Theserulesandregulationscontainedhereintakeprecedenceoveranyotherrulesconcerningconductoftheshowandparticipationtherein.(1)Extenuatingcircumstancesorconcernforsafetymayrequiremodificationoftheshowrulesoroperatingproceduresbytheexecutivecommittee.(2)Itistheresponsibilityoftheexhibitor’sparentorguardiantodetermineifhe/sheisabletoparticipate/competesafely.(3)Showmanagementreservestherighttoalterormodifyanycontestprocedures,obstacles,patterns,orrulesinthisbookforsafetyconcerns,showfacilityrestrictionsorothermitigatingcircumstances.(4)Showmanagementreservestherighttorefuseanexhibitorentryintoanyclassoreventiftheydeemthatentryunsafefortheexhibitorand/orexhibitorsoranimals.Withtheexhibitor’ssafetyinmind,anyactivityorsituationdeemedunsafecan,andwill,bestoppedbyshowmanagementandmayresultindisqualificationfromthatclass,contest,orSouthernRegionalcompetition.

Eachstatemaysendseventy(70)horses/equidstotheshow,plustwo(2)judgingteams,two(2)publicspeakers,two(2)teampresentations,two(2)individualpresentations,two(2)hippologyteams,andtwo(2)horsebowlteamsforthecontestattheSouthernRegional4-HHorseChampionships.

Criteriaforeligibilityofcontestantsaredeterminedbythestatefromwhichcontestantscome.However,allcontestantsmustbebonafide4-HClubmembers.

StallionsarenotallowedtobeshownattheSouthernRegional4-HHorseChampionships.

Allentriesmustbesubmittedtothestate4-HleaderorExtensionhorsespecialistforcertificationandforwardedtotheSouthernRegionalChampionshipShow Manager.

TheSouthernRegional4-HHorseChampionshipshaveanorefundpolicy.Refundsmaybeallowedforextenuatingcircumstancesaspetitionedbythespecialistsatthemeetingheldpriortothestartoftheshow.RequestsmustbemadetotheStateHorseSpecialist,whothensubmitstherequestalongwithdocumentationtothepresentSouthernRegionalShowManagerandcommittee.

Twoormoreridersmaycompeteonthesamehorse.However,innosituationmayacontestantorahorsebeenteredinthesameclassmorethanonce. –thissentenceisvague.

Onehorse/exhibitorcombinationmayenteronlyoneConformationclassandoneGroundHandling/Showmanshipclass.Ahorsemaynotenterbothtrottingandnon-trottingclasses.

Horse/exhibitorcombinationsmayenterbothTrailclasses(WesternandRanch),andbothDressageclasses(TrainingandFirstLevel).

Whenanexhibitororexhibitor’sparent,guardian,leaderoragentisguiltyofunsportsmanlikeconductormisbehaviorduringthecourseoftheeventinoroutofthearea,theshowmanagementmaysuspendsuchexhibitor’srighttoparticipateinfutureclassesand/oreventsasdeemedappropriate.Theshowmanagement’sand/orjudge’sdecisionshallbefinalandmaynotbeprotested.

Researchhasshownthathealthcomplications,suchasheatstress,stressoftraveling,andshowingcanbeexacerbatedatlowbodyconditionscores.Duetoconcernsforanimalwelfareandtheobjectiveof4-Htoeducateandpromotequalityanimalhusbandry;horses,poniesand/ormulesshallnotbeshownattheSouthernRegional4-HHorseShowwithabodyconditionscoreoflessthan4basedontheHennekescale(ribseasilydiscernible,topsofspinousprocesseasilydiscernible,tailheadprominentwithhookboneseasilydiscernible,withersaccentuated,andneckobviouslythin).Ifyouhavequestionsaboutthebodyconditionscoreofyourhorse,orifyouarenotsureyourhorsewillpassinspection,pleasecontactyourStateHorseSpecialistbeforetheregionalshow.ThreepeoplefromtheSouthernRegional4-HHorseChampionshipWelfareCommitteewillassessanimalsinquestion.Ifthereisathinhorse,thecommitteewillmakeafinaldecisionwhetherornottodisqualifytheanimal.

AbuseorAbusiveEquipmentRules: Thejudgeordesignatedshowofficialshavetheauthoritytorequiretheremovaloralterationofanypieceofequipmentwhich,inhis/theiropinionisunsafe,tendstogiveunfairadvantageorisdeemedinhumane.InhumanetreatmentofahorseidentifiedbyshowpersonnelortheSR4HHCWelfareCommitteeatanytimeduringtheSouthernRegionalChampionshipsonanylocationontheshowgroundsmayresultindisqualification,dismissalandsuspensionfromfurtherparticipationinSouthernRegionalclassessubjecttoapprovalofSouthernRegionalHorseSpecialistExecutiveCommittee.AnyhorsereceivinginhumanetreatmentwhileexhibitingmaybedismisseduponthediscretionofthejudgeorshowofficialappointedbySouthernRegionalSpecialistCommittee.Thestandardbywhichconductortreatmentwillbemeasuredisthatwhichtheshowmanagementcommitteerulesareasonableperson,informedandexperiencedingenerallyacceptedequinetrainingandexhibitionprocedures,woulddeterminetobecruel,abusiveorinhumaneinaccordancewithAQHAandUSEF.

Norerunwillbegivenanycontestantifhandicappedbyfailureofpersonalequipmentoraccidenttohorseorrider.Failureoftimerorsimilarotherequipmentwillvoidanyfirstrunandanotherrunwillbegiven,regardlessofcircumstancesoffirstrun,atthediscretionofthemanagement.

