Ordinary Meeting of Council 31 July 2019 4.2 RON JOSE PAVILION - 15% SCHEMATIC DESIGN REPORT Ward: (Midland/Guildford Ward) (Asset Management) Disclosure of Interest: Nil Authorised Officer: (Executive Manager Operations) KEY ISSUES The requirement for a new sports pavilion at Ron Jose Oval was identified through the review of the Midland Community Infrastructure Plan. The proposed pavilion will facilitate all clubs utilising the oval. Ron Jose Oval Pavilion is to be constructed on Lot 18 Gray Drive, which comprises the existing northern oval and is one of four Lots reserved under the City of Swan's Local Planning Scheme No. 17 as Regional Reserve – Parks and Recreation. The schematic design addresses the City of Swan's project objectives. Construction documentation is anticipated to be completed by March 2020 with construction commencing mid-2020 and practical completion reached by mid- 2021. The current total cost estimate for the project is $3.359 million which is marginally higher than the project budget of $3.350 million. It is recommended that the Council endorse the schematic design and progress the project to detailed design. In 2017, the estimated residential population for Midland was 14,788 and by 2036, this is expected to rise by 41.84% to a population of 20,974. The majority of this population growth will be created through infill development. There are currently five clubs utilising the oval and sharing the facilities at the Swan Active Midland facility. The scope of the Ron Jose Oval Pavilion includes the following features to meet the needs of the user groups:

• Club Room;

• Kiosk;

• Dry storage off Club Room;

• First Aid Room;

• Toilet facilities for public use (male, female and UAT);

• Separate cleaner's room;

• Separate bin storage area;

• Undercover area with views of the sporting spaces;

• Four unisex change rooms with adjacent shower and toilet facilities;

• Five external stores for individual club use;

• Two unisex umpires change rooms;

• Office; and

• Parking.

The above items have been included within the schematic design attached.

The pavilion will be located at the Ron Jose Oval accessed off Gray Drive in Midvale and has a total site area of around 6.55ha. The site encompasses four separate lots, all of which are reserved under Local Planning Scheme No. 17 as Regional Reserve – Parks and Recreation.

The pavilion will be located on the eastern side of the northern Oval and situated north of the existing Swan Active Midland leisure centre.

DETAILS

The schematic design is a single storey building elevated above the Oval level for an enhanced viewing platform for spectators. The building is designed in response to the site and the position of the playing fields with a central Club Room/Kiosk facing both Ovals. The Change Rooms are accessible off the front walkway whereas the club Store Rooms are accessible off the rear car park. Other functional building elements are located logically to suit their intended purpose with plant and bin areas discreet and a separation between the Umpire's Amenities and those of the players.

The Schematic Design Report prepared by Peter Hunt Architect addresses key details of the proposed facility as follows:

Building Design – Form and Style

The style of the building has adopted a clean modernist approach where form follows function with a simple low pitched roof form with large overhangs for weather protection to players and spectators. Extensive natural light has been provided to most habitable spaces; in particular the Club Room has full-height glazing facing the playing fields.

Building Design – Materials and Finishes

The proposed material finishes for the walls are face block work with a commercial quality aluminium glazing suite with security screens and splashes of colour to feature elements such as doors. The external area immediately adjacent to the Club Room will be finished to feel like an outside "room". Roof sheeting and roof plumbing elements will be zincalume or a Colorbond finish that compliments the building. Materials selected will be durable and chosen to meet the life span of the building. Furthermore selections will be made to minimise the ongoing operating and maintenance costs over the life-cycle of the facility.

Landscaping

The landscaping design will integrate the pavilion and associated car parking works within the existing site and will also consider existing plantings, sight-lines and the movement of pedestrians and vehicles. Turf will be installed up to the edge of the paving surrounding the building facing the playing fields for overspill viewing.

Sustainable Design

The building design will minimise the impact on the natural and surrounding environment and will meet the City's sustainability objectives including the policy "POL-C-084 Sustainable Environment".

