Roads Scholar 2015 General Instructions Sunday June 7, 2015

1. Overview

The Roads Scholar 2015 is a Time-Speed-Distance (TSD) course rally designed to provide an

enjoyable drive through the beautiful country roads west of Madison, Wisconsin. Your goal is to

follow the correct rally route and arrive at each checkpoint at precisely the correct time. Most legs

have one or more situations that are designed to test your ability to observe, reason, and follow the

rules in these General Instructions. These situations are referred to as traps. Each trap is carefully

designed so that contestants who do it incorrectly will not get lost; rather they will arrive at the next

checkpoint, but will be either early or late and will therefore receive a timing penalty.

2. Registration

The rally starts at Gray’s Tied House restaurant, 950 Kimball Lane, Verona, Wisconsin. Registration

opens at 10:30 AM. The driver will be required to show a valid driver’s license at registration. Both

driver and navigator must sign the SCCA release form. Contestants under 18 years of age must

present an SCCA minor release form signed by their parent or guardian. A vehicle inspection and

emergency contact form will be given to you at registration (a copy of this form is included at the

end of these General Instructions). Once this form is completed and returned to registration you

will receive your Route Instructions. Your rally packet will contain a self-adhesive removable label

with your car number. Please affix this label to your right front headlight. This allows checkpoint

crews to identify you as a rally car.

A contestant meeting will begin at 11:20 AM near registration. We will discuss these General

Instructions and answer any questions. Cars will start the rally at 12:00 PM plus their car number in

minutes. Several minutes prior to your starting time, please drive your car to the western end of

the parking lot at Gray’s Tied House. Starting line personnel will assist you in lining up for the start.

There will be a 30 minute break during the rally at the BP gas station in Barneveld, WI. (43.008,

-89.900) There are restrooms and a Subway restaurant at this location. The first car should arrive

there around 2:00 PM. The first car should reach the finish at Gray’s Tied House around 4:00 PM.

Each entry must have two and only two people per car. Per Wisconsin law, every participant is

required to wear their seat belt and shoulder belt during the event. You are expected to drive safely

and courteously and obey all road rules, including posted speed limits, at all times. Reckless driving

is grounds for disqualification.

3. Time

Timing will be to the 1/100 of a minute. Pauses are expressed in minutes and hundredths of a

minute (e.g. Pause 1.75 minutes at Stop). Official rally time will be available at registration.

If you are delayed along the rally route for any reason, you may submit a time delay without any

penalty. Hence if you are delayed due to road blockage, slow traffic, just getting lost, or any other

reason, do not drive recklessly to try to make up the lost time. Simply fill out a Time Delay Request

form (included in your registration packet) and hand it in to the crew at the next open checkpoint

prior to receiving the critique slip. Requested delay time must be in one minute intervals starting at

0.50 minute and up to a maximum of 19.50 minutes. That is: 0.50 min, 1.50 min, 2.50 min, …, up to

19.50 minutes. You will have a maximum time allowance of 19.50 minutes from the start through

checkpoint 4 and another 19.50 minutes from checkpoint 5 through the final checkpoint (#7).

Leg times were calculated using mileages with a resolution of 0.001 mile. The total leg time was

then truncated to 0.01 minute.

4. Speed

All rally speeds will be in miles per hour. Speed changes at a sign are executed when your front

wheels are even with the sign. Speed changes associated with an intersection are to be executed at

the Stop if one is present, or at the apex/center of the intersection if not. There may be brief

sections where the assigned average speed exceeds the posted speed limit. In these instances, do

not speed. Observe the posted speed limit. There will be sufficient distance to make up lost time

prior to the next checkpoint.

