The strategy of Minskenergo development is based on provision of long-lasting, reliable, qualitative,

affordable electricity and heat supply of consumers on the basis of modern solutions, with the introduction of

high-tech equipment for the generation, transmission and distribution of electricity and heat, relying on

conceptual solutions of SPA «Belenergo», in terms of heat and electricity supply.

Minskenergo is the largest and most important

enterprise among regional power systems of the Republic of

Belarus, which generates one fourth of the electric power

and heat output in the SPA «Belenergo», it carries out

complex activity on production, transfer, distribution and

sales of electrical and thermal energy.

• Provision of reliable and regular power supply of

customers of Minsk and Minsk region.

• Reliable, good, economically effective functioning and

innovation development of production, transfer, distribution

and sales of electrical and thermal energy to customers.

Prospective investment projects

Within the framework of the Industrial Programof power engineering development for the years2016–2020 Minskenergo is planning to implement thefollowing investment projects:

Reconstruction of Zhodino TPP along withinstallation of steam turbine 12 MW;

Measures for regime integration of theBelarusian Nuclear Power Plant to the balance of thepower system (construction of peak-standby powersource at Minsk TPP-5 and reconstruction of TPP-2);

Reconstruction of substation 220 kV«Stolbtsy» with transition to voltage 330 kV;

Construction and reconstruction of electricnetworks, including to residential areas of about400 km annually;

Construction and reconstruction of thermalnetworks – main ones and in residential areas(volumes of replacement of thermal networks areannually determined by taking into account theirtechnical condition and allocated financing). In 201745 km of thermal networks are to be replaced in singlepipe estimate.

production, procurement, transfer and distribution of electrical and thermal power require increase of investments

to fixed capital from all sources, including attraction of foreign investors’ funds.

Within the frameworks of implementation of theproject «Electrification of the territory of priority

mastering of the Chinese-Belarusian Industrial Park»Minskenergo along with the Chinese Contractor ChinaMachinery Engineering Corporation on 02.08.2016 built theproject Chinese-Belarusian Industrial Park. Internalengineering and transport infrastructure. Stage I.Substation 110 kV «Technopark» along with installation oftwo power transformers having voltage 110/10 kV power40 МVА each. The project funding was carried out from thefunds of technical and economical assistance of the People’sRepublic of China.

Construction of the biogas complex was implemented nearMolodechno within the frameworks of the project of

international technical assistance «Support of complex powerengineering policy of the Republic of Belarus implementation».Financing of the pilot project was equal to 2 million EUR forsupport of various industries and organizations in Belarus.Currently, EU annually spends about 20 million EUR for thesupport of various industries and organizations in Belarus.Equipment for the biogas complex was supplied by LTVLandmaschinen und Transporttechnik Vertriebsgesellschaft mbH(Germany). A contractor of LTV company was represented byKEMPI Co. (Molodechno). The unit was transferred for furtheroperation to Minskenergo (the branch – Molodechno electricnetworks).

Historical backgroundThe beginning of electric power usage in Minsk from stationary sources, fixed in historical documents, relates to January

1895, when first power sources – steam machines by 100 and 50 h.p. with dynamo machines 110 V DC were commissioned at

the electric water pipeline pump station «Elvod».

Apart from water supply, houses of the governor and bishop and Zakharievskaya street were electrified.

The year 1895. Commissioning of TPP-1 in Minsk. Reconstruction in 1927 and expansion, with commissioning of tram route

since 1930-ies TPP-1 capacity increased by 6,7 MW.

In 1934 the first stage of Minsk TPP-2 was commissioned (subsequently TPP-2) having capacity 6,8 MW, Komarovka boiler

plant. Centralized heat supply was started in Minsk.

Summarized data on power engineering of Minsk region before World War II are unavailable.

Locomobile and diesel units by 54–167 kW in regional centers with few LV networks belonged to

the local industry. They supplied small enterprises and insignificant part of the population.

The year 1945. Minsk TPP-2 was restored and launched.

1950-s. The first unit of Minsk TPP-3 having capacity 25 MW, Smolevichi SDPP having

capacity 32,7 МW and overhead line 110 kV with Minsk power unit, overhead line 110 kV,

Smolevichi SDPP-substation Orsha were commissioned. The central part of the republican

power system was formed.

1960-s. Substation 220 kV «Kolyadichi» was commissioned.

The first republican overhead line 330 kV Kolyadichi – Vilnius was put into operation.

