１Outline of RoHS Directive

What is RoHS Directive？

Instruction in EU that is made in promulgate in February,2003 and was enforced in July,2007.The purpose of this Directive is to approximate the laws of the Member States on the restrictions of the use of hazardous substances in electrical and electronic equipment and to contribute to the protection of human health and the environmentally sound recovery and disposal of waste electrical and electronic equipment.

■ What is RoHS Directive？

It is called RoHS from the initial of Restriction of Hazardous Substances■ Scope?

This Directive shall apply to electrical and electronic equipment falling under the categories 1, 2, 3, 4, 5, 6, 7 and 10 set out in Annex IA to Directive No 2002/96/EC (WEEE) and to electric light bulbs, and luminaires in households.

※No8 and No9 exclude application.

■It is the substance and threshold?

■ What is homogeneous material?

・“Homogeneous material” means a material that cannot be mechanically disjointed into different materials.

・The term “homogeneous” is understood as "of uniform composition throughout", so examples of “homogeneous materials” would be individual types of plastics,

ceramics, glass, metals, alloys, paper, board, resins and coatings.・The term “mechanically disjointed” means that the materials can, in principle, be

separated by mechanical actions such as unscrewing, cutting, crushing, grinding and abrasive processes.

Homogeneous material case

Exceptions for applicationsRoHS Directive Article 41. Member States shall ensure that, from 1 July 2006, new electrical and electronic equipment put on the market does not contain lead, mercury, cadmium, hexavalentchromium, polybrominated biphenyls (PBB) or polybrominated diphenyl ethers (PBDE). National measures restricting or prohibiting the use of these substances in electrical and electronic equipment which were adopted in line with Community legislation before the adoption of this Directive may be maintained until 1 July 2006.

RoHS Directive Article 42. Paragraph 1 shall not apply to the applications listed in the Annex.

As for this exclusion for application, content that exceeds the threshold of lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls (PBB) or polybrominated diphenyl ethers (PBDE) according to use is admitted.The exclusion for application also has the content to which there are 39 items, and the expiration date for use is decided now.The exclusion for application is written in 'Environmental Guidelines for Procurement of Purchased Components' of AIPHONE.

Rectification of RoHs DirectiveThe content revised at present is not promulgated though it was said that RoHSDirective was revised in July, 2010. Category No8 of the target product (equipment related to the medical treatment) and No9 (monitor and control equipment) are applied to RoHS Directive in the revision situation. The application of 'CE' is decided to RoHS Directive.

What kind of thing is demanded?The engineering documentation that proves agreement to RoHS Directive is kept for ten years.Submit it when submitting is requested.

※The enterprise that exports to EU needs these preparations.

■ Is it a CE mark?

・'CE' The mark is a security mark to which sticking is being obligated by the designated product sold in the European Union region.

・'CE' is a meaning that omits "Communauté Européenne" in French. ・The thing that manufacturers or the conformity assessment of the third-party

institution is done is displayed.

There are EMC, a low voltage, a machine, and an eco-design in the instruction to obligate 'CE', and it obligates the display to about 21 instructions.

２Outline of REACH Regulation

What is REACH Regulation?

「Registration, Evaluation, Authorization and Restriction of Chemicals」

■ What is the REACH Regulation?When the chemicals is manufactured and imported in the EU region, the obligation of registration and the evaluation is needed.In addition, authorization is needed about Substance of Very High Concern.Moreover, the material with a high risk is prohibition, and restriction.

■Positioning

REACH is Regulation in the jurisprudence of EU.Therefore, it become the law applied to the EU member state.

（Reference）"Directive" decides the law in EU accession state. Each country operates it.
