Despite a decrease in day rates in most segments during the start of this year it is very important to highlight the difference between January 2011

and January 2012. It is a far stronger start to the year for owners that it has been in recent times. The main reason for the stronger start to 2012 is

the relatively strong ending to the last quarter of 2011.

There was steady rig move activity on both sides of the water in January but very rarely was the market stressed due to availability. Large PSVs

have been in the highest demand at the start of the year and this has been reflected in average day rates showing a slight increase from the

previous month.

It’s quite remarkable how the dawning of a New

Year has changed the sentiment of the North Sea

PSV term market. Activity was slow and limited

during the last couple of months of 2011; whilst in

complete contrast the first couple of months of

2012 have turned in to a chartering frenzy. Most of

the demand is emanating from short to medium

term requirements for drilling, and is supplemented

by some pipe lay support work that will last for 2 –

3 months. All the activity has given owners’

confidence a real boost, and like several past years,

we see significant differences between term rate

aspirations and current spot rate reality. As much

of the activity will be seasonal, and there will be a

steady stream of newbuild PSVs delivering over the

coming months, the underlying strength may be

tested during the latter half of 2012. The eventual

outcome may largely be dictated by the level of

demand arising from other areas.

The activity in Africa has continued where it left off in 2011, with increasing dayrates. The main focus continues to be on the strong need for DP II

PSVs. Recent activity in the Nigerian market has been that Total is out for a large PSV for one year firm and also Transocean is searching for a

medium PSV for 4 months to support the JU GSF Baltic. In Angola, Sonangol requires one medium size PSV to support the JU Perro Negro 6 for 1-2

months operation.

The main talking point in Ghana is that Hess has fixed a PSV, and may take another, at elevated rate levels to support the DS Stena Drillmax. ENI

Mozambique is currently outstanding in East Africa for a medium sized PSV for one year with March delivery. Although, there is less activity in the

AHTS market than the PSV market, the AHTS market has remained stable with Perenco Gabon entering the market for three 60 tonnes BP AHTS to

support JU Trident VIII.

The Brazilian market is influenced by great expectations to the ongoing long term tenders from Petrobras, Brazil, which are calling for three

different categories of AHTS (AHTS 12.000, AHTS 15.000TS, AHTS 18.000TS) as well as oil recovery vessels. It is expected that Petrobras might

charter as many as 10 vessels in total for the AHTS tenders, and 6 vessels within the oil recovery category to fulfill their demand of operation. All

AHTS has delivery within June 2012 while the OSRV has delivery in September 2012 and March 2013. Further on it is expected that Petrobras will

publish a new tender for PSV 3000 as well as for a SESV ( subsea equipment support vessel) for installation of Christmas trees and subsea

equipment.

IOCs are maintaining high activity with new spot requirements as well as spot and term fixtures of both PSV and AHTS.

US Gulf of Mexico (US GoM) has commenced 2012 with the highest level of deepwater activity since the Macondo incident in April 2010. Activity

is currently underway with 36 drilling units at locations operating in water depths exceeding 1000ft/305m. This activity is being conducted by 17

E&P companies, with Shell & BP accounting for nearly 38% of the activity. Current demand for deepwater tonnage vs. available supply has

contributed to rising day rates and higher utilization within the premium supply vessel sector. This trend is expected to continue throughout 2012.

Smaller shelf market tonnage has realized only a slight increase in both rates and utilization over recent months, but it is expected market

conditions will improve for operators of this tonnage as increase in seasonal charters start in early spring.

Several tenders and market surveys in both Asia and Australia remain

uncovered at present. A significant amount of smaller vessels remain

available in the region whilst the availability of sophisticated vessels is

more restricted, although some newbuilds are due for delivery within

Asia over the coming months. On the large AHTS side the UOS Columbia

and Skandi Pacific are still in Vietnam supporting the SS Ocean Monarch.

Thereafter the rig undergoes maintenance before beginning a 4 year

commitment with Niko Resources in Indonesia from mid 2012. Niko has

issued a tender for two large AHTS and one large PSV to support their

operations with submissions due in Mid February. MPRL has committed

the AHTS vessels Executive Honour and Executive Pride on a 60 day

charter offshore Myanmar in support of the SS Doo Sung. Upon

completion of this commitment the rig will work in Sakhalin for the

season. The Executive Honour has recently been working in Malaysia on

behalf of Petronas.