Intheeventofatieinatimedclass(exceptinJumping),thecontestantdeclaredthewinnerinarunoffmustrunthepatterninnotmorethantwosecondsoverhisoriginaltimeortherunoffmustbeheldagain.Tiesfor1st,2ndand3rdplaceinjudgedeventswillbeworkedoff.Tiesbelow3rdplacewillbebrokenatdiscretionofjudgeandshowcommittee.Anypointsinvolvedontieswillbeevenlysplitbetweenthetiedcontestants.

Allhorsesmusthavehealthcertificatesmeetingtherequirementsofthestateinwhichtheshowisheld.

Chemicalstimulants,depressantsandcausticagentsareprohibitedandwillresultindisqualification.Allhorsesaresubjecttotesting.

Thejudgeshallexamineandcheckforlamenessallhorsesbroughtintoanyclass.Thisisessentialregardlessofwhetherornotthecompetitionindicatesitisnecessary.Obviouslamenessshallbecausefordisqualificationatthediscretionofthejudge.

Anofficialoftheshowmaychecktheappointmentsofeachhorseandexhibitor.However,itistheexhibitor’sresponsibilitytobeawareofallrulesandenterthearenawiththepropertackandattire.Anofficialmayrequestremovaloralterationofanyequipmentdeemedinappropriatepriortothejudgingoftheclass.Participantsexhibitingwithillegalappointmentsshallbedisqualifiedatthediscretionofthejudge.

Themanagementofthisshowreservestherighttodeterminethenumberofhorsesthatwillbebroughtbacktoanysemifinals,finalsorworkoutunlessthatnumberhasbeenpreviouslydetermined.

Inanyclass,scoredortimed,wherethereisasecondrunorpattern,finalplacingswillbebasedoncumulativescoresortimes.

Witheveryone’ssafetyinmind,alltimedeventswillruntoaclosedgate. However,noassistancewillbeallowedpastthearenagateintheBarrelRace,PoleBendingandStakeRace.

ForanyShowmanship,GroundHandling,HorsemanshipandEquitationclasswithapreliminaryandfinalspattern,scoresforeachcompetitorwillbeannouncedordisplayedaftercompletionoftheirpreliminarypattern.Scoresforthefinalspatternwillnotbeannouncedordisplayed.Forallotherscoredclasses,scoresheetswillbepostedattheconclusionoftheclass.ForSpeedEventclasses,timeswillbeannouncedordisplayed.Allannouncedordisplayedscoresortimesareunofficialandonlythosescoresonthejudges’cardsandshowbooksareofficial.

Protests: Allproblems,complaintsorprotestsfromindividualsshouldbetakentothestatespecialist,whowillpresenttheproblemtotheExecutiveCommitteeorentirespecialistgroupasneeded.Thejudge’sdecisionshallbefinalandmaynotbeprotested.Protestsmustbefiledbythe4-Hmember,parent,orlegalguardian.Eachprotestmustbeinwritingandmustbeaccompaniedby$100incashpriortothebeginningofthenextclass.

Allheatsandallworkingorderswillbedrawnatrandom.Workingorderwillbeintheofficialshowprogramorpostedaheadoftheclass.Inclasseswithdrawnworkingorders,horseswillworkinthatorderorforfeittheirrighttocompeteinthatclass.Theshowmanagementreservestherighttochangetheworkingordersorclassschedulesifextenuatingcircumstanceswarrant.Itistheexhibitor’sresponsibilitytoalertshowmanagementofanyconflictswiththeworkingorders.

Withtheexhibitors’safetyinmind,horseshowmanagersandExecutiveCommitteeshalldecideonpoliciesofenteringandleavingthearenaintimedevents.

InWesternHorsemanship,SaddleSeatEquitation,andHuntSeatEquitationontheFlat(finalsonly),individualpatternswillbecompletedpriortorailwork.Scoringwillbebasedonanumericalscale.Judgingemphasiswillbeonprecisionandexecutionofpatternwork,anddemonstratedhorsemanship/equitation.Tiesaretobebrokenonrailwork.Additionalpatternworkmayberequestedinfinalsorsemifinals.Whenmorethanonepatternisutilized,allscoresarecumulative.

InShowmanshipadditionalpatternworkmayberequestedinfinalsorsemifinals.Whenmorethanonepatternisutilized,allscoresarecumulative.

Foranyjudgedclassinwhichapatternorcourseisutilized(preliminariesand/orfinals),thejudgeorshowmanagementshallpostanypattern(s)tobeworkedatleastonehourpriortothecommencementoftheclass.Ifpatternbooksaredistributedtocontestants,theresponsibilityofpostingpatternshasbeenmet.However,patternsshouldstillbepostedto

alertexhibitorsofchangesortoconfirmtherearenochanges.Ifthejudgerequiresadditionalworkofexhibitorsforconsiderationoffinalplacing,thepatternwillnotbeposted.

Exhibitorsmaywearsafetyattireinanyclasswithoutjudgingdiscrimination.TheSouthernRegional4-HHorseProgramencouragestheuseofsafetyvestsinallclasses.EachstatemayrequireandenforcemorestringentsafetyattireduringtheSouthernRegional4-HHorseChampionships.

Anyyouthage18orunderasofJanuary1stofthecurrentshowyeararerequiredtowearaproperlyfastenedAmericanStandardforTestingMaterials(ASTM)/SafetyEquipmentInstitutes(SEI)approvedprotectiveheadgearwhenmountedonahorse.HelmetuseisrequiredwhenmountedATALLTIMESontheshowgrounds,includingallperformanceclassesanddivisions.Additionally,thispolicyisineffectintheshowpenaswellasALLwarm-up/practicepensandontheshowgroundswhenmounted.Violationofthispolicymayresultindisqualificationfromtheshowand/orremovalfromshowgrounds.

