Introduction The following report summarizes odor complaints received and odor surveillance activities during 2019 related to Rumpke Sanitary Landfill, located at 10795 Hughes Road in Colerain Township. Beginning in 2007, Hamilton County Public Health (HCPH) collaborated with Rumpke and Southwest Ohio Air Quality Agency (Air Quality) to respond to citizen odor complaints 24/7. Since 2007, HCPH has compiled complaint data into periodic reports. The intent of these reports is to summarize and analyze the complex issue of odors and odor complaints at Rumpke Sanitary Landfill. The subsurface heating event beginning in 2009 in the north end of the facility (Phase 5) created unique challenges for the facility to strictly control odors. Continued analysis of the data is valuable in measuring the effectiveness of odor control efforts undertaken by the facility. Rumpke has taken action to address odors by expanding gas collection and flare capability, applying an Odor Control Blanket (OCB) over the affected area - which has been reapplied on 51 acres with an odor impermeable membrane (EVOH – Ethyl Vinyl Alcohol), continued repairs of tears and leaks from the OCB and gas collection systems, eliminating odorous leachate from residential sewers, and utilizing numerous odor neutralizing delivery systems. Since 2013, HCPH has used mobile devices to capture complaint investigation data, which was necessitated by the increase in odor complaints. Electronic data capture eliminates the need to perform data entry of paper records allowing staff more time for field responses and odor surveillance. Utilizing GPS-enabled mobile devices, geospatial data is now collected alongside the observations allowing for better mapping capability. In addition to complaint response, HCPH conducts odor surveillance monitoring of the facility in accordance with Ohio Environmental Protection Agency (OEPA) Internal Operating Procedure and Odor Scale, outlined below (Figure 1). A surveillance loop has been established based on complaint locations from 2018 (Figure 2). This route includes major roadways surrounding the facility through residential areas. An assessment of odor is made at all points along this loop, however only incidences of landfill-related odor and complaint locations are recorded. Periodic joint inspections with OEPA are conducted to “calibrate” assessment of odor and ensure consistency in applying the odor scale from Figure 1. The assumption can be made that if the surveillance loop was performed, no landfill-related odors were noted at all points along that route except where noted. Each record in the dataset is either a complaint location, a location where landfill-related odor was noted by the investigator, or a record that no odor was noted along the surveillance route. Every complaint continues to be relayed to Rumpke for investigation. Results of Rumpke’s investigation are not currently included in this dataset, only HCPH investigation results are recorded here. Also, in order to streamline data capture

and analysis, complaints are logged and tracked separately from the investigation or field responses. Figure 1

Odor Scale from OEPA Internal Operating Procedure No Odor Odor Not Detectable

Slight

Odor present in the air, which activates the sense of smell and the characteristics may or may not be distinguishable and/or definite, but not objectionable in short durations. This is characterized by occasional “whiffs” of odor, but is not persistent.

Moderate Odor present in the air, which easily activates the sense of smell, is very distinct and clearly distinguishable, tends to be objectionable and/or irritating, and is persistent in the community.

Strong Odor present in the air, which is objectionable and causes a person to attempt to avoid it completely.

Over-Powering

Odor present in the air, which is so strong that it is overpowering and intolerable for any length of time.

*Increments have been added to allow description of odor between the criteria described above (No Odor to Slight, Slight to Moderate, etc.).

Results

In 2019, 333 complaints were received regarding odor from Rumpke Sanitary Landfill. This is higher than 2018, but down considerably from a peak in 2011 of 566 complaints. There were 70 named complainants in 2019, down from of a peak of 266 complainants in 2010. 13% of the complaints were made anonymously, similar to the previous 4 years within the range of 15-22%. Complaints were received on 46% of the days in 2019, up 10% from 2018’s 36%. The number of frequent complainants (10 or more complaints) continues to be notable, with 9 complainants representing 47% of complaints in 2019. Similarly, in 2016, there were 10 frequent complainants representing 44% of the complaints. 37% of the complaints were reported at the caller’s residence in 2019, down significantly from 62% in 2018, and in line with 38% in 2017. 15% of all complaints were confirmed at the complainant’s location. The majority (89%) of confirmed off-site odors in 2019 were again garbage related. This highlights a 7-year trend of decreasing gas odors and increasing garbage odors confirmed off-site. In 2019, complaints were responded to within one hour 22% of the time. 45% of the complaints were responded to by HCPH within 4 hours of receiving the complaint. This is an improvement over 2018. Odor was assessed on 51% (186) of the days in 2019, including two weekends. The percent of observed days with odor noted was 61%, up from 2018’s 49%, but still dramatically lower than 2016’s 86%. The percent of days with odor described as greater than slight was 2.7% of observed days in 2019. Table 2

