I. CALL TO ORDER PUBLIC MEETING
President Matthew O’Grady called the September 27, 2016 meeting of the Robbinsville Board of Education to
order at 6:00 PM. He read the Statement of Public Meetings and led the flag salute.

On motion of Mr. Kochberg and seconded by Mr. Halm, the Robbinsville Board of Education voted 6-0 to
convene in Executive Session at 6:01 PM to discuss the following topic.

V. BOARD PRESIDENT’S REPORT – Mr. Matthew O’Grady
Mr. O’Grady introduced Acting Assistant Superintendent Kim Tew. Mrs. Tew described Robbinsville’s four
year induction process for novice teachers. Fourth year teachers Jen Paulino, Dan Rotante, and Margaret
Walsh presented information on their Year 3 Action Research Projects to the Board.
VI. ACTING SUPERINTENDENT’S REPORT – Dr. Kathie Foster
Dr. Foster reported on a smooth opening of school and noted a variety of ways in which course offerings
continue to expand each year. Of particular note at the elementary level takes place during the cycle class with
the implementation of STEAM (Science, Technology, Engineering, Art, Math). Examples of this work can be
found on Sharon’s Twitter feed. Also, Robbinsville High School is offering a Global Citizens course in which
students discuss what it means to be a citizen in a global world. The U.N. Millennium Goals are being used to
jumpstart the debate.

B. HIB SELF ASSESSMENT
As an annual requirement, Dr. Foster explained that the district must perform a self-assessment to evaluate
how it well complies with the New Jersey’s Anti-Bullying Bill of Rights Act. She described a variety of
programs that each school implements as well as ways in which student self-advocacy is embedded in the
K-8 curriculum. Dr. Foster also discussed the School Safety Committee, the Anti-bullying Specialists, and
the district’s emphasis in training new staff in the area of HIB.
C. MEMORANDUM OF AGREEMENT: ROBBINSVILLE BOARD OF EDUCATION AND LAW
ENFORCEMENT
Dr. Foster indicated that the MOA between the Board and the Robbinsville Police Department is first
reviewed and then approved on an annual basis.
VII. HEARING OF THE PUBLIC – MEMORANDUM OF AGREEMENT: ROBBINSVILLE BOARD OF
EDUCATION AND LAW ENFORCEMENT

VIII. AUTHORIZE MEMORANDUM OF AGREEMENT: ROBBINSVILLE BOARD OF EDUCATION
AND LOCAL LAW ENFORCEMENT (Attachment #1)
On motion of Mr. Halm and seconded by Mr. Young, the Robbinsville Board of Education voted 7-0 to
approve a Uniform State Memorandum of Agreement between Robbinsville Schools and the Robbinsville
Police Department. Pursuant to N.J.A.C. 6A:16-6.2(b)14, the district has adhered to an annual process of
discussion and review by designated officials.
IX. SCHOOL BUSINESS ADMINISTRATOR’S REPORT – Ms. Christina Moskal
Ms. Moskal had nothing to report.
X. STUDENT GOVERNMENT REPORT – Kai Byron

A. EDUCATION, DEVELOPMENT & POLICY – Ms. Leslie Dee
Ms. Dee reported on the following matters discussed during the September 13, 2016 meeting of the
Education, Development and Policy Committee.
1. First Reading Policies: There are no first reading policies this month.
2. Second Reading Policies: There are no second reading policies this month.
3. MOA: Chief Nitti will be at this Thursday’s leadership meeting to discuss the Memorandum of
Agreement; some minor revisions (if any) may need to take place. Kathie will distribute the MOA to
all BOE members.
4. Curriculum Updates
a. 9-12 ELA Revisions

6. Professional Learning Communities: 108 (!) faculty members have signed up for the after-school

Generation Science Standards, Social Studies and Historical Thinking, Balanced Literacy, and Math.

7. BYOD at RHS: Devices are strongly encouraged this year, not required. We are asking for students to
bring devices next year and they will be on the school supply list. The school supply list will also be
revisited (taking off graphing calculators, etc).
8. PARCC Parent Letters and Score Reports: Score reports are being mailed home on Friday, September
16th. Curriculum department and building teams are starting to review grade level data-overall, we did
well! More information to come.
9. Save the Date!

10. Other agenda items
a. Feedback from Leslie Dee (through a student) that there is not enough emphasis on Nutrition in
the Health/PE curriculum. We will look into this and see how teachers are including this vital
piece of health and wellness.

