepreneurs. professional people. salesmen. polidcians. gamblers. Don Juans have secretly searched (or shortcuts that require litcle skill but contain the effectiveness of the most advanced techniques. During the Neo-Tech Discovery. I identified those shoncuts. As I honed them together. they gelled into a new format that began genera1ing a whole new field or knowledge called Nco-Tech.

Neo-Tech has its roots in the constant financial pressures and incentives to develop the easiest, most profitable methods of gaining advantages. Neo-Tcch is 1he consummate evolution of achieving success and is what every successful person ul1imately seeks. Neo-Tech is a new knowledge that has nothing 1odo with positive thinking, religion, mysticism. or the occcuh. Once a person knows the money/power-ga1hering1echniquesof Neo-Tec:h. he can Stearuly profit from almost any situation involving the transfer of money or power.

Believe it or not. J first sensed Neo-Tech through poker- the money game. the international strategy game. Strange how a discovery so imponant as Neo-Tech started with something so restricted as poker. lndeed, poker is just one rather insignificant area involving the transrer of money in which a person can profit through Neo-Tech methods.

Subsequently, I pursued Neo-Tech beyond cards to uncover far greater advantages in compelitive situalions involving work, business, politics. and personal relationships, Neo-T«:h applies to all wiMing situations.

NTP: Can people really get rich by using Neo-Tech? Or is Neo-Tech like cheating . .. is Neo-Tech a metaphor for cardsharps. con anists. dishonest merchants. greedy politicians? WALLACE: To answer your first question: yes. people can get rich by using Neo-Tech. But is Nco-Tech lilce cheating or for con anists? Definitely nm. Cheating and con jobs are based on fraud, collusion, gall, hustling or swindling. Neo-Tech is completely honest and ethical. Moreover, Neo-Tech requires no special skill, devices. or nerve. Neo-Tech requires no risks or changes in life style. Neo-Tech is based on a new knowledge lhat generates profits and power.

And by the way, Neo-Tech has no link to text-book intel· ligence or wit: Dale Carnegie-like courses, How-To-Get-Power books; self-helJ>-type olTers: learning the ropes; knowing lhe tricks; getting the breaks; luck; being in <he right place at the right time: acting suave; dressing for success; socializing your way up; drinking or golfing with the big wheels; or mysticism. The Neo-Tech Discovery bypasses all the vague, amO<J)hous ideas of the past for gaining advantages. Those ideas and

previously promoted shonculS are really not shoncu<s that count - no< the shoncut.s that are responsible for the world's mosc powerful and successful people - OOI the really powerful shoncuts uncovered during the Neo-Tech Discovery - shon· cuts that later gelled into an uncxpcc(ed formal that generates arrays of new knowledge Iha I ordinary people can use .. . knowledge called Neo-Tech.

Indeed, Neo-Tech arises from lhe essence of all shrewd and easy winning. And cenainly. Neo-Tech will someday dominate most wiMing situations as it spreads into business and personal relationships .... But no. Mr. Savage. the Neo-Tech man is not in :tny way like a cheater. con man. or politician. NTP: Who exactly is lhe Neo-Tech man? WALLACE: Lei me begin by saying: Traditionally, lhe '"-orld's most successful people spent years secretly uncovering valid shoncu<s within their panicular fields . They became specialists in their fields by using !hose shoncuts 10 efliciendy con1tol people and key situations.

The Neo-Tech Discovery. on the Other hand, gathered all possible shoncuu into one crystallitcd unit that generates a plethora of highly practical. marltsman-lilce fonnats called NeoTech. Wilh those Neo-Tech formats. a person immediotely becomes an ex pen specialist not just in controlling one pasticular field. b~t in controlling all s ituations involving money and power.

So to answer your question: The Neo-Tech man is a man of quiet power - a person who cannot lose. He can control essentially any situation or anyone unk.nowledgeable about NeoTech .. man or woman.

NTP: Specifically, what does Neo-Tech mean 10 the ordjnary person'? WALLACE: Well. 10 be specific, lhe most potent shoncut.s prior 10 Neo-Tech were beyond lhe reach of ordinary people as only the money/power giants developed lhe combinations 10 unlock and use chose shoncuts. Moreover, those potent but customized or highly specialized shoncut.s in specific fields could not help most people even if they had access to those shoncuts. In addition. the nature of those potent shoncuts limited <he money/power giants 10 !heir particular fields. Still. beneath all 1hosc customited shoncuts lies genuine power. Neo-Tech nOl only captures that power but brings everything down 10 eanh and removes all limitations. That, in rum, yields still greater power that even the money/power giams were denied. More imponanlly. mos1 ordinary people can only llounder through lire unless they discover Neo-Tech.

