SANTA CRUZ COUNTY REGIONAL OCCUPATIONAL PROGRAM
The material in this operational handbook was prepared for the guidance of teachers,
administrators, and support personnel in the Regional Occupational Program. This handbook is
not intended to duplicate or replace Santa Cruz County Office of Education's policies or
procedures. New personnel, as well as experienced personnel, may refer to the contents of this
booklet for information on ROP procedures and policy. For any further clarification, please
contact the Director of ROP. No procedures are applicable in all situations forever, but any
deviation will need substantial justification. Always good judgment and common sense are
essential.

Mission Statement
The Santa Cruz County Regional Occupational Program (ROP) provides students with the
opportunity to acquire academic, career and technical skills and to prepare for life-long learning
and success in the changing workplace.
Expected Student Learning Results (ESLR)
ESLR 1: Explore, assess, and prepare for careers and educational opportunities.
ESLR 2:
Develop strong work ethics, teamwork and leadership skills necessary to become a productive member of the community.
ESLR 3:
Reinforce academic skills through applied learning experiences.
ESLR 4:
Demonstrate problem solving, critical thinking, and decision making and communication skills for workplace success.
Program Goals
1. To provide students with opportunities to explore assess, and prepare for careers within
California’s 15 Industry Sectors
2. To assist students to develop a strong work ethic and employability skills necessary to
succeed in a career.
3. To assist students to reinforce basic academic skills through applied learning experiences.
4. To assist students to develop critical thinking and decision making skills.
5. To assist students to develop good oral and written communication skills.
6. To provide students with an understanding of a rapidly changing society, both
technological and cultural.

California Association of Regional Occupational Centers & Programs (CAROCP)
California's Regional Occupational and Centers and Programs (ROCP) are an integral part of
California's systemic career preparation and workforce development efforts. The ROCPs
delivery system addresses the need for a highly skilled, diverse workforce at the secondary and
adult education level.
ROCPs serve the needs of secondary and adult students, local communities, and the state.
Through industry and education partnerships, ROCPs provide students with relevant instruction
that meets the Career and Technical Education (CTE) employment needs of the communities
served by ROCP. The ROCP educational experience also contributes to the financial health of
the community.
ROCPs provide qualified students with the opportunity to attend CTE training program
regardless of the geographical location of their residence. Many ROCPs consolidate state and
federal funds to offer comprehensive employment training, placement, and support services to
high school students and adults. Combining resources and services also allows ROCPs to offer
cost-effective employment training and CTE without duplicating administrative and overhead
costs.
In addition, an ROCP student may receive the entire range of services needed to enter the
workforce or to continue education at a postsecondary institution through one agency, rather than
moving from one location to another. Follow-up data show that this approach provides cost-
effective programs, improves career connections, and raises job placement rates for both youths
and adults.
In California, ROCPs provide students with the following services:
• School-to-career transition programs for high school students and adults.
• Extensive partnerships with local business and industry.
• Training, retraining, and advanced training programs.
• Courses that is responsive to current local labor market demands.
• Instruction offered by industry experienced teachers.
• Training programs that fill a diversified labor market.
• Participation with apprenticeship programs.
• Collaborative efforts between state and federal education programs.
• Courses that have labor market placement success.
• Transition into postsecondary education such as community colleges.
• Provides essential academic skills.

Purpose of ROCP
The legislative intent and findings in California Education Code Section 52300
Establishes ROCPs as follows:
“In enacting this article, it is the intent of the Legislature to provide qualified students with the
opportunity to attend a technical school or enroll in a career technical or technical training
program, regardless of the geographical location of their residence in a county or region. The
Legislature hereby declares that a regional occupational center [and program] will serve the state
and national interests in providing career technical and technical education to prepare students
for an increasingly technological society in which generalized training and skills are insufficient
to prepare high school students and graduates, and out-of-school youth and adults for the many
employment opportunities which require special or technical training and skills. The Legislature
also declares that regional occupational centers [and programs] will enable a broader curriculum
in technical subjects to be offered, and will avoid unnecessary duplication of courses and
expensive training equipment, and will provide a flexibility in operation which will facilitate
rapid program adjustments and meet changing training needs as they arise.
It is recognized by the Legislature that vocational programs may achieve great flexibility of
planning, scope and operation by the conduct of such programs in a variety of physical facilities
at various training locations. It is the further intent of the Legislature that regional occupational
centers and programs provide career technical and occupational instruction related to the
attainment of skills so that trainees are prepared for gainful employment in the area for which
training was provided, or are upgraded so they have the higher level skills required because of
new and changing technologies or so that they are prepared for enrollment in more advanced
training programs.”
Role of ROCP
The role of the ROCP is to prepare secondary students and adults, with the highest priority
assigned to 16 – 18 year olds, by providing quality Career Technical Education. ROCP
curriculum includes a sequence of academic and skill instruction specific to occupational fields
which prepares students for employment, apprenticeship and post-secondary education. ROCPs
also provide individual counseling and guidance in career technical matters (Education Code
Section 52302.5).

