completed and are accessible to the operator at all times and available to the department upon request and that the system will
have a certified operator as required by 15A NCAC 18C .1300.
The Department has determined that the requirements specified in 15A NCAC 18C .0303(a) and (c) have been met, and
therefore, issues this Final Approval in accordance with Rule .0309(a).

We have received the attached test report from GET Solutions, dated August 17, 2018, for the construction of The Gables Subdivision in Currituck County. The Pavement Design consisted of 6” of ABC Stone Base overlain with 2” of S-9.5B Surface Course. Based upon our review, the asphalt surface and aggregate base courses are in general conformance with the Minimum Design and Construction Criteria for Subdivision Roads. This road will be eligible for petitioning the addition to the State System of Maintained Roads upon completion of paving, and satisfying all other applicable minimum NCDOT criteria. Dear Mr. Scott:
As requested, a representative of G E T Solutions Inc. visited the project site on the dates ofJune 29, 2018 and August 14, 2018. The purpose of our visits was to observe and evaluatethe roadway construction activities within the proposed subdivision. These evaluations wereperformed by completing the following tasks:
Ø Performing an evaluation on the Aggregate Base Course (ABC) materialsincluding compaction and thickness testing within the roadway alignment.
Ø Performing asphalt coring, sampling, and laboratory testing of the recentlyplaced surface mix (S-9.5B) asphalt materials.
The development at this site and as it pertains to this report included the construction ofone (1) new roadway within the proposed residential subdivision (Britton Way). The projectrequired a pavement section composed of 6 inches of ABC materials overlain by 2 inchesof surface mix asphalt materials (Type S-9.5b). The project specifications required testingof the ABC materials and asphalt materials is performed for quality assurance, inaccordance with the NCDOT requirements.
SCOPE OF SERVICES
For this project, G E T Solutions, Inc. has performed the following tasks:
§ Performed compaction testing on the ABC materials placed within the observed roadwayalignment. The compaction testing procedures that were performed on the date of June29, 2018 indicated the in place ABC materials were compacted to at least 100% of thematerial’s maximum dry density as determined by the Standard Proctor (ASTM D698).Additionally, the ABC materials within the roadway alignment were evaluated forthickness at the compaction test locations, which indicated a thickness ranging from 6.25to 6.75 inches at the tested locations. The results of these testing procedures and theirassociated test locations are provided on the “Compaction Test Report” sheets attachedto this report.

§ Performed coring operations at three (3) locations with the use of a 6-inch diameter corebarrel within the observed roadway alignment. Core locations were established in thefield by a G E T Solutions, Inc. representative prior to initiating the coring operations.
§ Performed laboratory testing procedures at G E T Solutions, Inc.’s laboratory located inElizabeth City, NC. The laboratory testing procedures consisted of average corespecimen thickness and bulk specific gravity as well as asphalt content and asphaltaggregate gradation analysis. The laboratory test procedures were executed in generalaccordance with NCDOT testing procedures. The specific gravity (density) andthickness test results are provided in the following table (Table I – Asphalt LaboratoryTest Results). The asphalt content test results are provided in Table II – Asphalt ContentResults and the asphalt aggregate gradation analysis test results are provided on theattached “Particle Size Distribution” sheet.
