S7.0 Generalities
S7.0.1 Scope of work
These technical specifications includes the equipment needed for the execution of DC and AC
auxiliary services installations of Casimcea-Topolog-Daieni Windfarm - Substation SS#2c. This project provides modern auxiliary services installations in order to achieve the required
safety and the integration of the auxiliary services installations into the substation’s
management system.
The auxiliary services installation will have to meet the dimensioning and reliability
requirements imposed by the receptors of the primary and secondary equipment of the
substation, in accordance with the standard norms and regulations.
This section of Tender book includes the technical requirements for the equipment necessary
to accomplish the works related to the auxiliary services installation as followings:
- 1 substation battery;
- 1 rectifier;
- 1 inverter;
- 1 auxiliary services transformer;
- 220 V DC auxiliary services distribution board;
- 400 V AC auxiliary services distribution board;
- DC and AC distribution cabinets in the control room;
- emergency generating set (Diesel power unit).
The inverter will feed computers, printers and other control equipment requiring 230 V, 50 Hz
auxiliary voltage. An AC secondary distribution box will be included in the scope of supply.
A DC terminal box, installed in the proximity of the battery, will be provided to create a
separate feeding for the relay protection group 2. An associated DC secondary distribution box
will be included in the scope of supply.
S7.0.2 Dimensioning the auxiliary services equipment
The sources of continuous current and alternating current and the supply and distribution
boards will be dimensioned and equipped for the 110/30 kV substation final stage (including
the spares).
The Contractor must verify the capacity of the power supply sources: battery, rectifier, inverter,
transformer, Diesel unit and dimensioning of the auxiliary services boards, for the

consumptions of the substation’s equipment and systems and considering the manufacturing
tolerances and diversity factors of the installation.
The Contractor will take into account that the switches of power supply sources (auxiliary
services transformer, Diesel unit, battery, rectifier, inverter) will be controlled both remotely by
the substation’s control system as well as locally.
S7.1 General requirements for equipment
S7.1.1 Standards
The equipment must meet the requirements of the applicable IEC regulations, the national

The equipment that meets the requirements of other approved standards will be accepted if
they have provisions equal or better quality than those specified above, or those specified for
each piece of equipment, when the Contractor shall clearly justify the differences between the
adopted and reference standards within his bidding. The bidding must be accompanied by a
copy of the adopted standard.
The equipment which deviates from the technical specifications contained in the technical
requirements of the tender book, tables, in which they will be highlighted, will be relieved.
All equipment will be supplied with all accessories necessary for the assembly, operation and
commissioning, control and monitoring. If there are materials or accessories that have not
been mentioned in the specifications but are necessary for the proper operation of the
equipment, it is the Contractor's obligation to deliver them without a prior request from the
Contracting Authority.
S7.1.2 Site specific conditions
The equipment included in this contract is designed to operate indoors. Microclimate
conditions will be provided in the room of the battery in order not to limit their operating
performances or lifetime. All equipment must optimally operate under the following conditions:
a. Climatic conditions for batteries of storage cells:

S7.1.3 Parameters of the DC and AC installation
a) DC installation
The DC consumers’ supply voltage is 220 V. The installation operates isolated from the earth.
The power supply sources (the battery and rectifier) will ensure that the supply voltage (at their
terminals) is maintained within the limits allowed by the receptors and the installation.
b) AC installation
The AC consumers’ supply voltage is 3x230/400 V. The installation will operate with the
directly earthed neutral.
In order to ensure the proper operation of the consumers, the supply voltage (at their
terminals) will be maintained within the limits allowed by the receptors and the installation.
S7.1.4 Nameplates, labels
a) A nameplate made of a corrosion resistant material will be applied in a visible place on each
equipment and auxiliary device. At least the following data regarding the equipment will be

