1 INTRODUCTION

The purpose of this document is to detail the Construction Management Plan by outlining how the neighbouring area will be protected as well as the local environment and amenities.

The developer will observe and comply with and require compliance by its contractors with all the recommendations, restrictions, limitations specifications and standards contained in and implied by Royal Borough of Kensington & Chelsea’s (RBKC) Code of Construction Practice (or any amendments to it as may be agreed with RBKC).

Any changes to this methodology will be submitted to RBKC for approval, but the aspiration will remain that the works will be undertaken in a sequence that seeks to minimise impact on those that could be affected by the works. This includes the ongoing operation of the Royal Brompton Hospital (RBH).

2 SITE LOCATION AND PROJECT PARTICULARS

2.1 Description of The Site and Proposed Development

The application site, which lies within the administrative area of Royal Borough of

Kensington and Chelsea and is located in the Chelsea area of London to the north of

Kings Road and south of Fulham Road. It is bounded by Sydney Street to the east,

Kings Road to the south, Dovehouse Green to the west and Britten Street to the north.

The site currently accommodates a series of lightweight single storey buildings that

provide retail facilities in the form of ‘Chelsea Farmers Market’. The site also houses

117-123 Sydney Street, a grade II listed terrace.

The application scheme comprises the demolition of the lightweight retail structures,

to enable the construction of three new residential blocks, a retail square and public

amenity space. The application scheme also comprises the refurbishment of 117 to

123 Sydney Street into retail units at ground and lower ground, with residential

apartments on the upper levels.

2.2 Description of The Works

The developer intends to undertake the works as outlined below. Consideration has

been given to the proposed works to the Royal Brompton Hospital to ensure that

construction activities could take place concurrently, and ensure that the hospital

remains unaffected by the construction activities proposed for the Chelsea Farmers

Market or 117 to 123 Sydney Street.

demolition of the existing temporary buildings;

erection of part four, part five storey buildings with a part 1, part 2 storey basement

to provide a mixed use development comprising 59 residential units, and flexible

retail uses (Class A1, A2, A3) and the creation of new publicly accessible

landscaped spaces, associated car, cycle parking, landscaping and amenity and

all necessary enabling works;

conversion and restoration for four grade II listed buildings at 117-123 Sydney

Street for use as 4 residential units at part ground, first and second floor with retail

Class A1, A2, A3 at ground and lower ground level.

3 PROGRAMME

3.1 Programme of Works

A detailed programme of work will be agreed with the main contractor in advance of

any works commencing. An overview of the anticipated programme is outlined in the

diagram below.

The sequencing of work has been determined to minimise the need for use of the

public highway. The sequencing and construction logistics has also been developed in

line with the understanding that Britten Street is likely to be closed during the course

of construction, due to construction logistics requirements for the proposed works at

Royal Brompton Hospital.

3.2 Construction Traffic Routes

Traffic will be routed via either the A4 to the north of the site or A3 to the south of

the site.

Both of these roads lead into the A3127.

From here the traffic will turn left into Sydney Street at the junction with Kings

Road

Construction traffic will turn left into the site from Sydney Street.

Egress will be via Sydney Street towards Fulham Road.

3.3 Phasing and sequencing of the works

As noted above a detailed programme will be developed with the main contractor,

however in order to establish that the works can be carried out whilst minimising

disruption to residents a programme and plan of work has been developed. The

following notes should be read in conjunction with Appendix A (Phasing Diagrams).

3.4 Hours of Work

The permitted working hours for all construction works on site will be as per RBKC’s permissible working hours, which currently are:

08.00 – 18.00 hours week days

08.00 – 13.00 hours Saturday

Sundays and Bank Holidays – No working

It is anticipated that the contractor will enter into a Section 61 Agreement with RBKC

following liaison with the local community.

4 METHODOLOGY

WSP | Parsons Brinckerhoff has produced a detailed construction method statement.

