THE ROBERT L. TUXBURY COLLECTION Papers, 1936-1970 (Predominantly, 1947-1968) 14 linear feet Accession No. 711 The papers of Robert L. Tuxbury were placed in the Archives of Labor and Urban Affairs in two installments. The first was received in June of 1975 and the second in February of 1977; both were donated by Mrs. Tuxbury after her husband's death. The two sections were integrated and opened to research in April, 1979. Additional papers were placed in the Archives in November of 1983 and in November of 1984, and opened for research in June of 1988. Tuxbury was active in the Air Line Pilots Association since 1948, during a period that saw the reorganization of the union. As a pilot of United Air Lines, with his base in the New York - La Guardia airport, he participated in the local Air Safety Committee. In 1951 he became Chairman of the Master Executive Committee for U.A.L. pilots affiliated to A.L.P.A. Through this early period of Tuxbury's work, the union's main effort was devoted to the problem of safety and noise abatement in high density air traffic areas; the investigation of air crashes and the installment of radar procedures for take- off and landing were also related to the concern in flight safety. Various committees were created to cope with these matters, in which Tuxbury took part and of which he kept records, notes and research papers. In 1953, while continuing his activity in some of the committees formed during the previous years, Tuxbury was appointed as a member of A.L.P.A.'s negotiating committee in charge of the bargaining with U.A.L. for the renewal of air pilot's contract. The materials that were provided both by the company and the union as a day-by-day basis for the discussion constitute a significant file in the collection, allowing researchers to follow the successive steps of bargaining activities. From 1956 to 1960 Tuxbury served as general Secretary of A.L.P.A.: his records for this period are far less specific than for the previous one, due to the new dimensions of his work. The merger between Capital and United Air Lines, which raised a six-year-long negotiation about the seniorty to be awarded to pilots of either company; the likewise long- lasting dispute on the size and qualification of jet plane crew; and the general bargaining of 1966-68 are all documented in Tuxbury's notes, materials and research papers.

The papers of Robert L. Tuxbury were placed in the Archives of Labor and UrbanAffairs in two installments. The first was received in June of 1975 and thesecond in February of 1977; both were donated by Mrs. Tuxbury after herhusband's death. The two sections were integrated and opened to research inApril, 1979. Additional papers were placed in the Archives in November of 1983and in November of 1984, and opened for research in June of 1988.

Tuxbury was active in the Air Line Pilots Association since 1948, during aperiod that saw the reorganization of the union. As a pilot of United AirLines, with his base in the New York - La Guardia airport, he participated inthe local Air Safety Committee. In 1951 he became Chairman of the MasterExecutive Committee for U.A.L. pilots affiliated to A.L.P.A. Through thisearly period of Tuxbury's work, the union's main effort was devoted to theproblem of safety and noise abatement in high density air traffic areas; theinvestigation of air crashes and the installment of radar procedures for take-off and landing were also related to the concern in flight safety. After 1968 the collection is virtually exstinguished, nor after 1970 is there anytrace of further links between Tuxbury and the union's activity. He died inNovember, 1974.

The papers of Robert Tuxbury are basically constituted by correspondence, circularletters, minutes of meetings, notes and research papers related to A.L.P.A.'sbargaining activities, safety and traffic control committees and internal organi-zation. This part of the collection may be considered a significant complement tothe union's official papers, which also are deposited in the Archives of Laborand Urban Affairs. A far less extensive series of papers comprises manuals, bul-letins and communications in general which were provided by U.A.L. to flightofficers.

Boxes 1-12

This series is opened by the files of Master Executive Committee Chairman'scorrespondence for the years 1947-50, which Tuxbury inherited when appointedto the same office in 1951 (Boxes 1-2). The correspondence related to theNew York Air Safety Committee's activities for 1950 was originally intermin-gled with those files and has been kept in that order. The remaining partof box 2 contains the general correspondence (not related to any of theparticular subjects dealt with further in the collection) up to 1969. Boxes3-12 contain papers dealing with specific committees; the original sequenceof files has been maintained whenever possible. Per each broad field ofactivity, files proceed logically from the more general to the more specificcontent; chronological order has been followed in filing the succession ofbroader subjects. To facilitate the retrieval of subjects, an alphabeticlist of the principal matters dealt with in the collection, with referenceto their placement, is located at the end of the guide.