legibly written on the name plate: name of manufacturer, type of equipment, serial number,
year of manufacture, product identification number and all technical data in accordance with
the equipment’s appropriate standard.
b) Labels will be provided for the equipment and materials included in the bidding, and
mounted their own or control cabinets and tiles on the connections from terminals to the
interior and exterior of the cabinet and on the inner connection conductors for their fast
identification or to give guidance on certain tasks (if and where appropriate).
The labels and tiles for conductors will be thus written down in order not to be deleted and to
maintain a good legibility in time. The standard ring-type tiles applied to conductors are
preferred.
c) In places provided by the labor protection regulations in force, and wherever deemed
necessary, warning labels will be provided.
d) The marking-out of the auxiliary services or control cabinets will be made according to IEC
61439-1.
All labels will be written in Romanian.
S7.1.5 Protective coatings
a) All parts of equipment or materials involved in the Contract shall be protected against
corrosion during transportation, storage, assembly and operation, by applying a surface
treatment corresponding to each item.
b) The Contractor will send data about the coating process including:
- Type of coating proposed for each important surface of the equipment;
- Methods of coating preparation, application and inspection;
- Sequence and duration of operations;
- Standards for the coating procedure and the coating material constituent elements.
S7.1.6 Earthing
All metal parts of the equipment, other than those included in the electrical circuits, will allow a
smooth connection to the main earthing facility through special terminals provided with screws.
S7.2 General requirements for additional equipment
S7.2.1 Motors
All motors will meet the requirements of IEC 60034 and will be able to operate continuously
under normal conditions, without dangerous overheating, at frequencies comprised between

49.51 Hz and a voltage between 0.85 Un ÷ 1.1 Un.
S7.2.2 Low voltage switches
The low voltage switches and mini-switches, with less than 1 kV voltage, must be
manufactured and tested according to IEC 60947. They will be provided both with main and
auxiliary contacts necessary for the distance signaling of the main contacts’ position of their
operation mode (protection or deliberate activation). All DC and AC circuit switches will be thus
chosen so that to ensure the selectivity of the protections.
All switches will be equipped with thermal and electromagnetic protection.
S7.2.3 Low voltage disconnectors
The low voltage disconnectors for a voltage rating less than 1 kV (690 Vac) must be
manufactured and tested according to IEC 60947-3 and IEC 60204. They will be used for
disconnecting or switching functions. The distance between open contacts must prevent the
arc ignition and the drive lever position must always correspond with the main contacts.
S7.2.4 Fuses
The fuses must comply with the requirements of IEC 60269 and will be dimensioned so as to
ensure their selective and indicated operation in relation to other protective devices within the
respective circuit.
S7.2.5 Selection and control switches, indicating buttons and lamps
The switches must meet the requirements of IEC 60947-3, 5.
Their construction must not allow their incorrect activation or interlock, and the packages must
be well tight and isolated.
The control buttons and indicating lamps must be manufactured and tested according to IEC
60947-5.
S7.2.6 Terminal strips
The terminal strips must meet the requirements of IEC 60947-1, 7 and will have electrical
characteristics (ampere rating, voltage rating and holding voltage) corresponding to serviced
circuits. The terminals will have a robust construction, and will be made of inflammable
materials.
The movement of the terminals along the rails should take place easily. For single-core
conductors, with a cross section up to 6mm2 and multi-core conductors with a cross section up

to 16mm2, pressing screw clips, which carries out the contact pressure, not directly on the
conductor, but on a notched bridge which ensures a good contact on the conductor, will be
used. The pressing screws will have a firm locking device and the area entering the clip will be
protected from touching, so that no live metal part is exposed.
For the single-core conductors with a cross section higher than 6 mm2 and multi-core
conductors with a cross section higher than 16mm2, the terminals will be provided with bolts;
the bolts will be blocked so as not to allow rotation. For this type of terminals, the conductors
will have terminal ends provided with thimbles (connectors) fixed by crimping.
For each cabinet, a terminal strip will be provided separately for the control system interface.
The terminal strips will be thus executed so as to allow easy access to the terminals. They will
be protected against direct touching.
At least one terminal will be left free between the circuits with different polarities. The terminals
will allow the connection of some testing devices without having to interrupt the circuit.
A 20% reserve of line clips will be provided for each line of clips.
S7.3 Technical requirements for the equipment of DC auxiliary services installation
S7.3.1 Generalities
All continuous current consumers related to the 110 kV and 30 kV substations as well as of the
power transformer will be supplied from a stationary, sealed battery, without maintenance and
gas emission.
The battery will provide for a period of 3 hours (in case of failure of 0.4 kV network) the
permanent consumption of the control installation - protection, telecommunications and
emergency lighting, and at the end of this period it will provide the consumption necessary to
simultaneously activate the 110 kV circuit breaker and 5 of 30 kV circuit breakers, followed by
their successive switching in. At the end of this regime, the battery’s voltage must not fall
below 1.80 V / element.
The DC installation diagram is with simple bus-bar. The continuous current consumers will be
radially supplied.
The battery will operate in "floating" conditions with an automatic voltage stabilization and
current limitation rectifier.
If necessary, the Contractor will be able to resize the continuous current auxiliary services
equipment, in accordance with the consumptions of the delivered equipment, but by observing
the solution and the operating condition described above.