4.1 Residential Blocks

The structural proposal is to form the buildings in reinforced concrete using post

tensioning on the upper floors to limit slab depth and allow greater spans. The slabs

will be supported on reinforced concrete columns which in turn will be supported on a

raft foundation, subject to a ground investigation and detailed geotechnical

assessment. Slab thicknesses on the upper floors are expected to be approximately

250-350mm thick with thicker slabs required to achieve the bigger spans and transfer

the steel columns from the light roofs above.

The basement walls will be constructed using secant pile embedded walls with cavity

walls. Expected pile diameters are approximately 750mm. The suspended floors to

the basement will be constructed in reinforced concrete which will span on to a regular

reinforced concrete column grid, supported on the raft foundation. The Architectural

layouts require a number of columns to stop and step position in lower basement floor

levels, required large reinforced concrete transfer beams.

4.2 Demolition

The demolition scope of works includes the Chelsea Farmers Market, Parkopedia car park and Chelsea Gardner store, and the remaining buildings and structures within the application site. Some localised demolition will also take place on 117 to 123 Sydney Street. A Demolition and Asbestos survey will be carried out prior to any construction works starting. A full dilapidation survey will be undertake of the surrounding properties and highways, this will include all street furniture, adjacent buildings and CCTV survey of the drainage. Any asbestos containing materials that have been identified will be disposed of properly. The contractor will employ all appropriate procedures and adopt all necessary precautions for any asbestos not picked up in the report. Existing services will be isolated and capped off to carry out the works safely. Before the works can commence, the contractor shall submit the final demolition method statement that will need to be agreed, and in particular mitigation measures will need to be detailed for the containment and minimisation of Noise, Dust and Vibration.

4.3 Basement and temporary works

The excavation of the basement area will be carried out in a number of stages, temporary works will need to be installed to support the retaining wall that is proposed to be installed as a secant piled wall. The ground and existing conditions are to be fully investigated to ascertain the potential movement and reactions to the excavation and construction of the new basement. As the basement is constructed the new structure will prop the perimeter retaining wall and allow the temporary propping to be removed leaving a stable basement retaining structure in the permanent condition.

4.4 Superstructure

The proposal for the residential blocks is to form the building in reinforced concrete using post tensioning on the upper floors to limit slab depth and allow greater. The slabs will be supported on reinforced concrete columns which in turn will be supported on a raft foundation, subject to a ground investigation and detailed geotechnical assessment. 5 METHOD STATEMENT AND ENVIRONMENTAL PLAN

5.1 Construction Method Statement

The construction method statement (CMS) will form part of the Building Contract and outlines the different procedures to be undertaken to complete the various works on site. The contractor will be required to comply with RBKC’s Considerate Constructors Scheme as well as RBKC’s Code of Construction Practice, and all trade contractors will incorporate requirements for environmental control, based on best working practices and adhering to current H&S regulations and quality procedures.

A separate Site Waste Management Plan will form part of the contractor’s obligations.

Site teams will be engaged in the project to understand how they may impact on others and how they can contribute effectively to mitigating such impacts. The method statement will be a dynamic document and will evolve during the project.

Trade contractors will demonstrate how they will achieve the provisions of the CMS and how potential impacts will be reduced, minimised or removed.

The CMS calls for contractors to provide:

a plan of their intended activities and their sequencing

a programme for the elements of works including labour and plant requirements

an overall programme linking the activities

detailed site layout arrangements

review of the needs for access, resources, accommodation, vehicle movements,

material delivery, material storage and any temporary works

identification of prohibited or restricted works

identification of any operations that could result in disturbance with duration and

timing

a procedure for notifying relevant parties of operations likely to cause disturbance

a procedure for communications with RBKC, neighbours, visitors, workers and site

personnel

provision for allowing complaints to be registered, responded and logged

provisions for reporting

details of access to and from the site for deliveries of size e.g. HGVs

details of works affecting the public highways and footpaths, any diversions or

closures needed, special signage or notices required

housekeeping procedures

5.2 Application Of Contractor And Trade contractors’ Own Policies

The Contractor and trade contractors will be requested to evidence and use their own company policies that are relevant to this project so as to improve the outcome for all. For example, contractors will be asked to demonstrate the practical implementation of their own Environmental Management Plans, environmental policies, and waste management policies in their methodology for delivering site operations.