Itistheresponsibilityoftheexhibitor,ortheparentorguardianortraineroftheexhibitor,toseetoitthattheheadgearworncomplieswithappropriatesafetystandardsforprotectiveheadgearintendedforequestrians’useandisproperlyfittedandingoodcondition.TheSouthernRegionalShowCommitteeandofficialsarenotresponsibleforcheckingappropriatenessofheadgearworn.

*TheSouthernRegionalShowCommitteeandofficialsmakenorepresentationorwarranty,expressedorimplied,aboutanyprotectiveheadgear,andcautionsridersthatdeathorseriousinjurymayresultdespitewearingsuchheadgearbecauseallequestriansportsinvolveinherentlydangerousrisksandnohelmetcanprotectagainstallforeseeableinjuries.

Inallclasses,failuretowearthecorrectexhibitornumber(eitheronthebackonlyORonbothsidesofthesaddlepadonly)willresultinadisqualificationinthatspecificclass.

Only exhibitors of 4-H age may mount and ride horses being shown during the course of the horse show, which starts when the horse is checked in by the stable management crew. If a parent, coach, leader, or other non-4-H age individual mounts the horse on the show grounds for any length of time, the exhibitor, the rider and horse will be disqualified from further participation in the horse show.

It is not allowable for exhibitors to wear electronic devise, including but not limited to, GoPro Camera, earpieces, cell phones, etc., during competition excepted for medical devices.

2021 Southern Regional High Point and Reserve High Point

Rules and Guidelines Onehighpointindividual(champion)andonereservehighpointindividual(reservechampion)awardwillbeselectedineachoftheWestern,Hunter,SaddleSeat,GaitedHorse,RanchHorse,andSpeedEventDivisions.

Pointsineachofthesecategorieswillbeaccumulatedonaone-horse,one-riderbasisfromexhibitor’sfourhighestplacingsinperformanceclasses.

InacaseoftiesforHighPointorReserveHighPoint,thefollowingpriorityorderwillbeusedtodeterminewhoreceivestheaward:

(1) Theexhibitor’soverallpoise,confidence,appearanceandpositionthroughouttheclass,andthephysicalappearanceofthehorsewillbeevaluated.

(2) Exhibitorsshouldbepoised,confident,courteousandgenuinelysportsmanlikeatalltimes,quicklyrecognizingandcorrectingfaultsinthepositioningofthehorse.Theexhibitorshouldcontinueshowingthehorseuntiltheclasshasbeenplacedortheyhavebeenexcused,unlessotherwiseinstructedbythejudge.Theexhibitorshouldappearbusiness-like,standandmoveinastraight,naturalanduprightmanner,andavoidexcessive,unnaturaloranimatedbodypositions.

(5) Thepositionoftheexhibitorwhenexecutingaturntotherightisthesameastheleadingpositionexceptthattheexhibitorshouldturnandfacetowardthehorse’sheadandhavethehorsemoveawayfromthemtotheright.

(6) Whenexecutingaback,theexhibitorshouldturnfromtheleadingpositiontofacetowardtherearofthehorsewiththerighthandextendedinfrontoftheexhibitor’scheststillmaintainingslightbendintheelbowandwalkforward.Theidealpositionisfortheexhibitorsleftshouldertobeinalignmentwiththehorse’sleftfrontleg.

(7) Whensettingthehorseupforinspection,theexhibitorshouldstandangledtowardthehorseinapositionbetweenthehorse’seyeandmuzzle,andshouldneverleavetheheadofthehorse.TheexhibitorisrequiredtousetheQuarterMethodwhenpresentingthehorse.Theexhibitorshouldmaintainapositionthatissafeforthemselvesandthejudge.Thepositionoftheexhibitorshouldnotobstructthejudge’sviewofthehorseandshouldallowtheexhibitortomaintainawarenessofthejudge’spositionatalltimes.Theexhibitorshouldnotcrowdotherexhibitorswhensettingupside-by-sideorhead-to-tail.Whenmovingaroundthehorse,theexhibitorshouldchangesidesinfrontofthehorsewithminimalstepsandshouldassumethesamepositionontherightsideofthehorsethattheyhadontheleftside.

Thehorse’sbodyconditionandoverallfitnessshouldbeassessed.Thehaircoatshouldbeclean,well-brushedandingoodcondition.FortheHunterandWesterndivisions,themane,tail,forelockandwithertuftmaynotcontainornaments(ribbons,bows,etc.),butmaybebraidedorbandedasappropriate.FortheSaddleSeat/GaitedDivisionribbonsareoptionalandmaybeeitherclippedorbraidedintomane.HorsesenteringtheSaddleSeatDivisionarenotpermittedtohavepulled,braided,orbandedmanes.Thelengthofmaneandtailmayvary,aslongastheyareneat,cleanandfreeoftangles.Themaneshouldbeeveninlengthormayberoached,buttheforelock*andtuftoverthewithersmustbeleft.Thebridlepath,eyebrows,andlonghairontheheadandlegsmaybeclipped,exceptwheregovernmentregulationsprohibit.*optionalintheSaddleSeat/Gaiteddivision

A. PatternPerformance

(1) Theexhibitorshouldper-formtheworkaccurately,precisely,smoothly,andwithareason-ableamountofspeed.Increasingspeedoftheworkincreasesthedegreeofdifficulty,however,accuracyandprecisionshouldnotbesacrificedforspeed.Thehorseshouldlead,stop,back,turnandsetupwillingly,brisklyandreadilywithminimalvisibleoraudiblecueing.Severedisobediencewillnotresultinadisqualificationbutshouldbepenalizedseverely,andtheexhibitorshouldnotplaceaboveanexhibitorthatcompletesthepatterncorrectly.Excessiveschoolingortraining,willfulabuse,lossofcontrolofthehorsebytheexhibitor,failuretofollowprescribedpattern,knockingoverorworkingonthewrongsideoftheconesshallbecausefordisqualification.