S7.3.2 Battery
a) The Contractor will deliver a stationary acid battery for the 110/30 kV substation.
The battery must provide the entire continuous current consumption of the respective
installation in case of decommissioning of the rectifiers. The bidder shall submit the selection
and verification calculations for the rectifiers and battery once with the bidding.
b) The technical requirements of this paragraph are additional to the technical requirements
outlined in the Technical Data Sheets - Table C.
Type
The battery will be with acid and Pb-Ca alloy plates, waterproof constructed, without gas
emission and maintenance free. The entire quantity of electrolyte will be immobilized in gel.
The battery must withstand the entire substation DC consumption for at least 3 hours.
The casual charging of the battery (after a 3 hour discharging) will be done automatically. The
duration of this charging will be determined taking into account that the maximum casual load
voltage will be 2.3 V/element.
Constructive characteristics
The tank of each battery element will be fitted with a safety valve.
The battery’s elements will be arranged in multi-level racks, in an anti-seismic assembling.
The racks will be made of steel profiles covered with an insulating and protective layer
resistant to acid and will be provided with electric insulating spacers both between the racks
and elements and between the racks and the floor.
The racks will be mounted at minimum 150 mm above the floor, by support elements which
are to be attached with bolts in the concrete floor.
The connections between the elements will be protected and insulated in order to protect the
operating personnel against touching the live parts.
The connection between each battery and the corresponding supply and distribution cabinet
will be achieved by 2 insulated cables (one for each polarity).
Limit of supply
The limit of the bidding complies with the specification list for the equipment - Table B.
Each battery will be delivered in a functional anti-seismic assembly with:
- supporting structures (racks)
- the bolts for their fastening in the floor
- a complete set of accessories for the battery’s installation, connection and operation
consisting of:

• connections between the battery’s elements;
• cable insulating elements and their associated output terminals.
S7.3.3 Rectifier
a) The Contractor shall deliver an automatic rectifier for the "floating" operation with the
battery.
The rectifiers must provide the battery’s charging in “floating” or occasional condition
(permanent) and, at the same time, the supply all DC permanent consumers.
The rectifier should have the ability to take over the entire continuous current consumption
corresponding to the substation.
b) The technical requirements of this paragraph are additional to the technical requirements
outlined in the Technical Data Sheets - Table C.
Type
Automatic rectifier with automatic stabilization of the output voltage within the limits of ±1%,
regardless of AC supply voltage variation and dual current limiting (of total current and the
battery charging current).
Constructive characteristics
Design data
a) Supply voltage rating 3 x 400 V, 50 Hz.
The alternating voltage may contain transitional waves and impulses due to switching, or
abnormal conditions. The rectifier must block these waves and impulses at the AC input with
limiting filters.
The rectified voltage will be filtered in order to reduce the ripple in DC below 2 V (1% Un); this
value also corresponds to the case when the battery is disconnected.
b) On the DC side, the rectifier must provide:
- battery charging voltage in a normal operating condition (floating)
- battery charging voltage in an occasional operating condition
- consumers supply:
* in continuous operating condition, the rectifier must provide the load related to the
permanent consumers and the battery charging current;
* the rectifier must provide the full recharge of the battery, after each
maximum 3 h discharge, switching automatically to occasional charging.
Construction:
The rectifier will be fully automated, providing the output voltage adjustment and stabilization,