Teacher Responsibilities
1. Insure stated specific objectives of the course are met.
2. Maintain accurate daily attendance and performance records according to Education
Code requirements. "Who refuses or willfully neglects to make such reports is guilty of a
misdemeanor punishable by a fine of not more than one hundred dollars (Ed. Code
Section 44030)"
3. Contact parent, student and student's counselor when student is absent more than three
days in succession.
4. Insure that students receive instruction in general safety procedures on each piece of
equipment and substance. Students will successfully pass a safety test which will be kept
on file for each piece of equipment the student will use. Student should successfully
complete the safety with a 100 %.
5. Insure compliance with the OSHA Right to Know Law, inventory all hazardous
substances and have the appropriate Material Safety Data Sheets (MSDSs) available.
6. Insure that all records are accurately recorded and that all forms are properly filled out
and transmitted to the Student Data Specialist (Attendance/Sharon Wright – Miller) and
Department Coordinator (Payroll – Michele Cuartilon) by deadline.
7. Hold ROP Advisory Committee meetings at least once a year (See Advisory
Committees). Submit membership lists and minutes to ROP Administration. Participate
in annual ROP Industry Sector Advisory Meeting.
8. Insure the security of all supplies and equipment issued to their facility.
9. Update course outlines to meet current state standards.
10. Maintain a valid Designated Subjects Teaching credential.
11. Annually update course syllabus for each course taught.

The following is a list of forms that ALL teachers of ROP classes are responsible for:
Student Registration Form – ensure they are submitted first day student attends class
Request Field Trip Approval – two weeks prior to date of field trip
Permission Slip for Field Trip – receive from student/parent prior to attending field trip
ROP Attendance Record – enter attendance daily and submit signed attendance audit sheet
weekly
Grades – enter grades & credits mid and end of year
Purchase Order Requisition – prior to any purchases or repairs
Emergency Information Card – maintain in teacher files, or classroom
Advisory Committee Member List – maintain and submit to ROP Administration
Advisory Committee Minutes – submit to ROP Administration within 15 days after meeting
Teacher Time Sheet (Payroll) – 19th
of each calendar month
Supplemental Time Sheet (Payroll) – 20th of each calendar month
Material Safety Data Sheet (MSDS) – maintain in classroom for all substances

Copyright Policy
It is the intent of the County Board of Education to adhere to the provisions of the U.S. copyright
law and to maintain the highest ethical standards in the use of all copyrighted materials. The
willful infringement of a copyright and/or plagiarism of any sort by ROP employees are
prohibited.
Copyrighted materials, whether they are print or non-print, may not be duplicated without first
receiving written permission from the owner of such materials (copyright holder) and/or
complying with legal guidelines.
ROP does not sanction the illegal use or unauthorized duplication of someone else's work in any
form. Employees who willfully violate the County Office of Education, or district's copyright
policy do so at their own risk and may be required to remunerate the district in the event of a loss
resulting from litigation.
The legal, ethical, and practical problems caused by plagiarism should be taught where
appropriate in ROP classes.
Please contact the ROP Administration for assistance with questions regarding copyright
guidelines.
Computer Software License
ROP maintains a record of authorized, legal software that should be present on computers in
each of the ROP computer labs. If ROP and another agency jointly use the lab, a description of
authorized software is part of the lab use agreement. Teachers should not place or permit anyone
else to place unlicensed software on any ROP computers.

ROP Counselor Responsibilities
ROP SITE COUNSELOR/ADVISOR
DEFINITION Under the administrative direction of the ROP department, the RP Counselor/Advisor provides career counseling and guidance support to ROP students and instructors at high school sites. The ROP Counselor/Advisor works individually and in groups to help students to identify and plan their career and educational goas. Serves as the ROP liaison with high school administration, ROP administration and instructors to provide accurate information for ROP program development.
SUPERVISION EXERCISED
May include supervision of students on site.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
Provides individual and group career counseling and programs to assist ROP students in
planning career and educational goals. Uses Internet based career planning and research
tools
Collaborate with the high school administration in establishing and maintaining the high
school ROP program in coordination.
Recruits potential ROP students through classroom presentations and recruiting events.
Provides information on scholarships, training opportunities and potential job
opportunities.
Serves as a key career information resource.
Coordinates ROP classes and registrations with school counseling/guidance staff.
Assists ROP instructors and other personnel in the design of career programs and
curriculum.
Make available appropriate data to enhance teacher effectiveness and planning of high
school ROP classes.
Follows up on staff, students, and parent concerns.
Establishes and maintains cooperative working relationships and effective communication
with high schools, community partners, and other outside agencies as appropriate.
Complete and deliver written records and reports as required.
Develop positive public relations through business and education partnerships.
Establish and maintain effective communication and cooperation with others, including
site and County Office Education personnel.
Perform other job-related duties as required.