The PSV Toisa Serenade is still with Shell Malaysia until March with

possible options supporting Seadrill's JU Offshore Courageous. The ROV

Toisa Wave remains uncommitted and is available ex Singapore. Murphy

meanwhile has the large PSVs Greatship Maya and Pacific Hawk on short

term contracts. Also, in Malaysia, both the AHTS vessels Maersk Supplier

and Maersk Seeker are soon to finish their Charter with the SS Atwood

Falcon for Shell Sarawak. The large PSV Stanford Hobby has now been

delayed slightly untill the end of February in China. Also, the newbuild

PSV OOC Leopard shall be delivered in April 2012 from Italthai Shipyard

in Bangkok and is available thereafter. The sister vessel OOC Tiger is due

to deliver from the same yard later in the year.

A long tradition in serving the international marine industries

When Ragnar Stoud Platou established the company

together with his nephew Hans Thomas Gram in 1936, the idea was to widen the scope of services that a shipbroking company could provide its clients. At that time, when most brokers were "jack of all trades", RS Platou specialized. This was particularly noteworthy in the sale and purchase of second-hand ships and in contracting of newbuildings, which have remained one of RS Platou's strengths throughout the years.

Since oil was first discovered in the Norwegian

sector of the North Sea, we have served the offshore oil and gas industry in the field of marine equipment. On many occasions, RS Platou has even been participated in developing new vessel designs, both in the shipping and offshore sectors, based on commercial requirements. Our policy is to constantly adapt our services to the

changing needs of our clients. Seventy years among the world leaders in our field demonstrates that we have kept moving in the right direction.

The company today The company today has a multinational staff of about 350 professionals with about 190 located at the

headquarters in Oslo. Over the years, RS Platou has expanded with offices in Singapore, Houston, Moscow, Shanghai, Piraeus, Accra, Geneva, Rio de Janeiro, Dubai, Aberdeen and London. Due to our extensive international network and our frequent involvement in transactions within the shipping and

offshore industries, we represent a considerable source of business opportunities. We have the necessary experience to assist in the screening of these opportunities for our clients, who will also benefit from our skills and knowledge in negotiations leading to a final contract. RS Platou actively works with many oil companies and industrial groups, both in covering their day-to-day transportation needs and in giving advice within our field of expertise on formulating strategy. RS Platou has pioneered computerised broker information systems, which provide instant up-date information to our brokers and clients.

Our business activities

Sale and Purchase Our sale and purchase team has

maintained its position, as one of the leading brokers in the international shipping market. Estimating fair market values of shipping and offshore assets for owning and operating companies, major international banks and equity investors is an important activity for our sale and purchase groups. Contracting of Newbuildings RS Platou is a major

catalyst in the market for contracting of newbuildings, working with shipowners and shipyards all over the world. We have up-to-date information on the development of price levels, which shipyards are most competitive for the different types of tonnage, special contractual terms available, as well as owners who are planning to order new vessels. A particular speciality has been back-to-back transactions for newbuildings with long-term charter arrangements.

Offshore Marine Services RS Platou has built up,

and maintained, a leading position in sale and purchase of drilling rigs and offshore support vessels. We have also been instrumental in bringing several new designs both of drilling units as well as offshore support vessels to the market. We are continuously assisting clients in securing work for their offshore support vessls and drilling units in new areas. We also advise national and private oil companies on special marine equipment acquisitions. Investment Banking RS Platou Markets offers

financial advisory services within mergers and acquisitions and equity/debt capital markets alongside equity sales and FX trading. Our client portfolio is primarily within E&P, offshore, oil service, shipping, seafood and private equity companies.

Chartering RS Platou concentrates on vessels and

cargo within the general trades for dry bulk, petroleum products and crude oil. In addition, we have teams specializing in offshore support vessels, drilling units, shuttle tankers, chemical cargo, transportation of forest products and cars.

Consultants Both in the general trades and

offshore, RS Platou provides evaluations of special projects and give essential advice in business transactions where our market knowledge is required.

Market Research A particular strength is our in-depth

market research activities. We are continuously compiling updated market reports and future projections for the dry bulk and the main tanker trades. For the offshore markets, monthly market reports are provided on a subscription basis. In addition, "one-off" studies are made for special projects or niche markets.

Financial Services In addition to the traditional

activities, we offer financial advice and services. RS Platou Finans is one of the major finance companies in Norway that specializes in shipping and offshore-related financial schemes in the interest of both shipowners and financial investors.
