1. COMMISSIONING AGENCY COMMISSIONING AGENCY A COMMISSIONING AGENCY WILL BE CONTRACTED DIRECTLY WITH AND BY THE OWNER FOR THIS PROJECT. THE COMMISSIONING AGENCY HAS OVERALL RESPONSIBILITY FOR PLANNING AND COORDINATING THE COMMISSIONING PROCESS. HOWEVER COMMISSIONING INVOLVES ALL PARTIES TO THE DESIGN AND CONSTRUCTION PROCESS, INCLUDING THE CONTRACTOR. 2. CONCTRACTOR RESPONSIBILITY CONCTRACTOR RESPONSIBILITY THE MECHANICAL SPECIFICATIONS DEFINES THE CONTRACTOR'S RESPONSIBILITIES WITH RESPECT TO THE COMMISSIONING PROCESS. EACH CONTRACTOR AND SUB-CONTRACTOR SHALL REVIEW THE SPECIFICATION SECTIONS, AND SHALL INCLUDE IN THEIR BIDS FOR CARRYING OUT THE WORK DESCRIBED, AS IT APPLIES TO EACH DIVISION AND SECTION OF THOSE SPECIFICATIONS, INDIVIDUALLY AND COLLECTIVELY. 3. DESCRIPTION OF WORK DESCRIPTION OF WORK THE PURPOSE OF THE COMMISSIONING PROCESS IS TO PROVIDE THE OWNER/OPERATOR OF THE FACILITY WITH ASSURANCE THAT THE BUILDING ENVELOPE, MECHANICAL, PLUMBING, AND ELECTRICAL SYSTEMS HAVE BEEN INSTALLED ACCORDING TO THE CONTRACT DOCUMENTS, AND OPERATE WITHIN THE PERFORMANCE GUIDELINES SET OUT IN THE DESIGN INTENT DOCUMENTS AND THE SPECIFICATIONS. THE COMMISSIONING AGENCY WILL PROVIDE THE OWNER WITH AN UNBIASED, OBJECTIVE VIEW OF THE SYSTEM'S INSTALLATION, OPERATION, AND PERFORMANCE. THE COMMISSIONING PROCESS DOES NOT TAKE AWAY OR REDUCE THE RESPONSIBILITY OF THE INSTALLING CONTRACTORS TO PROVIDE A FINISHED PRODUCT THAT IS INSTALLED AND FULLY FUNCTIONAL IN ACCORDANCE WITH THE CONTRACT DOCUMENTS. COMMISSIONING IS INTENDED TO ENHANCE THE QUALITY OF SYSTEM START-UP AND AID IN THE ORDERLY COMPLETION AND TRANSFER OF SYSTEMS FOR BENEFICIAL USE BY THE OWNER. THE COMMISSIONING AGENCY WILL BE THE LEADER OF THE COMMISSIONING TEAM, PLANNING AND COORDINATING ALL COMMISSIONING ACTIVITIES IN CONJUNCTION WITH THE DESIGN PROFESSIONALS, SUBCONTRACTORS, MANUFACTURERS AND EQUIPMENT SUPPLIERS. THE GENERAL CONTRACTOR, MECHANICAL CONTRACTOR, ALL DIVISION 22 AND 23 SUB-CONTRACTORS, AND THE ELECTRICAL CONTRACTOR, DIVISION 26 & 28, SHALL BE RESPONSIBLE FOR COOPERATING, AND COORDINATING THEIR WORK, WITH THE COMMISSIONING AGENCY. EACH SHALL ALSO BE RESPONSIBLE FOR CARRYING OUT ALL THE PHYSICAL ACTIVITIES REQUIRED FOR INSTALLATION OF COMPONENTS AND SYSTEMS AND FOR OPERATING THEM DURING THE COMMISSIONING PROCESS AS REQUIRED BY THE PROJECT SPECIFICATIONS. 