FRAMEWORK FOR ENROLLED NURSE LEVEL 2 PERSONAL CLASSIFICATION

IMPLEMENTATION

The ACT Public Service Nursing and Midwifery Enterprise Agreement 2013 - 2017 provides for the establishment of an Enrolled Nurse Level 2 Personal Classification (clause 27).

ACT Health and the Australian Nursing and Midwifery (ANMF) Federation have developed and agreed on duty statements to differentiate between the Enrolled Nurse level 1 and level 2 roles (duty statements attached) for the new position classification of Enrolled Nurse Level 2.

Enrolled Nurse Level 2Is defined as an Enrolled Nurse who delivers nursing care to patients/clients in any practice setting under the direct or indirect supervision of a registered nurse, who demonstrates competence in an area of extended practice and who provides preceptor ship for student and new graduate enrolled nurses.

Three years post enrolment experience as an Enrolled Nurse is required, including 6 months in a specified area of practice

Applicable competencies ANMC National Competency Standards for the Enrolled Nurses ANMF Competency Standards for the Advanced Enrolled Nurse Competency and merit based progression is based on:

Increased skills and knowledge base Increased scope of practice Increased level of autonomy

PROMOTION TO AN ENROLLED NURSE LEVEL 2 PERSONALCLASSIFICATION

ACT Health and the Australian Nursing and Midwifery Federation (ANMF) have developed and agreed on duty statements to differentiate between the Enrolled Nurse level 1 and level 2 roles (attached) for the new personal classification of EN level 2. EN Level 2 positions will be established in consultation with staff. Facilitated Information Sessions explaining the introduction of the new EN level 2 personal classification role and expectations, and to discuss any issues that may require addressing prior to implementation, this includes clarifying policy and procedures, nursing delegation and role boundaries.

Procedures for promotion to the position of EN Level 2 Personal Classification will be based on the following principles:

General Process Principles

The process should ensure that applicants have equal opportunity to demonstrate their suitability to be recognised for advancement.

Applicants should have reasonable access to information relevant to the duties and the clinical area.

There should be no restrictions, other than set eligibility requirements, which may deter potential applicants from obtaining information or from applying for advancement or which prevent them from being considered for advancement.

Selection must be made without unlawful discrimination as prohibited by the Discrimination Act 1991 and PSMA Standard 1 Part 3 – Equal Employment Opportunity (EEO).

Selection Procedures are merit based and fair.

Decisions are made without favouritism or patronage and with regard to merit, equity and natural justice and only use relevant information.

Applicants have a reasonable opportunity to advance their case for selection.

Applicant claims are fully and fairly considered and feedback is available for all applicants.

The selection process is reported fully and accurately.

The Application Process

1. The Applicant submits application to the Nurse Advisor (Workforce Development). The preferred method of submission is electronic.

2. The Nurse Advisor (Workforce Development) forwards applications, electronically, to members of Assessment Panel and the CNC/CMC applicable to the Applicant’s specialty area.

3. The Assessment Panel, which includes the CNC/CMC or an agreed alternative RN/RM 3 or above, meets, assesses the application and interviews the Applicant.

4. The Assessment Panel Chair informs the Nurse Advisor (Workforce Development), electronically, of the outcome for each Applicant, and then forwards documentation to Professional Development Coordinator via email or internal mail.

5. Final approval (or denial) is required from the Director of Nursing or Delegate for the specialty area.

6. The Nurse Advisor (Workforce Development) informs the Applicants and the Clinical Nurse/Midwife Consultants of the application outcome in writing.

7. For successful applicants within ACT Health, the Clinical Midwife/Nurse Consultant completes the Establishment Variation Authorities (EVAs), and submits these to Shared Services to enable upgrade to personal classification Enrolled Nurse Level 2. Clinical Nurse/Midwife Consultants at Calvary Healthcare ACT inform Calvary Human Resources who then action outcomes for Calvary Healthcare ACT employees.

8. Unsuccessful applicants are advised to discuss their application with the CNC/CMC in their area, and work with him or her to develop an individual professional development plan.