Neo-Tech applies to everyone in all money, power and personal situations. By using Neo-Tech, the ordinary person for the first time has the combinations to unlock and use

those potent shortcuts to grow into a money/power giant. But most importantly, he never has to wait - he never even has to become a money/ power gianc. He can immediately use Nee> Tech to gain unbeatable advantages ln his daily routine.

Never bt:fore have unbealable advanla_gu been available to the ordinary man. Indeed, 1he ordinary person can apply this new knowledge 10 any chogen exient - from becoming a world success to quiedy increasin& his income and prestige. The person who acquires th.is new knowkdge can execute complete control over h is life and command his destiny. NTP: You're saying a penon can use Nee> Tech to control his own ureas well as almost everyone else's life, coming or going. WALLACE: Tha1's rigl>1. Ne~ Tech iransfers money, power, and prestige from the uninformed to the infonned. Those informed can automatlcally take control of most situations involving money and power ranging from wi.Ming a lover to becoming exceptionally competent, io becomin.g a key empk>yee, to gaining substantial niscs. to predicting stock prices .. NTP: Wait a min.He! Nee> Tech can predjct stock prices? WALLACE: Yes, quile r<li•bly. NTP: How~ WALLACE: First a person must realize 1ha1 a company is worth no more or no less than its rree·markct price. A company's value - lts commo~stock price - is always detcnnined in the Jong lcrm by the ability of its management Executives

a.re hired by the stockholders for one reason only .. . to enhance the financial health o( their enterprise in order to increase profits and common-stock prices. The value or an executive is determined by the extent lhat he provides that service. And he can deliver that maximum value by usin& Nee> T K h. Indeed, the more an employee - from the hourly worker to the highest paid executive - uses Nee> T ech. the more successful he becomes. And the more managemen1 uJes Ne<> Tech •h• more that business will nourish and the more its stock price will increase. Thus, to predict stock prices, the Nto-Ttth fac1or is a deadly indicator and . . NTP: The Nee> Tech factor . . tha• could be really importan1 for many Wngs, couldn't it'? WALLACE: Indeed, it can make one increasingly prosperous. NTP: You mean a lot of people will get rich using the Neo-Te<:h fac1or? WALLACE: Yes. ii is lhe corning wave 10 prosperity. A 101 of people will become wcahhy . . and happy NTP: How quickly will Ne~ Tech sprucf! WALLACE: Na1urally. as people gain 1his knowledge. lhey will begin using its techniques because the)' are irresistibly easy, ye1 exlremely potent. Thus, as people find oul about Ne~ Tech it will au1oma1ically spread 1hrougl>ou1 1he world. ... Nee> Tech will become the most imponan.t discovery since the Industrial Revolution and the rise or capitalism.

THE NEO-TECH DISCOVERY ~ 1981 by NTP

Ne<> Tech was unveiled in 1980 by Dr. Frank R. Wallace; his discovtry is 1ruly an unbu1able weapon. Neo. Tech is a new. all inclusive catalyst for profiling in essentially any money or power situalion.

As a ronner proressional poker player and author or the world's best-selling poker maraul. Dr. Wallace made the i:ni1ial steps coward discovering Nee> Tech through poker. ln 1976, while researching and writing an addendum about casino and club games for his best-selling Poker Manual, Frank Wallace used his world·known expertise 10 piece 1oge1her an unbealable. seemingly innocenl approach being used by ce:ruin professionals in high-ttake games. Wall ace was taking the first step toward the Nee> Tech Ditcovery.

Gradually, WaJlace and his two co-workers uncovered, one step at a time, I.he full power of Nee> Tech. which became evermore meaningflJI u they discovered whole new realms of much more powerful concepts than those used in cards. Those v1luable concepts applied to everyday situations - situations in which power makes an enonnous difference - in business. social situations, and all other competitive and personal situ1tions. Below are edited segments t4ken from Wallace's notes recorded during his research:

Or. Wallace's Confldenlial ~Otts

July 1976 I've discovered the never-before-revealed nature of elfonle$$ winning while playing poker. This discovery purges the raise nocions about winning in cards and eli.minates its mystical aura. While iden1ifying 1he origins of tha1 knowledge, I'm grasping it.s powerful nature. I reel an addicting power as I btgjn to do rhe seemingly impossible. With ease I can make maneuvers lo beat all opponenlS. The iechniques come from a new knowledge. ...I've named this knowledge, N~och~ating.