Teacher Time Sheets
Regular Monthly Pay Period
All teachers teaching ROP classes must turn in a Certificated Time Sheet at the end of each
calendar month.
In the Regular (days worked) column enter the days worked each day.
In the Leave (days not worked) column enter the day or hours missed each day an absence
occurs. Make sure the Reason Code is recorded and have your supervisor sign and date the form
for the absences
Use the Reason Codes to identify each absence. Reason Codes are as follows:
For absences:
H Holiday
SB School Business
S Sick leave (less than 5 days)
The following reason codes require a Personnel Leave Request Form. Record time absent in
advance (if possible) for these categories
PB Personal Business
PN Personal Necessity
B Bereavement *
SL Sick Leave (more than 5 days)
W Industrial Accident or Illness
J Jury Duty **
UL Unpaid Leave
*Bereavement may be used for an immediate family member only (mother, father, grandmother,
grandfather or a grandchild of the employee or the employee’s spouse and the spouse, son, son-
in-law, daughter, daughter-in-law, brother or sister of the employee, or any relative or significant
other living in the immediate household of the employee). Up to 3 days may be taken, or 5 days if
traveling beyond a 250 mile radius. Personal Necessity Time is authorized for attending funerals
and memorials of friends.
**After serving on Jury Duty; employee must submit a statement from the Jury Commissioner’s
Office specifying the dates and times served. If an employee receives a check for jury duty
service, they should not give the check to the COE, but deposit the check in their own account
and make a check payable to the County Superintendent for the amount of the statutory fees
received as a juror, excluding mileage fees.

Supplemental Pay
This document is to be used by Employees working in a temporary position, substitute employees,
Work Based Learning (WBL) compensation, or regular employees who are working overtime or
additional hours beyond their normal workday.
Complete top section: Name, Social Security number, Department, and Home Phone number.
Indicate pay months and year. The pay period is from the 19th of one month to the 18th of the next
month, payable the following 10th of the month. For example, January 19, 2016 to February 18,
2016 will be paid on March 10, 2016.
On each day worked enter the number of hours (hours must rounded to increments of 1/4 hoursor
.25 hours) or day (days would be used for temporary employees who have agreed upon a daily rate
or for Certificated substitutes who are paid by full or half days) worked. If you have a Temporary
Service Agreement (TSA) you must record your time as indicated on your TSA.
Enter the work site location.
Enter the job number, if you are a substitute you are required to have a job number and this
column must be completed. If you are not a substitute put a line through the job number column.
Enter the name of the employee you are substituting for or the reason why the work was
performed.
All areas must be complete to process timesheet for payment.
Please sign and date the form. Submit to the ROP Department Coordinator (Michele Cuartilon) on
the 18th of the month. The Department will complete the gray highlighted account number
section, total days/hours, sign and date form, and then forward to the ROP Department
Coordinator (Michele Cuartilon).
The Payroll Department must receive the timesheet no later than the 21st of the month for
processing.

Teacher Absences and Substitute
All Teachers have the responsibility to contact the ROP office as far in advance as possible when
they are going to be absent for any reason, including conferences and field trips
Substitute Teachers ROP appreciates the referral of qualified persons to be employed by the ROP as a substitute. All ROP substitutes must be credentialed to teach a vocational subject area course. If you know of
anyone (retired teachers, people employed in the field you teach, etc.) who might make a good
sub for your class, have them contact Sherrill McNulty (831-466-5754) in COE’s Human
Resources for information on becoming a substitute for ROP.
All Absences
A teacher employed by a school district and teaching an ROP class as part of his/her assigned duties will follow the respective district's policies and regulations pertaining to teacher absences and substitute services and inform ROP of his/her absences.
When contacting another ROP teacher to substitute you may contact them directly and make
necessary arrangements. You then need to notify the ROP Department Coordinator (Michele
Cuartilon).
When using the automated sub calling system below is basic information on the AESOP
system. If you haven’t used AESOP before or haven’t used it in some time, I encourage you to
log onto www.aesoponline.com and click the Training and Reference Materials link. On line
you will also find videos and written instructions on how to use the system.

Sick Leave
ROP teachers earn up to ten (10) days of sick leave each school year. For contracts less than
100 %, sick time is prorated. No more than 10 days of sick leave is allocated in a year. Time
accrues until used.
Personnel Leave Request Form
In unusual circumstances, teachers may need to be absent from their teaching assignment for
reasons other than a short illness or attendance at a ROP related activity. When such a need
occurs, ROP teachers who are COE employees need to request a Personnel Leave Request Form
from the Human Resources Department (831-466-5754). Teachers who are employees of a local
school district should follow that district’s procedures and also notify the ROP Department
Coordinator (Michele Cuartilon) of any leaves.
Personal Necessity Leave
The County Office of Education policy listed below is for full-time teachers. Teachers working
less than full time are eligible for prorated percentages. Personal Necessity Leave should be
requested in advance via the Personnel Leave Request Form.
Certified employees are allowed seven (5) days each school year for personal necessity
leave and two (2) days personal business. This will be deducted from accrued sick leave.
Personal necessity shall not be available for the purpose of personal convenience or for
activities which could take place outside of regular work day. Personal necessity is not to
be used for days off or vacation.
Employees must indicate use of all leaves on their certificated timesheet.