compensating the supply voltage variations and the output current limiting in all operating
conditions.
The rectifier will be designed to be integrated into a telecontrol system and fitted with
monitoring and measurement systems.
The ventilation of the rectifier cabinet will be through natural convection.
On the output (DC side) diodes will be provided for avoiding the battery discharging on the
rectifier in case of failure of the AC power supply network.
Protection devices such as automatic switches or wire fuses will be provided, with the
necessary short-circuit and overload dimensioned protection.
The rectifier will allow to choose the loading condition and adjust the charging parameters in
floating or occasional condition.
For the occasional charging of the battery, a timer will be provided with manual adjustment
possibility, and at the end of this period the system must automatically return to its normal
charging condition.
For remote supervisory the rectifier will have the necessary facilities; minimum remote
signaling with potential free contacts or 4 ... 20 mA signal for:
- DC and AC current
- DC and AC voltage
- earthing in DC network;
- rectifier’s failure;
- minimum and maximum DC voltage;
- alternating voltage failure;
- alarms at:
* minimum voltage;
* common alarms;
* no supply voltage (AC side)
* maximum voltage;
* earthing
Limit of supply
The limit of the bidding complies with the specification list for the equipment - Table B3.
The rectifier will be supplied with all necessary accessories.

S7.4 Technical requirements for the equipment of AC auxiliary services installation
S7.4.1 Generalities
The supply voltage rating of the alternating current consumers is 3 x 230 / 400 V, 50 Hz.
The installation will operate with the neutral connected directly to earth.
The alternating current auxiliary services installations will ensure the consumption related to
the final profile (including the spares) of the 110/30 kV substation.
The supply of the 0.4 kV alternating current auxiliary services installation will be made out of
two distinct sources:
- the auxiliary services transformer
- the emergency generating set (Diesel unit)
The power supply diagram is with simple bus-bar. The AC consumers will be radially supplied.
The alternating current auxiliary services installation will be provided with an automate
switching to the emergency source.
If necessary, the Contractor will resize the alternating current auxiliary services equipment in
accordance with the consumptions of the delivered equipment but by observing the solution
and the operating condition described above. The Contractor must submit the dimensioning
calculations for the proposed auxiliary services equipment.
S7.4.2 Power transformer
a) The Contractor must deliver the power transformer, dry type, for the alternating current
auxiliary services supply of the 110/30 kV substation.
b) The technical requirements of this paragraph are additional to the technical requirements
outlined in the Technical Data Sheets - Table C.
Type
Power three-phased transformers, with dry insulation and natural circulation cooling have been
provided for the supply of the AC auxiliary services installations.
The transformer will be mounted in the designated room.
The core, arranged in three columns, will be made of siliceous steel sheets with oriented
silicon crystals, cold lamination, and inorganic insulation on both sides.
The coiling will be made of copper conductors with F class insulation according to IEC 60085
with superior dielectric characteristics, low aging, fireproof, resistant to flame propagation (self-
extinguishing).
The tap changer will be connected to the HV winding inlets and intended for the change of the

ratio of conversion in the load absence.
The stiffening framing of the magnetic core and the basic frame will be made of steel, in a
robust construction, in order to withstand the mechanical stress under operating and
transporting condition. The metallic parts will have surface coatings for anti-corrosion
protection.
The LV winding neutral will be accessible to the terminals and will be dimensioned to the value
of phase current.
The MV connection at the transformer’s terminals will be executed by insulated cable. The
terminals will allow the cables connection in a completely isolated solution (plug-in).
The temperature will be monitored by the sensors installed in the windings. The temperature
will be remote monitored.
The transformer will have reduced no-load losses, with the tolerances specified by IEC 60076.
The transformer must be able to withstand temporary overload according to IEC 60076-12
without damaging the windings, insulation, tap changer, insulated bushings, etc..
The transformer should withstand the short-circuit current under the conditions specified by
IEC 60076-5.
Limit of supply
The transformer will be provided with at least the following items:
- connection box for secondary circuits
- HV and LV insulated bushings
- earthing terminals (2 pieces)
- nameplate
- lifting eye
- wheels
- other accessories according to IEC 60076.
S7.4.3 Technical requirements for emergency generating set (Diesel Unit)
a) The Contractor will ensure the delivery of a three-phased power Diesel unit, with automatic
start as a source of backup power
b) The technical requirements of this paragraph are additional to the technical requirements
outlined in the Technical Data Sheets - Table C.