5. Distance

Official Mileage is the distance, in miles, from the last point of zero mileage to the specified

reference or action point. It may be stated with one, two, or three decimal places (e.g. 11.4 or

11.43 or 11.432). Official Mileage reverts to zero at each restart point and at other points as

specified in the route instructions. The notation /0.00 indicates that you should zero your odometer

at that point. Official Mileage can appear to the left of the route instruction number. For example:

In this example, the Official Mileage of 8.00 occurs at a sign containing the word “Bright”. You must

first see Smith road, then you must see a sign, and then you must see a sign containing the

word “Bright”. Note that this route instruction does not require any turns, you merely observe and

pass Smith road and these two signs.

Except in a Transit Zone, the maximum distance between route instructions is 5.0 miles. If you’ve

been driving for more than 5.0 miles looking for the next instruction and are not in a Transit Zone,

you’re off course. Turn around, go back, and figure out where you went off course. There may be

instances in a Transit Zone of two route instructions that are more than 5.0 miles apart, but these

two instructions will always have Official Mileages.

The course was measured to a resolution of 1/1000 of a mile with a 2010 Subaru Forester using a

Timewise 797A rally computer. Official mileages in the Route Instructions are truncated, not

rounded. For example, a mileage of 4.768 could be reported as 4.768 or 4.76 or 4.7. There is no

tire warmup section in the Route Instructions. Weather during the course measurement ranged

from 58 to 65 degrees and was dry.

6. Roads

Consider any road marked as Private, Dead End, No Outlet, Road Closed, etc. to be non-existent. A

sign reading “No Thru Trucks” does NOT make that road non-existent. Any private driveway,

industrial, school, church, and commercial roads, parking lot entrances and exits, and roads that

visibly end are considered non-existent except for the parking lots of Gray’s Tied House (start and

finish) and the BP gas station in Barneveld (the mid-rally break).

Unpaved roads exist if and only if a Route Instruction that you are seeking to execute or complete

contains the word ‘unpaved’. Ignore short unpaved sections on paved roads. Roads marked “LOOSE

GRAVEL” are to be considered as paved roads.

The designation of a road is as intended by the erecting agency. Roads can be designated in three

ways: name, number, or letter. A road with a name sign such as “North Creek Rd” could be

referenced in the Route Instructions as North Creek Rd, North Creek, or Creek Rd. Roads identified

by letter(s) such as County PD may be referred to County PD or PD, but could not be referred to as P

or D. For example: Right on PD, or Right at PD, or Right onto County PD.

Occasionally an Intersection will contain a roughly triangular, untraveled grassy area. Consider this

road configuration to be just one Intersection.

7. References

Any reference that appears in quotation marks (for example: Right after “Bridge”) is a reference to

words, letters, numbers, or symbols on a sign. Spelling of quoted material will be precise.

Capitalization, punctuation, and word spacing are irrelevant. Signs may be quoted in full or in part

but always in a sequential manner as intended to be read. Neither signs on mailboxes nor text

painted on the road will ever be used. Expect at least one trap based on precise spelling of a sign.

Signs may also be represented graphically, for example: 12. End Transit Zone at .

Note that referenced signs do not have to pertain to your road, they only have to be visible from

your direction of travel along the rally course. If a sign is a bit harder to see, the Route Instructions

will include the note (Look sharp) indicating that you should look carefully for and at this sign. You

will not have to look behind you to see any sign.

Any reference that does not appear in quotation marks (for example: Right after Bridge) is a

reference to a landmark. No landmark will require you to look back to see it or identify it.

Landmarks do not require a sign identifying them. You will be required to recognize common

landmarks by their customary appearance. The reference in the instruction Right after Bridge could

be an actual bridge, or Bridge Road, or any other object that could be identified as Bridge.

8. Route Instructions

Each team will receive one copy of the Route Instructions at registration once both driver and

navigator have completed the check-in procedure. If you would like to have a second set of Route

Instructions, let us know prior to the rally and we will provide a second set for you. Read these

Route Instructions thoroughly before you start. Check them for completeness and legibility.

Route instructions are to be executed in numerical order. Each leg of the rally will begin on a new

page and route instruction numbers revert to 1 at the start of each leg.

