The February 25, 2014 date for receipt of the NFPA 72 First Draft CC ballot has passed.

The preliminary First Draft ballot results are shown on the attached report.

In accordance with the Regulations Governing the Development of NFPA Standards, attached are

the reasons for Negative votes for your review, along with any Abstentions and Affirmatives with

Comment. Ballots received from alternate members are not included unless the ballot from the

principal member was not received.

Robert P. Schifiliti The following does not belong in a section on Plans Examiners: 10.5.4.2 Fire alarm

system and emergency communications system installations shall be inspected by

personnel who are qualified to perform such inspections.

Peter A. Larrimer The correlating committee adds a new section on requirements for plans

examiners and inspectors to recognize the need for qualifications for these

personnel. However, the added 10.5.4.3(3) allows the AHJ to assign plans

examiners and inspectors regardless of whether or not they have any qualifications

to do so. This effectively nullifies the any requirements for qualifications. It appears

that the Technical Committee on Fundamentals acted appropriately at the first

draft meeting when they resolved this and stated: “The qualification of the Plans

Examiners and Inspectors are already determined by the local AHJ.” and there is no

reason why this should have been addressed by the correlating committee.