5.3 Contractor

The contractor will be required to comply with RBKC’s Considerate Constructors scheme within their appointment conditions. The contractor will also comply with all relevant legislation and specific Local Authority requirements will be sought and adopted. The contractor will be responsible for managing compliance of the trade contractors and must set an exemplary standard.

Keeping neighbours and the general public informed of the works is of key importance in managing impact. The contractor will carry out both formal and informal liaisons by way of newsletters, specific activity notices relating to any particularly unusual or particularly disruptive works such as road closures or piling works. Signage will notify contact details for the site together with site information as appropriate.

It will also be a requirement that the contractor shall follow the principles of Good Construction Practice and that the scheme will be registered under the Considerate Constructors Scheme. The Building Contract specifically identifies the need for resources to be allocated to meeting the Considerate Constructors Scheme requirements and this will allow assessment of the contractors’ intended resources for compliance with such requirements.

The professional team appointed by the Applicant has experience of and understands the impact that development has on neighbours and the general public. This experience will be fully utilised in the setting and measurement of targets that the contractor and his team will be expected to achieve.

5.4 Management Of Trade contractors

The contractor will obtain evidence from trade contractors of their proposals to comply with the CMS, ECS and the principles of Good Construction Practice and all other such obligations and expectations made of the contractor. Nominated and domestic subcontractors will be requested by the contractor to adhere to the construction guidelines set out in RBKC’s Considerate Constructors’ manifest.

6 PUBLIC COMMENTS PROCEDURE

6.1 Public Comments Procedure

The procedure for dealing with public enquiries, receiving positive comments and complaints will be prioritised with the contractor once appointed. The contractor will be required to liaise directly with the Public Consultation consultant who will act as an impartial voice in the planning process.

The contractor and the Public Consultation Consultant will engage with and inform the local community and local stakeholders of particular construction tasks and indicative timelines across the individual construction phases for the overall master plan, and will ensure that both parties are fully involved in any such dialogue. Matters for public consultation during the works will be brought to the public through staging drop-in exhibitions, the circulation of bespoke newsletters within the established catchment area and the use of a dedicated website. Local Stakeholders will be engaged in direct communication with the landowner, contractor, design team and other such consultants as required from time to time through the established Resident's and Community Liaison Groups. These groups shall be open to new members as and when required and will be run in accordance with the stipulations of RBKC.

In addition to reporting to regular meetings of the Residents' and Community Liaison Groups, the contractor and Public Consultation Consultant’s procedures will allow for:

a clear point of contact for the public to make enquiries and to submit complaints

details of how enquiries will be registered and progressed

advising the intended timescale for responding to the matter raised

records of any responses given, and to whom

escalation procedures if the response is not satisfactory.

7 ACCESS CONTROL

7.1 Site Logistics

Initial consultations will take place with RBKC’s Transport Department. Prior to

commencement, it will be the site manager’s responsibility to review in detail and to

amend/improve where practicable in line with further consultation with the RBKC and

any further conditions that they may place.

During the works there will be two distinct logistical arrangements, as shown on the

plans below.

7.1.1 Access And Egress

The works will be accessed via the site entrance on Sydney Street with separate pedestrian access for site operatives and visitors.

Construction and Public Activity

There will be a clear management of the interface between site and pedestrian and highway routes as this is an area of high risk of accidents and needs careful control. The traffic entering the sites will be controlled by gates that will be manned.

A temporary footway will be provided over the course of construction, and marshals will carefully control construction traffic to ensure pedestrian safety. During phase 6, a protected gantry over the footway will be utilised so that construction deliveries can take place from the roadway without having to divert pedestrians.

During Phase 1 to 5, all construction traffic will enter the site boundary and complete delivery or pick up within the site boundary. During Phase 6, an on-street delivery area will be utilised.