(2) Thehorseshouldbeleddirectlytoandawayfromthejudgeinastraightorcurvedlineandtrackbrisklyandfreelyattheprescribedgaitasinstructed.Thehorse’sheadandneckshouldbestraightandinlinewiththebody.

(3) Thestopshouldbestraight,prompt,smoothandresponsivewiththehorse’sbodyremainingstraight.

(4) Thehorseshouldbackupreadilywiththehead,neckandbodyalignedinastraightorcurvedlineasinstructed.

WESTERNHORSEMANSHIP

TheWesternHorsemanshipclassisdesignedtoevaluatetherider’sabilitytoexecute,inconcertwiththehorse,asetofmaneuversprescribedbythejudgewithprecisionandsmoothnesswhileexhibitingpoiseandconfidence,andmaintainingabalanced,functionalandfundamentallycorrectbodyposition.Theidealhorsemanshippatternisextremelyprecisewiththeriderandhorseworkingincompleteunison,executingeachmaneuverwithsubtleaidsandcues.Thehorse’sheadandneckshouldbecarriedinarelaxed,naturalposition,withthepolllevelwithorslightlyabovethewithers.Theheadshouldnotbecarriedbehindthevertical,givingtheappearanceofintimidation,orbeexcessivelynosedout,givingaresistantappearance.

Pattern(s)shouldbedesignedtotestthehorseman’sability.Alltieswillbebrokenatthejudge’sdiscretion.Ifthejudgerequiresadditionalworkofexhibitorsforconsiderationoffinalplacing,thepatternmayormaynotbeposted.

Scoring:

A. Exhibitors are to be scored from 0 to infinity, with 70 denoting an average performance. Patterns will be divided into 6 to 10 maneuvers, as specified by the judge, and each maneuver will be scored from +3 to -3 with 1/2 point increments acceptable that will be added or subtracted from 70. Maneuver scores should be determined independent of penalties, and should reflect equal consideration of both performance of the exhibitor’s pattern and the horsemanship form and effectiveness of the exhibitor to result in the following scores: +3 Excellent, +2 Very Good, +1 Good, 0 Average or Correct, -1 Poor, -2 Very Poor, -3 Extremely Poor. Exhibitors overall horsemanship form and effec-tiveness should also be scored from 0 to 5 with 0 to 2 Average, 3 Good, 4 Very Good, 5 Excellent. Exhibitors should also be judged on the rail, and their pattern score and/or ranking may be adjusted as appropriate

(3) Theridershouldsitinthecenterofthesaddleandthehorse’sbackwiththelegshangingtoformastraightlinefromtheear,throughthecenteroftheshoulderandhip,touchingthebackoftheheelorthroughtheankle.Theheelsshouldbelowerthanthetoes,withaslightbendinthekneeandthelowerlegshouldbedirectlyundertheknee.Therider’sbackshouldbeflat,relaxedandsupple.Anoverlystiffand/oroverlyarchedlowerbackwillbepenalized.Theshouldersshouldbeback,levelandsquare.Therider’sbaseofsupportshouldmaintainsecurecontactwiththesaddlefromtheseattotheinnerthigh.Lightcontactshouldbemaintainedwiththesaddleandhorsefromthekneetomid-calf.Thekneeshouldpointforwardandremainclosedwithnospacebetweentheexhibitor’skneeandthesaddle.Theexhibitorwillbepenalizedforpositioningthelegsexcessivelybehindorforwardoftheverticalposition.Regardlessofthetypeofstirrup,thefeetmaybeplacedhomeinthestirrup,withthebootheeltouchingthestirrup,ormaybeplacedwiththeballofthefootinthecenterofthestirrup.Therider’stoesshouldbepointingstraightaheadorslightlyturnedoutwiththeanklesstraightorslightlybrokenin.Ridingwithtoesonlyinthestirrupwillbepenalized.Thoseexhibitorsthatcanmaintaintheproperpositionthroughoutallmaneuversshouldreceivemorecredit.Whenridingwithoutstirrups,theexhibitorshouldmaintainthesamepositionaspreviouslydescribed.Bothhandsandarmsshouldbeheldinarelaxed,easymanner,withtheupperarminastraightlinewiththebody.Thearmholdingthereinsshouldbebentattheelbowformingalinefromtheelbowtothehorse’smouth.Thefreehandandarmmaybecarriedbentattheelbowinasimilarpositionasthehandholdingthereinsorstraightdownattherider’sside.Excessivepumpingofthefreearmaswellasexcessivestiffnesswillbe

(4) Therider’sheadshouldbeheldwiththechinlevelandtheeyesforward,andmaybedirectedslightlytowardthedirectionoftravel.Excessiveturningoftheheadtotheinsideofthecircle,ordownatthehorse’sheadorshoulderwillbepenalized.

(5) Theexhibitorshouldnotcrowdtheexhibitornexttoorinfrontofthemwhenworkingontherailandshouldpasstotheinsideofthearena.Whenreversingontherail,theexhibitorshouldalwaysreversetotheinsideofthearena.

B. PresentationofHorse

(1) Thehorse’sbodyconditionandoverallhealthandfitnessshouldbeassessed.Thehorseshouldappearfitandcarryweightappropriateforthebodysize.Ahorsewhichappearssullen,dull,lethargic,emaciated,drawnoroverlytiredshouldbepenalizedaccordingtoseverity.

(2) Tackshouldfitthehorseproperlyandbeneat,cleanandingoodrepair.

Performance

A. Theexhibitorshouldperformtheworkaccurately,precisely,smoothly,andwithareasonableamountofpromptness.Increasingspeedofthemaneuversperformedincreasesthedegreeofdifficulty;however,accuracyandprecisionshouldnotbesacrificedforspeed.Exhibitorsthatperformthepatternsluggishlyandallowtheirhorsetomovewithoutadequateimpulsion,collectionorcadencewillbepenalized.