OTHER CONTRACTS Other professional or consultant services, for non-COE employees, who are not under a regular
teaching contract, may be covered by a Personal Services Contract. This type of contract is
limited to specialized services and for a limited time.
Other consultant or instructional services not covered by a Personal Services Contract must be
covered under COE employment procedures, i.e. either a Supplemental Services contract (for
COE employees) or as classified or Certificated personnel. Contact the ROP Department
Coordinator (Michele Cuartilon) with any questions.
MILEAGE REIMBURSEMENT
ROP teachers who are assigned to more than one classroom teaching site on any calendar day are eligible for mileage reimbursement between sites at the current COE rate. Mileage
reimbursement claims should be submitted with your timesheet at the end of each month.

Professional Development ROP will support appropriate professional development activities for staff if possible within
existing resources. Participation in conferences, industry visitations or visits to other ROP
sites must have prior approval.
Conference/Staff Development Reimbursement
COE employed teachers must complete the COE Request for Authority to Travel form for any workshop or conference. This form, which also authorizes any expenses,
requires the signature of the ROP Senior Director and Deputy Superintendent and must
be completed two weeks in ADVANCE. Any out-of-state-travel must be approved in
advance by the Superintendent. This form also authorizes insurance coverage while on
COE related business.
In addition, district employed ROP teachers need to follow their district’s procedures and forms.
Please contact the ROP Department Coordinator (Michele Cuartilon) for travel forms, approval
and directions prior to participation.

Each ROP teacher will update their course syllabus annually for each course taught and provide
a copy to students and the ROP Administration. A course syllabus provides students with core
information about course content and clearly states standards and student expectations. Teachers
may use the ROP format or a site model.

ADMITTANCE POLICY FOR ROP STUDENTS
ROP provides job training for high school youth and adults
The Santa Cruz County ROP assures its compliance with Titles VI and VII of the Civil Rights
Act of 1964, Title IX of the Education Amendments of 1972, and Section 504 of the
Rehabilitation Act of 1973
The Santa Cruz County ROP is an equal access program. Santa Cruz County ROP maintains a
policy of nondiscrimination on the basis of race, color, national origin, gender, or disability.
HOW STUDENTS REGISTER IN CLASS
High school students will complete registration forms in class when they first attend an ROP
class, or they will be registered by the site ROP Counselor, or ROP Teacher. The ROP Teacher
will send the registration forms to the ROP office as soon as these are completed.
Adults register and pay fees at the ROP office.
STUDENT IDENTIFICATION CARD
ROP Student Identification Cards are available through the ROP High School Counselors. These
cards will identify ROP students who are traveling between school sites for ROP classes.
The identification cards will also be available from ROP teachers whose classes have Work
Based Learning (cooperative vocational education, clinical or community classroom)
components and will identify students who are traveling to and from their school and assigned
work sites.
The card will be revoked if it is used to misrepresent a student or a situation.

ATTENDANCE/ABSENCE POLICY FOR STUDENTS Students are expected to be present in class for the duration of time of scheduled classes. Students who
travel between schools to attend ROP classes are expected to attend classes according to the school
calendar where the class is held. Each ROP teacher should reinforce this concept to students.
ABSENCES: If a student misses 3 consecutive days, the ROP teacher should contact the student, the parent and counselors and administration of the home school site. The ROP teacher should contact ROP Administration for assistance with this process. The ROP Site Counselor may assist in verifying the reason for student's absence as the absence
affects grades and progress.
If absences exceed 5, the teacher may drop the student after contact with the student, parent/guardian or
adult student. This should not be done without including home school site administration in this
decision and following their policy. ROP Administration should be notified if this occurs.
ABSENCE VERIFICATION: The reason for an absence, i.e. excused or unexcused, is no longer needed for attendance accounting
purposes. A student is either marked present or left blank to indicate absence. For determining a student’s progress and class participation, you may wish to track the “why” of an
absence. High schools must still maintain records for this purpose and this information is kept on the
high school site student information system. Students are permitted to make up work missed due to
illness, court appearance or other valid absence. If work is missed due to either an “excused” or
“unexcused” absence”, follow the high school’s published policy.
FIELD TRIPS:
Credited attendance resulting from an approved field trip or excursion shall be the amount of attendance
that would have accrued had the students not been engaged in the field trip or excursion. (ED Code
Section 3533O).