August 1976 Neocheating is somt:thing new - something exci1ing. The quickness with which I'm learning to acquire winning hands ror myselr overwhelms me. I reel uneasy about learning to win so efl'onlessly and quickly - all in a few days. With this le1hal knowledge, 1hinlt wha1 a person eould do 10 his op. ponenis in a miner of days.

Stpt<mb<r 1976 Neochcating can be executed in peace and without the knowledge or otheu. I' ve discovered effective maneuven for controlling every outcome of every situation. Neocheating is almost too easy and safe. yet it is the most potent form or wiMing. Indeed, lhe simpler and subtler lhe technique. the easier and safer and, therefore. the more efTeC1ive it is .... Neocheating renders all other cheating ploys so obsolete th11 such cheating is no longer an important threat. Anyone can quickly become a player who cannot lose. Indeed,

9.

through Neocheating. an average player can increase his advantage so grea1ly th11he can break most games 11 will. He can win fas1 - very fast - in poker. blackjack. bndae. and gin. He can acquire lar&e chunlcs of money, Sl,000, $10,000, or more in a singie day, repeatedly. But he avoids winning 100 fas1 by withhokling Neocheating·s full power in order to extract maximum, long.term money from opponents. He fears no opponent. He can impoverish anyone he chooses; and they' ll never know what hit them. I'm glad to be discovering Neochea1ing berore anyone else. Already I have the knowledge to quietly but even the most skilled and experienced opponents. This knowledge allows the ordinary player to cor.trol opponenlS at will.

October 1976 I've discovered easy ways to nullify moves made by opponents. I'm struck by the importance or understanding Neocheatina. I need that underswidina 10 prosper in situations involving money. Eager with anticipation, I sense th1t 1his new knowledge could be incredibly valuable beyond the card 1ables. Still I keep discovering more and more invisible tech.niques !hat deliver unbea1tble advantaJOS in poker, blacllJack, and other g1mes. But I'm thin.king more deeply of how even the concepts of poker when used through this new discovery apply no1 only 10 president! ar.d their wo<ld poli1ics bul to everyone, everywhere. I'm grasping how the concepts or Neocheating can be used both to gain large chunks of money

Cor11uiuc'd

and to gain power in business. government, and personal life. No•tmbtr I 976

With this knowled&•. what could a person do in the real world withOV\ the boundaries of a casd game! Who is the Neocheate~ He is an ordinary-appearing person who will soon rule the card tables and perhaps the world. A chill spreads over me. The closer uninfonned people observe a Neocheater, the more reassured they become. The real-workt Neocheater appears as a most lr\lstworthy penon. But he knows exactly how to win. He can bankrupt opponenu, yet instead, he creates advantages that remain unnoticeable to his opponents while delivering maximum long-range profits to himself. Quietly he applies his power in small strategic doses to gain steady yet unsuspicious advantages and profit.s while keeping everyone happy. Thus. the Neocheater is impossible co catch in the act and is hard to avoid. With his subtle yet unbeatable advantages, he can comfortably and legally control all aspects of life. Indeed. the Neocheater is so elfective that he obsoletes traditional realworld cheaters. Jn fact. the Ncocheater displays characteristics opposite 10 those of cheaters as my comparison chart is revealing:

Their characteristics are opposites - the Neocheater is in complete control. But their differences go much further: Alert or knowledgeable people can usually detect cheating especiaUy in business and politics - unleu the cheater has acquired great skiU through year.s oflaborious practice and experience. Even then, the expert cheater rrusl execute each strategy perfectly, every time, putting him under 111eat pressure. Thus. if he makes one slip or one wron& moYC to get cau&h~ he becomes obviously guilty, leaving him to race the consequences. That fear of being caug, hthaW'IU mostdtcaten and overwhelms countless potential cheaters. By contrast, the Neocheater's techniques are invisible. So even if suspected, he can never be accused - his tactics ac tually eliminate suspicion. Indeed, he can always avoid the consequences because he can never be caught in any questionable act. ... The Neoeheater works in "'!axed harmony with his natural characteristics.