9. If an unsuccessful applicant is dissatisfied with the outcome of the application, reassessment by a Moderation Panel can be sought within 14 days of notification of the outcome. This must be submitted to the Nurse Advisor (Workforce Development), who will then arrange for a Moderation Panel to address grievances. An Applicant may access the Internal Review Procedure contained in Section U of the ACT Public Service Nursing and Midwifery Enterprise Agreement 2013-2017.

Roles and Responsibilities

Applicant’s responsibilitiesThe responsibility of the Applicant is to complete the application and clearly provide evidence of the skills and abilities required for the Enrolled Nurse Level 2 Personal Classification advancement. In order to fulfil this responsibility the Applicant is advised to:

1. Attend ‘Enrolled Nurse Level 2 Personal Classification – Information Session’ provided by the Health Directorate Staff Development Unit (SDU) in order to prepare an application (Bookings to be made via Capabiliti)

2. Prepare the application in a timely manner. This allows sufficient time for:o the Applicant to prepare their ACTPS Personal Performance Plan in collaboration

with the CNC/CMCo the Supervisor and Referee to read the application prior to writing their reports

3. Provide supporting documentation to Supervisor (such as academic records, certificates of course attendance) as evidence. The Supervisor will then acknowledge this in his or her report to the assessment panel; (please do not send copies of these documents)

4. Include a list of supporting documentation (as sighted by the Supervisor) with the application; You may also include your Capabiliti Individual Training History

5. Submit (electronic and typed preferred) all the required application documentation outlined below, and provide on or before the due date.

Supervisor’s responsibilitiesThe Supervisor is usually the Clinical Nurse Consultant. Alternatively, a Registered Nurse or Midwife Level 3 or above working in the Applicant’s clinical area can complete the Supervisor’s report.

The Supervisor’s responsibilities are:

1. Read the Applicant’s application;2. Complete the Supervisor’s report, addressing the selection criteria, giving as much

detail as possible regarding the Applicant’s knowledge, skills and attributes;3. Sight documentary evidence supporting the application, (such as academic records

and certificates of course attendance) provided by the Applicant. Record sighting by signing the list of supporting documents and in area provided on Supervisor’s report;

4. Inform the applicant’s manager, ADON and DON (the Delegate) of the application.5. Participate as a member of the assessment panel (with 2 independent members);6. Work with prospective applicants as well as unsuccessful applicants in the specialty

area to develop an individual Personal Performance Plan (ACTPS Performance Framework), which addresses areas identified as requiring additional development.

Referee’s responsibilitiesThe Applicant requires a report from one (1) other referee, who is not the Supervisor. The referee must be a Registered Nurse Level 2 or higher, and must have recent, direct knowledge of the applicant’s work performance.

The referee’s responsibilities are:

1. Read the applicant’s application;2. Complete the referee’s report, addressing the selection criteria, giving as much

detail as possible regarding the applicant’s knowledge, skills and attributes.

Assessment Panel’s Duties The Assessment panel is comprised of three (3) members; the Clinical Nurse/

Midwife Consultant or an agreed alternative RN/RM3 or above from the applicant’s specialty area and two independent panellists.

The independent panel members should consist of at least one Enrolled Nurse Level 2 and a Registered Nurse or Midwife Level 2 or higher

The panel Chairperson is a Clinical Registered Nurse or Midwife Level 3, unless agreed otherwise. The applicant’s Supervisor cannot be the panel Chairperson.

Each panel member must complete training in the selection process and selection techniques through Health Directorate SDU

Maintaining integrity through the application of the merit principle, equity and consistency in the advancement and selection process;

The Assessment Panel’s responsibilities are to:

1. Convene quarterly to assess applications for advancement to Personal Classification Enrolled Nurse Level 2;

2. Assess suitability for advancement to Enrolled Nurse Level 2 through the review of the application and interview performed at the time of convening;

3. Provide a detailed written Assessment Panel Report of the assessment process for each application and a recommendation based on their findings for the Nurse Advisor (Workforce development) to action;

4. Panel members have equal responsibility and accountability for:o Assessing applicants;o Ensuring that the process is equitable; ando Contributing to the recommendation.