ATTENDANCE REPORTING
California Education Code Section #44809 identifies teacher responsibility for recording attendance.
(a) A state school register shall be kept by every teacher in the public elementary schools.
A physical (paper) attendance register should be kept in addition to attendance entered in the Student
Information System (SIS) for the school site and ROP.
ROP attendance accounting provides us with information to make decisions about courses and our
program. We utilize this information to file reports with the state and answer questions of school sites
and parents.
The state requires attendance be taken daily for both the high school site and ROP.
Utilizing the online Student Information System (SIS) for the school site and ROP, attendance can easily
be recorded in both systems daily. Absences and late arrivals (tardy) will be recorded. This protects the
student, the site, the teacher and ROP.
ATTENDANCE REPORTING PERIOD the P-1, P-2 and P-3
Currently, this information is only submitted for Corrections Adult Program – 2013
The state collects attendance data for apportionment purposes three times a year. The first report is
called the P-1. The second report is called the P-2 and the third report is called the Annual or P-3.
The P-1 report or first period report includes all the attendance data for the complete school
months prior to December 31. (July 1 to December 31). (Education Code Section 41601 (c))
This data is used as the basis for P-1 revenues.
The P-2 report or second period report includes all the attendance data for the complete school
months prior to April 15. (July 1 to April 15). (Education Code Section 41601 (c))
The accuracy of the data in the P-2 report is extremely important, because the report determines
the actual basis for funding for our ROP.
The Annual report is for the complete school months in the fiscal year beginning with July 1 and
ending on June 30 (Education Code Section 46601 (c)).
If errors are found in your attendance reports, they may be amended at the next “P” report.

You can also take attendance by the hour for all students by clicking on the minute link under Time in
Minutes.
If there are no absences for this day you can click on the “Check All Time” that will mark all boxes for
all students. “Reset All Time” will uncheck all the boxes for every student.
Once you have marked the appropriate boxes for attendance for all students remember to click on the
“SAVE CHANGES” button.
Your attendance has now been completed for the selected date.
Viewing Attendance TAB
This screen will show you the attendance for any week
(Monday-Sunday) according to the Class Date that you
enter on the screen. You have the option to select
Active/Newly enrolled student or All students.
To print this report, click Print button at bottom of screen.

From this screen you can to run reports for your

menu. The criteria for that specific report will

You need to make a selection for any field that has a pull down menu or check boxes to pick from. In the
example above you would need to select:

2. The section number (check the pick box 1 section at a time)
3. Date in the week (enter the actual date)
4. Display last 4 digits on Student ID (optional)
Click the “Submit” button at lower left when you have finished your selections. Once the report is on the
screen it will give you the option to print it.

MISCELLANEOUS ATTENDANCE CRITERIA
Concurrently enrolled students who graduate before they complete the course should be continued as
concurrently enrolled as long as they continue in the same course until completion.

PBA PRIVACY NOTICE
ROPs statewide are now required to collect additional demographic data on adult students who attend classes
more than 10 hours per week. Adults are defined as students who are 18 years of age or older, AND who are not
enrolled in high school.
The form is called the PBA Privacy Notice and Student Consent Form. PBA stands for Performance Based
Accountability. This effort is required by the legislature as a means of determining if ROPs are getting good
results i.e. how many of our students are entering employment after taking a ROP class and what kinds of jobs
and pay are they receiving. It is very likely that future funding of ROPs will, in part, be based upon this report.
Tracking of students will be done on the basis of their social security numbers. Educational agencies may not
release this information outside of the agency without the signed consent of the student. The Consent Form is
where students document their consent or non-consent. The decision of the student has no effect upon their
ability to participate in an ROP class.
If a student checks “yes” and signs the front of the form, they need to complete the TOP HALF of the back of
the form. You will be asked to provide the information, to the best of your knowledge, to complete the bottom
half at the end of the course.
Adult students should complete these forms as part of their registration process.
A supply of these forms is kept in the ROP office.

ROP CERTIFICATES OF COMPLETION
ROP CERTIFICATES OF COMPLETION are issued from the ROP Office, as
authorized by the instructor. A copy of all certificates issued will be kept on file at the
ROP office.
Certificates are individualized for each class title. ROP Core competencies
(employability skills) are listed in the left column and course specific competencies are
listed on the right. The ROP Administrative Assistant (Laurie Stewart) will assist you
with Certificates of Completion.
POLICY FOR COMPLETERS
VERIFICATION OF STUDENT COMPLETION OF COURSE OBJECTIVES
A student is considered a completer of a course or portion of a course when he or she
receives a Certificate of Completion from the ROP Office. A teacher may recommend a certificate for any student who has met the course competencies and has gained
employable skills. The certificate must indicate what skills the student has attained. Awarding high school credits or grades does not necessarily constitute completion of

Completion.
When recommending a Certificate of Completion, the instructor is certifying the student's
attainment of designated employable skills and completion of the course. The
appropriate Termination Code =K (completer) is to be entered on the next due
Attendance Sheet. Once a certificate is awarded, the student is NO LONGER eligible to
be counted for attendance apportionment credit in that course.
This process ensures that our student follow-up system includes all completers and meets
the reporting requirements of the California Department of Education. The percentage of
students enrolled in a course who are completers (receive a certificate of completion) is
one of the program quality indicators evaluated annually.