7.1.2 Hoarding

The site will have a hoarding erected around the site perimeter. This is to give safe working space for the proposed works and the safe storage of plant, equipment, including site toilet with site welfare facilities being located inside the property. The hoarding will have access gates and will be constructed and painted to the agreed specification with contact details clearly shown on hoarding. The hoarding will also be lit for security reasons but the lighting levels will be appropriate for the location.

7.1.3 Site Accommodation and Amenities

The contractor’s site accommodation and amenities will be contained within the site.

7.1.4 Vehicle Access

Vehicular access to the site will be via Sydney Street.

7.1.5 Treatment of Adjacent Public Pavement / Highways

Prior to works commencing a photographic dilapidation record will be taken of all adjacent properties’ highways and footpath. A copy of these photographs will be forwarded to RBKC for their records.

All pavements and highways adjacent to the site will be kept clean and clear of any materials. No materials will be stored on the pavement or highway at any time.

The contractor may require a single skip to be located on the road outside the site or nearby at certain times. This will be coordinated with RBKC. The contractor will make all allowances with regard to licenses etc.

7.1.6 Delivery of Materials / Storage on Site

A logistics plan has been produced, as above and within the Construction Traffic Management plan. This will be reviewed and agreed with the contractor at the outset of the main construction works. This will cover all traffic management including the preparation of delivery schedules to ensure that all materials are delivered to the agreed programme.

The plan will be designed to monitor, review and amend the delivery programme as necessary to fit in with the construction programme. The plan will also require the contractor to liaise with all subcontractors and suppliers to ensure that they fully understand and adhere to the programme constraints. The plan will also require the contractor to liaise with the local authority highways engineer and neighbouring residents as required.

Material deliveries will be strictly controlled and co-ordinated to ensure that it interfaces with the programme requirements and to reduce vehicular waiting times on site.

Loading and unloading of vehicles, dismantling of equipment such as scaffolding or

moving equipment or materials the around site shall be conducted in such a manner as

to minimise noise generation.

7.1.7 Removal of Surplus Materials

A waste management system will be established for the site at an early stage. This will be monitored and adapted as the construction of the building proceeds. Materials will be bagged up and bins will be positioned at suitable locations around the site for disposal of waste materials.

7.1.8 Road Closures And Diversions

No road closures or diversions will be required.

Notice will be given for road and footpath diversions and closures to relevant parties including RBKC, TfL and the emergency services, sufficiently in advance of the intended closure. As noted previously we will liaise with other Developers in the area to coordinate road closures and minimise congestion.

7.1.9 Car Parking And Travel To Site

There will be a policy of no on-site parking and all site workforces will be encouraged to use public transport. Travel via London Underground to South Kensington and Sloane Square will be encouraged, along with bus travel to stops on Sydney Street and King’s Road, all of which are a short walk away from the development site. This will be in compliance with carbon reduction measures.

7.1.10 Suspended Parking Bays

Due to the location of the temporary footway, the parking bays along the Sydney Street perimeter will not be available for use.

7.1.11 Road Cleanliness

Precautions will be taken to contain site generated matter to within the site boundary. The exact precautions to be taken, e.g. wheel wash facilities, will be agreed with the contractor based on the proposed methods of working.

Typical anti-dust control measures to include water-damping during construction and de-construction, and wheel-washing upon exit.

7.1.12 Site Scaffolding and Signage

Scaffold will be erected to all sides of the site and will be fitted with a suitable alarm and lights. All necessary permits will be obtained by the contractor prior to start of relevant works.

Safety signage and traffic directional signage will be installed on the scaffolding as necessary at points of access to the site and around the boundary. In addition the scaffolding will also have Considerate Constructors Scheme Signs which the contractor will be registered with, details of the developer and all consultants, contact numbers for the liaison manager and the site security company will be clearly displayed.

