INTRODUCTION
1.1 Back Ground: This handbook containing the information on ANDHRAPRADESH SARVA SHIKSHA ABHIYAN (APSSA), is prepared as per theChapter II under section 4(1) B of Right to Information Act 2005.
1.2 Objective and Purpose of the information in the handbook: To provideall the relevant and useful information to the Citizens as per the section 4 (1) b1-17 as a measure of transparency.
1. Intended users of the handbook: Citizens, civil society organizations,public representatives, officers and employees of public authorities?
1.4 Organization of information: All the information in this hand bookobtained from all the Sectoral Officers/Asst. Sectoral Officers of SPO office,SSA, Hyderabad and is incorporated.

To perform all theduties that maybe required to achievethe objectives ofuniversalisation ofelementary educationand to promote literacyrate in the State.To exercise all thesupervisory andmonitoring control overthe fieldfunctionaries, sectoralofficers to ensure theschemes and theprogrammes areimplemented asprescribed fromtime to time.
To perform all theadministrative,financial duties as Headof the Department toderive Maximumresults in implementingof the programmes/schemes effectively.To liaise with the Govt.of India, StateGovernment, Non-Governmentalorganizations,Research organizationsand apex bodiesinvolved inimplementationand promotion ofliteracy in theState.To liaise with thedepartments, likeSchool Education,SCERT, SIET, PublicLibraries, Labour,Minority welfare,Social welfare, Womenand Child welfare,Disabled

in all the Primary and UpperPrimary Schools, in aninnovative way.
i) To initiate steps forresearch, analyse theprogress of schemes thatmay be implemented fromtime to time, so as to improvesuch schemes as per thefindings of reports.To give wide publicitythrough Media, includingprint and electronic mediaabout the schemes thatmay be implemented fromtime to time and to improvisesuch schemes on the basis ofconstructive criticism, that maybe carried out in the media.To initiate steps for promotionof literacy among the focusedgroups like tribal’s, andscheduled castes.
Muslims, Minorities etcand to publish text booksin tribal local dialects forGirijans and also topromote formal educationin Madrasas.
To utilize distant mode ofcommunication fordissemination of information tothe stakeholders and fieldfunctionaries from time totime in the areas of teachertraining and monitoring.To ensure collection, compute,correlate, and to communicatethe information and statisticsabout the school age children,enrollment in schools, dropouts, never enrolled childrenand to evolve suitable planningfor taking up of suitablemeasures through SSAactivities for coverage ofchildren of 6-14 years.To liaise between the fieldfunctionaries, State Govt.and Ministry of HumanResource Development andother relevant organizations forpooling up of funds,
welfare, Tribal Welfare,Backward classeswelfare ,IKP projectetc., andto elicit all the possibleassistance,co-ordination infulfillment of theobjectives ofuniversalisation ofelementary education inthe State.
To undertake tours,visits from time to timewithin and outside theState.

monitoring, time to timereviews and for incurring theexpenditure as per theAnnual Work Plan & Budget(AWP & B) approved byMHRD., Govt. of India undervarious heads andactivities.To ensure achievement ofcent percent enrolment andrefection inAndhra Pradesh State withinthe stipulated time.To implement all theprogrammes and policiesframed by the StateGovernment, from time totime for achieving the goal of"Total literacy in the State".To perform all thefunctions and activities asHead of the Department, SSAto achieve the goals, set out inthe Annual Action plan , indifferent interventions byexercising control overthe sectoral officers inSSA office and also toliaise with the DistrictCollectors in the state forsuccessful and purposefulimplementation of all theschemes and programmes thatwould be implemented in thedistricts by ProjectCoordinators throughout thedistrict.
To undertake necessaryfield visits to other statesand also to invite theexpert delegations fromother States to exchangetechnical and pedagogicalexpertise.