B. Thehorseshouldperformallmaneuversinthepatternwillingly,brisklyandreadilywithminimalvisibleoraudiblecueing.Severedisobediencewillnotresultinadisqualification,butshouldbeseverelypenalized,andtheexhibitorshouldnotplaceaboveanexhibitorthatcompletesthepatterncorrectly.Failuretofollowtheprescribedpattern,knockingoverorworkingonthewrongsideofthecones,excessiveschoolingortraining,orwillfulabusebytheexhibitoriscausefordisqualification.

C. Thehorseshouldtrackstraight,freelyandatthepropercadencefortheprescribedgait.Transitionsshouldbesmoothandpromptinthepatternandontherail,andshouldbeperformedwhencalledforontherail.Thehorse’sheadandneckshouldbestraightandinlinewithitsbodywhileperformingstraightlinesandslightlyarchedtotheinsideoncurvedlinesorcircles.Circlesshouldberoundandperformedattheappropriatespeed,sizeandlocationasrequestedinthepattern.Thecounter-cantershouldbeperformedsmoothlywithnochangeincadenceorstrideunlessspecifiedinthepattern.

D. Thestopshouldbestraight,square,prompt,smoothandresponsivewiththehorsemaintainingastraightbodypositionthroughoutthemaneuver.Thebackshouldbesmoothandresponsive.

E. Turnsshouldbesmoothandcontinuous.Whenperformingaturnonthehaunches,thehorseshouldpivotontheinsidehindlegandstepacrosswiththefrontlegs.Arollbackisastopand180degreeturnoverthehockswithnohesitation.Backingduringturnswillbepenalizedseverely.

F. Thehorseshouldstepacrosswiththefrontandhindlegswhenperformingthesidepass,leg-yieldandtwo-track.Thesidepassshouldbeperformedwiththehorsekeepingthebodystraightwhilemovingdirectlylateralinthespecifieddirection.Whenperformingaleg-yield,thehorseshouldmoveforwardandlateralinadiagonaldirectionwiththehorse’sbodyarcedoppositetothedirectionthatthehorseismoving.Inthetwo-track,thehorseshouldmove

H. Positionoftheexhibitorandperformanceofthehorseandriderontherailmustbeconsideredinthefinalplacing.

WESTERNRIDING

WesternRidingisaneventwherethehorseisjudgedonqualityofgaits,leadchangesatthelope,responsetotherider,mannersanddisposition.Thehorseshouldperformwithreasonablespeedandbesensible,well-mannered,freeandeasymoving.

Creditshallbegivenforandemphasisplacedonsmoothness,evencadenceofgaits(startingandfinishingpatternwiththesamecadence),andthehorse’sabilitytochangeleadsprecisely,easilyandsimultaneouslybothhindandfrontatthecenterpointbetweenmarkers.Thehorseshouldhavearelaxedheadcarriageshowingresponsetotherider’shands,withamoderateflexionatthepoll.Horsesmayberiddenwithlightcontactoronareasonablylooserein.Thehorseshouldcrossthelogbothatthejogandthelopewithoutbreakinggaitorradicallychangingstride.

ThejudgewillselectoneofthecurrentAQHAWesternRidingPatterns(notincludingtheGreenWesternRidingpatterns)tobeperformed.Thejudgeisresponsibleforthepatternbeingcorrectlyset.

Onthepattern:

A. Management,whensettingcourses,shouldkeepinmindthattheideaisnottotrapahorse,oreliminateitbymakinganobstacletoodifficult.Allcoursesandobstaclesaretobeconstructedwithsafetyinmindsoastoeliminateanyaccidents.Whenthedistancesandspacesaremeasuredbetweenallobstacles,theinsidebasetoinsidebasemeasurementofeachobstacleconsideringthenormalpathofthehorse,shouldbethemeasuringpoint.Enoughspacemustbeprovidedforahorsetojog(atleast30')andlope(atleast50')forthejudgestoevaluatethesegaits.

Ifdisrupted,thecourseshallbereset.Inthecasethatanobstacleisusedincombination,theobstaclecannotberesetuntilthecontestantfinishestheentireobstacle.

Atleastsixobstaclesmustbeused,threeofwhichmustbefromthemandatorylistofobstaclesandatleastthreeothersselectedfromthelistofoptionalobstacles.

A. MandatoryObstacles:

(1) Opening,passingthrough,andclosingagate.(Losingcontrolofthegateistobepenalized.)Useagatewhichwillnotendangerhorseorrider.Ifthegatehasametal,plasticorwoodensupportbarundertheopening,contestantsmustworkthegatemovingforwardthroughit.

(2) Rideoveratleastfourlogsorpoles.Thesecanbeinastraightline,curved,zigzagorraised.Thespacebetweenthelogsistobemeasuredandthepaththehorseistotakeshouldbethemeasuringpoint.Allelevatedelementsmustbeplacedinacup,notchedblock,orotherwisesecuredsotheycannotroll.Theheightshouldbemeasuredfromthegroundtothetopoftheelement.Spacingforwalkovers,trot-overs,andlope-oversshouldbeasfollowsorincrementsthereof.a. Thespacingforwalkoversshallbe20"to24"(40cmto60cm)andmaybeelevatedto

BosalsandSnaffleBitscanbeusedinanyclass,giventhehorseis5yearsoldandyounger.

Split,Roping,Romals,orRopingreinsmaybeusedinallRanchHorseClasses.Ifusingacurbbit,thereinsmustbeheldinonehandbutmaybeheldinanymanner.