of gas and power-operated louver system for air intake and exhaust.
The power unit together with the annexes will be indoor in a special designated room.
The power unit and the annexes must form a functional installed and factory tested unit.
Constructive characteristics
The power unit will be constructed as a complete installation, where the engine and the
generator are mounted on a common frame.
The power unit will operate individually, being automatically activated, upon the loss of voltage
on the AC bus-bars and will reach its maximum load within max. 15 sec. from receiving the
start command.
When the voltage returns in the network, the unit will stop automatically.
The manual control of the unit is also provided for testing.
The fuel supply is made from its own fuel tank (day). For the expansion of the power unit
range, a storage tank will be installed in the same room. The transfer of fuel from the storage
tank to the day tank will be automatically done.
The group will be self-ventilated, with the engine’s fan directly driven by the motor, with the
exhaust of the entire quantity of heat given off by the unit during its operation.
The generator will have no brushes, being provided with built-in automatic voltage regulator.
The generator’s voltage will be of 3~230/400 Vac, with the neutral accessible at the terminal
box.
The equipment will provide all the necessary functions by:
- Diesel engine’s preheating installation;
- start battery charging rectifier;
- fuel tank filling pump;
- engine for the activation of air inlet and outlet louvers;
- electric pump for pre-lubrication of Diesel engine;
- automatic three-pole switch for the connection / disconnection of the generator within
the circuit;
- starter;
- selection of the operating condition, with remote, local or testing control;
- automatic/manual start of Diesel engine;
- automatic/manual stop of Diesel engine;
- control of normal operation of pre-lubrication, preheating and rectifier;
- oil level control
- control of generator’s electrical parameters (voltage, frequency, intensity)

- control of Diesel engine parameters (oil pressure, speed, oil temperature, water
temperature);
- generator’s protection against external short-circuit, overcharge, overheating of Diesel
engine;
- coupling / uncoupling of the main switch;
- the blocking in three failed attempts of start at the remote control, the release being
made by hand;
- distance transmission (in the control room) and triggering of the alarm signals.
At least the following signals must be transmitted:
- Diesel unit failure;
- minimum 10% fuel level - day tank;
- minimum 10% fuel level - external tank
- rectifier’s failure / start battery’s minimum voltage;
- operational Diesel unit:
• distance transmission (in the control room) of the values of the frequency and output
current, voltage;
• local signaling of all operating parameters;
• alternator protection device;
• maximum voltage protection;
• reverse power protection;
• saturation protection.
The Diesel engine will be equipped with a battery, without maintenance, for its startup. The
rectifier for charging the battery will be an automatic rectifier supplied to the voltage of 230 V,
50 Hz.
In order to ensure the start-up and operation of the Diesel engine, the unit will be equipped
with a pre-lubrication, pre-heating, starting, air supply, fuel supply, cooling, ventilation, and gas
exhaust installation.
Its fuel tank (day) will have double walls and should provide the necessary amount of fuel to
operate at least 8 hours. In order to fill the tank from an external tank, an electric pump
(included in the scope of supply) will be used.
The Diesel unit will stop automatically when the achieved values are more dangerous than the
level at which the alarm signal has been reached. The unit must be equipped with an engine
fuel supply stop system in case of fire detection.
The power unit must be maintained in an "able for intervention" condition.