Heritage Assessment

The City has confirmed that the Department of Planning, Lands & Heritage have been consulted and that there are no requirements for surveys or approvals under the Aboriginal Heritage Act 1972.

BCA Compliance

The design of the facility will be a deemed to satisfy solution, and to comply with fire regulations; the building will be separated into two compartments each less than 500m2 and separated by a fire wall.

Structural and Civil Design

The single-story building will sit on a raised sand pad and comprise structural steel columns with a light-weight steel purlin roof frame. The walls will comprise cavity masonry for greater durability than a light-weight framed alternative wall system. A geotechnical report has been prepared and the results used to design the concrete footings and pad. Site drainage will be designed to cope with a 1 in 100 year flood flows and 1 in 1 year storms. Storm water will be an in-ground gravity piped system extending to a new junction at the Lot boundary.

Hydraulic Services

The building will require a new water service connection with the capability of providing hot water. A comparison between gas and electric will be conducted to find the most economical solution. Fire hydrants and hose reels will not be required as the building has a fire engineered solution that meets the deemed-to-satisfy provisions of the BCA.

Electrical Services

The electrical works will comprise cabling from an existing site main switchboard with underground reticulation to the building. The scope includes servicing all electrical appliances, power outlets, lighting, emergency lighting, ceiling services, air conditioning, mechanical ventilation, and security and CCTV systems.

Mechanical Services

The mechanical scope includes ducted reverse-cycle air conditioning to the Club Room and wall-mounted reverse-cycle air conditioning to the Office. Evaporative cooling will be provided for the Kiosk. Mechanical ventilation will be provided to service the Change Rooms, Cleaner's Room and Toilet Areas.

Safety In Design

A Safety In Design report has been commissioned from an independent consultant and provided to the City.

Acoustics

An acoustics consultant has prepared a report to identify the measures that need to be considered for acoustic comfort and privacy in the facility.

Bushfire Assessment

A Bushfire Attack Level Assessment Report has been prepared by an accredited practitioner.

Traffic Assessment

A Transport Impact Statement has been prepared in accordance with the Western Australian Planning Commission Guidelines for Development.

CONSULTATION

Engagement with relevant sporting clubs occurred through the preparation of the North Swan Park and Ron Jose Facility Plan and Ron Jose Master Plan Concept Design. All sporting clubs, including Eastern Hills Masters Football Club; Midvale Junior Football Club; Midland Football Club; Darlington Competitive Cricket Club; and, Swan Districts Tee Ball Association, were asked to provide the City with their specific needs. Additionally, these Clubs were invited to comment in person on the initial concept designs for the facility. All requests for changes were assessed and incorporated in the concept design as they were considered reasonable and in line with the original scope. Most comments related to storage and the space allocated to each club for memorabilia. It was agreed that the Architect would prepare a room elevation with proposed locations for memorabilia in the next stage of the project.

STRATEGIC IMPLICATIONS

The project is in accordance with the City’s Strategic Community Plan by providing infrastructure and community facilities.

STATUTORY IMPLICATIONS

FINANCIAL IMPLICATIONS

The overall project budget is $3,350,000. The current construction estimate is $2,772,176. The total estimated project cost including project planning, project management, design and documentation, design contingency, construction contingency and construction is $3,359,000.

Although the total cost estimate is only $9,000 over the budget, this cost estimate will be further refined throughout the design development stage of the project.

Maintenance, operation, renewal and disposal costs are estimated below based on a percentage of the total project cost and are projected over a 50 year design life (which is typical for City buildings). Percentages for Maintenance, Operation, Renewal and Disposal costs per annum are set at 1.5%, 3%, 2% and 1% respectively.

• Total project cost - $3,350,000

• Maintenance costs - $50,250 PA

• Operation costs - $100,500 PA

• Renewal costs - $67,000 PA

• Disposal costs - $33,000 PA

• Total annual costs - $251,250

Further refinement of these costs will progress as the design is developed.

That the Council resolve to:

1) Endorse the schematic design as outlined in the attached Schematic Design Drawings and progress the project to detailed design.