Dtctmber 1976 Because Neocheating is sosubcle,no one can ever prove a person is using it.s techniques. The Neocheater has the power 10 render others helpless, even wipe them out, but he wisely chooses ro use just enou&h of his power to give him unbeatable casino-like

advantages in all endeavors. His Neocheating maneuvers arc so subclc that they can be executed with casual confidence. His hidden techniques let him win consistcnUy and comfortably - year aft.er year, decade after decade. Eventually, Neocheaters will quietly rule everywhere as revealed by my chart showing how a perion gains profit and powerfromNeochcating in the real world where advantages and power really count:

Ja1111ury 1977 Ncocheating in cards involves gaining easy money and power over opPonencs through techniques that meet 1wo cri1eria: ( 1) easy to execute, and (2) invisible or undetectable. Neocheating o"tside cards involves gaining easy advantages and power over others by meeting two similar criteria: ( 1) easy to execute, and (2) not vulnerable to detection or assailable as dishonest. Once those two criteria arc eslablished, Neocheating formal.$ can be established for almost any situation. With such formats, a person not only captures unbeatable advantages over othcn, butcommandsshoncut.s to profiu and power. I'm realizing how many of tho most wealthy, powcrflll, and admired people today consistently use Neocheating fonnats without ever realizing it - without ever being suspected. I call those people Master Neocheaters. They acquire extreme power and wealth. Such people include trusted heads of states, powerful political leaden, charismatic idols, famous religious leaders. certain pros-perous businessmen, international bankers, many of the be.st· known TV commentators, key journalists, influential editorial writers, Hollywood actors, many well-known authors, certain prestigious professors, many successful lawyers, highly visible environmentalists and consumer advocates, politically or socially oriented scientists - many of the most powerful people in lhe world. By the mid 80's, perhaps every ordinary person who becomes wealthy or powerful In any field will have used this discovery. . .. I've got to think about Neocheating a lot more deeply. New ways for ordinary people lo gain power and advantages are bombarding me faster than I can analyze them.

February 1977 Neocheating shasply reduces the time and elfort to profit consis

Co111in"td

tently. What is happening in cards today indicates what will happen in the real world comorrow. Within days after pining this knowledge, people can safely banluupt opponents - or slowly profit from them, week after week. People c:an eitract money and prestige Crom Illy wiMing situation .. . from any clfd game - £rom the easiest Friday-nigh! game to the toughesc professional game. Likewiae, people can benefit rrom financial endeavors - rrom dealing with the boss to the biggcat oil deal. People can also benefit from any relationship - from pining rcsp<et of peers to Inducing love rrom a putner. Yee no one suspecxs the Neocheater. The application ofNeochealing to everyday financial and per· sonal relationship$ is becoming increasingly real. In fact, Neocheatingcan be used in any confrontation involving two or more people. And anyone who crosses the Neocheater's palh is in potential danger. The Neochealer can financially and emotionally control whomever he desires. The strength and dimensions ot Neoehcating wilh its infinite applications reach tar beyond my previous thooights and imagination.

Marrh 1977 I feel an accelerating pull tDwards power as I continuaUy discover new ways that anyone can efTecrively apply this new knowledge to any winning situation - in business, politics, gaming, personal and social life. But I am sensing dilrerenl types or shortcuts never known to me befbre - shortcuts that never could have been perceived will1out having fint idencified lllld understood the Neochcating shortcuts. Yet these new shortcuts are totally different than !hose otNeochea1ing- they are actually the antilhesis or Neocheating. In fact, these new shortcuts lake I form ail their own . . . a form previously unknown to man.

April 1977 I keep thinking over and OYer how discovering lhese new teeh· niquesor shortcuts fint r.quired undentandingthen completely inverting !he Neocheating principles to reveal the g101t0$t power possible to man - to reveal the real shoncuts to a suceessllll and prosperous life . ... No wondor the ideas oflhe past and previously promoced shortcuts never could reveal the real secrets to success - lhe real shortcuts.

These shortcuts have creater power than l ever thought possible: power dramatically true to man's nature - consummate power that is far 11eater than possessed by any Neocheacer, even any Master Neocheater .. . synergistic power that has made History's most suceessllll few. And all otthcse new tech· niques and shortcuts are completely honest while ironically requiring IO$s skill and elrort than the Neocheating techniques. This new discovery compresses al these new shortcuts In every possible area into one urUfied fonn.al This ain&Je unit is generating a whole new field orknowledge that will let notonlypowerl\11 people but any ordlnary person lalce eon1rol - awesome control - over every money, power. and personal situation. This could be lhe most dramatic discovery or our time .... rve named this discovery - this new knowledge - Nto-Ttch.