8 PROTECTION OF THE BUILT ENVIRONMENT

8.1 Management Of Noise, Vibration And Dust

The need for noise, vibration and dust monitoring and control will be carefully assessed as the method of working is developed. Any works will be managed to minimise the impact on site workers, workers in the vicinity of the site, nearby occupants, nearby businesses and adjacent buildings and tenants. In particular, residents will be considered during pile installation and excavations. Where applicable, the contractor will place vibration detectors on adjoining properties and agree trigger levels to assess potential impact. The physical measures to be assessed by the contractor prior to commencement will cover:

noise monitoring

vibration monitoring

wheel wash facilities

dust-damping at work face and across site.

working method of piling selected to minimise potential movement and vibration

protection for exposed party walls

detailed method statements and assessment for works that have an impact on

adjoining structures and environment, identifying possible sources of movement

and mitigation measures.

A programme for noise monitoring shall be prepared and agreed with RBKC prior to

the commencement of works on site. If complaints arise these shall be investigated

immediately, and action taken. Wherever possible, plant and equipment shall be

switched off when not in use. Further specifics around monitoring can be found in the

Structural Method Statement.

Demolition and construction impacts will include exhaust emissions from site plant,

equipment and vehicles and fugitive dust emissions. Emissions shall be minimised

through the use (where appropriate) of catalytic converters and the regular

maintenance of vehicle engines.

If in the event that any temporary stopping-up notices are required, specific

applications to RBKC Transport Department and TfL relating to any road and

pavement closures will be implemented by the contractor in accordance with all

statutory notice periods.

8.2 Material And Resources Use

Consideration will be given to the types of plant and equipment that are likely to be required on site. Plant and material will be selected on the basis of practicality as well as impact on adjoining owners, the neighbourhood and the public.

8.3 Utility Services

8.3.1 Water

All relevant contractors shall investigate opportunities to minimise and reduce the use of water, such as:

Selection and specification of water efficient fixtures and fittings in site offices;

Implementation of staff-based initiatives such as turning off taps, when not in use

both on-site and within site offices;

Use of recycling water systems such as wheel washes

Monitor and record data on potable water consumption (m3) from the use of

8.3.2 Energy & CO2

All relevant contractors shall investigate opportunities to minimise and reduce the use of energy, such as:

Use of alternatives to diesel / petrol powered equipment where possible

The incorporation of sources of renewable energy to offset the use of mains

utilities

Selection and specification of energy efficient plant and equipment

Implementation of staff-based initiatives such as turning off plant and equipment

when not in use both on-site and within site offices

Monitor and record data on energy consumption (kWh) from the use of

construction plant, equipment (mobile and fixed) and site accommodation

necessary for completion of the applicable construction processes.

Using the collated data report the energy consumption (total kWh and kWh/£100k

of project value) and carbon dioxide emissions (total kgCO2eq and kgCO2eq/£100k

of project value) from the applicable construction process.

Monitor and report CO2 or energy use arising from commercial transport to and

from site

8.3.3 Pollution

All relevant contractors shall investigate opportunities to minimise and reduce the

quantum of pollution, such as:

Adopt best practice policies in respect of water (ground and surface) pollution and

air (dust) pollution occurring on the site

Implement the erosion and sedimentation control measures set in the Erosion &

Sedimentation Control Plan

All site activities that generate noise shall follow British Standard (BS) 5228 (Ref.

17-32) to minimise impact on neighbours. Mitigation shall be implemented by the

contractor and include

All plant and equipment to be used for the works shall be properly maintained,

silenced where appropriate, and operated to prevent excessive noise and switched

off when not in use and where practicable.

Plant shall be certified to meet relevant current legislation and Noise and Vibration

Control on Construction and Open Sites (BS 5228) Standards.

All Trade contractors shall be made familiar with current noise legislation and the

guidance in BS 5228 (Parts 1 and 2) which will form a prerequisite of their

appointment;

8.4 Protection Of Water Resources

Water resources will be protected from potential contamination during the deconstruction and construction phases. An assessment of potential sources of contamination will be undertaken and mitigation measures agreed. All substances that could cause contamination (e.g. diesel fuel, oils,) will be stored on surfaced areas and within dedicated bunding zones.