INCOMPLETE WORK AND PARTIAL CREDIT
Students who do not complete course requirements, regardless of their clock hours of
attendance, may receive an INCOMPLETE grade for the semester. A student receiving
an INCOMPLETE grade will have one semester to fulfill requirements for a letter grade
and a Certificate of Completion.
PARTIAL CREDIT may be given for those units already completed, if a Student
Progress Report has been completed by the required mid-grading period time.
STUDENT CREDIT PROCEDURES
Students will receive high school credit in the ratio as prescribed by Title V for the
individual courses. Classroom credit is based upon 10 credits equating to a traditional 180
hour, yearlong high school course. This credit will be recommended by the teacher and
awarded by the high school of attendance. See recommended ROP COURSE CREDIT list.
If a student is earning less than the recommended credit for a class, it will be
indicated on the Progress Report.
Note: ROP and site counselors must be contacted if a student risks failing your course or is not succeeding in your class. A parent student meeting should be held as soon as possible if a student risks failing your course or is not succeeding in your class. If these steps are not taken, the student may receive full credit regardless of his/her accomplishments or attendance.
INTERNSHIP CREDIT
Internship or work related credits are earned by students for paid (coop) or unpaid
(community classroom) work based learning. One credit is allowed for each 35 hours of
successful work experience.

COMMUNITY COLLEGE ARTICULATION AGREEMENTS 10 of the courses offered by the Santa Cruz County ROP have articulation agreements with
Cabrillo or another community college. These agreements give students a “head start” or advanced
standing when they continue their education. These are agreements between community colleges
and four-year colleges to provide a smooth transition for transfer students from community college
graduates into four-year colleges.

ROP classes are provided a budget of $200.00 per class. ROP also provides additional support in
many areas with no cost to your program.
1. Printing needs supported by ROP:
a. You can use the copier at the ROP office.
b. Larger jobs can be submitted to David Syberg at the print shop. You can deliver or e-mail
files to [email protected] and you will be contacted by the ROP office when
the job is completed.
c. You can order ink and toner from Michele Cuartilon/Heather Hutchison for your
classroom printing needs.
2. Class reference books can be ordered via Amazon and elsewhere through Michele
Cuartilon/Heather
Hutchison.
3. Cleaning supplies can be ordered by contacting Michele Cuartilon/Heather Hutchison with the
specifics of your order.
4. General office supplies needed for the classroom can be ordered through Michele Cuartilon

Palace or Staples. Please provide all the information needed to order the supplies you need.

Raising money for your program can only be done by collecting voluntary tax deductible class
contributions. Please provide the donor a preprinted receipt that you can get from Heather
Hutchison and the dollars can be set up in a separate account dedicated to your classroom.

DONATION OF EQUIPMENT/SUPPLIES
ROP classes may accept donation of equipment and supplies from individuals or agencies. The
following procedures must be adhered to:
1. You must obtain from the owner (person donating property) these items:

c. Current or latest registration for automobiles
2. Submit these items to the ROP Office.
3. The County Board of Education will accept the donation, and a letter of appreciation
stating the estimated value will be sent to the donating party.

until the property is declared surplus.
You may use the form that follows or another format that includes the same information.
NOTE: DO NOT commit to equipment or goods until the COE Board meets and accepts the
donation. It can be very cumbersome to get rid of unaccepted donations.