B. PERSONNEL – Mrs. Sharon DeVito
Mrs. DeVito reported on the following matters discussed during the September 20, 2016 meeting of the
Personnel Committee.
1. Review regular personnel agenda: The September board meeting personnel agenda includes
resignations, recommendations for hire, winter coaches, advisors, mentors, and Professional Learning
Community teachers. In addition to the main agenda there is a resolution to approve Broderick
Barber, a retired Hamilton Police Officer, as Attendance Officer for 2016-2017 school year. He works
as a RED door monitor.
2. Special Services Job Descriptions: Physical Therapist, Speech-Language Specialist, CST Secretary,
School Psychologist, School Social Worker, LDTC. There was a language change for the Speech-
Language Specialist to read “augmented communication devices”. The PT consults with the Adaptive
PE teacher but cannot run Adaptive PE since this requires a specific certification.
C. FINANCE, FACILITIES, & TRANSPORTATION – Mr. Tom Halm
Mr. Halm reported on the following matters discussed during the September 21, 2016 meeting of the
Finance, Facilities and Transportation Committee.
1. Transportation
a. Review start of school year & bus routes
b. Athletic & field trip bussing bid #3 results – no results. The law permits negotiating a contract
after two identical bids with zero results. The district will begin negotiations while simultaneously
altering bid specification to go out to bid for the fourth time.
2. Review facilities walk through items: A list of priorities for each building was reviewed; the district
will develop a multi-year funding plan in the upcoming months.
3. Windsor update: The district is continuing to work with the township on the sale of Windsor.
4. Solar PPA Update: A timeline has been prepared for a November bid award.
5. Turnpike billboard advertising: The district has no information about the terms of a forty year old
easement. The board attorney will speak with the county council regarding the terms of the easement.
6. Robotics & transportation to competitions: The district will look in to creating a policy.

D. COMMUNITY RELATIONS – Mr. Richard Young
Mr. Young reported on the following matters discussed during the September 6, 2016 meeting of the
Community Relations Committee.
1. September 10th Tribute: The committee reviewed the order of the program and field house rendering
completed by Steve Siegel from the Spiezel Architectural group.
2. School Connection Forum: October 4, 2016. The Forum will take place on October 4, 2016 in the
RHS Media Center and focus on the Superintendent’s Goals. The committee will spend time talking
through their vision and ideas for what it means for our students to develop the necessary 21st century
skills in order to be “Robbinsville-Ready”.
3. October 14th Football Game: Robbinsville Schools will be partnering with the Municipal Alliance to
promote “Parents Who Host the Most, Lose the Most” program. This program strives to create
consistent parental and community norms that underage drinking is illegal, unsafe, unhealthy, and
unacceptable.
4. Homework for Committee Members: Committee members will review the Community Values Survey
administered a few years ago. Questions will be revised as needed. Possible release targeted for the
State of the Schools celebration in November.

XII. FIRST HEARING OF THE PUBLIC

Mrs. Kahani questioned / commented on the following matters.

Mrs. Luciano expressed that it would be good practice for the district to conduct exit interviews for
students transferring from the district.
C. MIKE MCGOWAN
Mr. McGowan asked if there should be an attachment to the Sharon Elementary School deed regarding the
easement for the turnpike billboard. Mr. Halm indicated that a new title search was completed and there is
no notation on easement of record. Additionally the County has been unable to produce any evidence to
substantiate that an easement was ever granted.
D. AARON HOBART
Mr. Hobart asked if special education students attending out of district schools are included for approval
on the agenda. He was informed that they are included.

On motion of Mrs. DeVito and seconded by Mr. Halm, the Robbinsville Board of Education voted 6-0
approve the minutes of the following meetings as indicated. Mr. Halm abstained. Mrs. Ciaccio and Mrs.

On motion of Mr. Kochberg and seconded by Ms. Dee, the Robbinsville Board of Education voted 7-0
to add addendum item A.7 to the agenda.
On motion of Mr. Halm and seconded by Mr. Young, the Robbinsville Board of Education voted 7-0
to approve Personnel resolutions A.1-7 below and on pages 17-24 as indicated.

5. APPOINT ATTENDANCE OFFICER
Motion to appoint Broderick Barber as Attendance Officer for the 2016 - 2017 school year, on an
as needed basis, at a rate of $35.00 per hour plus mileage at the approved IRS rate.
6. AUTHORIZE SIDEBAR AGREEMENT BETWEEN THE ROBBINSVILLE BOARD OF
EDUCATION AND THE ROBBINSVILLE EDUCATION ASSOCIATION
WHEREAS, the Robbinsville Board of Education (“Board”) and the Robbinsville Education
Association (“Association”) are parties to a collective negotiations agreement (hereinafter
“Agreement”); and
WHEREAS, the terms of the Agreement do not provide for a sick leave donation bank; and
WHEREAS, both the Board and the Association wish to create a one-time sick leave bank for
Employee #5319; and
WHEREAS, Association members wish to voluntarily transfer accumulated sick, vacation, and/or
personal leave to the sick leave bank for use by Employee #5319.
NOW, THEREFORE, in consideration of the foregoing, the Board and the Association agree as
follows:
1. Association members shall be permitted to voluntarily donate accrued sick, vacation, and/or
personal days to the Employee’s sick leave bank, up to a maximum of ten (10) days per
member, so long as the Association member maintains a minimum sick leave bank of thirty
(30) days. The maximum number of days permitted in the leave bank is ninety-four (94)
days. Members’ donations will added to the leave bank in the order in which they are donated
but shall be used one at a time on an as needed basis (If a member donates ten (10) days to the
bank, days shall be left in the members own sick leave bank until one or more is needed by
Employee #5319).