Mav 1977 I am now realizingtlia1Neo-Tech is the most dramatic discovery or our time. Never before did ordinary people have access to the shortcuts previously available to !he world's most powerl\11 people. But now those shortcuts can become availabletoevery· one who leams or Neo-Tech. And much more than that, this discover)'. unifies those previously exclusive shortcuts into a single unil thal keeps generating Neo-Tech - keeps gencracing brand-new knowledge. That new knowledge lets anyone, from the world's money giants to ordinary people, gain unstoppable advantages not only in the blghest powered situations but in everyday, routine situations confronted by everyone. Neo-Tech has no limitations. Anyone knowledgeable about Neo-Tech can prosper ror the rest of his life.

Dtctmber 1980 Alter tour years of .-.search and writing, I've come to realize that Neo-Tech power is permanent and once acquired can never be lost to anyone. NeoTech obsoletes exlemal authoricy and renders Neochealcrs impotent With Neo-Tech, anyone can become the person he's always dreamed or -· the person he was meant to be.

January 1981 I'm leamina the full meaningorNeo-Tech power: All will yield to the Neo-Teeb man. ... Truly 11eat days are coming.

- A Postscript From Eric Savage -Person•I Proliu - Mine

Allhough I spent several hours interviewing Dr. Wallace about Ne<>-Tech. While opening 1he cover o( The Neo-Tech Oiscovery(volume I). a reeling came over me 1hat I was embarking on a journey frc::m which I would never re.rum. I felt my life changing on reading the ficst concept. And each subsequent concept dehvered new advantages I never knew existed. I could see mentally tht new benefi1s from this new knowledge . . how I could integrate each new benefit into my daily life 10 profi1 (rom anything I do.

Ever notice how every issue of most magazines seems just like the ones before it -same old subjects. same predictable views, same boring editorials.

At AGAINST THE WALL. we plan each issue as an entity In itself - separate and special, unlike all which have come before. No lwo covers out of more than 100 we've published since August 1972 have been printed in the same colors. But the uniqueness Of each issue goes far beyond the covers.

fn one issue, you might find an article defending women's rights lo reproductive freedom. The next issue mighl contain a piece arguing for lhe righls of lhe unborn. We might offer an advance look al an anti-nuke civil disobedience campaign and follow it up, a few issues later, with an author's attack on lhe nuclear freeze movement.

This is not to say lhat AGAINST THE WALL will shy away from laking a sland on important issues - unlike mos I magazines, you can find our opinions In our edllorials, separate from the articles. As we slated in 19 73:

We reject the concept that there is only one "true" libertarian system. We do not restrict ourselves to the presentation ol any one particular brand ol

libertarian philosophy, but exist to show the true richness. breadth and scope ol libertarian social and economic \dsions.

Anyone with something to say who has been frozen out by cliques in the movement can gel a hearing from us.

Sound loo good 10 be true? Try us. by ordering a back issue or lwo. We believe thal you'll find us lo be everything we've said - and more .

THE VOLUNTARYISTS: The Voluntaryists are libertarians who have organized to promote non-political strategies to achieve a free society. We reject electoral politics, in theory and in practice, as incompatible with libertarian principles. Governments must c loak their actions in an aura of moral legitimacy in order to sustain their power, and political methods invariably strengthen that leg itimacy. Voluntaryi sts seek instead to delegitimize the State through education, and we advocate withdrawal of the cooperation and tacit consent on whi ch State power ultimately depends.

LIBERTAS Zurich '82 Zurich, S witzerland , August 1982 was the site and time of a historic gathering - the First International Libertarian Convention! Close to 100 freedom lovers from the far corners of the globe gathered to discuss strategy and structure and, in a supercharged atmosphere of warm comradery and unflagging cooperation, a "battle plan" for the 80's was formulated. You wi ll be hearing a lot about this momentus gathering in the libertarian press in the months to come, but to those concerned with the "Future of Freedom", the happening at Zurich this summer was most exciting. FEE's Leonard Read, in recent correspondence, notes, "Such a project would have been unthinkable a generation ago, but the groundwork has been laid little by little over the years . .. I congratulate you ... " Of course, his congratulations should also have been extended to himself and the many pioneers present at this gathering who were personally responsible for the laying of much of this groundwork.

THE FUTURE

The Libertarian International will be assisting the efforts of individual libertarians around the world - providing a bimonthly newsletter, "Free World Chronicle" in English, French & Spanish and commencing work on a vitally important program of publishing a multi-lingual libertarian booklet series. A very desperate need for these intellectual tools in non-Englishspeaking countries has been expressed by many in di viduals - particu larl y those i n Spain and South America - and it is generally felt that the growth of freedom can be radically accelerated by making freedom-oriented printed matter avai lable to these people - in their languages