The power system of Belarus was connected with the North-Western system of the USSR.

Electrification of villages in the region was completed.

1970-s. The first unit of Minsk TPP-4 having capacity 60 МW was commissioned.

Reconstruction of TPP-3 was reconstructed and boilers were transferred to gas–fuel oil.

Historical background1980-s. Commissioning of the unique district heating system based on Minsk TPP-4 and district boiler

plants of Minsk.

The unique republican cable line 110 kV was commissioned in Minsk.

Reconstruction of Smolevichi SDPP along with transition of boilers to gas–fuel oil and

modernization of turbines. The station was renamed to Zhodino TPP.

Commissioning in dimensions 750 kV overhead line 330 kV Substation «Belarusian» – Ignalinsk NPP.

1990-s. Commissioning of the first republican substation 750 kV with overhead line 750 kV to Smolensk

Nuclear Power Plant.

Commissioning of the 6th power unit of Minsk TPP-4, the plant reached the designed capacity of

1030 МW, 1519 Gcal/h.

Ring formation of overhead line and substation 330 kV around Minsk.

Commissioning of the first power unit of Minsk TPP-5 having capacity 330 MW.

2000-s Gas expansion machine-generator with total capacity 5 MW was put into operation at Minsk TPP-4.

Launching complexes 1 and 2 were commissioned for reconstruction of substation 330 kV «Kolyadichi» and

putting in operation of automatic transformers Nos. 1 and 2 having capacity by 200 MVA. So, reconstruction of

the 2nd stage of the substation was completed.

A steam boiler having capacity of steam 22 t/h and a steam turbine having capacity 2.4 MW were installed to

mini-TPP-DB-3 of Molodechno electric networks operated with fuel wood.

The largest republican steam and gas block having capacity 230 MW was put into operation at Minsk TPP-3.

The head specimen of boiler unit E 60-9,5-510 was put into operation at Zhodino TPP, which operates with

local fuel (crushed peat blocks, wooden chips), capacity 60 tons of steam per hour, pressure 95 kgf/сm2.

2011 Reconstruction of TPP-2 along with installation of 2 Steam generators 32,5 MW with total capacity of 65 MW.

2012 A steam-gas block having capacity 400 MW (SGB-400) was put into operation at TPP-5.

2014 Reconstruction of boiler shop No. 3 of Zhodino TPP in Borisov along with construction of a gas and steam unit

having capacity 65 MW and conferring the status of «Borisov TPP».

Substations and overhead lines 35 kV and over:Construction of substation 110/10 kV «Rogachev» with lines 110 kV and reconstruction of substation 110 kV«Ozerishche».Reconstruction of substation 110 kV «Chizhovka» in Uborevicha str. – Tashkentsky lane.Reconstruction of substation 110/10 kV «Yougo-Zapadnaya» along with replacement of a transformer andconstruction of distribution board-10 kV.Reconstruction of substation 110 kV «Poultry farm» of Dzerzhinsk region along with application of digitalprotection.Construction of substation 110/10 kV «Kolodishchi» and overhead line 110 kV Minsk-Vostochnaya –Kolodishchi and access road.

Networks 0,4–10 kVIn 2015 569,9 km of overhead lines 0,38–10 kV, or 135,6 % of the annual task were put into operation in Minsk region.

Heat supplyIn 2015 26,3 km of thermal networks were built and reconstructed in single pipe estimate, including Minsk – 24,3 km, inMinsk region – 2,0 km.In 2015 the following heat supply schemes were worked out:

«Heat supply for Soligorsk by 2020 and further by 2025»;«Heat supply of Vileika by 2025 and further by 2030»;«Scheme of development of Minsk power system by 2025 and further by 2030».

Substations and overhead lines 35 kV and over:Construction of substation 110/10 kV «Staroborisovskaya» with cable lines 110 kV in Minsk;Construction of substation 110/10 kV «Lavlya» and branches from TPP-25 – «Minsk-Vostochnaya» andfrom overhead line 110 kV TPP-25 – «Smolevichi-Traction»;Chinese-Belarusian Industrial Park. Constructionj of substation 110 kV «Technopark»;Construction of repair and operation point for Slutsk power distribution zone;Reconstruction of substation 110/10 kV «Drazhnya» in Minsk.

Networks 0,4–10 kVIn 2016 531,627 km of overhead lines 0,4–10 kV were built with planned 300 km.

Heat supply

In 2016 47,98 km of thermal networks were repaired in single pipe estimate with planned 40,2 km.