2. The leave bank may only be utilized by Employee #5319 for the purposes of leave associated
with the treatment and / or recovery from his / her own personal illness.
3. The sick leave bank expires on March 1, 2017. Any leave days remaining in the leave bank
upon its expiration shall also expire.
4. Employee #5319 shall be compensated 1/185 of his / her annual salary for each day of the
leave bank, irrespective of the salary of the donating member.
5. This Agreement shall be non-precedential and cannot be used by either party in any future
dispute for any purpose whatsoever, including, but not limited to, establishing past practice.
7. APPROVE RESIGNATION: SCHOOL BUSINESS ADMINISTRATOR

f. Approve Tuition Contract
Motion to approve a tuition contract with Jersey City Public Schools in the amount of
$11,655.00. Student 200560, a resident of Jersey City, currently resides in a local group home
and attends Robbinsville Schools. The district will be reimbursed by Jersey City Board of
Education.
g. Approve Professional Services Contract Extension: Pupil Transportation Solutions, LLC
Motion to extend a professional services contract with Pupil Transportation Solutions, LLC in
an amount not to exceed $4,000.00 for professional coaching in the area of student
transportation through June 30, 2017.
h. Approve Shared Service Agreement: Crossing Guard
Approve a shared service agreement Robbinsville Township and the Robbinsville Board of

D. ROBBINSVILLE EXTENDED DAY PROGRAM (D.1)
On motion of Mr. Kochberg and seconded by Mrs. DeVito, the Robbinsville Board of Education voted
7-0 to amend Robbinsville Extended Day resolution D.1.
On motion of Mr. Halm and seconded by Ms. Dee, the Robbinsville Board of Education voted 7-0 to
approve Robbinsville Extended Day resolution D.1 as amended.
1. APPROVE REVISION: 2016-2017 STAFF RENEWAL
Motion to approve Annette Deck to serve as Data Entry / Billing Clerk for the 2016-2017 school
year. Mrs. Deck will be compensated from the Robbinsville Extended Day account at the rate of
$41.85 per hour for up to 5 hours per week.
XIV. HEARING OF THE PUBLIC
A. MIKE MCGOWAN
Mr. McGowan informed the Board that the state offers grants to defray 40% of the cost of track and
turf projects. He asked why the Board opted to not apply for this funding.
Board members informed Mr. McGowan that as part of its commitment to taxpayers and to the
concept of fiscal prudence, the district has been saving diligently for large-scale purchases such as the
recently completed RHS track and turf replacement project. They stated that by applying for the grant
funding he referenced additional demands would have been placed on Robbinsville taxpayers. It
would have meant going out for referendum and having to borrow monies to complete the project. It
would have also violated the Board’s commitment to relying on referendums for educational
improvements only. Further, a Board member noted that a defeated referendum would have impacted
the timeline and it is likely that the project would not yet be complete. It was also pointed out that a
guarantee of state funding would not necessarily guarantee that a referendum would pass. This was
the case in 2010 when the district attempted a referendum that included a guarantee of state funding
and voters turned the project down.
B. NUSHIN KAHANI
Mrs. Kahani said that student drivers speed through the intersection of Robbinsville Edinburg Road
and Pond Road creating a hazard. She asked if the district could ask for police presence at peak
driving times to help with this problem. Dr. Foster indicated that she would look into it.
C. MIKE MCGOWAN
Commenting on the status of Windsor School, Mr. McGowan indicated that the district should have
applied for a change in zoning to accommodate senior only housing. Mr. O’Grady informed Mr.
McGowan that the Board spent approximately five years looking over every possibility for Windsor
and assured him that no decision is ever made lightly.
D. AARON HOBART
Mr. Hobart inquired about the Pupil Transportation Solutions resolution. Dr. Foster informed him that
it is to pay for the cost of mentoring the Interim Transportation Coordinator.

XV. OLD BUSINESS
Mrs. Dee suggested looking into the possibility of posting a police car at the end of the auxiliary road to
redirect traffic as a way to address the problem of speeding by student drivers. Mr. Halm agreed that this
suggestion might be an option but indicated that it should be part of a larger conversation with the
township.
XVI. NEW BUSINESS
Mr. Halm inquired about expanding SPROWTS to a full day program as a way to generate additional
revenue.
Mr. Heilman asked if the dollar amount or percentage increase could be noted on the personnel portion of
the agenda when there is a change in the amount an employee is paid. Dr. Foster noted that everything
relating to salary / stipend is stipulated in the contract.
Mrs. DeVito asked if the Board should send a letter to the township in support of the Open Space tax. It
was decided to begin by vetting the idea at committee level.
Mrs. DeVito reminded the Board and members of the public about the upcoming fashion show scheduled
to take place on October 15th to help raise funds for the RHS Field House.
XVII. ADJOURNMENT
On motion of Mrs. DeVito and seconded by Ms. Dee, the Robbinsville Board of Education voted to
adjourn the September 27, 2016 monthly meeting at 8:41 PM.
