Our Purpose:- To make an effective contribution to the Inclusion Service’s goal of ensuring that every child of statutory school age is able to take full advantage of the educational opportunities available to them and maximise their educational potential. The Purpose of this Role:- The Education Welfare Service is responsible for ensuring Monmouthshire support schools in raising standards by supporting them in ensuring pupils and families maintain high levels of school attendance. Expectation and Outcomes of this Role:- This post will be an Education Welfare Service for an identified school(s) and will be responsible for liaising with school based staff and provide targeted support to identified pupils whose attendance has given cause for concern This post will liaise with school attendance leads in relation to school attendance data, referrals and agree actions. This will involve working with the family, and trying to engage other agencies where appropriate to ameliorate the factors which are impacting upon pupil attendance. This may include the use of statutory powers where appropriate. The post plays a key role in the Local Authority’s safeguarding agenda in line

with the Local Authority’s Safeguarding policy and Children Missing Education Policy. Your responsibilities are to:-

To have responsibility for identified secondary schools and also work in any part of the Local Authority in response to need as required by Principal Officer Inclusion.

This post will liaise with school attendance leads in relation to attendance data.

To respond to appropriate referrals from schools in respect of poor attendance and agree actions in response to individual referrals in line with Local Authority attendance strategy, policy and practice.

To contribute to raising standards by undertaking casework with children and families with a view to improving school attendance, addressing wellbeing issues and removing other barriers to educational attainment by referring to, engaging with and responding to other professionals and agencies when appropriate.

To foster an improvement in communications and understanding between home and school where relationship breakdown is contributing to poor attendance.

To follow the Local Authority’s Child Protection and Children Missing Education Policies and attend Child Protection Conferences, Core Groups as appropriate.

To liaise with the relevant School Lead and Gwent Missing Children’s Project in the event of any pupils suspected of being missing.

To actively promote the welfare of vulnerable pupils by arranging/attending appropriate meetings and engaging with multi-agency work at allocated schools. This could include liaison with Social Services, Youth Service, Youth Offending Service, CAMHS and other agencies from the third sector e.g young Carers involved in supporting children and young people.

To attend regular meetings with pastoral staff at allocated schools.

To check attendance registers regularly at allocated schools and give advice and provide challenge on registration procedures as appropriate.

To advise schools and families of other sources of support as appropriate (e.g. child protection, substance misuse).

To advise parents of their rights and responsibilities with regard to their children’s education and to warn them that they may face statutory action if unjustified absence from school continues.

To undertake interventions such as issuing of warning notices and Fixed Penalty Notices.

To prepare documentation and attend magistrates and crown court to give evidence in relation to prosecution cases and act as the Local Authority Officer as required as a statutory obligation.

To keep up-to-date and accurate case notes, and other documentation as required.

To advise relevant school member of staff that child employment and and entertainment licences are required in line with legislation.

To attend Education Welfare Service and Inclusion meetings as required.

To actively support and implement relevant statutes and regulations and County and National Policies and Guidance.

To actively support and implement the principles and practice of the Council’s Equal Opportunities Policy.

To pay particular regard to lone working ensuring that Local Authority Policy is followed at all times.

To carry out such other duties as are required and as are commensurate with the grade of the post