Some route instructions will be in the format of an Either/Or statement. For example:

You are to look for both the Either portion and the Or portion of the instruction but then execute

only the portion that you can complete first and then ignore the other portion.

9. Route Following Rules

As you travel the rally route, apply the rules below in the order listed; select the first uniquely

applicable rule and proceed accordingly.

1. Obey an emergency rally sign. These will be plastic plates that will be posted in a prominent

location. They will have the notation “RS” (Roads Scholar) and then important information. If

you encounter an emergency sign saying “Off course”, turn around, go back and figure out

where you left the rally route. Emergency signs can also be used to compensate for a missing

sign or road closure.

2. Execute a route instruction, even if it takes you in the same direction as rule 3, 4, or 5 below.

3. Continue by applying the Protection Rule.

4. Continue by going Left at Tee. (Tee is defined in the Glossary)

5. Continue in a direction as nearly straight as possible.

Protection Rule: Proceed through an Intersection on the road that does not have a stop sign

controlling traffic on it, if there is only one such road leaving the intersection.

Examples of proceeding through an Intersection using the Protection Rule:

10. Checkpoints and scoring

Checkpoints will be identified at the checkpoint line by a checkpoint sign. You will be timed as your

front wheels cross the line by a pneumatic hose system. Be sure that your front wheels drive across

this hose. Do not stop at the line but proceed to the timing car approximately 200 feet beyond the

line. If there are rally cars waiting ahead of you, please stay in order of arrival. At the timing car,

announce your car number and immediately submit a time delay if you need one. They will hand

you a critique page containing the following information: checkpoint number, your arrival time,

official leg time, official leg mileage at the checkpoint line, restart point - the point ahead where you

will start the next leg, your assigned restart time for the next leg, and a critique of the leg - this will

explain the trap, if any, on that leg. It is important to read this critique so as to avoid making the

same mistake again on a subsequent leg. Leg time calculations are printed on the back of the

critique page.

Once you receive your critique page from the checkpoint crew, drive ahead to the restart point and

await your restart time for the next leg (which was assigned on your critique page). Please pull

ahead from all restart points so as not to block them from other cars.

Creeping is defined as travelling at less than 5 mph as you approach a checkpoint. If the checkpoint

crew observes a rally car creeping, they will signal the car to come in. This signal could be a wave or

the flashing of headlights. If the rally car does not immediately respond to the signal by processing

into the checkpoint in a decisive manner, a creeping penalty of 25 points will be assessed. This is a

safety issue as a creeping car can be a hazard to another car entering the checkpoint at a higher

speed.

All checkpoints are identified in the Route Instructions. Hence, you may consider yourself to be in a

Free Zone unless the route instruction you are seeking contains the word ‘checkpoint’. Checkpoints

will open 15 minutes before the car #1 is due to arrive. They will close 20 minutes after the last car

is due to arrive or when all cars are through, whichever occurs first. There will be 7 checkpoints on

this rally.

Penalty points are assigned as follows: 1 point for each 0.01 minute early or late at a checkpoint, up

to a maximum of 200 points (2 minutes) per checkpoint. Each leg of the rally is scored separately. If

you are late at one checkpoint, you cannot improve your score by being early at the next one.

11. Classes and awards

Contestants should register in one of these four classes.

E (Equipped) – No limit is placed on calculating equipment. Timewise rally computers and apps such

as Richta Computer are in this class.

L (Limited) – No limit is placed on distance measuring equipment. Computation equipment must

not receive a direct input from any distance measuring device (including GPS). Distance information

must be manually entered into calculating equipment.

S (Stock) – Distance measuring equipment is limited to stock odometer in the stock location and/or

GPS device(s). Computation equipment must not receive a direct input from any distance

measuring device. Distance information must be visually acquired from a distance measuring device

and must be manually entered into calculating equipment (if any).

NTS (New To the Sport) – combined rally experience of both driver and navigator is less than 6

rallyes. Contestants in this class must run with the equipment limitations of the Stock class.