The Chief Executive’s Delegate’s ResponsibilitiesThe Delegate gives final endorsement of the assessment panel’s recommendation through considering:

all information provided in the selection report, including applications, references and assessments;

the selection or moderation panel's recommendation; individual assessments; and any other additional relevant information.

The Delegate must be satisfied that:

the selection process was merit based and fair; the process was consistent with the EEO program, and all Applicants were assessed on the basis of knowledge skills and abilities

Moderation Panel’s DutiesIf unsuccessful, the Applicant may seek reassessment by a moderation panel within 14 days of notification of the outcome.

The Moderation Panel will comprise two (2) or three (3) members, but not be limited to:

a. A panel chair who has appropriate skills and experience (should be a clinical RN/RM Level 3 unless otherwise agreed);

b. A person who has appropriate skills and experience, nominated by the Directorate Consultative Committee; and

c. A person who has appropriate skills and experience, nominated by the Chief Executive from a list of employees, and agreed by both parties.” [Should be an EN Level 2](ACT Public Service Nursing and Midwifery Enterprise Agreement 2013-2017, Schedule 5, clause 7)

The responsibilities of the Moderation Panel are to:

Convene at the written request of an Applicant; Reassess the applicant’s application to establish if there is an apparent absence of

procedural fairness or inappropriate application of the selection process general principles;

Produce a detailed written report of the outcome of their reassessment and a recommendation regarding advancement to Enrolled Nurse Level 2 personal classification, which will be forwarded to the Nurse Advisor (Workforce Development) and the Delegate for the Applicant’s work area.

Nurse Advisor’s (Workforce Development) roleThe primary role of the Nurse Advisor (Workforce Development)is to support and facilitate the process of advancement to Enrolled Nurse Nurse Level 2 for Enrolled Nurses Level 1 employed under the ACT Public Service Nursing Staff Agreement 2013-2017. The Nurse Advisor (Workforce Development) does this through:

Supporting the integration of Enrolled Nurse Level 2 Personal Classification advancement and selection into all relevant areas within Health Directorate through liaison and education of stakeholders

Coordinating and facilitating the application process for Personal Classification Enrolled Nurse Level 2

Acting as a contact point for guidance, advice and support in aspects of the Enrolled Nurse Level 2 Personal Classification career advancement and selection process.

In order to perform this role, the Nurse Advisor (Workforce Development) is responsible for the following:

1. The formation of Assessment Panels;2. Provision of support and advice to Assessment Panels;3. Facilitation of venues and meeting times for panels; 4. The receipt of applications for personal classification level 2 and distribution of

these to Assessment Panels;5. Liaison with relevant Clinical Nurse/Midwife Consultants or agreed alternatives

when they are required to participate on assessment panels;6. Acceptance of reports from Assessment Panels; 7. Submission of Assessment Panel reports to Area Delegates for approval or

otherwise.

a) How will I know whether I’m ready to apply for promotion?

People apply for promotion for different reasons and with different degrees of confidence. Knowing when you are ready relates both to how you and others see your work in relation to the criteria, and how you feel about the process of applying and dealing with a successful or unsuccessful outcome. Only you can make the decision, but many others can provide advice and assistance. Here’s some advice that may help:

Review your achievements against the criteria. Well before the deadline, make notes about your achievements against each of the criteria - try to do this over a period of a few weeks. Do an honest self-appraisal. Does this show that you have a strong case, or are there significant gapsto address?

Discuss your intentions with your clinical nurse consultant in advance, then ask them to review your draft application. Ask for their honest opinion about whether you are ready to apply and what they see as your strengths. Whether they

encourage you or suggest that you wait, consider the advice seriously. If they suggest that you are not ready, ask what you would need to achieve before applying. Providing this advice and assistance is part of your supervisor’s leadership responsibilities.

Seek advice. Create a draft application highlighting your key achievements and discuss this with the more senior colleagues and others who can provide advice. If you have had a performance development appraisal in the recent past, the person who discussed your work performance may be a good source of advice and assistance.

Decide after you have written your application, not beforehand. Yes, it takes a lot of valuable time to write a good application, but it should also be a process of self-assessing your achievements. If you decide not to apply after writing the application and seeking feedback, the process could have identified gaps in your achievements and found ways of addressing them. You will also have made progress towards writing the next version of your application.