8.5 Energy And Water Use

The contractor will investigate opportunities to minimise the use of energy and water. Opportunities to be considered are:

alternative means of working

use of alternatives to diesel / petrol powered equipment such as electric powered

equipment

selection and specification of energy efficient plant and equipment

green energy policies for on-site staff and accommodation e.g. use of percussion

taps.

9 EMERGENCY RESPONSE PLAN, SITE SAFETY AND CDM

9.1 Contacts, Responsibilities And Emergency Response

The contractor will provide contact details for each element of the construction programme so a clear ‘go to person’ is identified for each element e.g. noise control, dust control, traffic management, etc. and will be required to relay all incidents to the Public Consultation consultant. This will be made available prior to start on site and maintained for the duration of the development.

An incident response and emergency action plan will be prepared for the development. This will cover such items as:

Site location address plan and directions

Description of the works

Distribution list (RBKC, Emergency Services, etc.)

Emergency contacts (police, hospital, services infrastructure providers - gas,

electric, water)

Control of Substances Hazardous to Health (COSHH) Inventory

Pollution escalation procedure

Site protection facilities (alarms, extinguishers etc.)

Site fire safety plan

Permit to work systems and procedures.

9.2 Site Safety and CDM

The contractor will be required to submit a project specific Construction Phase Health and Safety Plan (CPHSP) together with a full up to date copy of their Health and Safety Policy to the Client for record purposes, including all updates throughout the course of the works. Attention is also drawn to the Client’s project specific Construction Health and Safety Policy, which has been developed for the Works. The developed CPHSP shall be submitted to the Principal Designer for review no less than 14 days before the proposed start of construction work. Where required, the Principal Designer shall consider a shorter notice period. The CPHSP shall include, as minimum, details for site setup, the fire safety plan, proposed access arrangements, and safe methods of work for initial construction activity.

9.3 Site Safety Objectives

To protect the health and safety of those involved in construction and those affected by associated activities by complying with statutory requirements as a minimum and supplemented by industry current best practice at all times:

Ensuring the competency of those involved in the project, including operatives,

sub-contractors and site management etc.

Identifying and eliminating hazards wherever possible, and reducing and

controlling those risks that remain both during the Works and throughout the

lifecycle of the remaining structure.

Arrangements for Monitoring and Review of Safety

The contractor will make arrangements to adequately monitor and review the safety performance of all activities involved in the project. The site management team would normally undertake formal monthly inspections, recording observations and action taken. Independent safety inspections will also be undertaken, normally on a weekly

basis, however more frequent visits may be required depending on the intensity and hazardous nature of the on-site activities.

The contractor shall appoint competent members to the site management and

supervisory team. Records of safety training must be provided for the project

team, in particular the Site Manager, prior to commencement of the works. Use of

independent safety advisers will be necessary where competent persons are not

available in-house.

As well as on-going liaison using established communication techniques, formal

liaison will be maintained through Project Team Meetings where health and safety

performance will be discussed as an agenda item.

Welfare Facilities

All facilities to be provided by the contractor are to be in accordance the

Construction, Design and Management Regulations 2015.

Details of the contractor’s site establishment, including welfare facilities, are to be

included within the Construction Phase Health and Safety Plan.

Security Arrangements

Following site possession, the contractor shall ensure that the work area and

contract activities minimise safety and security risks during the course of

works. This shall include arrangements for periods of non-attendance such as

overnight, weekends and site shutdown periods and may require the use of

additional security attendance.

Trespass of the contractor’s representatives into areas outside of the agreed site

demise will not be permitted unless otherwise agreed, such as access through

neighbouring properties and through the site. The contractor is to establish a Site

Attendance Log Book to ensure that those in control of the site are aware of all

persons in attendance in the event of an emergency.

Electronic personnel logging may be used (e.g. fingerprint readers) in combination

with CCTV coverage of site entrance points.