Trophy plaques will be awarded to 1st place driver and navigator in E, L, and S and to 1st through 5th

place driver and navigator in NTS. Engraved glass mugs will be awarded for best MINI and best

Porsche. The coveted Dead Last But Still Finished award (a 6 pack of Gray’s Tied House beer) will be

awarded to the car that completes the rally with the highest (worst) score and stays for the awards

presentation. A $10 gift certificate to Culver’s will be given based on a random drawing of the

people who complete the contestant evaluation form after the rally.

12. Police notification

The Sheriff’s Departments in both Dane and Iowa Counties have been notified of this event. A copy

of the police letter to the Iowa County Sheriff and a copy of the Dane County road use permit will be

included in your registration packet. If you are questioned by anyone about this event, please

explain that the local authorities have been properly notified and show them these two documents.

13. Glossary

At – ‘in the vicinity of’ for actions directing a course of travel; ‘even with’ for other actions such as

CAST, PAUSE, etc.

After – at the first opportunity after completely passing.

CAST x – change, commence or continue average speed to x miles per hour.

Checkpoint – the timing line of an open checkpoint as identified by a checkpoint sign.

Crossroad – an Intersection of exactly four roads in the general shape of a ‘+’ where roads go

generally left, right, and ahead.

Divided Highway – a road whose opposing lanes of traffic are separated by a divider, median, or

neutral ground. Where another road intersects a divided highway, the resulting configuration is

considered as one intersection, even if the divided highway is not mentioned in the Route

Instructions.

Free Zone – a specified portion of the rally course in which there are no checkpoints.

Intersection – a meeting or crossing of existent public roads at grade level from which there is more

than one way to proceed without making a U-turn.

Left – a Turn to the left.

NRI – numbered route instruction.

( ) – information in parentheses is provided to be helpful. This may be used to clarify a confusing

situation or to provide additional assistance for contestants new to rallying.

Pause – time to be added to your travel time by delaying the specified amount of time. A Pause

instruction is not completed until the Pause time has elapsed.

Right – a Turn to the right.

Stop – An official octagonal stop sign that requires you to stop at an Intersection.

Straight – proceed directly ahead (within +/- 10 degrees) at an Intersection.

Tee – an Intersection of three roads in the general shape of the capital letter T, as approached from

the bottom of the letter. This type of Intersection will only be referred to as a Tee on this rally.

Transit Zone – a portion of the rally route in which there are no checkpoints and in which no specific

speed need be maintained. Either an exact time for passage or a restart time from the end of

the transit zone will be given.

Turn – A change of direction of more than 10 degrees and less than 170 degrees at an Intersection.

That is, a Left or a Right.

Unpaved – a road having a non-hard surface such as dirt. Some Wisconsin roads are paved but with

a loose gravel surface. Consider these roads to be paved.

All terms defined in this Glossary will be used in the Route Instructions only in the context described

unless the term is contained within quotation marks indicating it is the text of a sign. Terms that

are not defined in this Glossary are used in their normal English dictionary definition. The

Glossary in the SCCA Rally Regulations does not apply to this rally.

Notes for New To the Sport contestants:

- Read these General Instructions carefully and ask questions about anything you don’t understand.

Print them and make notes on them. You’ll want to refer to them during the rally.

- Several places on the rally course have a time-of-day restart. For example: Restart from here at

12:25 PM plus your car number in minutes. If you are car number 12, you should stop at this point

and wait until 12:37 PM, at which time you continue along the rally course from this point.

- Bring at least one digital watch that displays seconds. Set the time on your watch(es) to the official

rally time at registration. You will need an accurate watch to restart correctly at each restart point.

- Other stuff to bring: a clipboard, pens, a highlighter, a pad of paper, a calculator.

- You may use a GPS navigation system if you wish, but it is not necessary.

- Be sure to zero your trip odometer wherever the Route Instructions tell you to. Failing to do this is

a good way to get lost because you won’t be able to make use of the Official Mileages in the Route

Instructions. There are many Official Mileages in the Route Instructions and these will help you

follow the course.