Thejudgeorappointedequipmentofficialmayprohibittheuseofbitsorequipmentconsideredtobesevere.Mechanicalhackamore,nosebandsandtie-downsarepermittedinbreakawayropingonly;however,thesecannothaveanybaremetalincontactwiththehorse’shead.

Protectiveboots,legwrapsandbandagesareallowedinRanchReining,WorkingCowhorse,andBreakawayRoping.

Theuseofslipon(easycare)horsebootsorrelatedhoofweararenotconsideredasprotectivebootsandarepermissibletobeworninallclasses.

Theranchreiningclassmeasurestheabilityofthestockhorsetoperformbasichandlingmaneuvers.Patternsmaybechosenfromanyoftheranchreiningpatternsorotherapprovedpatternsbytheshowmanagementandjudge.Attirerulesfollowotherjudgedwesternevents.

CREDITSANDPENALTIES.Allrunsbeginuponenteringthepenandanyinfractionsaresubjecttopenaltyatthattimesuchastwohandsonthereins,usingeitherhandtoinstillfearorpraise,etc.

Toreinahorseisnotonlytoguidehimbutalsotocontrolhiseverymovement.Thebestreinedhorseshouldbewillinglyguidedorcontrolledwithlittleornoapparentresistanceanddictatedtocompletely.Anymovementonhisownmustbeconsideredalackofcontrol.Alldeviationsfromtheexactwrittenpatternmustbeconsideredalackofortemporarylossofcontrolandthereforeafaultthatmustbemarkeddownaccordingtoseverityofdeviation.Thehorse/riderteam’soverallperformanceshouldbecreditedforsmoothness,finesse,attitude,quicknessandauthorityofperformingvariousmaneuverswhileusingcontrolledspeedwhichraisesthedegreeofdifficultyandmakesthehorse/riderteammoreexcitingapleasingtowatch.

PENALTIES:

One-half (1/2) Penalties: Starting a circle or exiting a roll-back at a trot for up to two (2) strides; delayed change of lead by one stride where the lead change is required by the pattern description; failure to remain a minimum of twenty feet from the wall or fence when approaching a stop and/or roll-back; over-spin or under-spin up to 1/8 turn. – 1 Point Penalties: Over-bridled (per maneuver), out of frame (per maneuver), out of lead in the circles, figure eights or around the end of the arena (this penalty is cumulative and will be deducted for each quarter of a circle the horse is out of lead); Over or under spinning 1/8 to 1/4 turn. Thehorsemuststartfrombehindanautomaticbarrier.Lengthofscorelinewillbeadjustedtofitarenaconditionsandshallnotexceedonefootper20feetofarenalength.

Ifacalfgetsoutofthearena,timerswillstopthewatcheswhenflagmansignalsandroperwillgetthesamecalfback.Roperwillbegivenlapandtapstartwithtimeexpiredwhencalfgotoutaddedtothistime.

Suitablecalvesasuniformaspossibleareneeded.Judgesandofficialswilleliminateanyunevencalves.Allcalvesmusthavebeenrunatleastoncebeforethecontestbegins.

Workingorderwillbedrawnforallropers.Failuretoropeindrawnworkingorderwillbegroundsfordisqualification.

Calveswillbegatecut.Thesamepersonmustopenthegateandtailthecalvesforallcontestantsinago-round.Noassistancewillbeallowedinthearena,includingthebox.Onlyshowofficialsandexhibitorsarepermittedinthearenaduringcompetition.

Calvesmayberopedmorethanonceinago-round.

ABarrierjudgewillbedesignatedbeforethecontest.Ifthehorsebreaksthebarrierasaresultofstartingtoosoon,theroperwillbefineda10-secondpenalty.Ifanypartofthebarrierfailstoworkandsuchfailureresultsindisadvantagetoroper,ropermayrequestcalfoveratdiscretionofBarrierjudge,ifhe/shedeclareshim/her-selfimmediately.Oncecalfisropedat,noroperwillreceivecalfoverbecauseofequipmentfailure.DecisionsoftheBarrierjudgearefinal.

BREAKAWAYROPING

Thisisatimedeventwitha45-secondtimelimitperexhibitor.

Twoloopswillbepermitted.Oneortworopesaretobetiedtothesaddlehornbyaheavystring(furnishedbyshowmanagement)insuchamannerastoallowtheropetobereleasedfromthehornwhenthecalfreachestheendoftherope.Avisiblecloth(anycolor)mustbeattachedtotheropeatthesaddlehorntomakeiteasierfortheFlagJudgetoseeitbreakfree.Nomorethanthree(3)feetoftail(rope)shallhangfromthesaddlehorn.

Shouldtheroperdesiretouseasecondloop,he/shemayeitherrecoilifcarryingonlyonerope,oruseasecondropetiedtothesaddlehorn.Ifthesecondloopfallsloose,itcannotberebuilt.

Thecontestantmayfreehis/herfirstropefromthehornafteramiss,beforegettinghis/hersecondloopreadyifhe/shewishes.

Thecontestantshallreceivenotimeshouldhebreaktheropefromthehornbyhandortouchtheropeorstringafterthecatchismade.Iftheropedalliesorwillnotbreakfreewhenthecalfreachestheendofit,thecontestantwillreceivenotime.

Timewillbecalledfromdropofflagatbarriertothebreakofropestringfromthesaddlehorn.Alegalcatchisaloopthatgoesaroundthecalf’sheadanddrawsuponanypartofthebody,causingtheropetobreakfromthesaddlehorn.Ropingthecalfwithoutreleasingtheloopfromthehandisnotpermitted.

Thecontestantshallnotattempttoropetheanimaluntilthebarrierflaghasbeendropped.Anyattemptbyacontestanttopositionhishorsebehindthebarrier,enablingthecontestanttoropethecalfwithoutleavingthebarrierorbox,shallbeconsideredadisqualification.