SCHOOL PROJECTS BY ROP STUDENTS
Requests from schools or school districts for ROP Programs to perform services must be in writing and
approved by the ROP Director PRIOR to the work.
The school or school district must pay for materials necessary for such services or projects. ROP budgets
are to be used exclusively for the instructional programs.
PURCHASING SUPPLIES, TEXTBOOKS AND EQUIPMENT
All purchases and repairs MUST BE preceded by a Purchase Order issued by the County Office of
Education. NO REPAIRS OR PURCHASES ARE TO BE MADE WITHOUT THE
AUTHORIZATION OF A PURCHASE ORDER. **
The following procedure will be used in issuing purchase orders:
1. Complete the PURCHASE ORDER REQUEST FORM and/or TEXTBOOK REQUEST FORM and
return to Heather Hutchison/Michele Cuartilon at the ROP Office. (Make copies for your records.)
2. After the request has been reviewed and approved the Purchase Order will be processed.
3. The Business Office will return copies of the Purchase Order to the ROP Office. If the merchandise is to
be picked up by the instructor/counselor, Michele Cuartilon/Heather Hutchison will notify you by e- mail
that the purchase order is placed in your ROP mailbox and the instructor/counselor will take the vendor
copy of the Purchase Order to the vendor. If not, it will be e-mailed to the vendor by the Michele
Cuartilon/Heather Hutchison.
4. Unless the merchandise has come through COE Receiving, notify the ROP Office as soon as the
merchandise is received. SEND ANY PACKING SLIPS OR RECEIPTS TO ROP WITHIN TWO
WEEKS OF RECEIPT.
5. For OPEN Purchase Orders, receipts must be sent to the ROP Office whenever items are charged
against an OPEN purchase order within two weeks of purchase.
6. As soon as receipt of merchandise or the instructor confirms service, the Purchase Order will be turned in
to the Business Office to initiate payment of invoice.
7. County Office of Education and/or ROP identification stickers must be affixed to equipment items for
inventory purposes. It is the teacher's responsibility to ensure that equipment is properly marked. 8. It is the teacher's responsibility to account for all purchased items.
9. All return of merchandise must be done through the ROP Office on the appropriate form.

SURPLUS OF EQUIPMENT
ROP classes may declare obsolete or unusable equipment as surplus to be available for sale. You must:
1. Provide a list of items including any serial numbers, COE identification numbers, sale value
and condition.
2. The County Board of Education will declare the items surplus.
3. If the value is over $500, the sale must be advertised and the items sold to the highest
bidder.
4. If the value is $500 or less, the items may be sold directly to interested agencies or individuals
by the ROP office. Instructors should never make a commitment to an individual or agency
directly for the sale of any surplus equipment.
INVENTORY
Teachers will be asked to verify their classroom inventory with the ROP inventory records.
Equipment valued at $500 or more must have a County Office of Education ID tag. Equipment of
lesser value must have an ROP ID tag.
If a piece of equipment is damaged, lost or stolen, please notify Heather Hutchison in the ROP office as
soon as possible so the replacement or repair of the equipment can happen in a timely manner. If the
equipment is stolen please inform the ROP Office immediately so that Heather Hutchison can submit an
insurance claim with the Business Office. You will need to explain all that you know on how the
equipment was stolen and submit a copy of the police report along with item descriptions and serial
numbers.

FIELD TRIPS
Receive prior approval for the trip by contacting the ROP Office. The Department Coordinator can determine what type of forms will be needed.
A field trip is an educational and course related event where students and teachers leave the regularly scheduled class site. Transportation may be required. Field trips will relate directly to the goals of the course. Field trips shall be planned and implemented with special attention to the safety and welfare of the students who are involved
The ROP Director approves in-county field trips. Out-of-county field trips must be submitted to the Superintendent's Cabinet for approval.
Have a list of student names and phone numbers and/or Emergency Card information with you and each individual driver. Please check with the Michele in the ROP office for instructions and check-out. When requesting to drive a COE Van, Personnel Vehicle and/or any other vehicle the following is required;

ALL VOLUNTEERS MUST BE FINGERPRINTED AND CLEARED BY THE COE PRIOR TO FIELD TRIP Guidelines for Field Trips:
1. Van requests should be requested at the ROP Office at least 2 weeks in advance. 2. Get parent signatures on the Permission Slip for Field Trip for ALL who are going. Slips must be in the ROP teacher's hands 2 days before date of trip. It is good practice to have adult students complete the emergency contact portion of the Permission Slip for Field Trip form so you have the information available if needed. 3. Give list of Field Trip participants to ROP counselors and high school administrators one week prior to trip. Students must obtain signature on the Permission Slip for Field Trip from all teachers whose class time is being affected. 4. If a student fails to show up for the field trip, the teacher should notify the ROP Counselor or appropriate site administrator and the ROP Office before leaving. 5. In the event a student fails to report for the return trip to campus, the teacher should be guided by the following procedures:

a. Make reasonable attempts to locate the student. If necessary contact local law enforcement authorities. b. Call the student's parent/guardian before leaving the area to inform them and then call the ROP Office as soon as possible. The ROP Office will contact the student's home school.
c. In the event you are unable to contact anyone for whatever reason, make the best professional judgment possible, keeping in mind the welfare of those missing and those present.
Submit a written report to the ROP Office immediately describing the situation and