4. COMMISSIONING PLAN COMMISSIONING PLAN THE PROJECT COMMISSIONING PLAN SHALL BE DEVELOPED BY THE COMMISSIONING AGENCY AND SHALL INCLUDE THE FOLLOWING: A. A NARRATIVE DESCRIPTION OF THE ACTIVITIES THAT WILL BE ACCOMPLISHED A NARRATIVE DESCRIPTION OF THE ACTIVITIES THAT WILL BE ACCOMPLISHED DURING EACH PHASE OF COMMISSIONING, INCLUDING THE PERSONNEL INTENDED TO ACCOMPLISH EACH OF THE ACTIVITIES. B. A LISTING OF THE SPECIFIC EQUIPMENT OR SYSTEMS TO BE TESTED AND A A LISTING OF THE SPECIFIC EQUIPMENT OR SYSTEMS TO BE TESTED AND A DESCRIPTION OF THE TESTS TO BE PERFORMED. C. FUNCTIONS TO BE TESTED INCLUDING CALIBRATIONS AND ECONOMIZER FUNCTIONS TO BE TESTED INCLUDING CALIBRATIONS AND ECONOMIZER CONTROLS. OTHER TEST LISTED ON THE CONSTRUCTION DOCUMENTS. D. EMERGENCY STOP: WHEN CONTACT CLOSURE AT TERMINALS TOAU-9 & 10 ARE OPEN, THE UNIT OPERATION SHALL BE IN ALARM STATUS. THE ALARM STATUS REQUIRES A RESET FROM THE BUILDING AUTOMATION SYSTEM (BAS) OR THE REMOTE DISPLAY (OPTIONAL) IN THE UNIT. IMPORTANT: CYCLING POWER TO UNIT MAY NOT RESOLVE ALARM CONDITION. IF THE SPACE COOLING IS SATISFIED, THE HOT GAS REHEAT WILL MAINTAIN NEUTRAL AIR TO THE SPACE TO PREVENT THE SPACE FROM BEING OVER COOLED. THE HOT GAS REHEAT COIL WILL UNDERGO A PURGE CYCLE EVERY 30 MINUTES FOR 3 MINUTES. DURING THE PURGE CYCLE THE, HOT GAS REHEAT COIL IS BYPASSED 100%. THE HOT GAS REHEAT CYCLE IS DISABLED IF THE SPACE TEMPERATURE GETS HIGHER THAN THE SPACE TEMPERATURE SETPOINT BY 2.0 DEG. F. THE HEATING CYCLE IS DISABLED WHEN THE HOT GAS REHEAT CYCLE IS ENABLED. OCCUPIED HOT GAS REHEAT PURGE FOLLOWING CONTINUOUS 30-MINUTE HOT GAS REHEAT OPERATION AT LESS THAN 100 PERCENT REHEAT CAPACITY A PURGE CYCLE WILL BE INITIATED. DURING THE PURGE CYCLE, THE HOT GAS REHEAT SIGNAL IS SET AND HELD AT 100 PERCENT FOR A PERIOD OF 3 MINUTES. FOLLOWING THE PURGE CYCLE, NORMAL OPERATION RESUMES. ECONOMIZER SHALL INITIALIZED WHEN OUTDOOR AIR ENTHALPY IS 3.0 BTU/LB LESS THAN RETURN AIR ENTHALPY. ECONOMIZER SHALL BE DISABLED WHEN THE OUTDOOR AIR ENTHALPY EXCEEDS 28BTU/LB OF DRY AIR OR WHEN THE OUTDOOR AIR TEMPERATURE RISES ABOVE 75.0 DEG. F. WHEN THE OUTDOOR AIR TEMPERATURE IS MORE THAN 2.0 DEG. F BELOW THE OCCUPIED SPACE COOLING SETPOINT, THE DX COOLING SHALL BE LOCKED OUT AND DAMPERS SHALL MODULATE TO MAINTAIN THE OCCUPIED SPACE COOLING SETPOINT. WHEN THE OUTDOOR AIR TEMPERATURE RISES ABOVE THAT OCCUPIED SPACE COOLING SETPOINT BY 1.0 DEG. F, THE OUTDOOR AIR DAMPER SHALL OPEN TO THE MAXIMUM DAMPER POSITION AND ALLOW DX COOLING TO STAGE, AS NECESSARY. OCCUPIED VENTILATION MODE: VENTILATION MODE IS ENABLED WHEN THE SPACE TEMPERATURE AND