Ropemaynotpassthroughbridle,tiedown,neckropeoranyotherdevice.

Ajudgemay,athis/herdiscretion,usetheringstewardandothershowofficialstoassistasBarrierJudgestohelpdeterminelegalcatchesoranyruleinfractions.

RANCHROPING

Thegoalofthisclassistoshowtheabilityofthehorseandrider’sskillinhandlingcattleasiftheyweredoctoringinjuredorsickcattle.Cattleshouldbehandledascalmlyandslowlyaspossible.Thejudgeshouldjudgethisclassasifthecattlebelongedtohimorher.Entrydoesnothavetoseparatethecowfromherdandshouldnotreceivecreditforseparationfromherd.Ifthecowisseparatedfromtheherdthereshouldbenorunningorcuttingofthecow.Thisisajudgedeventwitha2minutetimelimit.Thereshallbea30secondwarninggivenpriortotheendoftherun.Theropemustbethrownandthecontestantmayrebuildandthrowanunlimitednumberofloops.Nocreditwillbegivenforadditionalloopsafterasuccessfulcatchofanypartoftheanimal.Thehondaontheropeusedmustbeofabreakawaydesign.Ropesmaynotbetiedhardandfasttothesaddlehorn.

Forthiseventthearenawillbeshortenedwiththeadditionofportablepanels.Theexhibitionareashouldtypicallybenormalwidthofthearena(usually100to150’)by45’–75’.Showmanagementorthejudgemaymakeadjustmentstothesizeofthearenatoallowforthetemperamentofthecattle.

Horseandridermuststartfromanentrancegatewhichwillbeoppositefromwhereten(10)calves/yearlingsareheldasaherdwitheachbearinganumber0-9.Arandomdrawwillbeusedtoselectthecalftoberoped,whichwillbeannouncedtothecontestantwhenthehorseentersthearenagate.

RanchWorkingCowhorseexhibitorsareallottedoneminuteandforty-fivesecondstocompletethework.Whenthereisoneminuteleft,theannouncerwillannounce,oneminuteremaining.Atoneminuteandforty-fiveseconds,theannouncerwillcallfortime.Therearethreepartstothework:boxingthecow;settingupthecowanddrivingitdownthefencetotheoppositeendofthearena;andboxingitattheoppositeendofthearena.Therewillbenopatternworkpriortoworkingthecow.

RANCHRIDING

The purpose of the ranch riding class is to measure the ability of the horse to be a pleasure to ride while being used as a means of conveyance from performing one ranch task to another. The horse should reflect the versatility, attitude and movement of a working ranch horse riding outside the confines of an arena. The horse should be well-trained, relaxed, quiet, soft and cadenced at all gaits. The ideal ranch horse will travel with forward movement and demonstrate an obvious lengthening of stride at extended gaits. The horse can be ridden with light contact or on a relatively loose rein without requiring undue restraint, but not shown on a full drape of reins. The overall manners and responsiveness of the ranch riding horse to make timely transitions in a smooth and correct manner, as well as the quality of the movement are of primary considerations.

Oneofthe15AmericanQuarterHorseAssociationapprovedpatternswillbeselected.

RanchRidingGaits:In all gaits, movement of the ranch riding horse should simulate a horse needing to cover long distances, softly and quietly, like that of a working ranch horse. The following terminology shall apply:

A. Walk-The walk is a natural, flat footed, four-beat gait. The gait is rhythmic and ground-covering. As in all gaits, the horse should display a level, or slightly above level topline with a bright, attentive expression.

B. Trot - The trot is a natural two-beat gait demonstrating more forward motion than the western jog.

C. Extended Trot- The extended trot is an obvious lengthening of the stride with a definite increase in pace. The horse should be moving in a manner as if it were covering a large area on a ranch with an above level topline.

D. Lope- The lope is a three-beat gait. The lope should be relaxed and smooth with a natural, forward moving stride.

E. Extended Lope- The extended lope is not a run or a race but should be an obvious lengthening of the stride, demonstrating a forward, working speed. The horse should display an above level topline with a bright, attentive expression.

F. Extended Walk – The extended walk is an obvious lengthening of stride that will naturally increase the pace. The horse should move in a natural manner (not a running walk) as if it were moving across an open pasture.

Thisclassisdesignedtoshowthehorse’sabilitytonavigateandcopewiththevarioussituationsandobstaclesencounteredineverydayranchwork.Itisdesignedtoshowahorse’sabilitytoperformtheseobstacleswithawillingattitude.Thehorseisjudgedoncleannessandpromptnesswithwhichtheobstaclesarenegotiated,abilitytonegotiateobstaclescorrectly,andattitudeandmannerismsexhibitedbythehorsewhilenegotiatingthecourse.

Wheneverpossible,realisticornaturalobstaclesshouldbeused.Thecoursecanbelaidoutsideofthearenausingnaturalterrain.However,ifagroundtieisspecifiedinthecourse,thecoursemustbesetupinanenclosedarena.

Thejudgemustwalkthecourseandhastherightanddutytoalterthecourseinanymanner.Thejudgemayremoveorchangeanyobstaclehedeemsunsafeornon-negotiablepriortothestartoftheclass.Ifatanytimeatrailobstacleisdeemedtobeunsafebythejudge,itshallberepairedorremovedfromthecourse.Ifitcannotberepairedandhorseshavecompletedthecourse,thescoreforthatobstacleshallbedeductedfromallpreviousworksforthatclass.

Atleasttwoorthreeobstacleswillbedesignatedastiebreakersandshallbeselectedpriortothebeginningofthecompetition.Oneofthemandatoryobstaclesshouldbeusedasthefirsttiebreaker.