REGULATIONS 1. Parental permission slips for field trips shall be on file for each student participating. The teacher shall ascertain
that all pupils’ records are on file and note any need for a pupil to receive special medication while she/he is on the field trip.
2. The teacher shall submit a field trip plan on the prescribed form to the Program Administrator at least 10 days before the planned event. Teacher shall: a) describe objectives from program goals; b) indicate method of transportation and c) list the itinerary. The plan shall respect regulations governing transportation when this service is required.
3. The Program Administrator shall act on each written request for a field trip as soon as possible following receipt of the request and forward it to other authorities as necessary that will also act expeditiously to approve/disapprove the request.
4. Teacher will notify parents of planned field trips by letter. (After the field trip approval has been obtained from appropriate persons).
5. Required for Class III and Class IV field trips only. If in the judgment of the teacher the event was an outstanding success or problems were encountered, the teacher shall submit a field trip evaluation within 24 days.
6. The Superintendent will make no payment of reimbursement for food, lodging, or other personal expenses without prior approval.
7. The Superintendent will authorize and approve transportation costs (in addition to normal costs of operating the classes) when applicable. The parent is responsible for all other expenses. With permission of the Program Administrator, the teacher may also use donation funds.
8. Out-of-County and/or overnight field trips are permissible when sound educational goals are evident, as determined by the Program Administrator, and when transportation can be provided without interfering with the regular transportation system. All out-of-county or overnight field trips shall require prior approval of the Cabinet.
9. Class I and II field trips which have been approved in writing and which are regularly scheduled and designed to achieve curriculum goals and objectives, require only prior notification to parents as well as approval from the Program Administrator as to departure time, destination, and expected return.

mode of transportation. If you do not authorize your student to participate in the off-site excursion, a suitable alternative will be
made available for the assignment missed.
Waiver of Liability–Ed Code 35330 By signing this permission slip you voluntarily waive, release, discharge, and relinquish any claim or action, including those alleging negligence or loss, damage, bodily injury, death or liability resulting from, arising out of, or in any way
connected with your student and his/her participation in the above off-site excursion and /or your student providing
his/her own transportation to/from the ROP/school and the off-site excursion location in accordance with Education Code
35330, which states: “All persons making the field trip or excursion shall be deemed to have waived all claims against the
district or the State of California for injury, accident, illness, or death occurring during or by reason of the field trip or
excursion. All adults taking out-of-state field trips or excursions and all parents or guardians of pupils taking out-of-state
field trips or excursions shall sign a statement waiving such claims.” In the event that any claim or action is brought
against Santa Cruz County Office of Education ROP concerning your and/or your student’s participation, transportation
and/or attendance in the off-site excursion, you voluntarily, knowingly and willingly waive and expressly agree to

In the event of illness or injury, I hereby authorize Santa Cruz County Office of Education personnel to use their judgment i n
obtaining emergency medical services, including x-ray, examination, anesthetic, medical, surgical or dental diagnosis or treatment and
hospital care are considered necessary in the best judgment of the attending physician, surgeon or dentist performed by or un der the
supervision of a member of the medical staff of the hospital or facility furnishing medical or dental services. I understand that the
Santa Cruz County Office of Education does not have insurance which pays the medical or hospital costs that might be incurred on
behalf of my child.
I agree to hold the Santa Cruz County Office of Education officers, agents and employees harmless from any and
all liability or claims, which may arise out of, or in connection with, my child’s participation in this activity/field
trip. I assume all liability for the conduct of my child and agree to indemnify the SCCOE for any claims arising
against it resulting from my child’s conduct (California Education Code Section 35330).
I fully understand that participants are to abide by all rules and regulations governing conduct during the trip. Any violation of these
rules and regulations may result in that individual being sent home at the expense of his/her parent/guardian.

In accordance with its insurance program, the Santa Cruz County Office of Education has established
insurance requirements for those employees and volunteers who are given permission to transport students.
All employees and volunteers/parents who will be driving students or who wish to drive a COE vehicle
must submit forms to the Business Office and have them evaluated and signed by the CBO before they
can transport students anywhere or drive a COE vehicle. This applies to the “casual” transportation of
students, as well as field trips.

HOLD HARMLESS AND INDEMNIFICATION AGREEMENT

Education, its Board of Trustees, Officers, Agents and Employees, individually and collectively, from and
against all costs, losses, demands, suits, actions, payments and judgments arising from personal or bodily

or be alleged to be caused by the undersigned’s transporting students enrolled in any programs of the

BUS TRANSPORTATION AND PASSES
SANTA CRUZ COUNTY TRANSIT BUS PASSES:
Santa Cruz County Transit bus passes, good for travel to and from ROP classes, may be available through the ROP Office. ROP contact counselors may obtain passes from the ROP Office for students needing transportation. Counselors maintain a log of passes issued to each student that may be verified against student attendance.
For summer transportation, ROP counselors should make arrangements in June to make passes available.
These passes are subject to the following conditions:
1. Student must be currently enrolled in an ROP class and a high school.
2. Passes are not transferable.
3. Passes will not be issued more frequently than once a week.
4. If a pass is lost, the student must purchase the next.
5. Students are responsible for returning the unused portion of bus passes to their ROP counselor.
BUS PASS SIGNATURE SHEET
Due to shortage of funds, we will make an effort to provide bus passes but may not be able to provide them for the entire year.