THE OUTDOOR AIR TEMPERATURE ARE WITHIN 2.0 DEG. F OF THE OCCUPIED SPACE COOLING SETPOINT. VENTILATION MODE CONTINUES UNTIL CONDITIONS CALL FOR DEHUMIDIFICATION OR WHEN THE SPACE AND OUTDOOR AIR TEMPERATURE ARE NOT WITHIN 2.0 DEG. F OF SETPOINT. DURING VENTILATION MODE BOTH COOLING AND HEAT SHALL BE LOCKED OUT AND THE OUTDOOR AIR DAMPER WILL OPEN TO THE MAXIMUM DAMPER POSITION (IF EQUIPPED WITH OPTIONAL MODULATING DAMPERS). DEMAND CONTROL VENTILATION (DCV): UNITS WITH DUCT MOUNTED CO2 SENSOR (FIELD SUPPLIED OR NETWORK COMMUNICATED) AND ECONOMIZER OPTIONS; THE UNIT CONTROLLER SHALL MONITOR SPACE CO2 LEVELS AND COMPARE THEM TO THE SPACE CO2 SETPOINT. WHEN THE SPACE CO2 LEVEL IS GREATER THAN OR EQUAL TO THE SPACE CO2 SETPOINT, THE OUTDOOR AIR DAMPER SHALL OPEN AND MODULATE TO MAINTAIN THE SPACE CO2 LEVEL SETPOINT. ON A CALL FOR ECONOMIZER COOLING, THE DAMPER MAY BE OPENED FURTHER TO SATISFY THE COOLING REQUEST. WHEN THE SPACE CO 2 LEVEL IS LESS THAN OR EQUAL TO THE SPACE CO2 SETPOINT, THE OUTDOOR AIR DAMPER SHALL CLOSE TO THE MINIMUM OUTDOOR AIR DAMPER POSITION. ON A CALL FOR ECONOMIZER COOLING, THE DAMPER MAY BE MODULATED OPEN TO SATISFY THE COOLING REQUEST. SUPPLY FAN CONTROL: THE SUPPLY FAN SHALL BE ENABLED WHILE IN THE OCCUPIED MODE AND CYCLED ON DURING THE UNOCCUPIED MODE. WHEN ENABLED THE OUTDOOR AIR DAMPER SHALL BE COMMANDED TO OPEN. OUTDOOR AIR DAMPER END SWITCH CLOSURE SHALL INITIALIZE THE INDOOR FAN START SEQUENCE BY SENDING A PRESET RUN SIGNAL (50 - 100% ADJ.) TO THE INDOOR FAN. A DIFFERENTIAL PRESSURE SWITCH ACROSS THE FAN SHALL MONITOR THE DIFFERENTIAL PRESSURE. AFTER INITIALIZING THE INDOOR FAN, IF THE PRESSURE SWITCH DOES NOT PROVE FLOW WITHIN 60 SECONDS (ADJ.) A FAN FAILURE ALARM SHALL BE ANNUNCIATED AND THE UNIT SHALL BE DISABLED, REQUIRING A MANUAL RESET. FILTER STATUS: A DIFFERENTIAL PRESSURE SWITCH SHALL MONITOR THE DIFFERENTIAL PRESSURE ACROSS THE FILTER. IF THE SWITCH CLOSES FOR 2 MINUTES DURING FAN OPERATION A FILTER MAINTENANCE ALARM SHALL BE ANNUNCIATED AT THE BAS. SMOKE DETECTION SHUTDOWN: THE UNIT SHALL SHUT DOWN IN RESPONSE TO A SIGNAL FROM THE SMOKE DETECTOR INDICATING THE PRESENCE OF SMOKE. WHEN THE OPTIMAL STOP MODE IS ACTIVE THE UNIT CONTROLLER SHALL MAINTAIN THE SPACE TEMPERATURE TO THE SPACE TEMPERATURE OFFSET SETPOINT. OCCUPIED BYPASS: BUTTONS OF THE SPACE "CANCEL" AND "ON" THE BAS SHALL MONITOR THE STATUS OF THE TEMPERATURE SENSOR. WHEN AN OCCUPIED BYPASS THE BAS SHALL MONITOR THE STATUS OF THE TEMPERATURE SENSOR.