Thehorsewillbeshownataground-coveringwalk,trot(ornaturalgait),andlopebetweentheobstaclesandcreditwillbegivenforperformingthesegaitsonthecorrectleadwithanalertattitude.Thewalkmaybejudgedaspartofanobstacle.Betweenobstacles,atleast30feetshouldbeallowedforthetrot,andatleast50feetforthelope.Gaitsbetweenobstacleswillbescoredaspartofthenextobstacle.

Extendingthetrotornaturalgaitmayalsobeasked.Theextendedtrotmayberiddenwiththeridereitherpostingorstandinginthestirrupstothefrontofthesaddle.Holdingthesaddlehornispermissible,atthisgait,asmightbedoneinopenterrain.

Noadditionalcreditwillbegivenforunnecessary/additionalmaneuvers(suchassidepassingtoandfromanobstacle).

Thejudgemayaskaridertomoveontothenextobstacleifthehorse/riderisunabletocompletethemaneuverinareasonabletimeorifthejudgedeemsthattherideris,orwillbe,inanunsafesituation.

1. withonefingerbetweenthesplitreins;theendsofthereinsfallonthesideofthereininghand

2. withoutafingerbetweenthereins;thehandmustbearoundthereins.TheendsoftheSplitreinsmaybeheldinthehandnotusedforreiningtokeepthemfromswingingandtoadjustthepositionofthereins.Thereinsmustbeheldsothatthereisatleast16”ofreinbetweenthehands.

C. AttheendoftheFreeWalkorFreeJog,ridersusingsplitreinsheldinonehandmayusethefreeoroffhandtopullthereinsbacktothedesiredlength.RidersusingRomalreinsmayusethehandusingtheRomaltoalterthetensionorlengthofthereinsfromthebridletothereininghand.

Theaboverestrictionsapplytowarm-upandothertrainingareas;however,runningmartingales(onlywithsnafflereinorplainsnafflebridle),boots,andbandages(withoutmagnets)arepermitted.

EXECUTIONANDJUDGINGOFTESTS:

1. WesternDressageintegratesthehistoricallyvalidatedprinciplesofdressagewiththebestofwesternstockhorsetradition,withthepurposeofenjoyingasafe,pleasurable,versatile,andusefulworkinghorse.ThehallmarksoftheWesternDressageHorseareusefulness,rideability,willingness,safety,puregaits,lightness,calmness,andsteadiness.AWesternDressageRidershoulduseclear,effective,subtleaidscoupledwithaconfidentseatandlight,responsivehandsincommunicationwiththehorse.

A Western Dressage Partnership should exhibit impulsion originating from deeply engaged hindquarters transmitted without resistance through a supple topline to a light, soft contact with the rider’s hand(s). The horse should move freely forward via a willingness to work off the hindquarters which enables the western horse to be a useful working partner.

2. Gaitedhorsewillperformasaddlegaitinplaceofthejog.Thesaddlegaitselectedshouldbethegaitinwhichthegaitedhorseisbalancedandathleticallycomfortableperforming.Thesaddlegaitisa4beatlateralordiagonalgait,timelyandevenlyperformed.Thetempo,rhythmand

4-HHORSEEDUCATIONCONTESTS

Contestantsareallowedtoenteramaximumoftwocontests(PublicSpeaking,IndividualPresentation,TeamPresentation,HorseBowl,Hippology,orJudging).

Eligibilityofteamsandindividualsaretobedeterminedbyanyprocedurethatthestatedeemstobeappropriate.Teammembersandindividualsmustbeenrolledin4-Hinthestatetheyrepresent.TheireligibilitymustbecertifiedbytheState4-HLeaderorEquineSpecialist.

Recordingdevices,suchastaperecorders,videocameras,moviecameras,picturecellphones,etc.arenottobeusedduringanyeducationcontest,excludinghorsejudging.

Cellphonesmustbeturnedoffwhileinacontestroom.

Photographswillbepermittedonlybeforeorafterapresentationorspeech.Speeches and presentations should be original, and constructed and delivered by 4-H'ers. Any form of plagiarism is strictly prohibited. Plagiarism can include, but is not limited to: copying parts of a speech or presentation previously presented by another youth or individual; using text, phrases, photos or diagrams from an article, video, book, movie or other published work without giving credit to the author. Competitor’s resource citation should be specific, accurate and honest. If contest officials confirm plagiarism, the contestant will automatically be disqualified, with a notation on the scorecard to reflect such infraction. If another contestant, coach, or parent can provide proof of plagiarism, they must present their findings, within 48 hours of the conclusion of the contest, to their state program representative. The state representative will then communicate the protest to show management and the executive committee will review the protest and make a ruling.

HORSEJUDGINGCONTESTOBJECTIVES: TheprimaryobjectiveoftheHorseJudgingcontestistoprovide,inafriendlybutcompetitivesetting,anopportunityforyouthenrolledin4-Htodemonstratetheirknowledgeofjudgingconformationandperformancesclassesofavarietyofbreedsanddisciplines.Itishopedthatthiscontestwillgeneratenewfriendshipsandbearewardingexperienceforthecontestants.

Ateamwillconsistofthreeorfourmembers.Wherefourmembersjudge,thelowestscorewillbedroppedbeforedeterminingteamscores.

Hatswillnotbeallowedduringthecontest.

Contestantsshallnotwearanyclothing,pinsorbadgesthatwillinanywayrevealtheiridentityorthatofthestatetheyrepresent.However,matchingcoats,blazers,etc.arepermissible.

Whilethecontestisinprogress,therewillbenotalkingorconversationbetweencontestantsoranyotherindividuals.Violatingthisrulemayresultindisqualification.Allquestionsshouldbedirectedtogroupleaders.Thecontestcoordinatorshallhavefullauthoritytodisqualifycontestantsviolatingthisrule.Groupleadersshouldbringtheseviolationstotheattentionofthecontestcoordinator.