The consumables deemed as necessary for the warranty period will be delivered together with
the power unit.
Limit of the bidding.
The limit of the bidding complies with the specification list for the equipment - Table B.
The unit will be delivered with the necessary accessories, at least those listed below:
- electric pump for filling the tank;
- own fuel tank and connecting pipes;
- start battery and rectifier;
- ventilation system for air intake and exhaust (flexible tube and wall grids) and
electrically operated louvers;
- fully equipped automation cabinet and power cables and secondary circuits between the
unit and the cabinet;
- accessories for fixing the unit on the concrete foundation.
S7.5 Technical requirements for the DC and AC auxiliary services cabinets
In order to build the LV cabinets, it must be met the execution and operation requirements of
the auxiliary services installation and the following general conditions:
- the steel sheet used for the construction of cabinets will be ≥ 1.5 mm thick;
- the minimum enclosure (according to IEC 60529) of the cabinets will be IP42;
- the cubicles will be provided with front windowed door and, if necessary, two back
doors;
- the window’s size will be big enough in order to allow the outdoor visibility, even with the
door closed, of the position or status of the equipment inside the cabinet;
- the cabinets will be equipped with dismountable steel doors, which are air-tight closed
and locked, fixed in the hinges so that they can be open at 150 º;
- the cabinets will be equipped with vertical supports and horizontal supports for fixing the
devices with front connections;
- the metal (horizontal and vertical) clamps for mounting the equipment inside each
cabinet will be galvanized and will ensure the continuity of the equipotential connections
inside the cabinet;
- the upper section of each cabinet will be designated for mounting the bus-bars;
- each cabinet will be equipped indoors with the following:
• lamp (lamps) for lighting mounted in the upper part, controlled by the door position mini-

switches, supplied in 230 Vac;
• a 230 Vac socket with a safety contact;
• a thermostatic-operated anti-condensation resistance.
- each cabinet must be naturally ventilated;
- the cabinets should allow their installation on the concrete floor;
- in the bottom part, the cubicles will be provided with dismountable metal plates for cable
entry;
- the interior equipment and the terminal strips should be easily accessible, without
affecting the neighboring equipment;
- the interior wiring should be protected from mechanical damage by trough;
- the minimum section of the interior secondary connections will be 2.5 mm²; the selection
of the cross section of the conductor for internal connections from the bus-bar to the
device and from it to the line of clips will be made in accordance with the applicable
regulations, depending on the load of the circuit, the used protection device and the
laying conditions;
- the internal connection color codes will be:
• black feeders.
• blue signal circuits.
• red measuring circuits
• yellow-green AC neutral and protection neutral
- all internal connections will be made with flexible multi-core conductors for fixed
installations;
- all cabinets will be delivered completely equipped and wired;
- each cabinet will be properly labeled so as to allow an easy identification, both with the
access door closed and open;
- each indoor installed device must be properly labeled in accordance with the wiring
diagram, so as to be easily identified either in front of the cabinet or from the
connections (back of the cabinet or back of reversible frames);
- the cabinets will be provided with fences for the protection against electrocution in the
area of the bus-bars and the area of the danger of electric shock circuits, being labeled
with warning inscriptions. Also, warning inscriptions will be placed on the front and back
doors.
- all cubicles will be corrosion protected by their electrostatic painting;

- each cabinet must allow a smooth connection of the metal construction to the main
earthing switch through special terminals equipped with screws;
- in the bottom part, each cubicle will be provided with a copper bus-bar for the earthing,
to which all devices and lines of clips provided in the cabinet will be electrically
connected;
- the external connection cables will be protected when passing through the lower metal
plate of the cabinet by cable glands included in the scope of supply;
- each cabinet will be equipped with envelope-type pocket for plans.
S7.6 Tests for DC and AC auxiliary services equipment
a) The type tests should be performed in an independent laboratory or if they are carried out in
the laboratory of the manufacturer they will be performed in the presence of a neutral witness
or confirmed by an established laboratory.
b) The Contractor must provide the test results in accordance with the latest edition of IEC.
c) The Contractor must submit the reports for the type tests performed for each type of
equipment once with the technical documentation according to Table E.
d) The Contracting Authority will decide whether it participates or not in individual tests.
Battery
a) Type and routine tests will be carried out in accordance with IEC 60896-21, 22, BS 6290,
BS 6334 or DIN 43 539.

applicable IEC standards.
The acceptance tests of cabinets and block terminals will be performed in accordance with IEC
61439-1.
The required commissioning tests will be indicated by the contractor in Table D for each part of
offered equipment.
