    Inland Container Depot (ICD)/ Container Freight

    Station(CFS) : "A common user facility with publicauthority status equipped with fixed installations andoffering services for handling and temporary storage of import/export laden and empty containers carried under

    Customs transit by any applicable mode of transportplaced under Customs control. All the activities related toclearance of goods for home use, warehousing, temporary admissions, re-export, temporary storage for onwardtransit and outright export, trans-shipment, take placefrom such stations."

    To monitor the growth of ICDs/CFSs, a regulatory authority in the form of an Inter-Ministerial Committee

    (IMC) under the chairmanship of the AdditionalSecretary(Infrastructure), Ministry of Commerce, has beenset up.IMC has approved of 135 ICDS and out of 165 ICDS about

    100 are reported to be already operational and others are inpipeline.Distinction between ICD & CFS: An ICD is a place wherecontainers are aggregated for onward movement to or from

    the ports whereas CFS is a place where containers arestuffed, unstuffed and aggregation/segregation of cargotakes place. ICDs are normally located outside the porttowns whereas no site restrictions apply to CFS. An ICDmay have a CFS attached to it. CFS is treated as anextension of a port/ICD/air-cargo complex.

    Advantages of ICDs : Basically, shipping company, CHA and

    individual exporter and importer are the users of theseinfrastructure facilities. Every user has some unique advantages:Port authority receives ready-to-load condition container, thusport authority relieved from traditional job of preparing tally sheets etc and enable port to provide faster turnaround time toshipping lines ultimately ports productivity and profitability

    increases. Almost all ICDs linked to port by rail thus quick transit at lowertransport cost, no traffic congestion, no detention at octroi post.ICD / CFS is a logistic hub for LCL cargo thus consolidationbecame more easy.

    ICD / CFS assist exporter / importer is reducing inventory cost.ICD / CFS are owned and operated by public and privateauthorities thus every user gets quality service at competitive rates.