- Be sure you understand the difference between Right at “Bridge” and Right at Bridge. The first

instruction refers to a sign containing the word ‘bridge’. The second instruction refers to an actual

object – for example, an actual bridge or a road named Bridge.

- Remember that capitalization of quoted material is irrelevant but that spelling is precise.

- Doing a trap wrong won’t get you lost (they’re all looped so you’ll get to the checkpoint), but

missing a turn will get you lost. The most common cause of getting lost is overlooking the correct

place to turn. For example, if the NRI is Turn on Far Look, be very careful to not miss seeing Far

Look Road.

- It is very helpful to display the current page of Route Instructions in a way that both driver and

navigator can read it. Experienced rallyists typically mount a clipboard to the dash at a midpoint

between driver and navigator. The navigator posts the current page of Route Instructions on the

clipboard and then both of you can read them. If you do mount a clipboard, be very careful to do so

in a way that would not interfere with any air bags.

- Drive safely at all times. Don’t let reading the instructions or following the course distract you from

driving safely.

Critique: No traps. Just an easy leg to get started and get the feel of following the

instructions and running on time. If you took the advice in the General Instructions to read

the Route Instructions thoroughly, you would have found the official time for this leg in NRI

Critique: Did you notice the two L’s in Angell in “Pailing’s Hopeful Angell Farm” in NRI 4? If

you did, did you notice that the big red sign had only one L?

But just 120 feet beyond this sign was another sign with two L’s:

So you should have executed the Either portion of NRI 4 for a 0.75 minute Pause. If you did

the OR portion (Pause 1.50 minute at ), you will be 0.75 minutes late at this

checkpoint. If you got this right because you didn’t notice the two L’s, consider yourself

lucky. This one was a gift. There aren’t any more gifts.

Critique: Usually a Tee intersection is defined as a T, but not on this rally. So NRI 7 (Right at

T at County Z) had to be executed at an object identified as T, such as County T road. You

should have used the Tee rule to go left at the Tee at the end of Hillside School road and

you would have found County T road at the next intersection.

If instead you turned right at the Tee (which wasn’t a T), you will be 1.17 minutes early at

this checkpoint.

Critique: Were you surprised to find both arrows for NRI 5 at the same intersection?

You should then have referred to page 4 of the General Instructions where it says to

‘execute only the portion that you can complete first and then ignore the other portion.’

The Either portion with the 1.00 minute Pause can be completed before the Or portion with

a 1.75 minute Pause. So you should have done the Either portion with the 1.00 minute

Pause. If you did the Or portion, you’ll be 0.75 minutes late at this checkpoint.

Critique: Ah, the cruddy troll in the blue Bugatti. We hope that rather than figure out that

you would pass the imaginary blue Bugatti at 3.00 miles, you instead noticed that you were

instructed to CAST 50 when you pass “the cruddy troll”. Notice the quotation marks? So

you were actually looking to pass a sign containing the words ‘the cruddy troll’ which

occurred at 0.53 miles, rather than going all the way to 3.00 miles for the CAST 50. If you

did the CAST 50 at 3.00 miles where you pass the imaginary car, you’ll be 0.74 minutes late

at this checkpoint.

If you did, you realized that you merely had to observe a sign containing the word “Right”

after you passed the deer sign and Town Hall road sign.

Critique: Did you remember that spelling is precise? That means that “Trail Xing” is not the

same as “Trail Crossing”. So the first sign that you saw while seeking NRI 9 (Left after “Trail

Crossing”) was not the right sign.

You should have ignored this sign, then used the Tee

rule to go left at the next intersection, and you would

have found the correct sign shortly thereafter. You then

used the Or portion of NRI 10 (“Twin Grove”).

If you used the “Trail Xing” sign, you then used the

Either portion of NRI 10 (Left onto Gust) and you’ll

be 0.75 minutes late at this checkpoint.