Think about how you would react if you were unsuccessful (or indeed if you were successful and it led to additional responsibilities). Some unsuccessful applicants have seen the process as a developmental one and made good use of the feedback they receive to assist their application in future years. Others are so worried about being unsuccessful that they postpone applying well past the time when they may have been ready.

The committee will base its decisions on a combination of your application and the referees’ reports. While your referees’ reports will hopefully provide some evidence to support your application, your application should stand on its own as a document which enables the committee to assess your contributions against the promotion criteria.

The application is also an opportunity for you to highlight your achievements, focus on your particular strengths and communicate your enthusiasm for your work. It allows you to give a different emphasis to different aspects of your work. In essence, your application needs to communicate who you are and how you met the selection criteria.

b) What makes a good application?

Overwhelming feedback from those who have successfully applied for positions is that you should:

Take time to prepare your application well. Read the criteria thoroughly and make sure you address them in your application.

Seek advice and feedback from colleagues - show them your application. Talk to other job applicants about what they emphasised and why, and how they balanced their CV and the statements addressing the criteria.

Review your application and try to make an assessment of your suitability for promotion based on your application. Have you represented your accomplishments in the best possible light? Do your accomplishments relate to the appropriate criteria?

Some common themes are that a good application: provides evidence of a well-substantiated track record, and clearly demonstrates

how that track record meets the criteria for promotion. gives a clear picture of your experience/qualifications and your individual strengths

and achievements. shows that there is evidence to support the claims you make, and particularly

provides evidence of your competency and contribution to team performance. shows how you reflect on your work and seek to improve is clear, succinct and easy to read. doesn’t fudge or make misleading claims

f) Referees’ reports

Together with your application, the referee reports play a vital role in determining whether you have met the criteria for promotion. The Clinical Nurse Consultant will be supporting your new role and your new scope of practice, his/her support for you will need to include email addresses and contact numbers for your referees with your application. It is therefore important that you ask prospective referees prior to applying for promotion, provide them with a copy of your application and make sure that your referees are contactable and are willing and available to write their reports within the timeframe required.

The committee will expect your referees to be able to make an evaluation of your contributions in relation to all of the criteria, based on their understanding and knowledge of your work. This means that you need to communicate with your referees prior to submitting your application. Let them know that you are thinking about applying and give them a copy of your application. You should help the referees to be aware of the significant claims you are making and the grounds on which your application is based, and ask them whether they are prepared to support your claims.

When can I apply for a personal classification for an enrolled nurse level 2 position?

You can only apply for an enrolled nurse level 2 personal classification once you have completed 3 years post registration as an enrolled nurse followed by six months in your current area of employment within ACT Health.

How can I find out about the NMBA Competency Standards?

The Competency Standards will be included with the selection documentation when positions are advertised. They will be displayed in clinical areas where enrolled nurse level 2 positions are established and they are available on the NMBA website: http://www.nmba.org.au/

I have completed a recognised medication administration course. Am I eligible for a level 2 position?

No, however, it is evidence of your interest in education and ongoing professional development and so it will help demonstrate your capacity to learn. Completion of an enrolled nurse medication administration course may help you perform some level 2 roles, but it is not a determinant of the role.

Does a Diploma Qualification mean that I am eligible for an Enrolled Nurse level 2 role.

No, however, it is evidence of your capacity to learn and of your interest in further education. You need to meet all the selection criteria to be eligible. Possession of a Diploma will equip you to perform the role, but it is not a determinant of the role.

Where can I find clinical standards and guidelines?

Ask you Clinical Development Nurse or Clinical Nurse Consultant where you will find these. They should be available in the clinical area where you work.

How can I demonstrate leadership when I have never been in a leadership role?

Leadership is defined as “the ability to guide, inspire and influence others in the attainment of stated goals”. It is possible to demonstrate leadership in this sense without being in a formal leadership position.

What is meant by ‘scope of practice’? The scope of practice is that which nurse are educated, authorised and competent to perform.

What sources of advice are available to me?

You are strongly advised to discuss your application with your supervisor before applying. Your performance development reviewer will also be a key source of advice. The Human Resources Unit provides copies of guidelines and advice about the process.