The response/surveillance dataset for 2019 contains 495 observations or records (Table 2). 333 records are in response to complaints. 162 of these records were

non-complaint locations where landfill odors were observed along the pre-defined surveillance route. In 33 of these records, no off-site odors were noted along the surveillance route. Table 3

Rumpke utilizes deodorizer as part of the odor control plan. Some residents have complained about the use of this deodorizer. In 29 of the 333 complaints (9%), the complainant described the offending odor as involving the use of deodorizer (Table 3). This is down from 2018 where 16% of the complaints involved deodorizer. Deodorizer complaints peaked in 2014 at 31% as indicated in Table 1. Table 4

As depicted in Table 4, the presence of deodorizer was noted by HCPH during 23% of the observations. Deodorizer was generally observed with accompanied landfill odors, demonstrating continued conservative use. Table 5

The number of complaints, where the primary concern was of a sewage or sewage sludge odor, was down from 2018 where 12% of complaints mentioned sewage or some variant thereof. In 2019 that number dropped to 7% (Table 5). There were no instances where sewage type odors were witnessed off-site of the landfill during odor surveillance monitoring. Figure 3 shows that over the past 12 years, there has been a rise and fall in odor complaints. This is was primarily due to the sub-surface reaction occurring on the north end of the facility since 2009. In 2019, there were 333 complaints, though the 7-year trend is of decreasing gas odors and increasing garbage odors. Overall there is a continuing 8 year trend downward from the peak of 566 complaints in 2011. The number of complainants reached a peak in 2010 with 266 individual named callers and has been on an overall decline (Figure 3).

Figure 4 shows the past three years of complaints plotted monthly. In 2019, there are two remarkable peaks in complaints. The first occurs in April with 59 complaints. This coincides with an April 2nd Public Hearing concerning Permits To Install for the eastern expansion. The second is in December with 41 complaints. This December there were unusually warm temperatures especially the last two weeks of the year which could be a contributing factor.

Summary: In 2019, there were 84 more complaints than in 2018. While observed odor has improved over the last seven years, HCPH continues to make this a priority during our inspections. The sub-surface event occurring in the north end of the landfill contributed to off-site odors beginning as early as September 2009 but seems to be controlled by the odor control blanket and collection of gases. A comprehensive action plan to address odors and return operations to normal in the affected area continues to be implemented. From an operational standpoint, the working face is currently above surrounding grade and at its closest in proximity to the intersection of Struble and US 27. This causes the working face to be highly visible to passers by, with the least opportunity for dispersion when winds are out of the north and east. There were a higher percentage of garbage odors observed for the fourth consecutive year. Prior to 2016, gas odors from the sub-surface event were the predominant observed odor. In response to deodorizer complaints, the deodorizer has been reformulated with less of a “top note”, which results in it being easier to distinguish garbage odors. Though the operator is permitted to use a stronger deodorizer formula, an attempt is being made to prevent deodorizer complaints which in 2019 represented 9% of the complaints, up from 4% in 2017, but down from 16% in 2018. Continued but to a lesser degree than in 2018, specific complaints of sewage type odors were described in 7% of the complaints in 2019. This type of odor was rarely mentioned prior to 2017. In 2017, 6% of the complaints described a sewage type odor. In 2018, that doubled to 12% of the complaints describing sewage type odors. Though particularly pungent and immediately evident when near, odors from sewage sludge were not witnessed off-site in 2019. It is suspected that some complainants are smelling loads in transit which should be short term in nature. A formal Odor Control Management Plan addressing the affected area and other sources of odor from the landfill continues to be utilized by the facility. Hamilton County Public Health continues to work with Rumpke personnel and other agencies to identify measures to minimize the occurrence of off-site odors as much as possible. Additional efforts and odor control technologies continue to be evaluated to better target identified odor sources. Unannounced inspections and odor surveillance continue in order to monitor the facility. Periodic joint inspections between agencies are conducted to “calibrate” assessment of odor and ensure consistency in applying the odor scale from Figure 1. The 24-Hour Odor Complaint Hotline and complaint response continues to allow for the rapid investigation of odor complaints associated with Rumpke Sanitary Landfill.
